showers just a moment. first up let's check in with meteorologist, david murphy. the talk of rain in your accuweather forecast. >> rain right now. >> yeah, we have a couple light sprinkles and showers that popped through. the first one is pushing through central of pennsylvania delaware county getting a little bit of a break right now. but there is a little bit more out to the west and this is all pushing in from the west as well so up until about maybe 7 or 8 o'clock this morning, you are off and on anyway going to see some light sprinkles and showers. precipitation to our west extend dunn by washington. once we get past that some of these clouds are liable to break and give us sunshine today and that's going to help those temperatures move up there. for now we're not too bad. 66 degrees in philadelphia. 62 in allentown, 62 in trenton, 63 in wilmington. a little bit milder down the shore, upper 60's between sea isle city and up the coast in atlantic city. as we roll through the day it does get milder. 65 degrees by 9 o'clock but then up to 69 by noon. 75 is your high at 3 o'clock. again, a mix of clouds and sun through most of the middle

portion of the day. and then the clouds are liable to get a little bit thicker as we head towards the end of the afternoon. by 6 o'clock, we're at 71 and late in the day and especially tonight we'll be on the lookout for the reemerging of precipitation and it could be showers and perhaps a couple isolated gusty thunderstorms. i'll have more on that coming up with future tracker 6 and the rest of your accuweather 7-day forecast. matt. >> david, thank you. the philadelphia federation of teachers plans to fight the school reform commission's sudden decision to cancel their contract and force them to pay healthcare premiums. the stunning move came in a last night special action meeting yesterday. the scrapping of the contract dismantles the teaches' health and welfare fund. the district says the change will generate more than $50 million which will immediately be used in the classrooms. superintendent william hite says this option better than mandating layoffs or salary reductions. >> fiscal environment in which we are facing, we all have to share in the sacrifice in

order to provide our children with what should be very basic resources. >> the teachers are buying paper, they're buying supplies, they're doing two jobs for the price of one. they have a lot of nerve saying that the fft members don't sacrifice. that's an outright lie. >> teachers also say they did not create the district's financial crisis and shouldn't be forced to fix it. we'll have much more on the legality of the src's report in a live report. >> police say they captured the man who beat sexual eight assaulted a woman and robbed a woman inside her chinatown business. investigators tell "action news" he has confessed. brandon medley will be charged with rape attempted murder and other offenses. surveillance video shows him smiling. he took the cash off and took off. medley was later found in a

homeless shelter nearby police say his demeanor during the attack makes its more disturbing. >> like something he's used to doing in terms of he may have done this before whether in this city or someplace else. >> so far police have not confirmed if indeed menley has done this before. he has a prior arrest for drugs in pennsylvania and disorderly conduct in florida. >> a man charged with murdering a baby and her grandmother is expected back on the witness stand raghunandan yandamuriian is tried on charges he killed and kidnapped sanvi venna. during testimony he's expected to expand hadn't lace claim that he was coerced into two men into helping them commit the murders. prosecutors say only yandamuri was involved and claim his original intent was to gain a ransom to ease his gambling debt. the former headmaster of the prestigious tower hill school in wilmington goes on

latest including surprising precautions under way in new york city. >> reporter: this morning the first ebola infection outside west africa. doctors in spain say test confirm a nurse contracted the deadly virus. the woman was part of a medical team that treated missionary who's had become infected in west africa. the nurse is currently in isolation undergoing treatment while authorities search to find the people she had contact with. in dallas, thomas eric duncan the first person diagnosed with ebola in the u.s. remains in critical condition. doctors are now administering an experimental drug that at first they said would make him even sicker. >> i can't answer whether -- if he would have taken that experimental medicine earlier or not would have made a difference. i can't answer that. >> reporter: officials continue monitoring people who had contact with duncan. now is the time ebola symptoms would most likely start to show. eight to 10 days after their last visit with him. in nebraska, american journalist ashoka mukpo is

>> blue shirt and a blue tie here. nicely coordinated. in between orange. >> the sunshine, right. storm trackerstorm tracker 6 lie scan. we'll see if we get sunshine today. right now we're looking at sprinkles and showers popping through. want to start this up and we'll take a look at the movement of this. we'll take a look at the west to east and we have slightly wet roads in philadelphia because of that first band of what is really light precipitation popping through but enough to put a little spray on the windshield and slow you down a bit. and then of course we have the second stuff coming up i-95 about halfway between baltimore and woman -- wilmington. that will be making us wet again before 7 or 8 o'clock. after that i expect most of this will die down. as we take a look outside we have cloudy skies over the ben franklin bridge and occasionally it has been raining out there so you very well could have some wet roads that slow you down just slightly. temperature currently 66 degrees quite a bit milder this morning than it was this time yesterday.

dewpoint at 52. winds south i've southwest at 15 miles per hour so a little bit on the breezy side and bringing on that always on seven day for you. future tracker 6 shows you this morning rain should end quickly this morning. by noon we'll probably be into more of a clouds and sun mix. i expect to maintain that through most of the day. if we get enough sun particularly later in the afternoon we'll bounce those numbers up into the low to mid 70's across the region. that's not too bad. we are on the lookout late today and especially later tonight for another round of showers with another disturbance coming through and this time there could actually be a couple of thunderstorms mixed in. and so i want to give you a heads up about that, what to expect later on tonight for the most part. some spotty showers possible but mixed in an isolated thunderstorm possible with gusty winds and downpours. now, the model wandered to put most of that up to the north. i'm going to allow for it just about anywhere even along the coast. again, best chance will be in the evening hours and then later tonight.

day planner, 64 degrees by 8 o'clock. we are looking at a sprinkle or shower lingering up until about 8 o'clock and then 68 degrees by 11:00 and 73 by 2 o'clock with a high of 75 around 3:00. in through here we should be mainly dry. any time after about 4 o'clock -- 5 o'clock this afternoon maybe another pop-up shower here or there but again, most of the next round of significant rain is probably later on tonight. high temperatures 75 in philadelphia, 73 in allentown. a lot of 74's up north and down in through millville. only 68 in atlantic city and just 70 in cape may, new jersey. tomorrow future tracker 6 shows you that in the overnight hours most of our rain clears out. if there is anything left over we'll have it for you on storm tracker but you can see that as we roll into about midday wednesdays sunshine is coming back big time and we're looking much better. clouds and sun for the most part today once we get rid of early morning showers. later on today and tonight a new round of showers with

perhaps a thunderstorm mixed in and a high of 75. tomorrow it's clouds quickly to sun. looks like a pretty bright day, a high of 73. bright and breezy on thursday, high down to 66 degrees and then friday looks to be a cloudy day with periods of rain and saturday also a little iffy with at least some spotty showers around. we do look drier for sunday, though. >> that's a fall forecast for you. >> yes, it is. >> thank you david. new on "action news" here isis has released video of american hostage abdul rack man kassig. the 26-year-old from indiana was kidnapped while act ago as a medical aide work intersyria one year ago. isis threatens it will make kassig the next victim of a beheading. his parents have issued a desperate plea to save his life am they say he changed his name from peter when he voluntarily converted to islam while being held captive. >> new here on "action news," one school district in washington state will soon be swing free. school administrators in richland washington state

worry that children walking by could get whacked in the head by the feet of their swinging peers. the district says it is under pressure from insurance companies for liability for injuries. according to health officials about 200,000 kids in the u.s. go to the emergency room every year from swing-related playground injuries. a grand jury in georgia has declined to press any criminal charges in the drug raid that injured a 19 month old baby. baby boo-boo was hospitalized after a flash grenade landed in there play pen where he was sleeping. members of the mountain ncis team were looking for a suspected drug dealer at the time. the grand jury said while the drug investigation was sloppy, they found no evidence of criminal intent. >> a baseball fan is in critical condition after an attack after a major league playoff game in california. it happened friday night in anaheim after game two of the american league division series between the angels and the kansas city royals. police say three men in a

use parental controls or the v-chip. learn how at thetvboss.org >> good morning. let's take a look at some of your traffic spots. first up, northeast philadelphia 95 at cottman. most of the roads out there are going to be wet this morning. give yourself some extra time. there in the ongoing work zone traffic is moving well but a bit to the south the ramp from bridge street to 95 southbound has been closed overnight for construction. but it should be opening up again in a few minutes. let's go over to the schuylkill at the vine. construction crews just pulled away from the westbound lanes between the vine and spring garden. all lanes are now opened for your morning commute but the crews will be back there tonight at 10:00. matt.

>> thanks so much tam. it is tuesday morning. time now 4:51. time for your travel forecast. every day these past week and three days we have been talking about shock because of these problems with the air traffic control system, you know that fire that was about a week 13 days ago. well, looks like everything is solved. there's only two cancellations at o'hare so for once we can say hey chicago -- by the way there is a little bit of rain but we're not expecting any delays out of that. chicago looks good and so that's good news finally for the first time in awhile. could see some thundershower activity in fact some storms are moving threw upper georgia right now. so, atlanta and also miami could see delays. that rain that we have here in philadelphia, boston, new york city and maybe d.c. could see a few delays out of that as well as detroit also seeing some rain this morning and then finally phoenix thundershower activity could cause some delays at sky harbor international airport but lots of other locales in this great state -- great united states of america looking good on this tuesday morning. tam, back to you.

>> oh, matt, thank you for that. happening today, drivers using the atlantic city expressway will not have to pay the toll. it's part of a campaign to showcase atlantic city as a place for midweek escape. right now it's just happening this month. there's no word if the toll free tuesday campaign will stretch into november. a bill that would expand pennsylvania's hate crime protection center city one step closer to becoming law. legislators are pressing for it on the bill to include sexual orientation and gender identity under hate crime laws. the bill passed house committee 19 to four. it was introduced in january 2013 but gained political momentum after the beating of two gay men in center city last month. pennsylvania is the only state in the northeast that does not include lgbt members in its hate crime laws. the full statehouse also passed a new gun law related to philadelphia. it would give prosecutors discretion to seek a minimum two year sentence for people convicted of carrying a gun they do not own or for which they don't have a license.

>> a bear found in new york city central park is raising all sorts of questions. the biggest one being how did it get into that urban jungle. a dog walker discovered the dead cub under a bush yesterday morning and officials say the baby animal had signs of trauma and cuts to his body. authorities believe it may have been dumped there. no bears are missing from any new york city zoos. real housewives of new jersey star teresa guidice says she was shocked by her 15 month prison sentence. theresa told bravo host andy cohen the whole ordeal has taught her not to sign contracts without reading them. she says she's always been taught to trust people but vowed to be more cautious. she'll begin serving time in january and her husband joe has received a 41 month sentence and he'll report to prison after his wife is finished. that way one of them will always be home with their four daughters. >> fresh prince of belair star alfonso ribiero finally busted out the carleton on "dancing with the stars" and it was awesome.
