it's 4:30. let's go to dave murphy to take a look at accuweather and karen rogers has your traffic. good morning. >> what color shirt you have on, matt? >> i don't know. >> i'm not getting mad about it. all right, so we got satellite showing you more clouds streaking in overnight. but these are thin enough where once the sun gets up over the horizon we are going to see a sun and clouds mix today, so not as bright and blue as it was yesterday but still bright and temperatures starting out a little bit cool but not too bad. 51 in philadelphia, 49 in wilmington, 45 in allentown and almost 60 in sea isle city and along the boardwalk in atlantic city. the winds have turned out of the southwest. they're not very strong, calm in a lot of spots but that general draw from the southwest is making it milder around here which is good news indeed. as we head out to the school bus this morning it will still be jacket weather, 49 degrees by 6:00, 51 by 8 o'clock. a few clouds obviously on the cool side out there and as we roll through the day, we are looking at a warm one. how about this? 51 degrees under the stars in

philadelphia. by 8 o'clock, probably still sitting on or about 51 and then by noon up to 66 and by 3 o'clock, 74 degrees. your high today is actually going to be 75. we'll probably hit that around 4 o'clock and then 69 degrees by 6 o'clock and temperatures settle a bit overnight. nice and mild this afternoon, karen. of course there as always are changing in the accuweather 7-day and we'll have those for you coming up. >> all right, dave. let's check the traffic. looking live it's very early out there, hardly any cars. delaware county i-95 right near the commodore barry bridge. that's northbound traffic headed towards the blue route. all lanes are opened and no problems between the delaware state line and the airport looking pretty good there on i-95. here's i-95 at cottman avenue. no overnight construction here so that's your southbound traffic headed towards center city if you're coming in from yardley, langhorne or bensalem, you've got a nice clear easy ride and we're dry again this morning. one more look in west chester looking here at 202 past the

elway pike construction blocking the right lane. should be clear in the next hour. you see penndot with the arrow board. it's early, no delays. burlington bristol bridge closed until five for maintenance an ship coming through after 4:30 so we have an opening there anyway matt and tam. >> karen thanks. we begin with breaking news. authorities are in the process of removing nearly two dozen dogs from a south philadelphia home right now. >> now, neighbors are called police saying they witnessed suspicious activity. the spca says what they found is clearly part of a dog fighting ring. >> "action news" reporter katherine scott joins you live from the scene in south philadelphia with details. katherine. >> reporter: matt, we're still waiting for the exact count but we're hearing there are 15 adult dogs inside the home and more than half a dozen puppies and they started taking the dogs from the home here. one just came out right now and put in that p spca van. philadelphia police were called to the 2200 block of mifflin street overnight, called for suspicious activity

in the house. the spca arrived around midnight. you could hear the dogs barking before weeks ago rescued. you could probably hear some of them barking from the house right now. police say they found blood, evidence of dog fighting and this could date back for quite some time. they found training equipment and paraphernalia, treadmills for the dogs, syringes likely to give the dog steroids. the owner was rendering from this property. so far there are no arrests in this case but again this is ongoing right now, dogs being taken out of the home, there's still paraphernalia inside we're told. stay with "action news" throughout the morning as we continue to follow the story. live in south philadelphia, katherine scott channel6 "action news." >> katherine thank you for that. new this morning, a fast moving fire injured one person in the somerton section of philadelphia. crews quickly knocked down the flames on the 100 block of mandina street after 1:00 a.m. investigators believe the fire might have start in there a garage before spreading

through that three story duplex. parents are outraged after the sudden shutdown of a philadelphia charter school leaving hundreds of high schoolers looking for a place to get their education. "action news" reporter erin o'hearn is live at the bigboard. she's got more on last night's meeting. >> good morning, tam. if you think about just how difficult this is for these ninth through 12th graders who are almost two full months into the school year. apparently a robo call went out over the weekend notifying families that the walter d. palmer charter high school would be shutting down. this left nearly 300 students 80 of them seniors scrambling to find new classrooms in the city and at a meeting last night in frankford parents were outraged. >> pre. >> reporter: according to the founder parents were put on notice that the school was -- that closing the school was a very real possibility

but parents were so outraged at the way this process was handled. for months the low performing school has been battling with the philadelphia school district which is in the process of revoking its charter. the school which also has k through eight in other locations had twice the number of students legally allowed. last night parents were confused, angry and pointed the finger at the ceo, dr. walter palmer. >> my niece and nephew still hole from elementary school. how you going to place high school students. you haven't placed elementary students yet. >> i want you to see it and i want the city to see it. i want people to recognize these are the at risk families that people don't care about. >> and the district says west philadelphia high has offered to take all the displaced seniors and the charter school will be opened all week to help with transfers. the school can't say what's next for its teacher and staff -- teachers and staff. tam. >> thank you, erin. happening today penn state's board of trustees will gather for a special meeting

on the freeh report. the 2012 findings by former fbi director louie freeh concluded that former college officials showed "total starred for the victims of jerry sandusky." the ncaa used it report for sanctions against the penn state football team which have been lifted. one trustee called the freeh report incomplete and inaccurate demanding that the board revisit the investigation. >> the philadelphia parking authority meets for its first board meeting today since its battle began with the car sharing service uber x. the conflict is not on the agenda mayor michael nutter also weighing in on the ppa's fight with uber. nutter tweeted his support for the new service yesterday. the ppa carried out its threats over the weekend to tow uber x cars and fine drivers claiming the low cost ride service violates state law. septa's largest union says it will not go on strike in the next few days but is

making no promises beyond this week. the transport workers union local 234 represents about 4700 bus drivers, subway operators and mechanics. members voted to authorize a strike over the weekend. they have been working under an expired contract since march. local 234 says its main problem is with pensions. its last septa strike was in 2009. that one came without warning. now, leadership promises to give a 24 hour notice if they decide to walk off the job this time. >> the owner of two abused dogs was found guilty in absentia after failing to show up for trial. authorities say 27-year-old brian talbert of philadelphia's mayfair section let his dogs starve. one of them is prince the late pitbull you see there. prince was emaciated when he was first rescued in september a month later under the care of the spca prince is doing much better. today he's available for adoption. the other rescued dog already has been placed in a new home. a wilmington neighborhood

is on edge after a giant african cat has broken loose. boo is a savannah cat can which is a hybrid of a wild and dom midwest indicated today. he's 30 pounds. boo bolted on october 17th while chasing a rabbit and hasn't come back home yet. he was spotted as early as this morning. richard todd says the rare cat is priceless to his family. >> he's part of the family. he's been part of the family for almost nine years so we really want to have him back and home safe and not scare everybody. >> if you spot boo call the new castle county police so that it could be properly captured. >> hopefully they'll find boo before halloween. >> yes. >> 4:39. bring in that always on seven day for you -- always on day planner for you to take a look at what's coming the rest of afternoon and evening. cloud cover is on its way in right now and you'll notice some of that above you as you head out but the clouds are thin enough in a lot of cases where you will see a fair amount of sunshine coming through. so we're going for kind of a sun and clouds mix today. 51 degrees by 8 o'clock but by 11 o'clock we're up to a comfortable 62 and then you get to 2 o'clock and we're basically spending the afternoon in the 70's. 72 degrees by 2:00, 75 degrees is your high probably around 3:30 or 4:00 and then we're still holding 73 degrees at 5 o'clock. an absolutely gorgeous afternoon ahead. high temperatures across the region, everybody in the 70's. down the shore, that's the cool spot and 13 looks like you'll get up to about 72 degrees so unseasonably warm today. later tonight assuming the clouds clear out enough for us we are going to be looking at a rocket that's going to be delivering cargo to the international space station taking off from wallops island

virginia this is after 6:22 this evening. you can look to the south. they were supposed to launch this last night but there was a boat in the secure zone and they had to cancel it because of that. so, hopefully we'll have enough of view through the clouds to be able to see that early this evening. tomorrow we have an area of low pressure and a cold front still coming at us from the west so it's still going to be mild ahead of that front. there could be a couple can of little sprinkles or showers through the day but it doesn't look like a whole lot and then in the evening maybe another light sprinkle or shower pong through by tomorrow evening it is do. your exclusive accuweather 7-day forecast, today very warm, 75 degrees. hoe high to mid level clouds mixing with sun. then tomorrow clouds and sun with just a spotty shower around, not much rain overall. another nice high of 71 degrees. and then on thursday after that front gets out of here we go to 61 for a high, it will be sunny, cooler, probably a little breezy and for halloween going for a mix of clouds and sun, cool weather, a high of 58 degrees and we're going to take out that

while they're still dealing with that road collapse. in bellmawr the ramp from the black horse pike southbound to 295 northbound still closed for construction but expected to open within the next half hour so by the time you're headed out you should be okay right there, matt. >> thank you, karen. denver police are looking for a 53-year-old man who went to last thursday's broncos football game and then vanished without a trace. paul cited man had a attended his first broncos game. he and his stepson and two friends purchased ticket at the last minute and drove 100 miles to see the game. he says he was in such a rush that he forgot his cell phone and wallet and had only about $50 in his pocket. the stepson adds that he had a few beers before half time and last saw him outside a men's room at the stadium. he hopes surveillance video will show where his stepfather went. >> tell exactly where we were at what time and see where paul went after everyone left him and while i was still in the bathroom, see where he went between -- it was a five

>> this is new on "action news." disturbing allegations against a police officer in houston. et cetera -- he is accused of asking a young woman he pulled over if he could smell and lick her feet. police arrested officer patrick quinn last week. the incident happened back in august. according to court records, the officer pulled the woman over because her insurance had expired but later told her he smelled pot. then the officer confided in the motorist that he had a foot fetish and would let her go if she let him sniff her feet. officer quinn has been placed on administrative leave. >> it appears another reality
