services as loans, job training, all into one entity. karen travers has more from washington tonight, karen. >>reporter:good evening, rick. this is the v. a's response. the secretary robert mcdonald went on a listening tour in order to meet with veterans and health care workers to get a sense what the problems were and how they can fix them. [bagpipes playing] in some parts of u.s. events are underway to honour our nation's veterans. and here in washington, the veterans affairs department announced it's highly anticipated game plan to improve service and care for the 22 million veterans. here is the secretary on cnn.

>>reporter:they will establish a chief officers that reports to the secretary. there is a single regional structure that brings together health care and loan centers and other benefits. the goal is to streamline what is called a clunky and confusing systems that required multiple user names and passwords. it's a result of an embarrassing scandal that rocked the v.a. for years. veterans were waiting months for treatment and records were manipulated to hide the problems. some veterans may have died while awaiting care. mcdonald was previously the c.e.o. of procter and gable and was at west pointe. >> i served with a lot of folks.

they cannot confirm report that is a senior isis leader was seriously wounded in an airstrike despite comments from an iraqi intelligence official to the associated press. not specifically al-baghdadi. his whereabouts are unknown. they conducted 18 airstrikes inside of iraq. a suicide bomber dressed in a school uniform detonated explosives in northeast nigeria. 48 students died in the blast. 79 were injured. no one claimed responsibility for this attack. it believed to be carried out by boko haram.

clerk. he took all the money and then ran. no one was hurt. the detectives hope that this surveillance video identify as gunman in the north philadelphia street. it happened at west clearfield streets last thursday. for some unknown reason the gunman started to shoot at three other people. he ran off. no one was hit by you the gunfire. and several cars were damaged by the flying bullets. from the delaware newsroom the detectives made an arrest in the shooting of a 19-year-old man in wilmington. he is identify as jaquez robinson. they believe that he shot the victim on pleasant street and ran from the police. they caught up with him and recovered a gun believed to be used in the crime. he is held on $33,000 bail. we have an update to a story that "action news" first brought
