police lobbed tear gas to hold movement let's go to live to ferguson. >> reporter: good morning, law enforcement officials say they did not see a lot of peaceful protesting overnight here in ferguson, month movement there were about a dozen buildings set on fire, most a total loss. nearly 30 people were arrested and about 14 were taken and violence erupting overnight in ferguson. a dramatic scene far worse than the protest that is took place immediately after michael brown's shooting death in august. gun shots reported just steps from the police station here. police cars set on fire. tear gas launched into the angry crowd. >> when i look at our community, it's torn apart. >> reporter: before the prosecutors announcement about the grand jury's decision state and low leaders made public pleas for calm. >> i would like to reiterate my call for peace, respect and

restraint. >> reporter: president obama weighed in from the white house. >> the situation in ferguson speaks to broader challenge that is we still face as a nation. >> reporter: the 12 jurors reviewing brown's death met on 25 separate days over a period of three months. they heard more than 70 hours of testimony from about 60 witnesses including wilson himself and eyewitnesses to the shooting. the prosecutors' office released more than 1,000 pages of grand jury evidence a move intended to make this secretive process trance parent. wilson testified that brown hit him. he told the grand jury i felt that another one of those punchs in my face could knock me out or worse. michael brown's mother learned the news just moments before it was publically announced and ran out of the room in tears and anger. >> she is devastated. she is heartbroken that the system would allow her unarmed son to be killed in broad

daylight and the officer not even have to come to court. >> reporter: the saint louis county police chief said the goal overnight was no loss of life. he said they were prepared but they could not have prevented the eruption of violence. reporting live from ferguson, the eruption of violence. >> protesters right near philadelphia took to the streets last night also reacting to the grand jury decision in the michael brown case. our katherine scott is live in front of philadelphia city hall. good morning. >> reporter: good morning, tam, and protesters are this afternoon outside of city hall for a protest and a march. last night they expressed their eastern and their disappointment at the decision but they also kept it peaceful and the hope from the mayor and the police department is that they will stay that way. >> no probable cause exists to file charges against officers wilson. >> reporter: boos and chants

erupted outside philadelphia city hall the moment after the grand jury announcement came out of ferguson, month movement hundreds of protesters and supporters of michael brown showed their disappointment and their shock across center city. >> it's just ridiculous. i'm just -- i'm just kind of shaken. i'm sorry. it's ridiculous, the fact that there's no probable cause. >> reporter: demonstrators demand action against ferguson police officer darren wilson hoping the u.s. justice department will now step in. mayor michael nutter was among those to express disappointment. >> they have botched this entire tragedy so badly from start to finish that it has left obviously the folks in ferguson beyond disappointed and i would say for myself just disgusted with how this entire matter has been handled. >> reporter: protesters marched through the streets. philadelphia police officers

marched through the streets. along the way from pennsylvania state police and the fire department. officers say the demonstrations were peaceful and say own two were taken into custody when the protesters tried to marion to 95. >> we do have to ensure the safety of the protesters and that would have created a completely unsafe and hazardous situation for the protesters as well as for the motorists on 95. >> reporter: and police say at this time it's unclear if the two people who were taken into custody will actually be charged. they say it's likely at least one of them l protesters are expected to gather here again this afternoon around 3:00. we're live at city hall katherine scott channel6 "action news." >> katherine thanks. we've been following this story all morning long on 6abc.com. stay with us for of the reaction of the grand jury's decision across the can't freezing rain let's take a live look on sky sky 6 at center

city. look at the temperature in center city, another warm morning, 61 drones there's also that winter storm we have been forecasting for tomorrow. >> let's talk about what we can expect today and what's coming with that storm. let's go to dave murphy and karen will take a look at your morning traffic. good morning. >> the national weather service extended the winter weather watch and this goes from the poconos where it was yesterday all the way down to the i-95 corridor, the delaware river. it's basically southeastern pennsylvania and then mercer county in new jersey and points north, also to the west toward lancaster. this starts early tomorrow morning and continues until tomorrow night and it's during that period where we do expect rain, then eventually a changeover to snow. that is all tomorrow. for today, no precipitation out there. we have a fair amount of cloud cover early with some holes in the clouds that will be developing and the closest precipitation is down to the south. looks like most of this is going to skirt us and stay out to sea. 61 degrees this morning, still fairly mild. 58 degrees in allentown, 56 in

reading, 63 in millville and 59 in sea isle city and as we roll through the days, it's going to be cooler than yesterday when we did set some record highs around the region. 61 right now. i'm going for an afternoon high of 57 and what was the probably hit that around noon, maybe hold it until about 1:00 and then you'll see temperatures dip during the afternoon to the mid-50's by 3 o'clock and by 6 o'clock 50 on the nose. i'll have much more on what to expect tomorrow when the rain changeover to snow occurs with future tracker 6. that's all just ahead karen. >> all right, dave, looking live in center city at the vine street expressway near sixth street. no problems right now. it's all opened. overnight it was very briefly it's all opened. protesters going onto the roadway but you can see everything is fine. all lanes opened and looking good right now. on the big picture, speeds are fine as well. tacony palmyra bridge we still have restrictions until 5 o'clock with that construction and construction as we look live on 202 at 422. partially blocking the ramp at this point from 202 northbound

to the schuylkill and it should be clear momentarily. you can see the flashing lights out there with construction crews partially blocking that ramp. we have an accident early this morning and a damaged utility pole so crews are out there right now waiting for verizon to come out and make repairs in limerick on game farm road and it's stuck here on hockle. watch nor incident causing restrictions especially with that that downed pole, matt. >> thank you karen. area transportation agencies are watching the accuweather forecast just as closely as you are at home. we could see a winter-like mix of snow and rain tomorrow on the day before thanksgiving. penndot says it is ready. workers have spent the past few days repairing and tuning up snowplows and mapping out a strategy of attack based on the most recent forecasts. >> the bottom line is penndot is ready, we'll be prepared and we'll have our crews out throughout the entire duration of the storm until everything is in good condition on thanksgiving day. >> one of penndot's newest weapons is this $180,000

>> fears of flooding are easing in buffalo. temperatures sources into the 60s yesterday which started to melt the 7 feet of snow that fell last week. however officials say only minor to moderate flooding has been reported near creeks and sewers are taking care of the rest. the next concern are high winds that could knock down trees because of the saturated soil. >> and the concerns around here are what will we look like by the end of the day tomorrow when the snow comes. >> looks like rain changing over to wet snow. as we take a look at storm tracker right now we have no precipitation over land. there's a little bit very close to the coast in cape may county and llewes delaware, excuse me, got it right the first time and as we take a look outside we are looking at tranquil conditions, the winds aren't quite as bad as they were yesterday and temperatures still fairly mild. right now 61 degrees in philadelphia which is technically going to be about our high today. we'll see temperatures dip and during the afternoon we'll only get back up into the low

to mid-50's. winds lighter, only 8 miles per hour so that's also good. satellite and radar shows you how some cloud cover has started to sweep through. there is that little shower activity down along the coast that i mentioned. maybe some of you pick up a little bit that of if you're close to the water. i do think eventually we'll see sunshine return today and overall we're going for a clouds and sun mix. temperatures as i said are going to slowly slip a little bit. i'm going to go for the afternoon high of 57. we'll probably be on that at about 11:00 and then up to noon and maybe into the early afternoon. after that we'll probably see those temperatures sag a little bit. not a lot of wind. comfortable enough. these afternoon temperatures are very seasonable for this time of year. so, again we're concentrating on afternoon highs here. 55 in allentown, 56 in trenton and probably 60 in the early afternoon hours in millville and down in cape may. not as much wind as yesterday and a mix of clouds and sun. overnight tonight while most of are you sleeping, we are going to start to see rain

arrive from the south so that during the morning show tomorrow, between 4:30 and 7 o'clock, we're liable to have radar showing you rain pushing up close to philadelphia during the morning rush hour and then overtaking the entire region by about 10:00 after about 10:00 or 10:30 we'll be on the lookout in northern and western suburbs for a gradual changeover to wet snow and by 2 o'clock in the afternoon this line might actually be closer to philadelphia so that during the afternoon you are going to have that snow building in reducing visibilities and giving you potential problems on the roads. now, it does look like in the latest model trend that this gets out of here fairly quickly in the evening hours. would to expect? the northern and westerns suburbs relatively quickly change over to wet snow. the philadelphia metropolitan area will get a period of rain before that changeover to wet snow and that may not occur until the afternoon and then in south jersey and delaware it's mainly rain with just a few flakes at the end that aren't going to give you much trouble. how much are we expecting on the ground by the time all this is done? again mainly

rain in south jersey. the i-95 corridor still going for that general one to 3-inch idea of wet snow and most of this is going to accumulate on grassy surfaces not so much on roadways although you'll want to be careful. the farther we go into the northern and western suburbs the better chance we have of maybe 3 to 6 inches, there could be more of a compromised road condition during the afternoon here and then up in the poconos it could go a little higher than that. the big issue for drivers i think is during the afternoon hours. we will have reduced visibilities. you'll get that rain changing over to the big wet snowflakes which do make it harder to z it will probably be worse along i-95 during the afternoon as you just saw and even in the northern and western suburbs the worst period is probably the afternoon and then i think the better travel will actually be later at night after all of this stops, you'll want to be careful as long as the roads are still wet certainly but it does look like the precipitation itself is going to die down hopefully all the roads get treated later in the evening. your exclusive accuweather 7-day, partly sunny and cooler

today, but not a bad day with that afternoon high of about 57. then wednesday we get the snow northwest, the rain southeast and philadelphia right in between with rain changing over to some wet snow. again all of this looks like it knocks off fairly quickly tomorrow evening, a high of 40 but temperatures are going to dip down during the afternoon as that snow comes in and then thursday thanksgiving brisk and chilly, we'll be in the 30's for most of the parade, a high of 42 degrees but it will be dry and if there are any icy road conditions, i think they're going to have all night to get rid of that and to brine and salt and do all of that good stuff they do so that i think they'll be able to get around on thursday fairly well. on friday cold for shoppers, a high of just 39 and a gradual improvement as we go through the weekend. back to 55 by sunday. >> looking forward to that. thank you david. >> yes. >> well, prob both accepted and announced the resignation of defense secretary chuck hagel. the president said hagel determined the time was right for him to resign even as insiders indicate that hagel and some jump he was pushed. the republicans nearly two year tenure was marked by

breaking news story. missouri last night. protesters said set at least one dozen businesses on fire. police say they have not fired a shot but have heard at least 150 gun shots fired throughout the overnight. they arrested at least 29 people. the outbreak started moments after officials announce a saint louis grand jury will not indict officer darren wilson in connection with the august shooting death of michael brown an unarmed teenager. erin o'hearn will join us in our next half hour with a look into there grand jury testimony. >> for now, though, let's go over to karen rogers see what things are looking like. that looks pretty good when it couples to the roads, karen. >> it does. if you remember yesterday i-95 was shut down through most of the morning hours. we started off with so many problems. things looking a little better here for your early morning commute. delaware county no issues on i-95 at the commodore barry bridge. so, things are open, dry and clear at this point there. we have an issue though in limerick. an accident brought down a utility pole so crews are out there, waiting for the repairs of that utility pole so you might want to avoid the area

in limerick on game farm road at hockle road. in bristol bucks county newportville road is blocked near zimmerman lane. watch for a downed tree through this area. bensalem boulevard will help you around that. a downed tree causing a problem there. construction blocking the right lane but it will be out here for a little bit on 295 southbound past route 30 tam. >> thank you karen. a grand jury will decide if a cleveland ohio police officer will be charged for killing a 12-year-old this weekend. tamir rice died on sunday. he was shot saturday by an officer responding to a 911 call about a boy pointing a gun at people in a park. police say rice refused to put his hands up and pulled what turned out to be a bb gun out of his waist band. the officer and his partner have been placed on leave. the case will go to a grand jury once this investigation is complete. a popular bike path became the scene of a gruesome murder when a live insurance executive was killed while running near her connecticut

home. melissa milan was stabbed while out for a jog. police will not say if this was a random attack they have stepped up patrols in that area. right now suspect has been named and the murder weapon we'll be right back
