we have a little bit of breeze and temperatures are still treating us okay. i want to start you throw with that winter storm watch which late last night was extended out of the poconos all the way down to the delaware river. trenton and mercer county is included with this and points to the west past lancaster and then on up into north jersey and up to the poconos. we'll start out with rain before dawn tomorrow in parts of the region but it will change to wet snow during the day across about the top north of the northern half of the region, those areas you saw highlighted. satellite shows you a fair amount of cloud cover to start out this morning, although eventually we expect to break some sun through the clouds, a little bit of a sprinkle down in delaware, that's not going to be there much longer. 56 degrees right now in philadelphia so a little on the cool side but still relatively comfortable for this time of year. 57 in wilmington, 54 in allentown, 60 in sea isle city. not as much rain as we had yesterday and over the next couple hours at the bus stop we're looking at temperatures hovering in the mid to upper 50's under partly cloudy skies. as we take a look at the rest

of the day, it actually is going to be a day that features a high of 57 around lunchtime and then we'll gradually see those numbers slide to 50 by 6 o'clock. and then we get ready for the precipitation. karen, when i step inside we'll have the movement of tomorrow's rain and the arrival of the snow on future tracker 6. >> all right, all eyes on that for now. you got a nice easy morning commute weather-wise at least. no problems here on the schuylkill past montgomery drive. we see eastbound traffic headed towards center city if you're coming in from king of prussia or conshohocken you're looking good so far with no delays. on the big picture an issue on the boulevard. roosevelt boulevard at front street and the traffic lights are malfunctioning. they're flashing yellow. don't try to cross the boulevard there on front street. that could certainly be a problem so use some caution there. elsewhere we see speeds are all right. i-95 starting to slow down, 36 miles an hour southbound near girard but in chester delaware county we have a vehicle fire here. ninth street right now so watch for crews on the scene. you might want to avoid that area if you can and meanwhile we see speeds of about 55 miles an hour, i-95 through

delaware county looking great. yesterday morning it was shut down. this morning no problems with i-95. in limerick we've got this accident here that had damaged a utility pole but they were able to clear the scene so things are better on game farm road if you're headed out right now, matt and tam. >> thank you karen. the town of ferguson missouri erupt need violence. at least 150 shots have been heard in the streets while protesters have torched buildings, police cars smashed windows and looted stores. >> it's been a roof night. violence broke out last night shortly after saint louis grand jury decided not to charge officer darren wilson. in august wilson shot michael brown an unarmed black teenager. police say no officers or civilians have been killed or seriously injured. the looters have broken into several businesses about a dozen of which have been badly damaged or destroyed and a number of cars we've see in this picture over and over have been set on fire. police have arrested at least 29 people and the violence comes after president obama urged those who are upset this ways verdict to protest peacefully. >> we are a nation built on

the rule of law and so we need to accept that this decision was the grand jury's to make. there are americans who agree with it and there are americans who are deeply disappointed, even angry. but i join michael's parents in asking anyone who protests this decision to do so peacefully. >> police officials say the officers have not fired a shot but those same officials say they've heard hundreds of shots and that the night of violence has been the worst by far since michael brown was killed. >> "action news" reporter katherine scott is live at philadelphia city hall where people reacted overwhelmingly peacefully to the decision in ferguson. katherine. >> reporter: matt, the decision sparked protests across the country and of course here in philadelphia there was no exception. philadelphia police did have a large police presence, they had a plan in place in the event there were protests and the protests here were

peaceful. >> hands up, don't shoot. >> reporter: hundreds of protesters and supporters of michael brown showed their disappointment and their shock across center city last night after hearing the grand jury announcement that came out of ferguson, missouri. >> we'll get through this together. >> this wasn't even for a conviction. this was just to go to trial. so, i just think we're at a time now where we have to change the narrative not only of what we think of ourselves but what america thinks of us if we're going to stop being murdered like this. >> reporter: demonstrators here demanded action against ferguson police officer darren wilson hoping the u.s. justice department will now step in. mayor michael nutter was among those who expressed disappointment. >> i did not hear any explanation and more importantly, a justification for why that young man was shot 10 times. >> reporter: protesters marched through the streets. philadelphia police officers fanned out and received help

along the way from the pennsylvania state police and the fire department. officers say the demonstrations were peaceful and that only two were taken into custody when the protesters tried to marion to i-95. police say they will be there to facilitate future protests. >> people are allowed to express themselves and express themselves loudly and intensely and that certainly was done, certainly people in this crowds made their feelings known but that is their -- that is their absolute right to do so and our job is to make sure that they have the right to do so. >> reporter: and at this point it's unclear if the two people who were taken into custody overnight will actually be charged. protesters are expected back here at city hall around 3 o'clock this afternoon for a planned march. we are live at city hall, katherine scott, channel6 "action news." >> okay, katherine, thank you. now the 12 members of the saint louis county grand jury have been investigating this case for more than three months. they offered details of why they didn't see enough evidence to indict officer darren wilson. erin o'hearn has been takeing

a look after what the grand jury said and some of the evidence and joins us live at the big board. erin. >> we wanted to break down some of the documents matt. first let's show you a few pictures of wilson photographed after the shooting. these were presented as evidence and you can see his most visible injury is right here on the side of his face. now, if you take a look at this closer angle and how they outline the ruler, you can see the size of the bruise and it gives you some perspective on how big it was. looked like it covered some of his cheek and part of his lower jaw. now, this is a photograph of the gun that officer wilson used during his confrontation with brown. during his testimony, the ferguson police officer was asked if he had ever used excessive force before. his reply, "i've never used my weapon before." wilson went on to say he did have mace but didn't think a nonlethal weapon would be effective. wilson also testified that his original goal was to arrest brown after identifying him as

a possible suspect in a shop theft. wilson told the grand jury during the confrontation brown slammed the police cruiser door on him and hit him two times and wilson believed "the third one would be fatal if he hit me right." wilson said brown continued to charge him even as wilson fired saying "it looked like he was almost bulking up to run through the shots like it was making him mad." witnesses to the shooting had said wilson continued shooting at brown even when the unarmed teenager had his hands up. the head prosecutor in the case addressed those conflicting accounts. let's take a listen. >> eyewitness accounts must always be challenged and compared against the physical evidence. many witnesses to the shooting of michael brown made statements inconsistent with other statements they made and also conflicting with the physical evidence. >> now, family had often described the six-four teen as

a gentle giant but wilson had a much different portrayal of brown describing him to the grand jury as an overpowering hulk hogan saying "i felt like a five-year-old holding onto hulk hogan. that's just how small i felt just have grasping his arm ." a lot of people saying some testimony they feel like was missing in these documents, matt. >> yes, the debate obviously will continue. thank you, erin. stay with "action news" and 6abc.com for continuing average of the grand jury's decision and the reaction in ferguson, missouri in, in philadelphia and across the nation. >> let's turn now to dave murphy to talk about your accuweather forecast. >> all right, today looks good, tomorrow eh. storm tracker 6 live double scan shows you we're virtually dry. there's a little sprinkle down by delaware and some of that off the coast of cape may no, biggy. we have a fair amount of cloud cover over the shore and elsewhere but as we roll through the day we're expecting sun to mix with clouds. 56 degrees currently in philadelphia so above average temperatures for this time of year and this time of morning, 57 in wilmington, 44 degrees

in allentown, 61 in millville. not as much wind across the region as yesterday. satellite shows you a decent amount of cloud cover with those coastal sprinkles pushing up south of delaware at this point. we're expecting breaks in the clouds as we roll through the day. allentown temperatures going to be cooler today but still not bad for late november. 55 degrees, less wind, a mix of clouds and sun. down the shore less wind as well with a clouds and sun mix all over again, a high around 62 degrees in atlantic city this afternoon. so, cooler than yesterday but still not bad. and 57 is your high in philadelphia. now, the thing about these highs is that we'll probably hit them around lunchtime inform fact, we're already on 57 and probably hovering close to that until about midday and then we will see the numbers gradually slide. in fact, as we take a look you'll see that 57 at 11 o'clock again holding it until about midday and then down to five by 2 o'clock and 51 by 5 o'clock. sort of setting ourselves up for that cooler day tomorrow when we start to city the wintry mix. now by 3 o'clock in the

morning we'll see rain coming in over the coast and during our morning broadcast it will be rain not wet snow, it will be too mild for anything other than rain and it probably pushes up close to philadelphia by 7 o'clock. then we get up to about 10 o'clock and the rain is all the way up to allentown and you can see the model starting to put a little bit of a wet snow mix in there in those northern and western suburbs. after about 10:00 we have a shot at changing over and this snow line may actually come very close to philadelphia by one or 2 o'clock in the afternoon. later in there afternoon the snow does overtake philadelphia and even briefly dips down into south jersey. now, the one good thing about this, most of the models are suggesting now that this clears out fairly quickly and that means improvement on the roads as we get later into tomorrow night. so, what are we expecting out of all of this? well, the northern and western suburbs as you just saw relative to other places will change fairly quick to wet snow. it will probably happen during the morning. philadelphia metro area will probably hold onto rain through most of the morning and maybe into the afternoon. then we get wet snow in the i ooh 95 corridor as well. through most of south jersey

and delaware it's rain with maybe a few flakes at the tail ends that won't amount to much. couple models to show you european still fairly aggressive with some of those snowfall numbers. i think it's overshooting this up to the north though. the gfs is backing off of the snow overall and give us much less in philadelphia and even in allentown much less. could go either way. bottom line this is wet snow that will produce bad visibilities and maybe some compromised road conditions. so we're looking at 1 to 3 inches total accumulation by tomorrow evening in the i-95 corridor. most of that is on grassy surfaces. 3 to 6 inches is possible up towards allentown and maybe a little bit more in the poconos. it's up in these areas where road conditions probably have a better chance of being compromised and in terms of driving concerns, well, we are looking at rain changing to big wet flakes and that's the sort of thing that's going to reduce visibilities especially in the afternoon when the stuff is coming down the heaviest. the worst driving conditions along the the i-95 corridor will be in the afternoon hours. best travel may actually wind up being at night when the

precipitation is over and again, if this stuff sticks mainly to grassy surfaces will it kind of act like rain on most road surfaces. the farther you go north and west though the more careful i would be about possible slippery spots. 57 degrees is today's high, partly sunny, cooler, no real issues. then tomorrow we get the snow changeover north and west. a mix in the middle and rain south and east, a high of 40 early in the day. those numbers will dip down through the 30's once that snow starts. then the whole thing is over in time for thanksgiving. it will be brisk and chilly with temperatures during the thanksgiving day parade and then in the afternoon we'll get up into the low 40's. shoppers for black friday you're dealing with temperatures in the 30's all day long and then it gets better over the weekend. >> they're in the stores, though. >> well, most of the time they are, yes. >> thank you david. >> more live pictures from the sky over ferguson, missouri showing you some of the businesses that have been impacted by all of the rioting overnight. we told that you firefighters had to pull back from some structures that were on fire because of the violence. but here at this auto repair shop which is still smoking they were able to remain at that scene and put that fire out. but so much is happening in ferguson right now and we are covering it all for you here on "action news". >> at least a dozen businesses badly burned or damaged. we'll keep an eye on it. let's go to karen. she's taking a look at your accuweather -- at your traffic and at least those folks are moving. >> that's right, we've got an accident right here. you can see it with the flashing lights they're waiting for crews on the scene. we can see the guy kind of standing off to the side. look for it at the end of the ramp from university avenue to the schuylkill expressway westbound so watch for this at the end of the ramp, this accident our latest one coming in to us on this ramp to the schuylkill westbound so a little bit of slowing westbound as you past the scene.

i wants to show you some of the other issues out there. we've got a new accident and it's involving a tractor-trailer. it's right on the pennsylvania turnpike. this is westbound past bensalem so it's off to the side butter you may still see slowing at the scene there. newportville road is reopened at this point and that was causing a problem in bristol township in bucks county. they had this downed tree but they were able to clear that. things looking better right there. we have a disabled tractor-trailer on the northeast extension so on the turnpike you've got an accident with a tractor-trailer. on the northeast extension southbound approaching quakertown it's a disabled tractor-trailer off to the shoulder. no major delay if you're coming down from the lehigh valley but just something to watch and a new accident, a lot happening just within the past few minutes here, north coventry township this is in chester county on 724 at kline avenue. i told you about a vehicle fire, that has since cleared so things are looking a lot better right there. i want to show you these temperatures in the area 'cause our normal overnight low is about 36 degrees. and here we are at 55 in quakertown. it's still mild. 56 in center city. we're in the 60's in some

spots like hammonton 61, 60 in glassboro, 61 in dover, delaware so no weather related problems this morning, tam. >> thank you karen. a california man led police on a high speed chase and then spent hours barricaded on a rooftop. the chase began yesterday afternoon and ran through los angeles' neighborhoods at speeds topping 100 miles an hour. the suspect crashed through a gate in an apartment complex and made his way to the roof. the suspect was wanted for a drive by shooting. >> brand new at 6 o'clock, police in the lehigh valley say they are now treating the disappearance of a mother as a criminal case. no one has seen 33-year-old jessica padgett since friday afternoon. padgett had left her job at duck duck goose child care in northampton for a lunch break. police located her car nearby but the mother of three has vanished. >> we'll have an update on our breaking story, the violence there in ferguson, missouri. >> protesters porched more

from the police station here. police cars set on fire. tear gas launched into the angry crowd. >> when i look at our community torn apart. >> reporter: before the saint louis county prosecutor's announcement bought grand jury's decision state and local leaders made public pleas for calm. >> i would like to reiterate my calm for peace respect and restraint. >> reporter: president obama weighed in from the white house. >> the situation in ferguson speaks to broader challenge that is we still face as a nation. >> reporter: the 12 jurors reviewing brown's death met on 25 separate days over a period of three months. they heard more than 70 hours of testimony from about 60 witnesses including wilson himself and eyewitnesses to the shooting. the prosecutor's office released more than 1,000 pages of grand jury evidence. a move intended to make this secretive process transparent. wilson testified that brown hit him. he told the grand jury i felt

by tomorrow. >> no, tomorrow we're looking at rain eventually changing over to wet snow. storm tracker 6 live double scan shows you we're dry this morning. we had a couple sprinkles close to the coast and they appear to be away from the coast at this point. as we take a look outside we have a fair amount of clouds overhead but through the day we're expecting some sun to mix with those clouds and we'll get that clouds and sun mix overhead. temperatures not too bad. we're in the mid-50's across much of the region, 56 degrees in philadelphia. and you'll knowles the winds are a lot less than yesterday, only running at 7 miles per hour out of the west-northwest currently. a lot of cloud cover out there as i said but down to the south of us you can see some darker shades of gray. that's a little bit of thinning of the cloud cover and we are expecting breaks in the clouds as we go through the day and the temperatures are going to be cooler than yesterday but still a bit above average. 56 degrees by 8:00 a.m., by 11 o'clock, we'll be at 57 and i think that's going to be our daytime high. predawn back behind us we were in the 60's and your official high will probably be intr in the low 60's but i want to talk about where we're going to be during the afternoon and i think 57, between 11:00 and

12:00 and maybe 12:30 we'll be on or about that in that period. and then by 2 o'clock you're down to 55 and by 5 o'clock pretty good chance for dipping back down closer to the 50-degree mark. so as you look at these high temperatures, these are early afternoon highs for the most part. 55 in allentown, 56 in reading and probably up to about 60 in cape may, maybe a couple of degrees higher in atlantic city. overnight tonight after about two or 3:00 a.m., we'll be on the lookout for rain beginning to arrive and that will continue right up through philadelphia during our morning broadcast. again, this looks like rain during the morning and not snow because it will not be cool enough for the snow just yet. this is a brand new model run by the way that is pushing the rain past philadelphia and up to allentown earlier in the forecast period. then we get up to about 9 or 10 o'clock and there is the chance at that point that the rain changes over to wet snow and this latest model run as soon as 10 o'clock actually has that change beginning to develop in philadelphia as well. then we go through the rest of the day, up to 2 o'clock, still snow chose to the i-95

corridor and farther north and then we get to 6 o'clock and you're still looking at snow perhaps dipping down into south jersey and delaware a little bit more. the good news is that it does appear as though this thing is exiting fairly quickly. so after about eight to maybe 9 o'clock or so, we are done with the precipitation. what to expect out of this then? well, northern and western suburbs will change fairly quickly to wet snow as you just saw on future tracker. in philadelphia rain for a while and then the changeover to wet snow perhaps by launch time, maybe early afternoon. in south jersey and delaware it's rain most of the way until later in the event when you do get a changeover to flakes that really won't amount to all that much. what are we expecting on the ground? well, we're still going for about one 1 to 3 inchs in the i-95 core do. i could see most of this accumulating on the grassy surfaces. roads mainly wet. visibility not wet when heavy sweat snow is falling. farther up into the northern and western suburbs, a chance of 3 to 6 inches and it's in

these areas where there's a better chance of road conditions being compromised. the same for the poconos. in terms of driving, we are looking at rain changing to big wet fat snowflakes. that will reduce visibilities. the worst driving conditions along the i-95 corridor will be in the afternoon when the snow is coming down heaviest. the best travel will probably be later at night when we have precipitation tapering off, perhaps after 8 or 9 o'clock rather than before then. your exclusive accuweather 7-day partly sunny and cooler today 57. tomorrow's high is 40. once the snow can kicks in it will start to drop so i think that's a morning high with temperatures in the 30's for the afternoon. mainly snow north and west as you just saw, mainly rain south and east and in philadelphia a mix of the two, rain changing over to that wet snow. and you'll want to be careful whenever it's snowing on roadways even though there's a likelihood of fairly high likelihood most of the roads remain wet at least down in philadelphia. farther north and west i think there could be slippery conditions developing. thursday the rain is long gone but it's brisk and chilly. we'll be in the 30's during

up to a tow truck right here but this is an accident that was on the end of the ramp from university avenue to schuylkill westbound. they have pushed this off to the shoulder here so it's no longer at the end of the ramp. it's off to the shoulder here on the schuylkill westbound and near south street. you can't see the traffic here but if you could, i tell you it's jammed from past passyunk to the scene so watch for that one. on the big picture here, you see those slow speeds on the schuylkill and look at that, i mean, if we were looking at that traffic you're seeing 10 miles an hour near that accident scene. i-95 southbound about 18 miles an hour. near girard on the boulevard at front street traffic lights are malfunctioning so you need watch for that as you're headed out because they're flashing yellow here. you don't want to cross the boulevard on front street. let's talk about the accident on the pennsylvania turnpike involving a tractor-trailer. it's on the shoulder on the turnpike westbound past bensalem here and we are slowing at this point. you see speeds of 26 miles an hour approaching to past bensalem with that accident with the tractor-trailer. here in north coventry township we had an accident on 724. that is cleared.

looking better right now. how about those temperatures as you're head out the door. normally you would be about 36 degrees in the overnight hours. not now. 52 in quakertown, 57 even in center city and we have been in the low 60's in parts of new jersey, like gandhi's beach. no weather related problems. >> thank karen. the road crews, they're gearing up getting ready for whatever's coming our way. erin o'hearn is live at the big board. she's got more on how they're getting ready. good morning, erin. >> good morning. mother nature sure has lousy timing. the day before thanksgiving is considered one of the busiest travel days of the year but there may be some challenges as folks head over the hills and throughd what's. area transportation agencies are watching the accuweather forecast as closely as you are at home. we could be seeing a mix of snow and rain tomorrow but penndot says it's ready and workers as you can see have spent the past few days

repairing and tuning up snowplows and mapping out a strategy of attack based on the most recent forecasts. >> the bottom line is penndot is ready. we'll be prepared and we'll have our crews out throughout the entire duration of the storm until everything is in good condition on thanksgiving day. >> now, one of penndot's newest weapons is this $180,000 snowplow. ain't she pretty. the 10 wheeler can clear one and a half lanes in one pass is that also equipped with salt spinners on both sides and i know a certain three-year-old son of mine who would like to drive one of those. >> does that go from zero to 60 in like three seconds. >> zero to 80 i heard. >> thank you, erin is one of three finalists to host the democratic national convention in 2016. the dnc selection committee toured philadelphia back in august and met with city leaders. the city is up against columbus ohio and brooklyn. philadelphia last hosted a political convention in 2000 when republicans nominated george w. bush. >> nice to see philly get it.

>> ♪ >> protesters are planning to gather after philadelphia city hall this afternoon to voice their objections to the saint louis grand jury decision not to charge officer darren wilson in connection with the august shooting death of michael brown an unarmed teen. protests in philadelphia late last night was peaceful. >> we're jammed on the schuylkill expressway. you could see right here this is a live shot at passyunk avenue. westbound traffic trying head towards university. you're jammed here all the way to south street because of an accident that's on the shoulder. we've got police and penndot all on the scene with that accident. on the vine street expressway at sixth street disabled vehicle on the on-ramp, it's kind of off to the side. not causing a big delay but something to watch, dave. >> all right, karen, looks like a decent day today. not as warm as yesterday but above average with these temperatures. by noon you get your high of 57 and then we'll start to sag a little bit through the afternoon, mid-50's by 3 o'clock, 50 degrees on the nose by 6 o'clock. and a reminder there is a winter storm watch that has been posted for tomorrow morning into tomorrow evening and it's rain changing to wet snow probably during the morning. worse travel tomorrow is probably during the afternoon hours.
