>> i'm monica malpass, on inside story pennsylvania's attorney general is herself in the cross hairs after a grand jury recommends criminal charges against here. let's get the inside story! good morning and welcome to inside story. let's meet our insider this week. sharmaine matlock-turner, good morning. happy new year. >> brianrne event with y. tyranny and christine flowers. we won being a democrat. a grand jury is recommending
11:31 am
criminal charges that could send her to jail. what's going on here, brian? >> it's clear-cut her defense is tied to the fact this occurred in 2009 i leaked an old document i wasn't attorney general then. but she leaked it when she was attorney general. under that idea, anything she walked in the door she could give even if it was illegal to do it. >> if this goes to the old file makes it okay. >> there's something fundamentally about this woman that she doesn't seem to have the base judgment skills you would expect in somebody in any corporate life but particularly attorney general. >> she has had mishaps all year. >> i've been a supporter of the attorney general and i am a former prosecutor, and i ran for the office myself, but i think this is serious. it's a cull minute nation of
11:32 am
bad -- mull -- culmination of bad judgment and it's going back to a fueled with the deputy attorney general who is assistant d.a. in philadelphia. why attorney general would be in an argument with the assistant da. grand jury secrecy is fundamental to our system the fact that this involved the former member of our panel makes it more obvious. you can't release this information. nobody was charged. it hurts the credibility of the innocent person, their reputation is damaged. it's not right. >> do you think the montgomery d.a. lease is a furman will file charges against her? >> lisa is a well respected intelligent woman with a lot of
11:33 am
the integrity. she has thrown throughout with a few glitches of the office? month --ontco. this is not about kathleen kane the woman, as this not about kathleen kane the female icon, this is not about kathleen kane the lackawanna district attorney. this is it is office of attorney general. she had made people who would have been supporters and they are probably teetering on the edge because she is a democrat and woman and give her opportunity. she has made it difficult to carry out the duties of the office because it's about her. >> i want to sort of like come
11:34 am
down to a little bit of the high horse we're on. this is salute serious it definitely needs to be reviewed. we are taking time to look at this. it cannot look as if it is political. she is a republican, a republican brought the charges. she is saying i want to look at this. we can't forget about the fact, the reason we happen about this, because it was leaked. >> a leak of a leak. >> we're talking about prosecuting someone i'm not a lawyer jim can jump in. you're talking about a leak from a grand jury that leaked this report. this whole idea about how information gets out the leaking of reports. i think this is bigger than her. what is this process that we have we are trying people in the press when we're supposed to be dealing with the issues in the court system. >> is this jumping off process against her because she did shut down secretly the under
11:35 am
cover sting investigation that segment pursued and brought -- our d.a.seth took up and brought people into the court system. >> don't forget, seth williams is a democrat himself. i think she will have a hard time getting re-elected. when bob brady came out i wonder if she will get the endorsement. the question is will she finish the term. >> seth william african-american district attorney from philadelphia was able to lodge complaint against people that kathleen kane said would have been targeted. she has been derl -- derelict.
11:36 am
>> the sandusky investigation brought in a prosecutor that did an expensive report and found that the allegations were untrue. let's go to the heinous terror attack in paris, 12 people killed, 3 suspects, two holding hostages and another one at another location. very upsetting for the people in paris. europe's borders are so fluid. this brings up a question it's not that terrorists came from outside the county and invaded france. these are home-grown frenchmen. what are the antiterrorism movement to do when the people are among your own. how do you watch everybody it's
11:37 am
impossible. >> it seems at least in this situation these people were known. it wasn't sort of like the situation that we've been concerned about, there are people out there that nobody knows about. these people were on the u.s. no-fly list, at least some of them were. the idea they had been targeted. the question is what do you do, once you know someone has the potential to do something because there are these kinds of associations. >> there's a growing wave of this. if you look at some of the things that have happened in britain with british citizens who have become radicalized. a soldier killed in the street randomly. canada the boston marathon bombers raised in america and look like american kids. >> they were on the list, so we did know about them, how do you take the next step and decide
11:38 am
they are about to ignite. >> at the correspond this was about freedom of the press, this is about freedom of speech one of the most cherished values we have in a free society. the publications decided to print the cartoon. it's a cartoon get over it. unfortunately there is a time when it's important to remember that we need to stand up for these values, because -- i know islam is overall a peaceful religion but you know when you see what's going on in africa, with the 300 girls the boko haram who had been kidnapped you see it in australia. it must be difficult for the great majority of peace-loving muslims to see this, because people will say gee oklahoma city bombing but you don't hear about presbyterian, they went into and shot up a bunch of places. >> your ex-employee tony off
11:39 am
used to anger me on a daily bases. he showed the supreme court wearing catholic miles per -- miters is. it angered me, but you didn't see catholics marching in the streets. there's a program called special registration that they have a list of countries that are known harbingers of terrorists. anyone in philadelphia was to present themselves to the immigration service fingerprinted and classified.
11:40 am
not permanent residents. the number of individuals that were intercepted through that program that were found to be in anyway connected with terrorism was less than five percent. >> we have thousands of young men and women from the united states that traveled to syria iraq all he over they they could be on a tourist visa and doing train with with an off shoot of the group. how can we afford to staff the antiterrorism group to follow every one of them. >> >> we don't want to fall asleep on other homegrown issues. school shooting we have an epidemic in this county around people for whatever reason get into a situation where they go and shoot innocent children in schools. we had a firebombing in front of the naacp offices in denver this week. the idea that weather it's someone coming into the country someone homegrown this whole
11:41 am
issue of people using violence as a tool to grab attention is something that we we have to grapple with. >> sharmaine that's a great point. it's not just religion, it's the cultural problems and cavities that we have in these communities that would leave someone in france, they have unemployment algerian french they are rioting not because of islam. it was because they they couldn't get jobs. that made them a lure for thedoctrine. >> these could be among the most peaceful people on the planet. how do we know. >> unfortunately the picture
11:42 am
we are seeing the police officer that was killed a member of the muslim community. the idea that people use ideology to cover whatever kind of reaction they want to have by using a violence is a cover for a lot of other issues. i don't think that it's just about a particular belief. it's about people who are radicalized. >> if you have people traveling to algeria and back it makes sense to look at them more closely than someone who went from the united states to london an back. >> let's talk philadelphia mayor's race, we had terry gill gillan dropped out of the race she didn't raise enough for a major campaign. we have a couple of people in the race, including nelson diaz. who do you think it will be you're in city politics, lynn
11:43 am
abraham, anthony williams and nelson diaz. >> i think it's a wide-open race and full disclosures, ken trjill we work together, the focus is the change in campaign finance laws in philadelphia. michael nutter was the first candidate to run under those laws. the little are low it's extremely hard to raise significant amounts of money to run big campaigns. john street raised over $10 million when he ran for mayor. michael nutter raised two to win. that's a big difference. it's the candidate that's willing to sit on the phone and day after day and day and raise money at $2,000 at a time that will come out in the end. >> partly of this is waiting for darrell. >> is darrell clark in and out?
11:44 am
people are wondering when he will come in. the name i.d. factor helps it helps lynn abraham. people are like she would be the olds mayor, et cetera, et cetera. it seems like she is out there and about and raising money. she also has name i.d. in terms of a name i.d. it's half a million dollars in value. >> tony williams, has been sitting on the phone for four years, williams name coming out of the hardy williams organization in west philadelphia he's been quietly just doing his job and building and building a campaign team as well as sitting on the phone and raising money day in and day out. he will be a formidable candidate. >> lynn is the most polarizing

week, a new governor who is democrat that will approve to be interesting over the next several years. no lame duck session. the house and senate get things passed before he takes office. do you think they are playing nice? >> you have a new speaker 69 house, a republican leaders the majority leader in the senate. you have a new governor, what's not going to knock the record off the record player there's no money. all these things you want to do you'll have to raise taxes. govenor wolf will have a hard time raises taxes with the republican-controlled legislature. >> a governor who was republican couldn't get things passed on his own. 2 billion-dollar deficit what do you do with the elephant in the room. >> you have to feel your way around heavyweight championship. wolf won with a huge margin and
11:49 am
ran on specific issues. i think he has a right to say he has a mandate marcellus shale tax. most people in the state feel that should be done. republicans have been to be concerned about that. wolf has to be concerned coming in and looking ineffective. you look at rendell, when he came in, he had four things he ran on and one of them was gaming to bring revenue into the state, he got that done by july the first year. >> he did want to reinvigorate education. do you think that can be done with the republicans sitting on the money? >> yes because a lot of votes that came out for govern-elect wolf were coming out of republicans districts, as well related to education. i think education is not just seen as eoften times thing of as a philadelphia issue. it's a statewide issue.
11:50 am
there has been a billion dollars taken out of education local governments have had to raise taxes. i agree with brian whether they are playing nice or not, if the legislature had done anything to spend money before wolf came in, to me would be a huge issue for him tolls look at the money that was walessed when we have a 2 billion-dollar deficit to live with. >> the tone that governor wolf set is a sangw issments -- sangwin, a good one. during the general election there were not a lot of attacks coming from the wolf side, the personal kind of attacks. i like the fact fed any message are to the legislature, he said happy new year, as opposed to
11:51 am
we're going to do this or that. as someone who didn't support governor wolf in the election, i really think that he has taken the right tone extinct he is on the -- and i think he is on the high ground. >> a lot of people would say that bruce castor has said state politics may have to w5eu9, he wait. he is going back to the job he loves. >> he had a lot of name recognition and held a lot of press conferences that's for sure he has financial resources that i think can help him run. on the other hand, he is also going back to what i said about
11:52 am
lynn abraham, he is a polarizing figure. when he ran against tom corbett for attorney general he burned a lot of bridges in the republican party in the state and in the county. him i'm not sure he rebuilt those bridges. >> i don't think he has the strengths of the roots. he was out there as he has the name i.d., but the fact of the matter in the party he is not beloved. there is something about him if he was a friend, you would say i know you want to do it, do something else. he is a young man, this is not going to happen. first you have to get the republican nomination, there's a lot more rebuilding to do to show your selfless in terms of helping out before you say i want the nomination. >> and there was a lot of infighting picking fights. do you think that hurt him. >> i was in school when castor
11:53 am
was coming up, i was in law school and i was practicing and i watched him as monco da. he has a difficult time playing nice with people. i think he has that same kind of maverick reputation that lynn abraham has. while he may have problems with the republican establishment that might help him in the election. >> final topic quickly before he with take a break jeb bush has resign his role as at the national constitution center which is based in philadelphia. they have lovely list that were prior leaders of the ncc. who do you think will be the replacement. >> maybe governor corbett will come in. >> i will point out that last year's lesht liberty medal was

>> welcome back time for inside stories of the week. >> mop can a the talk in harass -- monica, the talk in harrisburg has been about kathleen kane. behind the scenes a lot of talk was where her aids who did she bring with her to harrisburg and what were they advising her not on this particular issue but the whole string of problems she's encountered. you have to question the judgment not just of the
11:57 am
attorney general but the people around here. >> monica, mayoro in new york is having problems with his police force. governor rendell had some advice for him. shut up, stop making offensive comments. you would think what does governor rendell have to do with this? philly and new york are at war for the democratic convention. that's the back story. >> there's exiting news coming up this week stories about women we've been talking about there's a couple of that we haven't, ahaveonnet. is elected for a an oscar.

congratulations. >> the pope is coming the crowds will be big there's concern about the hotel rooms i'm a senior advisor to the world meeting of families. disclosure. there are 64,000 hotel rooms in 64 miles. half of the rooms have not been offered up. the expectation is in a people will come on day trips from boston, et cetera. but it will be a big crowd. >> that's inside have a good week lady. >> coming up next on "action news," a gruesome discovery overnight. philadelphia police are trying to figure out who shot and killed three men execution style. we're live with the latest. leaders from around around the world gather in paris after a terror rampage. those stories and the
