o run down a police officer and that's when a female officer fired a single shot. the driver of the car was not hit. law men did take him into custody. here's police chief michael chitwood. >> he runs up on the sidewalk, crashes into the side of a building. then he backs up and tries to run over one of our upper darby's undercover officers, female officers. she fires one shot. the car then takes off, knocks over a light stand and knocks over several of the parking meters and then the car stops at that location. >> michael chitwood. police did find, they say crack cocaine heroin, a semi-automatic weapon and cash in the car. this all from an undercover drug buy. no officers were hurt. the suspect is in custody. the river -- the river

line light rail service is still suspended this hour in delran township, new jersey after a train collided with a car. it happened just after 4 o'clock at the chester avenue crossing. three passengers in the car were taken to cooper medical center. five people on the train were hurt but those injuries are not considered life-threatening. light rail service is currently suspended in both directions between cinnaminson and riverside. there has been a dramatic turn around at penn state university. the ncaa has restored the 111 wins it took away from joe paterno so he is once again college football's all time winningest coach with 409 victories. the wins were taken away in the wake of the jerry sandusky scandal as part of the sanctions the ncaa levied against the university but the ncaa has reached a settlement with the school rather than face trial stemming from a lawsuit against the body filed

by state senate majority leader jake korman and state treasurer rob mccord. the suit claimed that the 2012 consent decree agreed to by penn state to avoid the so-called death penalty was illegal and robbed the university of due process. >> today is a victory for due process which was not afforded in this case. today is a victory for people of pennsylvania. today is a victory for penn state nation. the ncaa has surrendered. >> the settlement also a states that the $60 million fine paid by penn state because of sandusky will now stay in pennsylvania supporting programs addressing child abuse. the paterno family issued a statement today. today is a great victory for everyone who has fought for the truth in the sandusky tragedy. the return of the wins to the university and joe paterno confirm that the ncaa and the board of trustees of the university acted prematurely

and irresponsibly and that is the penn state story tonight. >> ♪♪ just released surveillance video shows the gunman who murdered a social worker tuesday morning on her way to work. philadelphia police say this is the masked killer who followed kim jones to the bus stop at 12th and jefferson in north philadelphia and shot her execution style in the head. the suspect is spotted boarding the subway at broad and cecil b. moore near temple. >> right after the murder happens, turns we believe puts the gun back in a duffle bag and in a very calm fashion just walks away. >> just a short time ago family and neighbors held a vigil for jones at the bus stop where she was killed. her son is pleading anybody with information to come forward. >> my mother was a great person and very selfless and you know, as was said earlier she deserved a lot better than this. >> there is a $20,000 reward for information leading to an

arrest and conviction. philadelphia police say a 14-year-old was stabbed during a fight that spilled out of west philadelphia high school this afternoon. it happened at 3:30 after school ended for the day near 46th and market. the boy was taken to children's hospital in critical condition. police believe another 14-year-old may be responsible for the stabbing. they are currently looking for that teenager. we are learning more about the death plunge last night of a temple university student at 15th and chestnut in center city philadelphia. the student has been identified as 18-year-old rebecca kim who graduated last year from wissahickon high school in ambler. she fell on top of a pedestrian who was seriously hurt. she has been identified as 44-year-old erica goodwin of lansdowne and she is in the hospital tonight. "action news" reporter annie mccormick is live at hahnemann university hospital. annie, what have you learned about both women?

>> reporter: and jim tonight erica goodwin remains in the icu in critical condition can. we are told that she is sedated but she is talking. her family tells us that she was actually on her way to a meeting for a mentorship program for young girls when the unthinkable happened. >> i'm still processing. i'm not -- i mean, it's unbelievable. what are the chances that anyone would walk down the street, someone would fall on them? >> reporter: joyce adams' 44-year-old daughter erica goodwin happened to be walking down 16th street when 18-year-old temple university student rebecca kim fell to her death falling directly on top of goodwin. >> she has a broken shoulder and some spine injuries and they're still running tests. >> reporter: this all unfolded just before 6:00 p.m. thursday near the busy intersection of 16th and chestnut. according to investigators kim was visiting students of the art institute inside their center city dorms. a witness says kim climbed out onto a ledge on the eighth floor from the window favoring

16th street. friends say she was trying to take pictures. one roommate told her to come back inside but she did not and she fell from the low pressure onto the sidewalk. art newt resident advisors warned students not to look outside. >> somebody fell out of the window from the eighth floor and she was like so when you get up there don't look out your window, you know, it's not pretty. >> reporter: both women were transported to the hospital. kim was pronounced dead a short time later. kim was a 2014 graduate of wissahickon high school and a freshman at temple university. goodwin the mother of a young boy has a long recovery ahead. >> i'm just really, really thankful that my daughter's alive. my prayers really go tout that young woman who lost her life. >> reporter: and temple university releasing a statement today saying that they have grief counselors on hand for students, same with the art institute. in fact, we're told that their dean was on the eighth floor last night making sure those

"action news" has confirmed that the upper darby mother accused of locking her mentally impaired son out of their house has turned herself in. karima tolbert is being processed. police say she locked her 18-year-old mentally impaired son out in the freezing cold last week for hours without so much as a jacket. again, tolbert has turned herself in. this coming monday will be the one year anniversary of the shooting death of 26-year-old amber long. philadelphia police are still looking for the bandits who attacked long and her mother on north front street in northern liberties. "action news" reporter dann cuellar is live in our satellite center. dan, you spoke to long's mother today, the first time she has spoken out since that terrible day. >> reporter: yes, jim and for her the memory is so fresh it was as if it only happened yesterday and there's not a day that goes by that she

doesn't think about her daughter her one and only child. >> people keep asking me do you think the police have done everything they can and it's like yeah. >> reporter: this monday will mark a year since stephanie long and her 26-year-old daughter amber were walking along front street in northern liberties after a night out on the town. that's when two bandits sprung up on them out of nowhere snatching stephanie's pus and shoots amber in the chest killing her. surveillance footage shows the men getting into a late model chevy impala where another man was waiting. to this day the case has not been solved. >> they just haven't gotten any usable tips and i -- god i don't understand. i do not i do not understand. >> reporter: stephanie long says police have gone through hours of surveillance footage and now believe the car has new york license plates. they went through tons of car rental records, checked cell phone tower signalings in the area but so far nothing. long find it hard to believe that nobody saw anything and hopes they finally come forward with information. >> this is somebody who is

>> you know the penn state community is feeling pretty good tonight based on the settlement that penn state reached with the ncaa. >> certainly feeling a little vindicated. the ncaa dissolved the consent decree penn state's then president rodney erickson signed in 2012 in connection with the jerry sandusky scandal. by doing so 112 victories that were stripped from the school have been restored. 111 of those victories belonged to joe paterno his record is returned to 409

>> weekend accuweather forecast. here's cecily tynan. >> it's going to be dry but cold to start and then it's going to get very wet on sunday. storm tracker 6 live double scan showing we don't have any rain out there right now. we did have a few light snow showers and flurries from a cold front that is moving through and this is going to really drop the temperatures tonight and tomorrow. so, the accuweather highlights showing i'm tracking a sunny but cold saturday and then a soggy sunday.

but temperatures tomorrow are going to be about 10 degrees colder than today. today we made up to 43 degrees in philadelphia. tomorrow only 32. millville 32 and some of our north and west suburbs and even trenton likely will stay in the 20's. it won't be windy. we won't have a wind chill factor to deal with but it certainly is going to be cold and then future tracker showing rainfall amounts on sunday, the heavier rain will be along the coast where they could get up to about an inch and a half of rain, philadelphia probably about three-quarters of an inch and rainfall totals really drop off in the northwest suburbs generally less than a quarter inch but it looks like we will all be getting rain. that storm system is going to track very close to the coast. right now philadelphia 39 degrees. millville 35. wilmington 37. but notice how that cold air is already starting to move in. allentown, it's 10 degrees colder than in philadelphia and mount pocono currently it's 17 degrees and we still have that breeze so the switch
