that the dnc will host their 2016 democratic convention, in the city of brotherly love the wonderful city of philadelphia. >> that was the way that philadelphia city officials got the news this morning from the chair of the democratic national committee, the democrats and the glare of the worldwide spotlight are coming to philadelphia. thursday night the big story on "action news" tonight is a huge win for philadelphia selected to host the democratic national convention over the cities of columbus, ohio, and new york. the convention will begin on july 25 and, 2016 at the wells fargo center it will be philadelphia's second political convention in 16 years the republicans nominated george bush in 2,000. the first democratic national convention since 1948. they nominated harry truman to a

full-term. we have a team standing by to cover all the first day angles of this story. john is live at city hall, john we thought the announcement would come this week and for the city it was the right announcement. >> smiles all around in city hall today jim. think about it for a minute there are millions and millions of dollars raised and spent, and it could have happened in brooklyn or columbus with you it's happening here. folks were almost giddy as word spread through city hall that philadelphia beat out brooklyn and columbus. >> they came and showed me their phone councilman did you know about this? oh good stuff! >> they quietly lobbied their national brothers they said they had the right mix of city amenities. >> we put our heart and soul into this. the dnc liked what it saw and

the philadelphia effort dubbed phl-dnc 2016, under the direction of this man -- >> when you think about a process like this convention, it's a major event the super bowl and the national convenience. >> the last time the democrats had a convention in philadelphia it was the truman area, since then they are a more elaborate event. they need to raise $80 million in private money. >> those issues have gone away, we will not have any problems raising money for this convention people are excited andousand aftic and sided . they are putting together security and hotels and things

cheesesteak in philly and i will participate in that debate over the next few years. >> live on south broad street tonight, "action news" reporter chad pradelli. >> reporter: jim security and the dnc is more than just the wells fargo center and you have transportation like on the broad street below me but the city is ready for the week's events, the history of holding and securing big events helped philadelphia garner the dnc in 2016 and the big of the test of all is this fall when the pope arrives. >> over the past seven years we have a tried and tested model for how we provide special events. >> i served this chief in washington for nine years and i'm used to it and i understand the logistical challenges of that and i can pass some of that

along. >> they say that the wells fargo center is perfect venue and has natural boarders like broad street and protesters are expected to be minimal. >> now we have to sit down and do some planning. >> crowd control for the pope will be focus transportation will be key for the dnc the president and vice president and other political heavy weights will be on hand and there will be events throughout the city and the short distance between center city and the wells fargo center will help police in securing the week long events, all of this means manpower and money. mayor michael nutter expected a federal grant for most if not all the cost for security. >> charlotte in 2012 received a $50 million grant. >> it pays for security and some of what they know to be the cost of police overtime and cleanup

>> the corner of 56th and lancaster, the child slipped out of his mother's grip and ran into the street. >> there was nothing the trolley could do. >> emergency personnel tried to lift the trolley to free the boy. >> he was blowing his horn and just dragged the child up a half a block. >> it was a horrible situation which is currently under investigation and we'll find out exactly what happened. until then there is not much to say other than our condolences to the family. >> since the trolley is on a track there is no way to swerve to avoid an accident the only thing the trolley can do is hit the brakes and that makes stopping in an instant impossible.

>> they are continuing their investigation and brought in the philadelphia police department accident investigation team to make sure there was no problems with the operation of the trolley or the driver and to make sure there was just a very very unfortunate accident. i'm wendy saltzman channel 6 "action news." this afternoon mayor nutter signed legislation that makes sick pay mandatory for city workers it provides companies with ten or more employees to offer five paid sick days per year.

we are approaching a difficult weather situation it's dangerously cold. it starts tonight, sunday night in monday morning historic cold pushes in in time for the holidays, we saw a couple of rain and snow showers at times today as one boundary passed through and we are awaiting the arctic front that slammed through here this evening to pick up the winds and really drop the windchills. so we have to be prepared for this upcoming weekend for the dangerous windchills and some valentine's day snow as well. in fact, here is the time periods where it's crucial if you are outdoors for any extended period of time. on friday morning, windchills across the area 5 to 15 degrees below zero, and sunday morning throughout sunday afternoon windchills remain between 0 and 15 below and then monday morning

across the area 15 to 25 degrees below 0 with very strong winds and on valentine's day we are not looking at a lot of snow in the afternoon and early evening hours 1 to 3 inches in general as squalls pass through and that is the secondary arctic front that means business to again bring the very harsh windchills sunday into monday 32 in trenton and 31 in allentown and upper 20s for reading and lancaster and the winds are picking up the windchills are dropping. 15 degrees in lancaster and 24 in dover and right now wildwood we'll call it a balmy 28 compared to a few hours from now. satellite and radar the energy with prp to precipitation is off the coast that is when the winds pick up tonight. speeds of over 40 miles per hour across much of the area, and the

winds remain gusty and high pressure to the south and west and that 23 will be deceiving and it will feel like 10 at the peak of the day in the afternoon and then this really intense cold pocket of arctic air with this arctic front pushes through and crashes temperatures with a high of 36 and blinding snow squalls to come through, the timing is 3:00 in the far northwestern suburbs the snow squalls don't last long and it reduced visible for a brief period of time and an hour or two later it's off the coast and as they push through and the temperatures drop as you travel out for dates on valentine's day evening, take it slow it's very slippery. clear and bitter the harsh windchills set in 5 to 12 degrees, the exclusive accuweather forecast, 23 tomorrow and feeling like 10, the snow squalls will mean business at 36 degrees and then on sunday winds are gusting to

near 50 miles per hour, and those temperatures will drop to 2 degrees on sunday night early monday making it the coldest start to philadelphia in years and monday as brisk as brutal and sunshine and some evening snow and a mix of sleet coming in on tuesday, and tuesday night into wednesday, depending on location some could see snow and rain in the mix and it continues to be cold, strong winds on sunday and power out able ages and the cold could spell dangerous conditions for your home. >> this is something to take seriously. >> thank you adam. finally tonight there was a touch of style in city council chambers today. council members presented a resolution for fashion week. parker and scott started fashion week in 2006 to put a spotlight
