working outdoors. >> hi, monica, hi rick. >> cold moved in today and it sets up shop as we head into the weekend. the worst of the cold moves in saturday and sunday. check out morning wind chills. allentown this morning you woke up with temperatures feeling like they were 15 degrees below zero. philadelphia this morning it felt like 9 degrees below zero and atlantic city down the shore it felt like temperatures were close to 10 degrees below zero. and not much recovery this afternoon, even early this evening, most spots still feeling like they were in the low teens along that 95 corridor. areas to the south and east it feels like 11 in the city, feels like 7 degrees only in allentown and it feels like currently a wind chill of 4 degrees in the poconos along the coast in wildwood feeling like 12 degrees. so, the core of that arctic air moves in as we get into saturday afternoon and saturday night and here's part of the reason why. we're tracking a clipper system that's going to be working its way eastward. as this clipper system moves through we could find anywhere from 1 to 3 inches of snowfall but in the wake of this clipper system moving on

through an arctic boundary will help to reinforce that cold air. check out what happens with this area of low pressure as we head into the weekend. this becomes a down right blizzard ones again for areas in new england but we pick up on those winds on the backside which means wind chills as we get into saturday night into sunday will be anywhere from 10 to 20 degrees below 0a high wind watch has also been posted for saturday night into sunday as winds will be gusting as high as 50 to 60 miles per hour. and just how cold is it going to feel? well, once this core of the cold air moves in, monday morning we're calling for a morning temperature of 2 degrees. the coldest it's been in about 21 years. we'll have all the details and what you can expect throughout the weekend with the accuweather forecast. monica. >> thank you melissa. let's switch now to new jersey correspondent nora muchanic live in trenton with how folks who have to work outside are dealing with this about the at a weather. hi, nora. >> reporter: hi, monica. when you caulk about to you ho describe this weather the word that comes to mind for me is

bone chilling. the combination of the wind and cold it goes right through you. it makes it extra hard for people waiting at bus stops or walking but folks you have to feel sorry for are the ones working outside. >> it is super cold out here. it is so, so cold. oh i just want to go somewhere and stay warm. >> reporter: if it were own that easy. even though we're getting hammered by arctic temperatures and wind chills below zero, some folks have no choice about being outside. we caught up way crew manning one of trenton's garbage trucks. >> it's cold. that's why i got this mask on. >> reporter: how many layers do you have to put on. >> about at least three. >> reporter: this letter carrier is a 29 year veteran of dealing with the bitter cold. >> hand warmers, toe warmers i got on, fortunately it's not boston. i'd rather the cold than the snow. >> reporter: look ought bright side, right. >> absolute ill. anyone who had to work outside today struggled to stay warm. in jersey where you can't pump your own gas attendants are outdoors all day long. >> it's real brutal out here.

the elements are real cold and we have the boots so when we're not pumping gas we're inside boothss to stay warm. >> reporter: everywhere you look people are bundled up in layer after layer. >> two blouses, a sweater. >> reporter: wow. >> gloves and a real thick hat. >> reporter: typically most of these men and women would be outdoors during the day but frigid temperatures like this make that impossible. >> it's blistering cold out there. it's the kind of cold that will freeze you to your bones. you just want to get inside, get somewhere warm. >> reporter: the mission has beds for as many as 300 people and managers are urging the homeless to come in off the street. >> if you're out there, you know for any extended period of time any skin you're showing you're bound to get frost bite so it's not a time for anybody to be outside. >> reporter: so, monica, if you're going to be outside, be prepared. i thought that the ear muffs were going to be enough. they're not. live in trenton nora muchanic

channel6 "action news." >> thank you nora. before you bundle up be sure to check the 6abc storm tracker app. both hourly and seven-day forecasts are there to help you get ready for the frigid temperatures. >> when it gets this cold you really have to think about your health. it doesn't take long for serious conditions like frost bite and hypothermia to set in when temperatures are extremely low. health reporter and registered nurse ali gorman is at the "action news" big board tonight with more on that. >> reporter: rick, extreme cold can be extremely dangerous to your health. if you can, stay indoors and keep warm. if you have to go outside take precaution. as the polar vortex returns so does the greater risk for frost bite and hypothermia. sunday morning wind chills in our area are expected to dip to 15 below zero. that means frost bite can set in in just 15 to 30 minutes to any exposed skin. >> signs might include numbness tingling, change in color of the skin and pain as

well. >> reporter: these are signs you need to come inside and slowly warm the area. but prevention is key. if you have to be outside bundle up and stay dry. you lose the most heat from your head and torso. but smaller areas such as your fingers, toes, ears and nose typically suffer frost bite first. be sure to wear lots of layers. a hat scarf mittens and warm boots. hypothermia is also a risk, especially for the very young very old and mentally ill. babies should never sleep in a cold room. they lose body heat easily and unlike adults, can't shiver. older adults also lose heat quicker. check to make sure their homes are adequately and safely heated. early signs of hypothermia in adults include shivering but if it progresses shivering can stop and other problems set in. >> things like confusion

lethargy, headaches. >> reporter: hypothermia is a medical emergency. also a warning for anyone with heart problems your heart has to work harder in the cold to keep your body warm so if you have heart disease, try to limit your time and activity outside to stay safe. and of course if you use a space heater, make sure that it's kept at least 3 feet from anything that can catch fire. if you lose power and you use a generator, be sure that it is only used outdoors far away from doorways, windows or any other opening that could allow carbon monoxide into the home. sharrie, back over to you. >> okay, ali good advice. thank you. meantime today pennsylvania governor tom wolf put the state's death penalty on hold until further notice. wolf says he's waiting on the final report from a legislative study that's been more than three years in the making. this morning he called the death penalty expensive ineffective and unjust. some district attorneys have already come out against wolf's decision saying it goes

beyond his authority as governor. president obama sought to strengthen ties between washington and silicon valley today in an effort to address concerns with security in the digital world. the white house convened a cyber security summit at stanford university with some of the biggest names in the tech industry. president obama called cyber space the new wild west and said cyber threats are a challenge to national security public safety and the economy. >> and it's one of the great paradoxes of our time that the very technologies that empower us to do great good can also be used to undermine us. >> president obama signed an executive order that sets up hubs where private companies and the government can share data about possible hacks. also the deadline is approaching if you want to enroll in healthcare under the affordable care act. independence blue cross set up its mobile education and enrollment center at the bala cynwyd shopping center to help

the kind of fires i'm talking about not so nice. a brush fire on the blue route southbound side approaching macdade boulevard the right lane blocked. fire crews other z. it's a stop and go ride on the southbound side of the blue route the whole way from approaching villanova through this point approaching macdade. watching a car fire elsewhere in delco in upper chichester along 322 at chichester avenue there by the pathmark. the fire police are helping you around that fire situation. in chester county, watch out for a crash along west chester pike at dutton mill road and in montgomery county there's a wreck involving a pedestrian along 309 near orvilla road. in new castle county a couple accidents have given us a rough afternoon on northbound 951 involving a overturned vehicle in newark by 896. the other left lane northbound at 141 and southbound on 495 and 295 you're looking at really slow speeds. speaking of 295 in burlington and camden counties, still a solid line southbound from past 38 on down past 168 but the crash there is gone. we'll check it again rick and monica, see if we can warm

>> in health check tonight it's not too late to get your flu shot. camden county had a vaccine clinic today at the camden county regional health center in bellmawr. flu shots are recommended for everyone but more importantly for senior citizens, pregnant women and those with chronic illnesses. and doctors say despite the fact that this year's vaccine is not as effective as first thought, it is still a good idea to get it. well some women are beating the biological clock with a backup plan as ali gorman showed us last night on "action news" at 11:00 a local fertility center is hosting parties for women to learn more about possibly freezing their eggs. society hill reproductive medicine says the event is held at a bar so it's a more

and an autoimmune disease he suffered from years before. >> between the disease and everything else it's a quality of life thing but it's also how i have to stay healthy. i have to keep activism inactivity literally made brandon sick. >> i started having joint swelling 144-degree fevers, chronic fatigue. >> reporter: he suffered 10 heart attacks and the leg soars from his lupus prevented him from being properly fitted with a prosthetic until he met kevin towers at prosthetic solutions international ma marlton. >> the prosthesis is held on with suction. there's a pump integrated into the foot that pulls vacuum around his leg and cuts down on the discomfort that a that a traditional prosthesis might give him. >> switching from the one provider to kevin has made all the difference with just my quality of care,. my goals, all my medals were

>> ♪♪ >> an atlantic city casino plans to introduce unique contests to its menu of betting options. how about a free throw contest? the borgata at a will hold contests in which players compete in 90 sector rounds. there's a $20 buy in. top four finishers will split $10,000. the winner gets 5,000. the contest will start next month. borgata at a's vice president says anyone can play even professional athletes. caesar's in atlantic city opened up a new restaurant today. world renowned chef and tv host gordon ramsey bought his english pub food to the east coast. the gordon ramsey pub and grille first opened at caesar palace in las vegas. the restaurant offers craft and micro bruce from aroundd the world. it has a private dining area. >> from our delaware news room it was a little bit like christmas day for some

youngsters at a newark pediatric residence. children who live in a facility called exceptional care of children received new clothes and arts and crafts materials. the group good 360 a national nonprofit handed out donations today. many of these little ones are just too sick to leave the facility so today's visit was extra special.

>> time now for a check of that accuweather forecast. the polar plunge has arrived and meteorologist melissa magee says it's not going anywhere any time soon. >> no, that's right rick and monica. that cold moves in just in time for the start of our weekend. in fact i've got a picture i want to share with you. this is from one of our facebook followers john who is currently flying into philadelphia. it's gorgeous from high above. you can see the navy yard there in center city there in the distance but once you touchdown, you might want to grab antiques layer on your way to baggage claim. hopefully you packed another sweater and your scarf. watch out these numbers are quite cold. 23 degrees currently in philadelphia. 10 up in the poconos, 23 in wildwood. 18 in allentown 19 degrees in reading and 21 degrees in lancaster. but the winds have been pretty constant today out of the northwest sustained anywhere from 8 miles per hour in trenton to 13 miles per hour in philadelphia. 13 miles per hour sustained wind speed there in the poconos so when you factor that in on your skin, this is what you need to dress for when you step outdoors later

on today and during the rest of the evening hours. it feels like 11 degrees in philadelphia, feels like just four up in the poconos 7 degrees the current wind chill number in reading and it feels like 8 degrees in lancaster. here's future tracker 6 showing you as we go throughout the beginning of our weekend we are tracking a clipper system that's going to work its way eastward. by noon tomorrow you can see those snow showers developing from the poconos on south and westward into lancaster. overall we could find anywhere from a general 1 to 3 inches of snowfall but watch what happens as i advance this here. 3 o'clock in the afternoon you could see heavier bands of snow starting to set up across most of the delaware and lehigh valleys and it continues even as we get into 6 o'clock tomorrow evening. and the problem with this snow as it moves through, it's a clipper system, it's going to help to reinforce that shot of arctic air on the way and it's also going to produce some snow squalls in some locations. so the speak time tomorrow for that valentine's day snow, 3:00 p.m. to 8:00 p.m. we're calling for some whiteout conditions as well.

strong winds are going to pick up on the backside of this arctic front that moves through and dangerous travel on the roads as well so you really want to go slow especially when snow showers and snow squalls move through. watch what happens in the wake of that. future tracker wind gusts showing you sunday 7 o'clock in the morning it's going to be quite blustery. winds gusting anywhere from 44 miles per hour in philadelphia close to 50 in wilmington and close to 50 degrees down the coast in atlantic city and wildwood and check out as the winds move on through, this is how cold it's going to feel as we get up in the day on sunday morning. 7 o'clock in the morning it's going to feel like 9 degrees below zero. in philadelphia feeling like 18 degrees below zero up in the poconos and most spots will feel subzero most of the day on sunday. call from accuweather for the rest of tonight, clouds thicken, less winds on the way however. we'll drop down to 16 in the city, 8 degrees north and west of town there in allentown. the five day at 5:00 showing you snow squalls on the way tomorrow. high of 36.

the bitter cold we've warned you about is here. we'll show you how to protect yourself when you're out and about. it's an all too common occurrence during these cold snaps, broken pipes. we'll explain what you need do to protect your home plus plastic grocery bags, they could become a thing of the past if one new jersey city gets its way. nora muchanic with details. >> coverage of the dangerously cold weather continues tonight. stepping outside without the full winter gear including a coat hat gloves and scarf definitely not an option today. >> temperatures did not go above the mid-20's and the blowing wind of course created wind chills in the teens. unfortunately it's going to feel even colder over the weekend. >> let's head now to meteorologist melissa magee who is live at the "action news" big board with the frosty details. melissa. >> reporter: yeah, rick and monica here's part of the reason why it's going to get colder as we head into the weekend. storm tracker 6 live double scan radar showing you the area of low pressure over the great lakes. this is the clipper we're tracking. this clipper dives south and eastward and moves into the delaware and lehigh lehigh valleys

as early as tomorrow afternoon. with that we've got a reinforcing shot of cold air. before the cold air really arrives we've got snow squalls to tell you about which is why in fact the winter weather advisory has been posted for saturday afternoon into the evening hours as that clipper system moves on through. it's really for the heart of our region. once the clipper moves on through and produces those snow showers look at the future future tracker wind chills. 7 o'clock on sunday, most spots along the 95 corridor feeling like we're subzero. feeling like 9 degrees below zero in philadelphia and 20 degrees below zero in buffalo. coming up we're going to take a closer look at what is on the way as we head into the rest of our weekend and how cold these numbers are going to go with that accuweather forecast monica. >> thank you melissa. code blue alerts are in effect across the region because of the approaching bitter dangerous cold. so, if you see a homeless person outside you are urged to call the homeless outreach hotline, there's the number (215)232-1984. also, be sure to check on

elderly neighbors to make sure that they are warm. and just because animals are covered in fur doesn't mean they're no in danger from the cold. if you see an animal chained up outside call the animal care and control team of philadelphia (267)385-3800 or contact animal control yourself. the pet's owner will be fined. >> this bitter cold can be hard on your plumbing. while you're keeping you and your family warm it's also important to keep your pipes at a reasonable temperature. plumbing experts say to keep your water meter above 40 degrees. pipes cannot freeze if water is moving through them so turn your faucets to drip. >> as long as it's a steady flow of water it won't freeze. once it does freeze and it has time to thaw out that's how the pipes burst. >> other things you can do is to insulate your pipes with heating tape and keep a blow drier theobald periodically spray your pipes with the warm water. you can even use a space heater but be sure to use the proper safety precautions if you do. on how you can keep your body safe during this dangerous cold. john. >> reporter: hi, rick. you have to be outside it can be tough. we looked at battery powered solutions today. we looked at the basics which is layering, long johns, then an insulated vest like this one and then a good outercoat like this one that is wind resistant. people who spends a lot of time outdoors this time of year have a saying. >> there's no such thing as bad weather only bad gear. >> reporter: with that in mind we went to rei which has for decades supplied gear for those who loved the outdoors in any weather. manager danielle showed us how she dressed today to come to work. first wind resistant gloves. outercoat also wind resistant. >> below that, i have a couple of insulating layers. the blue is a full length jacket insulating layer nice and thin. >> reporter: under that an insulated vest. the layering helps retain body heat, a wind resistant outercoat like this one keeps the wind from stealing it away. one way to tell if a coat

fills with ill. >> put your handled on the inside and try to breathe through it and you won't feel your breath on your hand. if you feel your breath on your hand obviously it's any other wind proof. >> reporter: from conserving body heat to using battery power to add to it, at buchman ski shop they stock this rechargeable heated boot insole but regular folks buy to it have toasty toes. they have two different makes of electrically heated gloves. >> battery operated. >> reporter: you have a little battery that fits in there. >> yeah, yeah. >> reporter: heats it up. >> yeah. and it has settings adjustments. generally the battery lasts around four to six hours. >> reporter: that's just the beginning. go to the internet and you can find an entire battery powered wardrobe, socks, jacket, vest, still chilly after you get into your car? something for the steering wheel. home office a bit cool? how about a heated computer mouse. and when the day is done, how about some heated slippers? who knew there were so many battery powered heated items

or gadgets out there. the good ones, the really good ones have lithium ion batteries made for heavy duty use outside like those gloves that we saw at buchman's. they come at a pretty penny. they're not cheap. one brand $329 a pair, the other brand $399 a pair. as we say not cheap. would hate to lose them. live in conshohocken, john rawlins channel6 "action news." >> all right john, thank you. as the temperatures drop,y be sure to stick with 6abc.com/weather. there we have both the hourly and seven-day forecasts so you can be prepared no matter how cold it gets. >> in other news philadelphia detectives say somebody opened fire in an olney barber shop today. it happened in hollywood hair in the 5700 block of north broad street. witnesses told police a current employee got in an argument way former employee and then allegedly fired a shot in his direction. nobody was hit. the employee was arrested. so far no charges. firefighters are still working to pin point the cause of an overnight house fire in

delaware county. crews responded to the 200 block of watson road in sharon hill around 3:30 a.m. now, officials tell us firefighters had a hard time getting into the basement to knock out the source of the blaze. they did manage to get it under control in about 30 minutes. no one was injured. >> a long time wilmington city worker is now facing federal charges tonight after he was accused of dealing cocaine. edwin hernandez the maintenance superintendent for the wilmington housing authority was 99 custody last week. police say they found him in a work van with more than $50,000 worth of cocaine. he can now face up to 40 years in jail. the housing authority's director tells "action news" he fully expects hernandez to be fired. one new jersey city is proposing a ban on plastic grocery bags and the move is drawing both praise and criticism tonight. new jersey correspondent nora muchanic has the story. >> reporter: it's estimated mercer county uses 183 million plastic bags each year. activists in princeton say

that huge number is polluting the environment. >> those very same quality that is made us fall in love with plastic are now coming back to haunt us. they're not biodegradable and they end up in the water stream. >> reporter: one of the environmentalists pushing for a new ordinance in princeton that would have businesses charge customers a minimum of 10 cents for every single use plastic or paper bag that goes out of the store. >> the idea of charging for a bag is really primarily to get people to stop using bags. any single use bag and bring reusable bags. we want to decrease the amount of waste going through landfills. >> reporter: princeton would become the first town in new jersey to do that. proponents say it's worked elsewhere why not here. >> in ireland there was a big uproar. most people went to reusable bags after a few months. >> i might be irritate bide it but i'm sure it wouldn't really discourage me from picking up my order. >> i think it's a good idea. >> reporter: tell me why. >> because it would force me to not use the plastic bags 'cause i don't want to pay the

fee. >> reporter: the bag fee would be collected and kept by merchants who would also keep records. the town is now looking into whether that's legal. >> you have to think about people it's income also. the poor people shopping and 10-cent means a lot. >> reporter: while many people still choose plastic mccaffrey supermarket in town offers discounts to customers who bring in their own bags and they sell their own version of them at the store. the bag fee is still just a proposal but advocates hope it will be approved by counsel sometime this year n princeton, i'm nora muchanic, channel6 "action news." >> all right. time now for an update on the highways and by ways on a friday night. >> let's go over to matt pelman in the "action news" traffic center. hi matt. >> many people probably think they have this week in the bag but then they'll get on the roadways and sit through a lot of track on -- traffic on the way home. a slow go on 76, the schuylkill expressway in both directions near the roosevelt boulevard, that eastbound travel time a solid 20 minute delay. westbound 22 minutes so costing you extra time on 76.

>> in the midst of the nationwide measles outbreak senator bob casey urging pennsylvanians to give vaccination a shot. casey joined doctors to talk about the importance of immunization. pennsylvania has the second lowest vaccination rate in the country. only 86 percent of kids entering kindergarten have had a measles shot compared to 95 percent nationwide. casey wants health officials to examine reasons that pennsylvania's vaccination rate is so low. >> chester county fourth graders helping philadbundance spread the love this valentine's day.

>> breaking news for you right now in south philadelphia. philadelphia water department crews are on the scene of a water main break. it happened about 5:00 p.m. in the 2400 block of south lambert street much it's a 6-inch main and they just turned the water off there. about 10 homes are being affected right now. no word on how long they're going to be working on it but again, water crews at least --

winds that have been pretty constant out of the northwest today, it feels like just 7 degrees currently in reading, in allentown feels like four, in the poconos 11 degrees the current wind chill number in philadelphia and it feels like 12 degrees along the coast in beach haven. here's satellite6 along with action radar. it's partly cloudy, quiet and dry across much of our region. we're tracking a clipper system that's currently moving across the great lakes and this clipper is going to work its way eastward in time for the start of our weekend. future tracker 6 has you covered. by noon tomorrow you could see those snow showers breaking out from the poconos on south and westward into lancaster. it continues as we get into the afternoon hours. you could see 3 o'clock tomorrow afternoon the laugh der, -- lavender an occasion of heavier snow showers moving across the region. 6 o'clock tomorrow those snow showers will stable around. overall we're calling for a general 1 to 3 inches of snow. the problem however is that this clipper system is going the move through so some snow squalls are likely and the peak time to see that activity

any time between 3 o'clock and 8 o'clock tomorrow afternoon and early evening. whiteout conditions are a concern definitely reducing your visibility on the roads especially because in the wake of this frontal boundary moving on through, we're going to be dealing with some strong wind gusts which will produce some dangerous travel across the area. check out future tracker wind gusts. in the wake of the clipper system that moves through tomorrow sunday 7 o'clock in the morning look at these wind gusts, feeling like 45-degree miles per hour wind gusts early on sunday morning close to 50 there in wilmington and near 60 along the coast from atlantic city down to wildwood. and then watch what happens to our temperatures at that same time on sunday morning. everyone is subzero feeling like 9 degrees below zero in philadelphia, 18 degrees below zero up in the poconos and along the coast not much better for you 7 degrees below zero there in wildwood. so, cold weather tips something to factor in as we get into sunday and monday when the core of that polar air works its way south and eastward. the head, that's where you lose 40 percent of your heat loss.
