surrenders to authorities. and a fugitive wanted in arizona is shot and killed by a trooper in reading. but the big story on "action news" tonight is a weekend of wild weather and that's coming off today's brutal cold. wind chills this afternoon mellowed out at about 10 degrees which is down right balmy compared to the minus 10 to minus 15-degree wind chills we had this morning. but this is just a prelude to a weekend including whiteout snow squalls and 50 miles an hour winds. "action news" -- sounds ridiculous, doesn't it. >> it real does. >> "action news" reporter dann cuellar is live in king of prussia tonight but first let's check out these scary numbers with adam joseph. adam these are numbers that will get your attention. >> yes, especially from this morning. this valentine's weekend all you think about is warmth and love well, not so much from mother nature. this morning 15 below in allentown and trenton 12 below. in philadelphia nine below at

the peek. in wilmington and atlantic city felt like 10 degrees below z at jim mentioned we kind of mel load out around 10 degrees this afternoon. right now feels like 12 in philadelphia, 10 in allentown 11 in lancaster. still 10 in wilmington and to the south and right along the shore temperatures feeling like 10 to around 14 degrees. but on saturday we're tracking another powerful arctic front that will approach in the afternoon and evening hours and this will be extremely energetic with respect to its winds and snow squalls which are intense bands of snow. a general 1 to 3 inches as this slams through tomorrow afternoon and evening and then it will deepen into another monster blizzard for southern new england. boston cape cod they're expecting hurricane force winds with over a foot of snow. we will escape the snow but we will also see winds near 60 miles an hour dropping wind chills sunday morning to 10 to 20 degrees below zero. so, we do have a high wind watch that goes into effect

saturday evening after the front through sunday winds across the entire area could reach speeds as high as 60 miles an hour and with such strong winds will come that polar air again. by monday morning week we're expecting the temperature to drop to two in philadelphia. if we hit two monday morning that will be the coldest start to philadelphia's day in 21 years. we'll talk more about the timing of those snow squalls and also those powerful winds that could lead to some power outages coming up in the full accuweather forecast. >> adam thank you. let's switch thrive "action news" reporter dann cuellar at penndot. dan what happens when it's too cold to use that plane rock salt in advance of the snow? >> reporter: it doesn't work very well, jim. so penndot is prepared the take extra steps if they have to. and tonight there's concern about those whiteout snow squalls that are being forecast which could make for hazardous driving conditions. >> there's going to be periods of time when a squall may come through the region that could

reduce visibility and drop heavier snow for a short period of time. >> reporter: another concern is about those bitterly cold temperatures that are being forecast. they can salt the roadways all they want but when it gets too cold the normal salt application doesn't work very well. >> once you get temperatures down to the 20-degree range and into the teens salt normal application of salt does not work as effectively. >> reporter: so they're prepared to mix calcium chloride with the salt if they have to which dramatically lowers the temperature at which water freezes. today we saw a problem on dellly drive near fountain green where water was coming down a slope and turned to ice and snow making for hazardous driving conditions. they had to shut down the northbound lanes for about an hour and a half to allow crews to clean up the mess. the bottom line, penndot urging motorists to be extra careful out there this weekend. >> it is valentine's day so there probably will be a lot of traffic out on the roadways so we just encourage motorists to give yourself plenty of time and don't be in a rush and drive at a slower speed. >> reporter: and so that you

have it. it's been a season of storms this season which has kept penndot crews busy. just another re90 winter far from over. we're live here in king of prussia, i'm dann cuellar channel6 "action news." >> thank you dan. as the temperatures drop please join us, check in with 6abc.com/weather. there you will find both the hourly and seven-day forecasts so you can be prepared no matter how low the temperatures go. other news at this hour, a pennsylvania state trooper shot and killed a fugitive from arizona early this morning. the incident happened at 4 o'clock as authorities tried to serve a warrant at a home on rare street in reading. 35-year-old richard carlin tried to escape through an upstairs window. he was arrested in 2013 for allegedly firing on police in south tucson arizona. he made bail and then fled to pennsylvania to avoid prosecution. another suspect sherri lynn griskin was taken into custody

this morning for trafficking stolen property. this isn't necessarily a surprise because he talked about it in his campaign. pennsylvania governor tom wolf has place add moratorium on the death penalty. "action news" reporter vernon odom has that story. >> reporter: there have been no executions in the commonwealth since 1999. but nearly 200 inmates are currently sitting on death row subject to death by lethal injection. at least a temporary reprieve the governor says the moratorium is not an expression of sympathy thor those on death row he says the system is based on a flawed system that proves to be an endless court proceedings as well as ineffective unjust and expensive. he says the moratorium will remain in effect at least until he gets a report from a state senate panel that has been studying this topic for years. mike wallace is a former judge and defense lawyer says the governor is doing the right thing. >> by putting the moratorium on he's gaining access to a

study that's coming up that may help in going further with this particular moratorium and maybe making it permanent. >> reporter: but the pennsylvania state troopers association called the governor's move a travesty pointing to prosecutors seeking the death penalty for cop killing suspect eric frein for the ambush assassination of a state trooper back in september in the poconos. >> we're absolutely devastated. we think that it's a travesty for pennsylvania. our members are outraged, very disappointed. >> reporter: late today philadelphia d.a. seth williams blasted the governor's moratorium saying "the people who are the most grateful are the guiltiest cruelest and most vicious kill owners death row." >> there are broken areas in the system. broken areas in the system can ultimately get a person to death row and ultimately have their life taken we need to sort of parse out what those broken areas are first. >> reporter: late today pennsylvania district attorney association condemned the governor's move today as "a

misuse of power". at the courthouse in center city vernon odom channel6 "action news." >> an atlantic county fugitive accused of staging a boat crash surrendered to authorities. 45-year-old andrew biddle of egg harbor township vanished in july after a boating accident in longport. the disappearance came shortly after biddle was indicted on theft charges. biddle surrendered yesterday. he was released today on $50,000 bail. it is unclear where biddle has been all this time. warminster police arrested ian snyder for the burglary of a convenience store on monday. they connected him to a crime at the same store laughter year. police say it's schneider you see on surveillance video breaking into the country farms store on york road. police say he smashed the front door with a hammer before stealing cash and lottery tickets. investigator say schneider attempted to break in back in

october. he is in the bucks county jail on $100,000 bail. friday the 13th proved to be a very unlucky day for 42 fugitives who landed in handcuffs today. for the 18th year officers from philadelphia and the surrounding counties teamed up for a valentine's day warrant sweep. this raid was called operation deadbeat. offenses ranged from drug charges to theft but most were failure to pay child support. offenders owe maryland $187,000 in back pay. from our new jersey news room an intense fire fight overnight left behind a frozen shell of a home at the jersey shore. this is the 4700 block of fifth avenue in avalon. flames broke out at 11 o'clock last night. high winds fanned the flames. the house was under construction. the fire spread to a second home. it took crews from all over cape may county until 3 o'clock in the morning to get the flames under control. coming up on "action news"

"action news" reporter eva pilgrim has that story in havertown. >> november 7, 1942 u.s.s. oregon. my dearest darling here i am writing to you again because i haven't anything else to document eric kenny got this letter in the mail yesterday. a love letter written in 1942 from his grandfather to his grandmother. >> it turned out to be a letter that my father had written to my mother before they were even married while

he was in the service. >> it was like winning the lottery. you know, you hear about letters like this but until you see something it just brings you back and reminds you of the two of them and the love that they had for 64 years. >> totally surprised. have no idea how they found this letter but it was addressed to my mother at the house that she was raised inism the letter was mailed from missouri with this post it note. hello found thiss in an estate i purchased and thought you might want it back. they discovered it after discovering the obituary. the family says they can't thank the sender enough for getting them this note. >> it's a great gift. >> reporter: jim and mary kenny married almost three years after this letter was originally mailed on august 27th 1945 in maryland. this is a picture of the day they eloped.

of the snow squalls. as we look at double scan live radar. everything is good to go this friday eveningly we're catching a break from those intense winds intense cold and no precipitation presently but as we go through the valentine's day weekend we've got to talk about the snow squalls for tomorrow and then a brutal monday morning but the good thing about monday morning, many of us have the day off given the holiday. so, snow squalls many of you may go, what is a snow squall. it's an intense band of snow that passes through very quickly but does reduce visibility and create whiteout conditions temporarily. we're expecting some of those to pass through between 3 o'clock and 8 o'clock tomorrow afternoon and evening. they will be accompanied by very strong wind gusts and they can quickly drop 1 to 3 inches of snow in a very short amount of time and that also could create some travel conditions on the roads because of how cold it will be and how quickly the snowfalls. then come monday morning that's when we're watching some records that could be either tied or broken.

philadelphia we could hit that record of 2 degrees which was set back in 1888. wilmington 2 degrees reading zero, atlantic city coming in around three and trenton possibly hitting 1 degrees. right now temperature-wise we're at 23 in philadelphia, 21 in millville, 22 in dover teens to the north and west but we still have a breeze out of the northwest. it's not as strong as it was this morning but even a small breeze will bring those wind chills down, nine in trenton 10 in allentown and wilmington. 21 in millville not too bad but at the shore feeling close to 10 degrees. satellite and radar, here's the clipper system. again, not a lot of moisture with it but the difference with this one compared to the one that just passed through it is stronger, it also is going to throw the atmosphere for a loop because the winds will be so strong and the temperatures are going to crash so fast find it that it gets extra lift in the atmosphere so that's when we'll start to see some of the snow showers develop around

noon north and west hitting the city about 3 o'clock in the afternoon and then we'll start to see those bands set up. again they can won't last long but they will reduce the visibility pretty quickly and then everything starts to exit the coast by around 9 o'clock tomorrow night. after that line passes through some of the snow showers and snow squalls, the winds kick up. 56 miles an hour overnight saturday into sunday morning around millville wildwood 45, philadelphia 51 miles an hour and allentown and with those powerful winds saturday night sunday that could reach speeds of 60 miles an hour could bring branches and trees down easily. that could create some localized power outages so have a backup flan case you lose power or susceptible to losing power just because of how brutally cold it's going to be. eight to 16 tonight. not too bad when you take a look at the wind chills we had this morning which were near minus 15 and the exclusive accuweather 7-day forecast, 36 degrees tomorrow and then wind chills on sunday zero to 15 below all day with a high

of just 19. one would say i would think mother nature has been dumped recently by the forecast she's giving us and near 10 degrees monday at 23 but feeling much colder than that and the clouds thicken up tuesday. there could be snow showers tuesday night wednesday morning. doesn't look like a big system as it slides to the south but brings back the 20's in the middle of next week. i'll have an update tonight at 11:00 on the snow squalls and the timing of them. >> thank you adam. >> yes. >> travelers who stopped at the farley service plaza on the atlantic city expressway today thought they might have been on broad street for new year's day. >> ♪♪ >> polish american strength band performed as part of the february. representatives from the atlantic cape may community college were also on hand to talk about the school's programs. abc's world news tonight with david muir is next on channel 6.
