eports are that someone ran into the rose hill community center ran down into the basement, shot the person and then fled on foot. the place was on lockdown where there were several hundred preteens, teens and even young children in this very large community center doing different activities. but as far as we know, police say there has been no other injuries no one else shot in this location. now, there was a parent who was waiting to talk to their child. here's what he told us earlier this afternoon. >> stop by come get me. there's been a shooting in the training center and please come get me. i tried to go in but i was stopped at the door. they said they had everything locked down and i attempted several times. but the officers wouldn't let me in. >> reporter: since that interview with that parent, parents are being allowed to retrieve their children. in the last half hour we've seen parents coming bringing their children out of the building, some of them very

distressed and upset that something like this could happen in a community center in a holiday when there are many kids out from school enjoying themselves here at this community center. again, a person shot. that person has not been identified by police. we are gathering more information and we'll be back later on "action news." for now, reporting live from new castle delaware, i'm dann cuellar channel6 "action news." >> thank you dann. firefighters in philadelphia battled flames and then the ice too. an entire building that was on fire later froze over proving the power and danger of our frigid conditions. the cold continues to plague the delaware and lehigh valleys is ongoing. >> temperatures remain well below zero and now we're bracing for more snow. here's a look at the storm system that will bring that you say snow. storm tracker 6 double scan radar shows the storm is quickly moving our way from the south. meantime road crews in delaware spent the morning getting ready for the latest round of snowfall. deldot loaded their trucks with salt here in newark.

the drivers were then allowed to go home to rest up before coming back in tonight when the flakes start to fall. officials at deldot are hoping the timing of the storm will make it easier for crews to work. >> here's a look at how cold it has been. chopper 6 hd was above the delaware river earlier today. some parts of the water are frozen others have floating chunks of ice in the river a similar scene on the schuylkill river and we encourage you to share any icy images that you find out and about. just use #6abc cold. we do have team coverage for you tonight on the dangerous cold and the approaching snow. >> lehigh valley correspondent walter perez will show us how people are coping in the allentown area but first let's check in with meteorologist melissa magee and adam joseph. melissa we'll start with you and the latest accuweather. >> yeah, rick and mon today the big story at least for the first half of the day was the brutally cold start to our monday. record lows in some locations trenton and women you tied your record, one in trenton

two, in wilmington. atlantic city reading and dover new record lows today. atlantic city 2 degrees, 1 degree below zero in reading and four was the new record low this morning there in dover. now, temperatures certainly did not recover. in fact, in philadelphia morning low temperature coming in at 3 degrees, 1 degree shy of the record set back in 1888 making this the coldest since january 24th of 2005. so, we're talking about a 10 year chill where we've seen temperatures at 3 degrees here in philadelphia. this morning it was quite cold when you factor in those blustery winds out of the northwest. wind chills this morning 16 degrees below zero in philadelphia. wind chill of 19 degrees below zero in allentown, 35 below in the poconos and 12 degrees below zero there in allentown. we do have more changes on the way. storm tracker 6 live double scan radar showing you we're tracking this storm system, an area of low pressure over to the sea in northern arkansas. this slow going to track to the east over southeastern sections of virginia and with that we have the snow that

will develop breaking out later on tonight and into tuesday from a southwest to northeast direction affecting our region. i'll bring in meteorologist adam joseph who has the latest on the timing with this storm system. adam. >> yeah, we have a few hours to get out and do errands before the snow starts to fall. right now we have that mix to the south. we got snow to the north so it's an easy forecast with the cold temperatures saying yes it's going to be all snow no matter where you are. by 10:30 tonight that's when it punctures south and west of philadelphia, southern new jersey delaware, the western suburbs of philadelphia and then overspills areas near trenton by about midnight and then 6 o'clock in the morning as the low is developing it pushes to the south. that's when we see the heaviest burst of snow especially along the shore communities you see these darker colors here, the lighter the color on future tracker the less intense the snow is and this is an upside down storm for our region. meaning that the least amount of snow is going to fall north and west of philadelphia. that is where we have winter weather advisories in place

anywhere in the pink you can see most of southern new jersey delaware, winter storm warnings where we expect the heaviest snow to fall. here's your time line a little more specific from southwest to northeast between eight and 11 o'clock tonight the heaviest snowfall while most of us are sleeping so good news for the road crews. from 11:00 to 7:00. but during morning rush it will be snowing fairly heavily. quickly after that sunshine will be returning. as we look at philadelphia and the four different forecast models pretty decent consensus showing anywhere between about three and 6-inches from the nam to the rpm. that's what we're expecting in philadelphia, between three and six but it varies as you head north and west and south and east. when meteorologist melissa magee returns she'll show you that expected snowfall map and another arctic attack coming in the five day forecast. >> no rest for the weary adam. >> uh-uh. >> as we did with brutally cold temperature and snow stick with 6abc.com/weather.

be sure to check the current temperature and follow the hourly forecast. you can also watch storm tracker 6 radar as the snow moves in. >> it felt well below zero today in the lehigh valley and folks were doing whatever they could do to stay warm especially outside. walter perez is along 78 in allentown with the story from there. hi, walter. >> reporter: hey, monica. you know, there's certainly icy spots, icy conditions here and there across parts of the lehigh valley but as you can see route 78 here in allentown moving along quite nicely, but with the bitter cold and more snow on the way we spoke with plenty of people who say this winter can't end soon enough: the good news is the temperature literally doubled since we arrived up here this morning. the bad news is that it's still only 14 degrees or so in and around the lehigh valley. joe of quakertown says you don't even need a thermometer to know it's dangerously cold. >> it's brutal.

walking from my car to work, you could tell stray animals were going fob in trouble because twenty two that you cold. >> reporter: it's been tough for people who work outdoors. we spoke with dennis. dennis says it's a living. >> i do it every day, seven days a week, just all you got do is wear some long johns and go out. >> reporter: nicole works indoors and thought she could make it to her car without a coat. >> i'm carrying my jacket as you can see. i just didn't feel like putting it on but it's a mistake now that i'm standing here. >> reporter: only because i stopped you to interview you. >> that's right. >> reporter: a man identifying himself as texas long hadn't says what is everyone complaining about. he said they had rougher winters around here when he was a younger man. >> one snow in january, real powdery, it was minus 20's at night, minus 10 during the day. >> reporter: you remember it well? >> yeah. >> reporter: all right back out live over in berks county meanwhile, they registered

negative 1 degree at 6 o'clock this morning at reading regional airport the lowest recorded temperature for a february 16th in the 146 years they've been keeping records in berks county, so we're all in this together. reporting live from allentown walter perez, channel6 "action news." >> misery loves company, right, walter? thank you. this reminder "action news" will be on early tomorrow to bring you the latest on the storm. join matt, tam david and karen at 4:00 a.m. for the updated forecast, road conditions and any school closings or delays. >> the charred remains of a west philadelphia clinic are now encased in ice tonight. the locust medical center resembles an ice palace but this actually was a fire scene. flames erupted on the 200 block of south 52nd street around 4:30 this morning. water from fire department hoses froze on contact covering the three story structure and everything around it in icicles. scene has attracted curious neighbors.

>> i said to myself, well, i guess i can't get to alaska, so i'll just come on down here on 52nd street. >> alaska in our backyard. reporter john rawlins has a full report coming up on "action news" at 6 o'clock. a gas explosion forced residents out into the frigid temperatures overnight in philadelphia. the explosion was strong enough to blow out the windows but amazingly no one was injured. "action news" reporter david henry is live outside the apartment flex in chestnut hill where all of this happened with the very latest. david. >> reporter: yeah, sharrie there were 10 people inside this building at the time and none of them were hurt. they all got out without injuries. quite remarkable when you take a look at the building now with its blown out windows and buckling walls. >> it was just an incredible boom and everything seemed to lift up quickly and settle back down. >> reporter: it happened at around 1:45 this morning. the residents were asleep in their beds when they got the jolt of their lives.

>> the wall started caving in, the ceiling started caving in. >> reporter: richard jordan and his wife andrea were sleeping in this bed on the first floor. the bedroom ceiling came crashing down except for the one section directly over their bed. >> nothing hit us. nothing came down on the bed. that's a miracle hm? that's amazing. so we're just very thankful that we survived. >> reporter: the jordans could only gaze through the windows after their belongings. the building has been condemned and's too dangerous to go inside with the walls and ceilings on the verge of collapse. >> look at our dining room table. it's up ended. >> reporter: a pgw crew spent the day repairing the gas line across the street. a 6-inch cast iron main ruptured leaking gas into the basement of the apartment house. the explosion sent the residents fleeing into the frigid night with only their bed clothes. kim burns gave them shelter after a scare of her own when she heard the explosion.

>> president's day. >> the schuylkill expressway didn't get the memo. we have normal afternoon delays rick and monica westbound side by city avenue in the spot where we would normally be backed up we're backed up this afternoon but the travel time not quite as bad as normal, eight minute delay at this point whereas normal it would be a 14 or 15 minutes delay. we have a a water main break. what an icy mess this is going to be in towamencin blocking off valley forge road between sumneytown pike and allentown road. now a crash on the bucks county line is closing 309 between hilltown pike and smartly road by hilltown crossing shopping center. i would stay on cow path road to get around that. still have the wreck in pottstown along king street and manatawny. 20 minute delays on the regional rails because the cold weather affects the ability of the switches to switch. a modified schedule on the buses and trolleys. sunday schedule on the river

>> egypt carried out airstrikes against isis targets in libya today in retaliation for the beheading of egyptian christian hostages. a video released yesterday shows 21 men being executed on what isis claims is a libyan beach. protests erupted in cairo today. in addition to its own military action, egypt has called for international intervention against the islamic state extremists who are now dominating cities in libya. also over in denmark mourners gathered for a candlelight vigil at the scene of two fatal shooting. film maker was called at a free speech events an security guard was slot to death

outside a synagogue in copenhagen. the gunman died in a shootout with a swat team. two of his suspected accomplices were arrested today. in health check we talked a lot about protecting yourself and loved ones from the cold outdoors but there is an indoor danger, too of hypothermia when the body temperature goes below 95 degrees in a chilly room. even room temperatures between 60 and 65 degrees can trigger hypothermia. the elderly and the very young run the highest risk. it's harder for them to stay warm especially over an extended period. however, folks with conditions like an under active thyroid arthritis and parkinson's disease are also vulnerable. often the first sign is confusion or forgetfulness. they may not realize they're cold. looking in on them personally is important to check the temperature firsthand in their home. anyone vulnerable to hypothermia should keep thermostat at least 68 degrees and wear extra layers of clothing even wear a cap or a hat inside their house.

>> commercial drones could soon be legal in skies around country thanks to a new set of rules proposed by the faa but under the proposal drone operators would need to pass a written test. there were also be limits on the flights. drones would not be able to fly higher than 500 feet or anywhere where the operator cannot directly see it. the rules only allow for drones weighing less than 55 pounds. the faa is looking into guidelines for larger aircraft. officials say the current proposals should be finalized in the next two to three years. >> planning is under way for a new autism treatment center in our area.

>> time now for accuweather at the "action news" big board. meteorologist melissa magee. i'm so flusteredder this evening hard to say my m's. >> i can understand rick and monica. definitely a cold start this morning and still chilly early this evening. 16 in philadelphia currently 17 in trenton, 16 in allentown along the coast in beach haven 17. the winds are sustained anywhere from five to 10 miles per hour but when you factor in that arctic air overhead it still feels much colder. feeling like the single digits in philadelphia, four there five in allentown the current wind chill number zero in lancaster and it feels like 5 degrees along the coast there in atlantic city. changes however are on the way. storm tracker 6 live double scan radar showing you the storm system that we're tracking here, the area of low pressure over tennessee and it will that continue to work its way eastward so this moisture

will work its way eastward and then move offshore so kind of cutting across areas in southeastern sections of virginia. you have the snow across the ohio valley that's starting to fill in, ice to the south of that and then rain across the deep south. so, this moisture from the southwest to northeast direction will work its way into the delaware and lehigh valleys which is why we have that winter storm warning posted south of the city and a winter weather advisory for the city and areas north and west. future tracker 6 10:30 later on tonight you can see most spots will be in the teens so this is the light fluffy snow we'll be tracking at the onset and for the duration of the storm. so it breaks out from the southwest to northeast direction. it continues during the overnight hours. in fact, during the overnight is when we'll find some of the heaviest bursts of snow that move on in. 5:30 in the morning tough going for the commute tomorrow morning and if you look at the different shades of lavender here, you can see the heaviest looks to set up around south jersey and areas in delaware and dover and points to the south and west. you still have some

accumulating snowfall for areas in philadelphia and north and west. it will taper off fairly quickly west to east as we get into the midday hours and beyond on tuesday. so expected snowfall across the region in philadelphia the immediate northwest suburbs, chester montgomery and bucks counties, even interior sections of south jersey 3 to 6 inches of snow but across southern cumberland atlantic, cape may counties even dover that's where you're going to have the bulk of that snowfall six to nine and 1 to 3 inches for berks, lehigh, northampton counties and up through the poconos. the five day at 5:00 showing you that the snow will develop later on tonight's will it continue as we go throughout the day on tuesday morning. then some late day breaks of sun, a high of 30. wednesday some snow showers around and at 32. then another arctic attack moves in on thursday with a high temperature of just 19 degrees and that cold is sticking around even as we get into the start of our weekend guys. more details in the next half hour. >> 30 days until spring. >> and counting.

feel less brutal outside. >> let's head over to meteorologist melissa magee at the "action news" big board and the latest from double scan radar. melissa. >> yeah, rick and monica, we are tracking the storm system that will be coming in overnight tonight and into tuesday but in advance of the moisture we've got the wind chills overhead. it feels like four in philadelphia, 3 degrees there in buffalo, four below in pittsburgh pennsylvania, so this arctic chill is sticking around. storm tracker 6 live double scan radar shows you what we're tracking here. we've got an area of low pressure to our west that will work its way eastward but if you look closely you can see the darker shades of white that's an indication of heavier snow starting to break out across areas in north carolina even across southwestern sections of virginia. now we'll flip this over and you can see that a good chunk of the winter storm warnings and even the winter weather advisories are to the south of philadelphia, so this is a lopsided storm in the sense that areas south of philadelphia will find the brunt of the snowfall before it moves on out as we get into

tuesday afternoon. so forecast snowfall is showing you that you could find up to a foot of snow across areas in the virginias and then as you move a little farther to the north the snowfall starts to trail off across the region. coming up we're going to take a closer look at the storm system on the way, let you know how much snow we're expecting across the delaware and lehigh valleys and go over the time line of arrival with the snow with the accuweather forecast. monica. >> thank you melissa. if you do see a homeless person outside in this brutal weather you're under to call the homeless outreach hotline (215)232-1984 also please be sure to check on your elderly enables just to make sure they are warm as we described. and right now you're taking a live look at the penndot yard in norristown montgomery county. penndot officials are discussing their plan of attack for tonight's approaching snowstorm. they have said this will be a salting operation because it's just too cold to use brine. half hour. >> from our delaware news room now, some residents at the creeks of marshalton apartments say they've been without heat and hot water since early saturday morning. they say management is doing nothing to fix the problem. michelle says she's been using her oven to heat her apartment and says the only time she's gotten ahold of someone to report the problem was saturday morning. >> they said at 10:00 a.m. they were working on it and it would be fixed at 7:30, 7:30 there was no heat. i have neighbors upstairs who have a kid they don't have heat they don't have hot water either. >> "action news" attempted to contact apartment management but has not heard back. water pipe burst in new castle this morning with temperatures well below freezing the runoff create add sheet of ice on the sidewalk and down walls. 12 residents were forced out while the water department went in to investigate. still not clear when these folks will be allowed back into their homes or what kind of damage was done to their

units. >> new jersey correspondent nora muchanic is live in trenton with how they're dealing with this cold and getting ready for another round of snow. hi nora. >> reporter: hi, monica, this tells the story of just how cold it is and in many parts the river has completely frozen over. as we made our way around south jersey today that's a word that keeps coming up, if you're out for any length of time you're going to feel frozen. >> the inside of my nostrils are hurting just from this wind. >> reporter: kerry miller spent longer than she would like waiting for a bus and she was feeling the effects of this record setting cold. >> i can't feel my legs. my thighs are like rock hard. this is not fit for man or beast. >> reporter: the cold did not stop 76-year-old barbara peoples from going outdoors. >> maybe 'cause i'm so used to coming out in the weather like this. >> reporter: are you a hearty soul. >> to god be the glory. >> wintertime it gets cold. you ben dell up and you deal with it, that's all. no big deal. >> reporter: along main street, public works crews are

clearing snow from storm drains. the mayor says the city is ready for the new snow that's coming. >> john madden had a great quote. he said forget about the horse being blind just load the wagon. we're ready and going give it every best shot we can yes. >> reporter: in mount laurel the sounds of seven, eight and nine-year-olds slapping away at the puck can be heard in the backyard of the carab a. si house. twins matthew and luke love the sport and so their dad a carpenter built a real 40 by 70-foot ice hockey rink out back. >> just takes time but, you thinky you know, i was loving doing the whole thing. went pretty quick. >> fine because we like to get to play like ice hockey in our own backyard. >> it's fun because before school i'm able to skate and then i go to school. >> reporter: the hockey loving kids don't seem to mind the bitter cold. they came prepared. >> they have at least two pairs of pants, two shirts and then their equipment. >> reporter: lieu floods the rink with a coating of water to make new ice for the next day and he even built a

makeshift zamboni. >> 100 percent success. i mean look at the kids. they're having a blast. >> reporter: and from ice in a rink to ice on the delaware river we never get tired of looking at that. it's so cool looking no pun intended. we're near the arm and hammer stadium where the trenton thunder play and when you look at all this ice and the chunks that popped up out of the river it's hard to believe that spring training is just a few days away. live in trenton i'm nora muchanic channel6 "action news." >> monica and i are coming to spring training this year. >> that would be nice. thank you nora. aaa saw a jump in the number of drivers who needed a jump today. officials say they responded to almost 1500 calls and they expect their crews to be busy again tonight. of course batteries low on juice are no match for temperatures this low. >> age of the battery is a big factor. batteries only tend to last three to five years. they're not like a battery back in day like back in time before me, i would say that lasted about 10 to 15 years.

>> "action news" at 5:00 continues now with a look at how this dangerously cold weather can be a life or death situation for pets. the animal care control team of philadelphia has taken dozens of calls from citizens about dogs and other pets being left outside. and believe it or not homeowners could be penalized if they fail to protected their pets. the city has issued a code blue which means the temperatures are expected to be below freezing for a stretch of days. under code blue city ordinance says pets have to be brought indoors or if left outside

they must have adequate shelter and warm bedding. our cameras went along with a field officer who received a call about a dog not having proper shelter. there was a doghouse but it did not have the proper flaps on the entrance to the shed of it to keep the cold and the wind out. >> someone is in violation we will issue citation also. animal control does not have authority to remove dogs from those situations but we will cite the owner immediately. >> animal care and control was called out to this particular home last night and again this morning and this homeowner was cited for being in violation. animal care says it has not made contact with that owner but will keep trying. they say the goal is to educate pet owners about the dangers of the cold weather. of course if you see an animal outside in this brutal cold you can take action. you can contact the animal care and control team of philadelphia. that number is (267)385-3800.

street in the next few years. but almost back to normal. >> how low will we go is that's the new question. melissa is here with that. >> monica temperatures will be quite cold, in the teens once the snow moves inform as we get into the overnight hours into tuesday accumulating snow on the way guys. storm tracker 6 live double scan radar showing you that the snowfall there in south jersey and delaware still very light if it's even reaching the ground. the atmosphere still pretty cold and dry but this is an indication of things to come overnight tonight and into tuesday. we've got a winter storm south of the city and winter weather advisories for the city and areas to the north and west. it's been brutally cold. in fact, the past two afternoons temperatures were only in the teens. yesterday 17 degrees during the afternoon. during the light of this afternoon that temperature climbed up to 16 degrees. normal for us this time of year is 44 degrees. so well off the mark the past couple of days. outside this evening it's 16 in the city. eight in the poconos.

16 in allentown. 16 as well in wildwood. 17 in trenton. 13 in reading and 15 degrees currently in millville. the winds aren't as bad but still you have that arctic air coming in from the north and west in advance of our storm system here. winds sustained anywhere from five to 10 miles per hour. wind chills in the single digits, three in poconos, same in reading, seven in trenton four for philadelphia and millville at this hour. here's what we're tracking on radar showing you that that moisture and the heaviest of the snowfall really starting to move across the southern sections of the ohio valley pressing into the virginias and if you look closely white shade, the brighter shades of white that's an indication of some heavier snowfall moving across western virginia, virginia and north carolina as well. so, this moves in from the southwest to northeast direction. you can see 10:30 tonight most spots the temperatures at least will be in the teens and this storm system is loaded with a lot of moisture so as the storm system develops and for the duration of this storm we're calling for a light

fluffy snow. the moisture breaks out from the southwest to northeast direction. the snow will pick up in intensity at 5:30 in the morning. unfortunately for the commute tomorrow morning and if you look at the different shades of -- lavender, less snow. the moisture starts to move out fairly quickly by midday tomorrow and temperatures will rebound into the lower 20's. so expected snowfall on the way. 3 to 6 inches along that 95 corridor interior of south jersey and suburbs of chester montgomery and bucks county. the storm system is lopsided in the sense that it's coming from the south so if you're south of philadelphia that's where you will find the highest snowfall amounts. one to three for the poconos allentown and reading. but as we go in tighter you'll get that six to 9-inches of snow setting up for atlantic city ocean city down wildwood cape may millville southern come land county dover and milford as well. call for accuweather for the

before 3 o'clock this afternoon. witnesses say a gunman ran in, went to the basement, shot a male subject and then fled on foot. here's more from police. >> what we know right now is that at 2 o'clock or 2:53 p.m. we had reports of a person shot in the rose hill community center. where officers respond and at that time is where they locator a deceased male victim in the basement portion of the rose hill community center. the building was locked down. it has since been cleared and so all children that were here have been released to parents or guardians at this time. >> reporter: police say there were no other injuries and the gunman remains at large. there were several hundred teenagers, preteenagers and young children in the rose hill community center at the time of the incident. the building was locked down for over an hour and a half with no one being allowed in or out until police could figure out what was going on. we did talk with some parents and in particular one man who
