o'clock this afternoon. witnesses say a gunman ran in, went to the basement, shot a male subject and then fled on foot. here's more from police. >> what we know right now is that at 2 o'clock or 2:53 p.m. we had reports of a person shot in the rose hill community center. where officers respond and at that time is where they locator a deceased male victim in the basement portion of the rose hill community center. the building was locked down. it has since been cleared and so all children that were here have been released to parents or guardians at this time. >> reporter: police say there were no other injuries and the gunman remains at large. there were several hundred teenagers, preteenagers and young children in the rose hill community center at the time of the incident. the building was locked down for over an hour and a half with no one being allowed in or out until police could figure out what was going on. we did talk with some parents and in particular one man who communicated with his son

inside. >> stop by come get me. there's been a shooting in the training center. and please come get me. i tried to go in but i was stopped at the door. they said they had everything locked down and i attempted several times but the officers wouldn't let me in. >> reporter: but again all the kids now are out everybody has been out of the building now for some time. the police are not releasing the name of the victim as yet because they're still trying to notify relatives. they say there have not been any other violent incidents here at the rose hill community center, that this is pretty unusual. we're live here in delaware, i'm dann cuellar, channel6 "action news." back to you, jim. >> thank you dann. tri-state area has been trying to cope with bitter cold today and now we have the approach of snow. we have a twofer tonight. it did hit 3 degrees this morning in philadelphia. that made waiting for the bus a particular challenge today. it also led to an icy surface

for the schuylkill and delaware rivers. but now the focus of attention switches to the approaching snow and portions of our area could get a half a foot or more. "action news" reporters kenneth moton and john rawlins have stories on the extraordinary consequences of our sub freezing wind chills but first let's get the full story from accuweather and meteorologist adam joseph. >> it was brutal, today. russly cold this morning jim. as we take a look at some of the record lows trenton and wilmington tying the record one in trenton two in wilmington. atlantic city and reading are breaking record lows with reading coming in with an air temperature of 1 degree below zero. the morning wind chills 21 below in reading, 22 in lancaster and 19 below in wilmington, 15 below in millville. so, yes, the cold air is in place. every flake that falls tonight and tomorrow morning will stick. it will be that light fluffy snow and we can see on double scan live radar right now the

storm is near nashville and it's bringing apple's -- apple's -- mess to the tennessee valley. as this low slides to the east, we will be clipped by it. we won't get a major storm around here but we're still going get a healthy amount especially in new jersey and delaware where we have winter storm warnings in effect 6:00 p.m. tonight through noon tomorrow. this is where we expect the heaviest snow to accumulate and for philadelphia, trenton the western suburbs not including the lehigh valley winter weather advisories we will pick up a few inches of snow when all is said and done. and here's that time line. it arrives between 8 o'clock and 11 o'clock from the southwest to the north and east puncturing philadelphia probably around 9:30 10:00ish. 1 o'clock in the morning through 7:00 a.m. that's when the heaviest snow is going to fall so it does bump into the first part that of morning

rush tomorrow but then quickly after the rush at 9 o'clock through noon the snow will be ending and sunshine will be returning. jim when i return we'll talk about just how much snow to expect from the north to the south through the city coming up in that full accuweather forecast. >> thank you adam. let's switch live to "action news" reporter kenneth moton at the penndot yard in norristown and kenneth, what is penndot doing to get ready and is the job being made even more difficult because of the cold? >> reporter: jim, the cold is definitely having an impact. penndot says this is a full call-out type of storm. it's preparing with more than 400 trucks but first they've got to get them loaded up with this stuff and even that's been tough with this cold weather. it was a sight we haven't seen in some time frozen salt churches. penndot is dealing with all kinds of challenges but what happens when our single digit temperatures and moisture turn the salt into this, that's what crews have been dealing with inside this penndot salt yard today. >> the biggest challenge is with the salt itself. salt becomes less effective at

the lower temperatures. crews took chisels hammers and other tools to frozen salt last night and they barely got it to loosen up so they brought in heavy machinery today. this happened to loads already in the back of the trucks. fortunately the salt inside the sheds is just fine. these cold temperatures is something that will impact dot crews on the roadways as they try to grind that salt into the highways tonight and in the morning when that snow is falling. >> it will keep the snow broken up and frozen and unfrozen so we don't get hard pack on the roads. >> reporter: even after it puts down this salt penndot says most likely roads will not be snow free but they will be passable but right now the challenge and the job of crews, they've got to break up this frozen snow clumps, load them up in the trucks and get the trucks out in about two hours. reporting live, kenneth moton channel6 "action news."

>> we want to show you a live picture of an extraordinary scene in west philadelphia. fire hit a building here and the building is now encrusted by ice. the fact is there are still a number of firefighters on the scene trying to mop up some hot spots if you can believe that. "action news" reporter john rawlins has the full story. >> reporter: eric white busy this afternoon doing this. describe what you're doing. >> making parts so it won't be frozen. he was reclaiming his eyes encrusted jeep. the overspray from firefighters encased in more than a half inch of ice. ditto for this traffic signal. and the entire site of the fire the three story locust medical center. this is wait looked like are before sun up, flames shooting through the roof which lit up the sky around 52nd and locust. >> it looked like the whole block on fire. >> reporter: a whole block a half a block on fire. >> reporter: sub freezing conditions miserable for firefighters but beyond the

misery a further concern, tons of water being sprayed on the building froze solid putting the structure under additional stress. >> the water will freeze almost instantly. >> reporter: freezes as soon as it hits the surface. >> yes. and that adds weight to the building so we have to be careful about the collapse. >> reporter: could the collapse. >> collapse on the building. >> reporter: as fire crews departed they had to use axes and other tools to smash ice that had formed on their trucks. the fire scene attracted onlookers. many stopped to snap a picture of what resembled a sort of ice palace. >> it's beautiful see. a site to see. >> reporter: coated in ice. >> yay and what happened her to experience it. >> reporter: this was a stubborn fire. throughout afternoon firefighters had to pour water on certain hot spots. the building is owned by doctor. ed a doctor's office on the first floor. we talked to him briefly. he declined to say what was on the second and third floors of the building. in west philadelphia, john rawlins channel6 "action news." >> thank you john. investigators are trying

to determine if bitter temperatures are to blame for a gas line explosion in chestnut hill in philadelphia. the early morning blast on the 100 block of benefit street forced residents out into the dangerous cold. the ruptured 6-inch cast iron gas main blew out the windows and buckled the walls of the building at 1:45 this morning. nine adults and a child survived the blast. >> all the penetration on the first floor was blown outwards. if you look through here you realize that the only section of this ceiling left in here, that's heavy wired will this, plaster ceiling is above their bed and didn't come down on them. >> fortunately the explosion didn't spark a fire. pgw crews are still trying to determine if it was the cold or something else that caused the line to rupture. of course not everybody was bothered by the sub freezing temperatures today. a group of teenagers took advantage of having a day off from school on this

>> icicles hung from the fire truck this morning as crews battled a two alarm blaze and bitter cold in tioga-nicetown philadelphia. flames broke out at one home on the 1700 block of west eerie street. then went on to damage three more. a total of 13 people have now been displaced. the cause of the fire is still under investigation. delaware superior court has a new top judge tonight. the honorable jan jerden took the oath to become judge -- shall i try this again. an investiture ceremony in wilmington. governor jack markell was on hand to congratulate her on her new post. i apologize to her for messing up her story. she was first appointed to the state's highest trial court back in 2001 and since 2008 she has overseen the mental health court. channel 6 very proud tonight to have taken part in

a sizable gift at children's hospital of philadelphia. "action news" reporter annie mccormick was there and has the story. >> reporter: mickey mouse and mini mouse spread their special disney cheer to patients and their siblings at the children's hospital of philadelphia on monday. but before the fun the two iconic characters gave a check worth $250,000 with the help of 6abc's president and general manager. they presented the check to chop ceo dr. steven altshore. >> we reached out and they were very happy to make this gift for $250,000 to children's hospital of philadelphia. >> reporter: the check is on behalf of 6abc, disney and the disney abc television group. the money goes towards await play learn area. it will look something like this and will go inside the new burger center for advanced pediatric care. >> i spend a lot of down time herriment nine year old kaolin

receives treatment for sickle cell and spends a lot of time waiting here along with her mom. >> we have our regular doctor's appointments and she has her mood transfusion every three weeks and that takes about a half a day. >> reporter: she will have a lot of outpatient visits at the burger center and chop ceo hopes this innovative waiting room will make it educational. >> educational in terms of having fun and utilizing technology that children are all familiar with and that they can have fun with. >> reporter: the burger center is expected to be completed by this summer. reporting from children's hospital of philadelphia with mickey mouse and mini mouse annie mccormick channel6 "action news." >> ♪♪ easy to play. simple to say.

it could have been better but flyers picked up six points in four games. they went two zero, two on the trip, michael raffl with the game winner yesterday's win over buffalo. five points behind boston that final wild card spot. >> the odds are still against us. if you look at boston you say okay every game boston wins we got to win three games more than them. it's still tough but i like the resiliency of our group right now. >> not impossible. kimmo timonen continues to skate individually. he's scheduled to resume skating with his teammates tomorrow still some time before he gets back into the game. the flyers could use him but they know they need to be patient. >> would we expect him to come back and be totally on top of his game? probably not. even if he's off a little bit he's still a good player and again, he does need some time to practice with the team and get his timing back. >> college hoops, villanova has only had two losses this

season and one was a stunner. january 3rd they lost to seton hall. the cats get another crack at them tonight at the pavilion. it was a defeat in overtime. pirates had a couple big wins this seeny season. they lost eight of a 11 since that upset. cats have won 10 of a 11 in that stands. two days until pitchers and catchers report in clearwater. first full squad workout is a week from tomorrow. austin marathon had a dramatic finish yesterday. hyvon ngetich was leading most the way until her body absolutely gave out. determined she was still able to finish by crawling across the finish line. she finished in third. the marathon organizers moved by her efforts have said they'll award her second place prize money. that's sports. >> thank you deuce. >> fans of the wilmington blue rocks who braved the bitter temperatures this morning were rewarded with some bargain prices. tickets for the minor league baseball team went on sale

this morning, those in line at frawley's stadium paid four cents a ticket for april's home opener. the ticket price was meant to match the temperature at 8 o'clock this morning.

>> we are looking at an upside down snow event tonight. >> southern delaware getting the jackpot. north and west not much. snow lovers have been waiting for a storm like this this winter season. looking to the south you see some gray shades on double scan live radar. that is very light snow in the upper atmosphere. because we have this arctic air in place the atmosphere's

really dry right now so we've got a moisten the column of air from where the snow develops about 5,000 feet up to the surface where we live and eventually it will be able to make its way to the grounds in the next few hours. 16 right now in allentown, 16 in philadelphia, 15 in millville, dover 17, mount pocono seven but throw those numbers away, this is how it feels when you step out. six in philadelphia, as well as allentown two, in reading four in wilmington, nine in wildwood. so, we've got the brutal cold in place and now the precipitation is arriving. this is what we call a midatlantic special. because the bulk of the precipitation is going to push from the tennessee valley, southern ohio valley right through the virginias and the carolinas and we get brushed on the northern ends of the storm. this isn't one of those nor'easters that heads up the coast and wallops new england. they're going to get a little snow out of this but we're going to see our fair share especially south and east. temperatures will remain in the teens tonight at 10:30 there you can see some of that

snow still around lancaster wilmington millville not falling in philadelphia. probably through 10:00 or 11l. thereafter it does arrive and by 5:30 in the morning that's when it will be snowing its heaviest especially south and east of philadelphia. you see the brighter colors and with the temperatures in the teens a very light fluffy snow. it will start to end near lancaster and reading by 6 o'clock in the morning and by 11:00 a.m., some lingering snow showers east of philadelphia drying to the west and at that time temperatures will be puncture that 20-degree mark. how much do expects again that upside down storm. far to the north and west in northern montgomery bucks county lehigh valley berks county, one to 3-inches of snow. where you see the separation of white and the pink that's the 3-inch line. where you see the separation of the pink and purple that's your 6-inch line. so if you're closer to this line this is 6-inches here. this is closer to 3-inches up here. philadelphia norristown exton media about three or 4-inches. closer to six for bridgeton hammonton and then far southern areas that's where we could see as much as 9-inches of snow.

again, it's a light fluffy snow because of those temperatures between 15 and 20 degrees. the snow doesn't have a lot of water content in it. so the snow ratios are up to 20 to one meaning 20-inches of snow to an inch of liquid. not going to see an inch of liquid. it will be less than a half inch but it's going to be very easy to shovel if you have one of those leaf blowers, that would be a perfect tool to remove this from your drive way or sidewalks but it's very bad for making snow men if the kids happen to be home tomorrow. snow develops overnight tonight. it's bitter, 10 to 14, the heaviest snow comes in after midnight. and the exclusive accuweather 7-day forecast, the morning rush tomorrow will be on the messy side. but the sun will be returning late morning in the afternoon of 30 degrees. a snow shower or two around wednesday as another arctic front pulls pulls in from the north and west 32. that's going to drop another arctic attack our way. thursday and friday highs 19 with sun and clouds. come friday morning we'll be even colder than this morning one in philadelphia, below
