the most prolfic peeping tom they've ever encountered. eats charged with 86 cases right now but police believe there are many more victims they don't know about. >> we suspect many more of these type offenses as we don't know how widespread this isism 37-year-old sean moses was arrested in penn valley this morning at the home he shares with his girlfriend and six-year-old daughter. the police have been on his trail ever since september when two villanova students caught someone outside their bedroom window. >> they were getting undressed and they reported seeing a light shining through their bedroom window. when they went to investigate they saw a man later identified as mr. moses secretly videotaping him with this cell phone. he ran off when he was spotted and the girls called the police. detective tj shriver had a hunch that video might eventually appear on line. sure enough he found it on a porn site and traced the ip address back to moses. >> based on this guy's user name we were able to find 86

videos which is probably the tip of the iceberg but it's what we could find. >> reporter: police say they found countless videos on his computers and cell phone of young women and girls in various stages of undress. they say many of the videos were taken in the dressing rooms of clothing stores at the king of prussia mall. >> he always favored the specific clothing stores that have the unisex gender neutral dressing rooms. >> reporter: moses has a prior record, 13 years ago villanova university bandy him from the campus after he was allegedly caught secretly videotaping girls at the swimming pool. police say he also did the same on the boardwalk and beaches of ocean city, new jersey. police say he also secretly taped his sex partners and posted the videos online. this man needs to be in jail. he needs to be on the megan's law web site. he needs to leave our women and our children alone. >> reporter: now moses were you arraigned this afternoon on multiple charges including

one count of child pornography. he is now being held on $500,000 cash bail. live at radnor police, david henry, channel6 "action news." brian and shirleen. >> all right, thank you david. an icy slippery morning gave way to some sunshine today and temperatures were relatively warm. >> yeah but we still went through a bit of a tricky morning commute today. accuweather says there's more winter weather on the way. walter perez has more on the ice and snow flying off all those cars out there making for a dangerous drive. but let's start with adam joseph. adam, the next 24 hours going to bring another wintry mix. >> yeah, we have about 72 hours in total that we're going to deal with a system that will stall over our region but we got to take this day by day. otherwise it's going to get very confusing. we start with double scan live radar showing the advisories and winter storm watches that encompass not only the tennessee valley, the ohio valley, parts of the midatlantic and also parts of southern new england so this system will be marching in

from the west and the south and that system to the west will start to really converge here tomorrow afternoon. so the morning commute tomorrow no issues to be had. but by two, 3, 4 o'clock you can see as that warm front approaches we're going to break out first in the form of snow across the region. then you can see that blue which will be another area of sleet and freezing rain before it eventually lips over to rain tomorrow night. so here's the concern and what to expect tomorrow. up through about 2, 3 o'clock it is generally dry but from 3:00 p.m. to 11:00 p.m. during that evening commute tomorrow light snow will break out a coating to 2-inches, a coating southern areas 2-inches closer towards the lehigh valley, about an inch or so in philadelphia. then ice, up to a tenth of an inch of sleet and freezing rain on top of the snow so we are expecting that slow evening commute on tuesday and that's not the only commute of concern this week. in fact, midweek on wednesday for the morning and evening commute, minor delays but

we're going to be dealing with wet roads since we're going to get about a half inch to an inch of rain on wednesday. then on the backside of the storm on thursday we have the possibility of some major delays thursday morning with some heavy snow breaking out. we'll talk about this complex system that lingers for three days coming up in that full accuweather forecast. shirleen. >> thank you adam. if you were out and about today you probably noticed ice flying off other people's cars. it's potentially dangerous and if you're one of those who doesn't clear off your car you should know it could also lead to serious legal trouble. walter perez is live now in allentown with more on that. walter. >> reporter: shirleen, the amount of trouble you get into depends on where you live. for example, in delaware there is no specific law about driving around with ice on your vehicle. in new jersey, driving with significant ice and snow on your vehicle is illegal and in pennsylvania, it's somewhere in the middle. you don't have to go far to find someone who has driven

behind a vehicle that is shedding ice chunks from the roof. >> i've been behind a few of those where it has gone over the top of my car. i've seen that already and that's to good at all. >> i have seen big pieces of ice or big pieces of snow falling off the trucks and it is worrisome that, you know, it may actually hit you or injure yourself and more importantly your family. >> reporter: and yet, did you know that it's not illegal for anyone in pennsylvania to drive a vehicle encrusted with ice and snow. there's a push in harrisburg to stiffen the current law that only calls for a fine to be issued only if the ice debris flying off a vehicle results in the death or serious injury of another person. many law enforcement officials like salisbury township police officer says they favor a bill that would allow them to pull over a vehicle before the rise comes off. >> anything that would make drivers and occupants safer we would like to see an increase

of safety or more penalties with the law. >> reporter: he says the current law is too difficult to enforce especially when you consider that most often the offending vehicle is long gone by the time they respond to an accident scene involving ice that flew off a big rig or any other vehicle. >> a lot of times the person driving that tractor-trailer truck or whatever vehicle that came off may not even know it came off their vehicle so they're unaware that something happened and caused the injury or the damage. >> reporter:. >> reporter: now the bill being considered in harrisburg would require everyone in pennsylvania to make "all reasonable efforts to remove ice and snow from their vehicles or face a fine between 25 and $75". once again obviously the goal is to empower police to pull people over before the ice comes flying off. reporting live from allentown walter perez, channel6 "action news". >> walter thanks very much. penndot is getting ready to clear the roads when tomorrow's messy mix does arrive. we just got an update from the center in allentown where walter is reporting today.

they are not planning to do any pretreating because there's so much salt left on the ground from previous storms. crews will be laying out new salt once the snow and rain does begin. penndot said weather events like the one expected tomorrow are especially tough to treat. >> it's also more dangerous because we could literally treat a road and within 15 minutes to half an hour later it's possibly that section could freeze back up so people need to keep that in mind. >> now penndot is also urging people who need to drive tomorrow afternoon to please take it slow. and of course we are just staying on top of the wintry weather with the 6abc storm tracker app the free download gives you storm tracker 6 raid darn the accuweather forecast on the go. >> for the second time in less than a week, there has been a gas explosion near the jersey shore. this time a man was badly burned in ocean county. new jersey correspondent nora muchanic is live now in point pleasant beach with stunning video of what happened. nora.

>> reporter: shirleen, two very different scenarios but with similar and devastating results. take a look that's all that's left of a small cottage that was blown to smithereens this morning. neighbors heard the blast they say they were shaken from their sleep and pictures show graphically what they woke up to. >> the house disintegrated. it was a big explosion. it was an inferno. >> reporter: this is what brian and his wife donna woke up to and recorded, gas fed flames at the cottage in the backyard next door on crooks lane in point pleasant beach. >> that was stuff all over everywhere. i saw the guy that lives there, he was on the ground screaming. >> reporter: authorities say the victim woke up at 1:40 smelled gas and flicked the light on the bathroom triggering the blast 47-year-old curt wagner a crew member on a local fishing boat called the tina was burned over as much as 50 percent of his body. he's in stable condition at a north jersey burn center. he was due back on the boat first thing this morning. >> the kind of guy you can count on being there all the

time, so. >> reporter: you knew something was up. >> i knew something was up. i knew there was a problem. when i tried to call him today after, you know -- early this morning and i didn't get no answer. >> reporter: investigators from several agencies spent the day looking through the rubble of the cottage. new jersey natural gas says after testing there are no leaks in the area and it's believed the leak came from within the cottage itself. >> we know that there was some type of explosion which took place and we're look into the cause of that. to survive an incident like that, i mean, you could only imagine, we're looking at it right here. imagine being inside that. >> reporter: last tuesday's gas explosion in stafford coupled with today's gadget is a reminder you should know what to do if you smell gas in your house. don't turn on lights appliances or use the house or cell phone. >> anything that could potentially cause sparks can create a serious situation. turning on the lights, using a cell phone anything so the first most important thing you can do if you smell natural gas, leave the premises

dry. some of the secondary roads just a little bit of slush maybe damp conditions even the secondarys are pretty much dry. schuylkill expressway eastbound drive montgomery drive and this is just a normal monday afternoon. some slowing here headed in towards center city. westbound even slower almost a half hour from the vine out to the blue route. but in the suburbs bunch of accidents this afternoon. there's one here in plumstead township bucks county closing 313 swamp road. worthington road possibly a better bet. elsewherely in bucks county hilltown township a vehicle just flipped over along 113 near bethlehem pike. couple delco crashes as well. one in collingdale along chester pike route 13 at pine street and in cocky concorde township watch ought for one along evergreen drive at baltimore pike. in delaware claymont a wreck along thirteen first afternoon commute of march one of our friends using the waze app talking about a crash along north bride street around olney as you head towards west

drew a picture of twitter founder jack dorsey in cross hairs. the message contained several other death threats. twitter says its terms of service do not allow hate speech or posts that promote terrorism so it shut down isis accounts. the company says it does not know if the threats are serious. >> israeli prime minister benjamin netanyahu is in america today as he prepares for a speech that is straining relations between the two countries. netanyahu spoke to the american israeli public affairs committee today. tomorrow he'll speak to congress at the invitation of house speaker john boehner. that invitation came without the white house knowing about it and netanyahu is expected to use the speech to criticize the obama administration's efforts to negotiate a nuclear agreement with iran. the white house says netanyahu's speech brings partisan politics into the u.s.-israeli relationship. >> the last thing that i would want is for israel to become a partisan issue and i regret

in millville. above freezing in the lehigh valley and near 40 at the shore. we are not going see the sunshine again until friday. as we look at satellite and radar you could see the clouds and everything pushing off the coast, so a nice drying trend but with the clear sky and those temperatures dropping again this evening anything that is standing water any puddles on your drive way the sidewalks, parking lots will refreeze tonight. most of your major roadways and secondary roads have dried out at this point with patchy clouds 15 in trenton, tomorrow morning in allentown, 18 in philadelphia and even at the shore temperatures will drop to 20 degrees. no issues for tomorrow morning's commute at 8 o'clock, just cloudy and cold with temperatures in the 20's. snow will start to break out across much of the area between about 3:00 and 4 o'clock and you can see temperatures generally are at or below freezing so the snow will stick as that begins. poor timing nor evening commute and then as we get into 6:30 the tail end of the rush hour you can see this lighter blue across much of

the area that's some sleet and freezing rain with temperatures still below freezing north and west, some rain starting to develop down to the south and then the warm air will take over later on in the evening by 11:30 tomorrow night. most areas above freezing with general rain there. could still be some patches of ice in the lehigh valley late at night. it's not about the amount this go around on tuesday afternoon and evening it's the timing for the evening rush. it is mainly rain millville dover. a coating of snow and about a tenth inch of ice for most of those areas under the advisories including i-95 north and west, allentown to the poconos a coating to 2-inches before we see up to a quarter of an inch of ice before it changes to rain. then this system punctures a lot of warm air so wednesday morning's rush hour, it is all rain. we see periods of rain all day on wednesday even at 5 o'clock and then as colder air comes in on thursday, it flips back to snow just after midnight on wednesday. now, the question is just how far north will that snow get?

let's get right over to meteorologist adam joseph for the details on. hey adam. >> going to be a very long week, let's just put it that way. winter weather advisories will go up tomorrow afternoon last through tomorrow evening until about the midnight hour, anywhere from around salem glassboro then to the north and west including philadelphia, wilmington trenton into the lehigh valley poconos. the exception the shore and far southern delaware not in the winter weather advisory as we're expecting snow to quickly go to sleet freezing rain and eventually rain but the timing is bad for tomorrow evening's rush hour. double scan live radar the low pressure right now is just to the north and west of denver. doesn't look all that impressive right now but this will race to the north and to the east over the great lakes and it's going to throw warm air in with it and that's the problem why we're going see that mixing yet again after temperatures crash overnight tonight. so, for the next three days we got to take this day by day because the weather is going to change with this storm.

known as the black madame she's been caused with causing a 20-year-old london dancer's death in 2011 by using industrial grade silicone. she faces up to 40 years in prison if convicted of third degree murder. a video seen by millions of people online could be the key evidence as people investigate a -- police investigate a deadly officer involved shooting in los angeles. the confrontation unfolded yesterday on skid row as officers respond to do a robbery. a homeless man was wrestled to the ground and shot and killed by police after they say he tried to grab an officer's gun. five apparent gun shots can be heard on the video captured by a witness. enhance the video by amplifying the sound and images as part of their investigation. they are also examining the officer's gun used in the shooting. they say the magazine was dislodged from its resting place and there were other signs consistent with a struggle over the weapon. >> meanwhile the city of cleveland is responding to a wrongful death lawsuit filed by the family of tamir rice by saying the 12-year-old's death was his own fault. the boy was fatally shot after pointing a pellet gun at a police officer last year. authorities say that officer mistook the fake gun for a real one and that rice's injuries were the result of his own actions. the family's complaint alleges excessive force negligence and failure by police to immediately provide first aid. >> several south philadelphia residents are still without water service hours after a water main break. at least 20 homes were left without service after a 12-inch pipe broke near 15th and christian. though crews were able to stop the flow of water it did make

it into several properties. crews were inspecting the foundations of those damaged houses. the water department hopes to have everyone back online by this evening. >> how did three rare fish fossils from brazil end up for saleline. that's what officials are trying to figure out after someone tried to sell the 110 million-year-old relics. john rawlins live in wilmington today where the fossils were returned. hi john. >> reporter: hi, brian. well, there are apparently people in this world wealthy people presumably who will pay a lot of money for fossils. some have been taken illegally out of brazil. today three are on their way back. the fbi handed to brazilian police these three fish fossils that once swam in a now vanished inland sea 100 million years ago. the trio valued at $20,000 part of a larger investigation to find a dinosaur fossil from

radar all is quiet. that brilliant sunshine out there and somewhat warmer temperatures helping to melt some of that ice and snow we saw yesterday. 40 the high so far in philadelphia for today but you can see generally we're in the upper 30's across the area and this is still a good six to 7 degrees below normal. there's the sunshine. the void of clouds. all the clouds now being pushed off to the north into northern new england but it will be sometime before we grasp that full sunshine. in fact, it's not until friday that that sunshine is going to return all because of a low that is now developing in the four corners region. you can see some of that moisture pulling away from baja california, into the rockies and this is going to race to the north and east and try to link with some colder air especially into thursday. so, future tracker tomorrow morning at 9 o'clock we're in the 20's. it's a cold start but a dry start tomorrow. that snow will start to approach in the midafternoon hours, so at 3 o'clock could still be dry in philadelphia with temperatures just below

freezing. you can see some of that snow breaking out in the western and southwestern suburbs and then right at the heart of rush hour around future:30 that snow will already be transitioning over to some sleet and freezing rain. that's that lighter blue with temperatures in the upper 20's north and west still below freezing in philadelphia. so some very slick travel tomorrow evening and then by 11 o'clock tomorrow night temperatures will go above freezing across much of the area as we flip the system over to rain and then it's rain all day on wednesday. so what to expect for tomorrow afternoon and evening? after some brief sleet it's mainly rain in southern areas. a coating of snow and then about a tenth of an inch of ice on top of the snow across the heart of the delaware valley. and then in the lehigh valley to the north a coating to 2-inches of snow before a quarter of an inch of ice. then bigger snow is possible here on the tail end of the system. again, wednesday it is all rain but we're going watch strong high to the north that's going to supply cold air. the key will be where does

this front set up and that new low pressure developing along the front to throw that snow our way. it looks like snow will form wednesday night early thursday but the question is really the timing and just how much. as of right now for thursday morning, our best estimate in that 40 to 45 percent range is somewhere in philadelphia between three to six maybe six to 9-inches of snow on thursday morning. lighter amounts less of a probability and a major storm is the lowest probability but that's still a healthy amount and could potentially be our biggest snowstorm so far this winter season to come. as we look at the exclusive accuweather 7-day forecast, tomorrow very minimal snow and ice but it's bad timing and will create trouble for the evening rush. that he periods of rain on wednesday, 45. then we'll see that transition back to snow on thursday morning into the midday hours of 32. but then weary warded here despite the cold on friday, the sun is back and take a look at the weekend as we move

with the very latest from accuweather. hi, cecily. >> hi monica and rick. welcome to march march madness. we just recovered from our ice storm last night and now another winter storm is on the way. so the national weather service has issued winter weather advisories going into effect at 3 o'clock tomorrow afternoon for new castle county salem gloucester, camden, parts of burlington county and all areas north and west including philadelphia, the lehigh valley and all of our suburbs for snow changing over to sleet and ice. icing is the main concern with the first wave of this storm system. storm tracker 6 live double scan showing this low pressure is well out to the wiest between salt lake city and den veer. there's a piece of upper level energy that will start to enhance this low and that low pressure will head up across the great lakes. so, what this will eventually do is pull in some warmer air on wednesday before colder air returns on thursday. but when that moisture moves in it's cold enough that this will begin as frozen precipitation when it first moves in in the afternoon, it
