with the very latest from accuweather. hi, cecily. >> hi monica and rick. welcome to march march madness. we just recovered from our ice storm last night and now another winter storm is on the way. so the national weather service has issued winter weather advisories going into effect at 3 o'clock tomorrow afternoon for new castle county salem gloucester, camden, parts of burlington county and all areas north and west including philadelphia, the lehigh valley and all of our suburbs for snow changing over to sleet and ice. icing is the main concern with the first wave of this storm system. storm tracker 6 live double scan showing this low pressure is well out to the wiest between salt lake city and den veer. there's a piece of upper level energy that will start to enhance this low and that low pressure will head up across the great lakes. so, what this will eventually do is pull in some warmer air on wednesday before colder air returns on thursday. but when that moisture moves in it's cold enough that this will begin as frozen precipitation when it first moves in in the afternoon, it will begin as snow then

changing over to sleet and freezing rain. the problem not the amounts. the problem is that this will be occurring during the tuesday evening commute. this is what to expect tomorrow morning should be fine just a little bit of a refreeze in the morning between three and 11 o'clock tomorrow night this is when we get a light around philadelphia about a coating up to about 2-inches across the lehigh valley. the problem though, is what comes after that. the ice. up to about a tenth of an inch on top of that snow so the evening commute will be very slow on tuesday. then it changes over to all rain on wednesday so we'll have some some minor issues during the day on wednesday with temperatures up into the 40's. the problem, though, a cold front along with another wave of low pressure will bring the threat of accumulating snow by thursday morning and that could cause major problems for the thursday morning commute. i'll talk more about that coming up in the full accuweather forecast. monica. >> thank you cecily. let's switch to chad pradelli live at philadelphia international airport with how the folks who work there

outside deal with the ice. good evening chad. >> reporter: hey, monica. they basically wear snow suits but then it can get warmer like it did this afternoon and they have to disrobe a bit but it's all part of the gig for some here at philadelphia international airport. >> time to go to work. >> reporter: they are the men and women who withstand elements to get from you point a to point b. the baggage handlers and mechanics on a given day 700 of them will be outside in the frigid cold at philadelphia international airport. how often can you find yourself out in the elements on any given day. >> anywhere between two to five hours. >> it's really hard for our crews to work in those temperatures. they work with a lot of equipment. it's hard to gear up and get all your clothes on, run inside take the clothes down. >> beautiful day today. >> reporter: but these workers are prepared. today they're wearing their

stabbed and then robbed this morning. chopper 6 hd was over the scene here in the 8000 block of frankford avenue in mayfair. police say someone walked into the store stabbed the 67-year-old owner in the face then took off with a thousand dollars in cash. police think they know who the suspect is. meantime the victim is in stable condition. thieves broke into several vehicles in northeast philadelphia this weekend and they were looking for one thing: air bags. police say the vehicles all owned hondas -- the vehicles were all hondas and investigators are working to track down the suspects tonight. sarah bloomquist is live outside the major crimes division in mantua. >> reporter: that's right, the major crimes unit is investigating this recent rash of air bag thefts in northeast philadelphia. they estimate there have been about 30 stolen just in northeast philadelphia since the beginning of the year. these thieves know exactly which air bags they want and

where to sell them on the black-market. the thieves did their work in northeast philadelphia while the owners of these cars were sleeping. yesterday police discovered nine hondas had been broken into on eastwood, strahle benson, somerdale arson and revere streets. the thieves took the air bags from the steering wheels of the cars. police tell us it's not a complicated crime to commit. >> all you have to do is if you break the window, you can get to the air bag compartment only three screws hold in it place. >> reporter: officials say the thieves then sell the stolen air bags to unscrupulous auto body shops for a couple hundred dollars. when an air bag goes off they say replacing the entire unit can cost $3,000 or more. the dishonest operators charge the vehicle owner or insurer the full price for the replacement making this not just theft but often insurance fraud. >> they portray that it's new and charge the customer the full amount when in actuality

they not paying the full amount for the air bag. >> reporter: police say these air bag thieves tend to hit many cars at one time. they use spotters and troll neighborhoods looking for vehicles to target. police advise you to park in a lighted area and be aware of who is walking around especially at night. >> people in the community must take notice of who is in your neighborhood. if you think somebody suspicious in your neighborhood call 911 immediately. >> reporter: so, why are they targeting hondas? well, police tell us it's one of the most popular models to drive here in the united states. so the thieves know there will be demand for their stolen goods. authorities are looking at a ring they locked up a couple of years ago and the suspects were recently released. if you saw anything in northeast philadelphia, anything suspicious over the weekend, the major crimes unit wants to hear from you. live in mantua i'm sarah bloomquist, channel6 "action news." >> sarah thank you. philadelphia police commissioner charles ramsey was in that washington, d.c. today for president obama's

announcement on police reform. ramsey's cochairs the president's task force on 21st century policing. >> the importance of making sure that there's a sense of accountability when in fact law enforcement is involved in a deadly shooting is something that i think communities across-the-board are going to need to consider. >> the recommendations focused mostly on training and increased data collection. >> los angeles police say they plan to enhance a video of a fatal police shooting on skid row to figure out exactly what happened. 3la police officers shot and killed a man yesterday as they wrestled with him to the ground. the confrontation was captured on video that millions have now viewed online. authorities say the man was shot because he tried to grab an officer's gun.

>> israeli prime minister benjamin netanyahu says ties between the u.s. and israel are stronger than ever despite rumors in washington d.c. the israeli leader is set to address congress tomorrow about iran and its nuclear ambitions. according to critics tomorrow's speech is an example of eroding relationships between president obama and israel. but today netanyahu said that is just not the case. >> my speech is not intended to show any disrespect to president obama or the esteemed office that he holds. i have great respect for both. >> some say netanyahu is worried about a potential nuclear deal between the u.s. and iran. white house officials have said that is not a possibility. islam particular militants have taken aim at twitter executives including founder jack dorsey for shutting down all accounts related to isis. and anonymous post includes

death threats targeted at dorsey and other twitter employees. according to the post twitter has started a new war against isis by blocking several accounts. twitter says its terms of service don't allow threatening posts or posts that promote terrorism. the company is now working to confirm if the threats are serious. >> all right turning to health chock tonight insight from parents on the hot button issue of vaccinations. >> health reporter and registered nurse ali gorman at the big board with results of a new survey. hi ali. >> hi, guys. over the past years we've seen a rise in whooping cough mumps and measles due to fewer kids being fully vaccinated. it's not just parents refusing vaccines, some are just asking to delay the schedule. in a small survey doctors say they're increasingly being pressured by parents to delay vaccines and sometimes they give in to that pressure. nearly every doctor surveyed out of about 500 says he or she has been asked for a delay within the past month. some doctors say they've

agreed in order to build trust with parents but here's the caveat. the survey was main late 2012. attitudes may have changed due to the current measles outbreak. we're going to have to wait to find out until the next survey. school and health officials are keeping a close eye on sharswood elementary in south philadelphia where one student and one staffer have been diagnosed with c diff, a serious intestinal bug. both the student and staffer are being kept out of school until a doctor says they're okay to return. and the school has been cleaned in accordance with the health department guidelines. so, the school district says that sharswood is safe. in other news, if you want to lose weight you have to eat healthy and exercise and now we're finding out which kind of exercise works best for overall health. researchers at queens university followed 300 overweight people. all were asked to eat healthy but not restrict calories. then some fooled low intensity

>> time now for accuweather at the "action news" big board. meteorologist cecily tynan standing by. nice to see the sun today but short lived. >> things are going to change very quickly tomorrow but right now we're live and sky 6 taking a look towards camden, the u.s.s. new jersey. it's sunny. sky 6 moving a little bit 78 it's windy and then you can see how we are still looking at some ice on the delaware but a lot of that is melting. the combination of the march sun and temperatures above freezing means fortunately a lot of the ice today is melting as well. philadelphia it's 40 degrees. pretty nice afternoonly millville 40. allentown 37. reading 36. and wilmington 38 degrees and trenton currently 39. satellite6 along with action radar showing the system that brought us the freezing rain overnight, the icy morning has left the region. we have clear skies sunshine. the problem is that temperatures are going to be falling down to very cold levels tonight.

so anything that is still wet and untreated surfaces any slush or puddles will be refreezing so be careful. 18 degrees the low in philadelphia. allentown 10, reading 11, trenton 15 and millville dropping all the way down to 16 degrees. so, future tracker showing tomorrow morning we won't have to deal with any ice falling from the sky but with temperatures in the 20's, again there, could be some icy areas, sidewalks driveways especially. lots of clouds already in place. then as we head into the afternoon this is when the moisture moves in for our next winter storm. future tracker showing temperatures below freezing so it will be moving in as snow around 3, 4 o'clock in the afternoon. then the atmosphere begins to warm up but from higher levels. so that means bad news for the evening commute. this is sleet and freezing rain so there will be ice for tomorrow evening's commute and then as we head into tuesday night very late it begins to pull up warmer air. by 11 o'clock 35 degrees. so we get that transition onto plain rain and wednesday will

just abrainy wet day. so, this is what to expect with the first batch of precipitation tomorrow afternoon, tomorrow evening. most of our viewing area we're looking at a coating of snow, not a lost snow. the problem though, about a tenth of an inch of ice on top of that snow. then you get across the northern lehigh valley, northern berks county, poconos a coating to 2-inches of snow and up to about a quarter inch of ice. ice as we found out is definitely a problem. wednesday not a pretty day but temperatures in the 40's. so, we're looking at periods of on and off rain, about a half inch to an inch of rain. it's all liquid. but then wednesday night into thursday morning cold front moves through. another wave of low pressure and that will bring that changeover to snow. the big question is where does that cold front set up. it's a little farther to the south the snow will be to the south, farther to the north that line will move up to the north and i think we'll be seeing a little bit of wiggling over the next couple days and on where exactly that cold front sets up and that determines how much snow we see.

here's what's happening on "action news" monday night. there are calls for app special investigation after three los angeles police officers are captured on camera struggling, then shooting a homeless man. we've got the latest. also the suspect at the center of a 13-year-old cold case appears before a judge in new jersey and you'll hear from the victim's family. also the "action news" troubleshooters gets to the bottom of a trash issue that's plagued a local neighborhood. nydia han has more coming up. >> now the details 3la police officers are on administrative leave tonight following a deadly shooting that has now gone viral. the cell phone video of the confrontation on la's skid row shows officers struggling with a homeless man. the man allegedly went for one of their weapons. that's when the officers opened fire. abc's ted rowland live in los angeles with the latest tonight. ted. >> reporter: monica, two of those officers were wearing body cameras.

that video is not being released at this point to the public but will be very important during the ongoing investigation. >> whoa. oh my god. >> (bleep). >> reporter: dramatic video ending in gunfire starts with a scuffle between a homeless man and lapd officers as two officers handcuff a woman in the four ground. the scuffle continues in the background. you can hear at one point a taser as police yell drop the gun. but it's unclear if the suspect actually has a gun. then as the officers pull away the shooting starts. the man who people say went by the name of africa was pronounced dead at a local hospital. anthony blackburn is the person who recorded the video. >> i seen him take his last breath. everybody hollering you killed that mannism charles beck displayed photographs at a monday afternoon press conference which he says shows the suspect grabbing at an

officer's gun. he also showed a photo of the gun later that he says shows it was fought over. >> had the individual not grabbed the officer's pistol we wouldn't have this discussion. >> reporter: whether or not the suspect had the officer's gun could make a big difference in the investigation's outcome. >> until that gun got out of the holster if it did then you're going to have trouble justifying shooting him. >> reporter: you can hear a total of five shots on the video. two officers and one sergeant actually discharged their weapons all three of them are on administrative leave tonight. reporting live in los angeles ted rowland. >> you >> well, the suspects in a 2002 cold case murder went before a judge in camden today. 41-year-old angel pinto of

westville is charged in the death of 23-year-old john rodriguez. investigators say pinto shot rodriguez inside the chateau bar and packaged goods on the 1700 block of river road back in august of 2002. today rodriguez's family thanked investigators and had advice for families whose loved ones were taken through such violence. >> to those parents out there that are suffering the same way we have suffered for all these years don't give up. >> pinto's brother ramon is also facing criminal charges for allegedly intimidating a witness in the case. >> an update about a double murder mystery "action news" told you about last week. two suspects in the case were arif ned trenton over the weekend. authorities say 25-year-old derek carol fled from northern maryland to our area after he allegedly strangled two elderly people. he also allegedly stole the victim's car. investigators say this woman 27-year-old ellen lost helped plan the attack and was also arrested officer the weekend.

the dover police department is searching for this man 30-year-old matthew began none. they believe he robbed two women in a car parked at the dover library yesterday. the victims told detectives began none walked up to their car, pulled out a handgun and said "this is a stick up. ." if you know where matthew began none is call dover police. >> overnight water main break caused headaches for residents all day. 12-inch main ruptured before 4:00 a.m. near 15th and christian streets. the street and several basements were flooded. pgw crews were able to quickly shut off the water but they spent all day making repairs which meant that 20 homes were without running water. winter storms can also force trash collection to be delayed or postponed by a few days or even a week. but when trash started piling up in one neighborhood for almost three weeks well, the residents reached out to "action news" troubleshooter nydia han for help and nydia joins us at the big board with that story. hi nydia. >> reporter: hey rick. the city has to balance trash

pickup with safe teen the streets department tells me what many folks don't realize is a winter storm can actually affect trash collection for not just one but for two weeks. especially if calls for help go unanswer. >> we haven't had any trash pickup for two and a half weeks. this is the result. >> reporter: see for yourself. this is what the action cam captured here last wednesday. >> i'm very disappointed. this is discouraging to see it like this. >> reporter: residents we talked to say they called the city numerous times. >> i spoke to someone. i guess he got phone calls from a lot of folks because he wasn't too pleasant and he said that the trash men will not come down a drive way that is impassable to them. >> look for yourself. does it look impassable. >> when you have a load of trash and these compactors and you have driveways that are a sheet of ice it could be a real safety hazardism the city says in past winters it has had to tow more than 100 trash trucks that have gotten stuck in driveways. >> when we cancel drive way

collection we ask the residents to put it outside. >> reporter: the streets department's at the present time tea commissioner donald carleton says many residents don't comply. causing trash pickup to be further delayed the next week because of excess material. >> it wouldn't abissue if they put it out front. we went through every street last week we just didn't do the driveways. >> reporter: the streets department says the city has been making curbside calls since 2011. they issued one via robo calls to residents. but she says she and her neighbor never got the information. meantime deputy commissioner carleton gave us his word to take action. we have your promise that it will be picked up by the end of the week they won't have to take until monday. >> if it's on monday's collection and it's passable we'll definitely get it. >> reporter: the trash in that neighborhood did get picked up that same afternoon we talked to the streets department last week on thursday but of course after this weekend's storm it couldn't get picked up today.

speeds. just 11 miles per hour from near route 38 through an early accident scene past the white horse pike. the good news is that crash just cleared. all lanes are opened but 295 southbound still probably not where you want to be at this point. also watching a crash in moorestown along borton landing road at courtland shire drive. plenty of slowing on 95. this is the northbound delay by the betsy ross bridge. we had an earlier broken down vehicle northbound in the work zone by cottman. that's gone now but of course the slowing persists and southbound you're seeing some delays as well due in part to sun glare out there. also still have that crash in plumstead township bucks county that's closing route 313 swamp road. maybe stay up on worthington road to get around that and in hilltown township bucks county we still have the overturned vehicle crash along 113 near wynnefield drive by calvary church. to chester county still have the crash in lower oxford shutting down 472 lancaster pike. scroggy road to kept you around that blockage. mick and monica, back to you. >> matt thank you again. much more still to come on

the rockies. doesn't look impressive right now but it will gain momentum and it will also expand when you are talking about its snow sleet and rain shield as it pushes across the country. 9 o'clock tomorrow morning it's a cold start. low 20's around the region with the clouds in place. the precipitation does not break out until midafternoon tomorrow. will it first start as a brief period of snow with temperatures below freezing everywhere around 3:30 in those western suburbs but it's quickly as the snow starts falling it will transition right over the sleet and freezing rain. that you can see the lighter blue colors here with temperatures still below freezing during the heart of the rush hour tomorrow so tomorrow evening's rush not a lot of precipitation but enough to create a lot of headaches and then it doesn't change over to rain until probably late in the evening and around midnight where temperatures jump above freezing and still on the brink of the 32 degrees in the lehigh valley. again, not a lot of precip but we're looking at a coating for

most of the area tomorrow of snow before about a 10. of an inch of ice on top of that near wilmington, philadelphia trenton inteen eighty four southern new jersey and you have to head to the lehigh valley and the poconos to get about a coating to 2-inches before that ice on top of that. then bigger snow is possible on thursday but before thursday the front will be stalled over our region bringing a soaking rain for wednesday. then the question is where does the front stall when new high pressure comes in with cold air to link with the storm on early thursday morning? again, that front will be key as to who sees the most snow but right now our area, somewhere in our vicinity the best possibility for the highest snow totals looks to be between about three and six, six and 9-inches, a much less percentage for a lighter snow event and a lispers taj for a major snow event so it's before near in half foot range. the question is who will see that half foot. is it south? is it north and west? we'll have to wait and see especially tomorrow into wednesday where that front is

going to stall t the exclusive accuweather 7-day forecast we'll watch for that snow and mix for the first part of the storm tomorrow afternoon and evening. then periods of rain as warmer air, winds on wednesday at 45 degrees. we could see a good half inch to an inch of rain on wednesday and then as that cold air links in, snow will break out, could be a treacherous morning commute thursday through at least midday of 32. but then we grab the sunshine back and it sticks right through next monday. friday through monday as it turns milder over the weekend back to normal near 48 degrees and we turn those clocks ahead one hour as daylight saving time begin. >> okay. >> thank you so much. more "action news" coming your way right after a break. stay with us.

"action news" has learned that
