" tonight is the full story from accuweather. whether you want to know it or not and suffice it to say that a winter storm watch is posted through thursday we are likely to get a substantial amount of snow. we have lehigh valley correspondent walter perez live in allentown and sara bloomquist is live in philadelphia and chad pradelli is live at the penndot yard in norristown but first latest from radar accuweather and meteorologist cecily tynan and adam joseph. >> better to know about the weather in advance than have this take you by surprise this shows a mess of the evening commute, stormtracker 6 live double scan showing a lot of blue across the region and that is sleet and freezing rain. that is coating a lot of the surfaces and roadways and sidewalks and parking lots and cars. zooming in down to the south we are beginning to get the green, that is the transition to plain rain along the coast and cape

may and southern cumberland county and that works its way up to the north as we make our way through the evening hours and we are transitioning to plain rain but a few more hours of this, the national weather service posted warnings for our and tire viewing area until 1:00 in the morning our entire viewing area should be to plain rain by then. and right now we are at or below freezing except for wildwood, it's 34 degrees that is why they have seen the transition over to rain. this is what to expect the philadelphia area the i-95 metro area, we are looking at up to a .10 inch of ice and sleet and it will be transitioning to plain rain at 7:00-9:00. and the lehigh valley it takes longer up to a .10 inch of ice on top of the snow and it will

take a while to transition. it's about the temperatures and a battle going on lets go to adam joseph. >> typical for march you have the battle of the winter cold air with spring warmth and we see it across the eastern half of the country, 34 in chicago and 11 in bismark and 30 in omaha and then the south 50 in atlanta and 45 in cincinnati and this is a train track for all of this to break out. a stalled boundary that will not move for the next 48 hours in fact 1:30 tomorrow afternoon the warm air comes in and sticks with us and it's plain old rain tomorrow everywhere. but at the same time the mixture begins north of the tennessee valley on the northern fringes, the cold air links with the storm and the cold air wins out tomorrow night and on thursday a wave of energy develops along the boundary and throws heavy

snowfall our way. the stripe of snow is heavy from charleston west virginia into the mid-atlantic the deeper colors that is the heavier snow band and that pulls over the i-95 corridor from washington to philadelphia, up to new york city and in fact that winter storm watch goes into effect wednesday and thursday for the entire viewing area for the accumulating snow and the biggest snow storm so far in philadelphia, 4.8 inches jim and when meteorologist, cecily tynan comes back this could top that amount and we'll have what to expect here thursday morning in the full accuweather forecast. lets go to mobile 6 adam now on princeton road in winfield in philadelphia, we are getting a firsthand look at conditions and they are slippery and they are icy and the snow, the rain, the mix, it is making the evening commute a difficult one, there are speed restrictions on the drpa bridges tonight, and speeds are reduced

to 35 miles per hour. lets go live to "action news" reporter chad pradelli in norristown. chad you are at the penndot yard. and now they have to change because of the pending conditions. >> they will attack these two storms differently, it's nasty with the freezing rain and they'll attack this storm with salt, you can see this truck being loaded this is one of the last ones to go out this evening and they'll have more tonight, penndot has 300 trucks on the roadways, that includes the entire state fleet and some contractors, they are hitting the road with salt and coming later, they use more brining before the storm and then also apply the salt in that one. but i talked to drivers it's a long two days and a long winter penndot had 20 weather related events sin the beginning of the

thick slush covering that is really pretty slippery to make matters worse this all as fall and on top of snow and ice already on the ground. >> more winter weather on the way and we are still navigating around what is left from past storms in northeast philadelphia small hills of snow surround the driveways and sidewalks are encusted in ice, from north to manton street in north philadelphia these side streets are covered in old snow and sidewalks are slick in spots. >> the ice is out of control, walking anywhere is super dangerous. >> pushing a stroller is no easier. >> especially with both kids in it, it gets heavy you go slow and take your time. >> for some time can't go fast enough with ice and rain in the forecast, they are ready for spring. >> i am so tired i can't wait to take off the coats when is april coming?

as we look live at passyunk avenue the rain was falling and temperatures are warming up and the cars are coming through, you can see this thick thick slush on the sidewalks people are just skating where they need to go. live in south philadelphia i'm sara bloomquist, channel 6 "action news." >> thank you. live on lehigh street in allentown tonight is lehigh valley correspondent, walter perez, what are the conditions there. >> reporter: well, jim an hour ago the sleet was coming down and it let up a little bit but it is raw and nasty here in allentown. this is a live look at lehigh street, it started at light snow and then stopped for a while during the afternoon but what ensued is what you see here, what is sleet sticking to the roadway and the sidewalks for that matter there were several school districts that called forever early dismissals and there was a lot of activities that are rescheduled or canceled

sky 6 hd is now live at philadelphia international airport where the weather here and possibly elsewhere are causing some serious disruptions of operations at the airport and flights have been cancelled to pittsburgh, new york, cincinnati boston and charlotte and phoenix. the winter weather advisories are in effect until 1:00 a.m. as the snow transitions to ice and sleet and then rain across the region meteorologist, cecily tynan also tracking another storm that could bring accumulating snow, the accuweather forecast is coming

up in ten minutes. this was the day that pennsylvania governor tom wolf, presented his first budget plan to the legislate your, but this is more than just facts and figure, the budget plan helps to define how wolf sees himself as governor. >> members of guests please rise -- >> tom wolf a reformer or tax and spender. >> the very first thing my budget does is restore the billions in cuts to education done in the previous administration. >> he would raise tax on natural gas producer and raise the state's income tax by 20% and the state sales tax but claims that the increase for schools will lower property taxes for many. >> you may hear me talking about education funding and think that your taxes will go up but my

budget actually lowers taxes for homeowners by almost 20%. >> i don't want to say that at this moment. but i think it goes a long way to putting the district on much more secure financial setting. >> some of the loudest applause today came from republicans when democrat wolf barked a pair of friendly tax reforms. >> we can agree on certain things that is great. >> privately republicans like wolf but are wary of his tax hikes, it would expand for services, taxing a haircut, and dry-cleaning and preparing a tax return, adding up for the average wage earnering. >> an extra $1400 a year more in state taxes. >> republican concerns over the tax hikes will be a major theme in the upcoming budget battle.

the governor will fight for his plan all of it but knows the gop controlled the legislate your. police took a man and woman into custody after a multiagency chase in delaware county. instead of pulling over the man allegedly pulled in front of an officer before getting on i-95 and it ended in ridley. officers searched the area for a weapon they believe was tossed during the chase. we have no word on what specific charges will be leveled. investigators were back on the scene a five-alarm fire that destroy aid montgomery county business. this is what remains of try co metal, peco cut power to 900 cust manufacturers but it was

restored for almost everybody two hours later. no word on what sparked the fire. crews were at work at a home at market and memorial park in center city philadelphia. that is the site of the building collapse that killed six people in 2013, engineers were digging pits today to test the soil, trying to determine what kind of underground foundation will be needed to build the memorial. ground breaking is set for june 5th.

over from the south to the north as we head to the evening hours but it is going to take a while. a lot of people tweeting me and posting mary beth tweeted me from valley forge pennsylvania she says this is not snow, it's white ice, it's sleet and freezing rain and causing a lot of problems and coating the roads. the sidewalks and even the trees and the power lines right now getting coated. philadelphia 32 degrees, 31 in millville and wilmington and 27 degrees in allentown and 29 in trenton and 34 in wildwood and temperatures will slowly be warming up as we head through the evening hours. a wider view on stormtracker 6 live double scan showing what is going on this is a warm front moving through and cold air is heavy and dense so the warm air rides over the cold air at first and that is why you get the freezing rain and ice. and then that changes over to plain rain even at the surface.

this will happen along the i-95 corridor about 7:00 to 9:00, future tracker 6 showing a change over in philadelphia and then gradually temperatures warm up by midnight and a lot of this moisture moves out. that is round one round two on wednesday with rain and drizzle and temperatures not bad in the 40s, so no frozen precipitation during the day on wednesday but the problem is late wednesday night a wave of low pressure develops at the same time we get a fresh injection of arctic air and at midnight there is snow breaking out along the i-95 corridor, and this is expanding in thursday morning, by 7:30 there is heavy snow continuing into the afternoon hours likely moving out from 3:00 until 6:00 on thursday evening, what are we talking about this is one of the storm systems, we are missing out on the heaviest snow, the poconos 2 to 4 inches we show a

wide area of 4 to 8 inches across our viewing area and i would not be surprised if philadelphia got 4 to 8 inches and there is not complete consensus with the computer models. the exclusive accuweather forecast tomorrow a damp and dreary day and mild with temperatures in the mid-40s, thursday that snow storm hitting the region likely our biggest snow storm of the season with a high of 30 degrees and friday the sunshine is back but it's cold and dry 29 degrees and then this is good timing it gets milder for the weekend on saturday, for the union game, 40 degrees and mostly sunny and we spring ahead one hour when we head to bed and daylight savings time begins and beautiful and 44 and we bump it up to 46 degrees on monday and tuesday. we'll turn the corner over the
