department prepares to release a scathing report of discrimination by police in ferguson, missouri. and they believe they have captured the man behind dangerous highway shootings. >> but the big story is snow on the way. >> it's gloomy weather and it will change to snow in the overnight hours and it will last through the morning rush home. we are live with team weather coverage annie mccormick is checking the side streets that is already covered in snow and ice that has not melted. lets go to karen rogers in for david murphy at the big board with the update from accuweather. >> stormtracker 6 live double scan showing we are dealing with light rain as expected. temperatures in the low 40s, it is just rain currently lets show you stormtracker 6 live double scan 3-d look at how many people across the country dealing with precipitation from boston to dallas texas a cold

front is pushing in and changing this rain to snow and that will happen later on tonight and that is why the national weather service has the winter storm warning from 11:00 tonight until 7:00 tomorrow evening, this is a length of time we are dealing with the precipitation, lets walk you through the timeline in the overnight hour the rain changes to snow and during the morning the heaviest snow is from 7:00 a.m. until 11:00 a.m. then the storm ends from the northeast to the southeast. the coastline will be the last to see this exit late in the afternoon hours. a general 4 to 8 inches lehigh valley 2 to 4 inches of snow then storm is senterred more to the city. interior south jersey and delaware we expect higher accumulations closer to 8 if are you in montgomery and bucks we expect 4 inches of snow, this is

a lot of snow to deal with in march i have future tracker 6 standing by we'll show you what this looks like as the storm develops. >> thank you. in the meantime, people were slipping and sliding before the snow even gets here, students were skating across the ice covered sidewalks in philadelphia, the side streets were a mess since the ice storm earlier this week. for more on that, "action news" reporter annie mccormick joins us live from an area that is always tricky this time of year, roxborough. >> reporter: that is right it's hit or miss wherever you go here on pennsville street it's blocked on the road and even though part of the road is clear look at the sidewalk there is still a lot of cleaning up to do. >> walkers were slipping and sliding on roxborough's hilly ice covered streets long time reads like jeremy avoided the

involvement saying quote it was him. >> for the first time since two bombs blasted through the crowd near the finish line of the boston marathon two years ago survivors and victim's family members are seeing the suspect up close. opening statements began in dzhokhar tsarnaev's trial. he is pleading not guilty for the attacks that killed three people and injured more than 260 others. the defense was expected to argue that he was coerced by his older brother but the judge said that that argument could not be presented until after they reach a verdict and move into the penalty phase. the first on the stand is martin richards the father of the youngest person to die in the attacks. she is under investgation

suspected of helping her husband buy some of the bomb making terribles. >> it suggests on one important level that she continues to be an object or a person of interest. several the ten women and eight men, admitted they think he is guilty but agreed to open minded through every step of the this emotional trial. >> reporter: the jury had to agree to be open to the death penalty which dzhokhar tsarnaev could face if convicted. marcy gonzales back to you. >> the justice department is expected to release a report today accusing the ferguson missouri, police department of routine discrimination they say it shows officers using excessive force against blacks and targeting them in baseless

traffic stops. this is a year after a white officer killed michael brown. the report will be released today. a suspended catholic priest from chester county is facing charges. mark haines was arrested in object on child pornography charges and now three former parishioners are claiming he abused them decades ago prosecutors are investigateing and could bring additional charges. he recently was a saint simon's parish. a new detention hearing is scheduled for this afternoon. a stabbing victim is stable after an attempted robbery in the german town section of philadelphia it happened at 11:00 along the 4600 block of german town avenue the victim was stabbed outside of a home here and police are still

we are back with a live look over at atlantic city from sky 6 hd heavy fog hanging over the beach right now as accuweather tracks another winter storm on the way. a city in the clouds. >> the nice part is the snow is melting with all of this precipitation and the bad part is this time tomorrow it will all be back. >> we have rain and snow and ice all in a short period of time. and it's just getting started. lets look at stormtracker 6 live double scan around the region we are currently dealing with rain the reason we saw the fog is because a warm front slipped through and we have warmer air pushing in and it's falling as just rain through the region and not terribly heavy. i want to go in closer to one of the areas you are getting sustained rain in pottstown and

allentown and doylestown, and wilmington millville and yes near atlantic city. lets go outside, the action cam was out earlier this is rittenhouse square look at all the ice, that was a big problem temperatures were not really cold but they were not cold enough to melt that. lets take a look at the current numbers now we were around the freezing mark this morning and already 41 degrees that feels mild for us lately 44 in wilmington and dover 46 degrees 46 in wildwood yes are you getting the melting in the lehigh valley and upper 30s and you are getting melting there as well. lets look at satellite 6 along with action radar, you are seeing light rain across the region and it's heavier out here at pittsburgh and out to the west. a wider look, this front stretches all the way down to

dallas, this is an arctic front that is pushing through and behind it is colder air that is the weather maker by 3:00 p.m., 42 and light rain and 5:00 p.m. raining on and off and 7:00 p.m. well above freezing 39 the overnight low is 30 and temperatures drop from there that was the rain here comes the snow future tracker 6 showing 1:30 in the morning, we see the change over from rain to snow and temperatures start to drop and the snow pushes in this is 7:30 in the morning, it's snowing throughout most of the region, you see the lehigh valley, they are not getting as much out of this, philadelphia and areas south really snowing, at 11:00 it shows models pushing it out of city and off the coast in the late evening hours like 5:30, in the overnight it changes from rain to snow and the heaviest snow may be from

7:00 until 11:00 and then it startses to end from the southwest to the northeast. when all is said and done, lets look at the numbers that they are forecasting gfs 5.8 more dry air, the nam and euro showing 7.6. we are in the middle of the ballpark we'll be closer to the 4 in philadelphia. 2 to 4 in lehigh valley but the interior sections of new jersey and delaware that is where you have a chance of getting 8 inches of snow. 42 is your high and overnight tonight that snow starts and tomorrow say snow storm especially the first half of the day it ends in philadelphia at lunch time and then pulls out. 30 is your high and temperatures fall through the day look at the overnight 12 you wake up on friday, bitter cold and slick spots everywhere. saturday not as harsh and 40 degrees for the union and sunday
