meteorologist, cecily tynan is live now with the latest from accuweather. >> despite the calendar saying that spring arrives tomorrow, winter is not done with us yet. the moisture is building to the southwest and you'll notice most of these echos are green and just a little bit of snow shopping up in the higher elevations. it be running into colder air and there is one area near nashville and that is transferring energy to a coastal low and is rolling to the northeast and it intensifyies as it does. but it's not a monster storm but it will bring us messy weather, the national weather service issued winter weather advisories for a slushy wet snow for most of you viewing area except for southern delaware and extreme southern new jersey that is where it will be a mainly rain event. right around midmorning to the

overbrook section but the search is on for a teenager one that police believed pulled the trigger, chad pradelli is live at police headquarters with the full story. >> reporter: jim his name is hamilton and they believe he is the teenager that fired the fatal shot into james stuhlman's chest. anybody with information about his whereabouts are asked to dial 911. they say that hamilton was the trigger man that took the fatal shot he and hamilton and smith approached stuhlman because he looked like an easy target. >> a slight struggle and he was shot in the chest and tragically was pronounced. >> smith and the 14-year-old was picked up by district officers

yesterday and all three suspects were captured on surveillance video before and after the killing, police searched this home on the 64 hundred block of west girard where the juvenile lived. >> we have recovered several weapons and ballistics is checking them to see if they are our weapon but we don't believe they are. >> the victim has a daughter who often walks with him at night but not this time. >> just because these kids wanted to rob somebody he lost his life and his daughter will never see her father again and that is really sad. >> hamilton lives on wanna maker if you know his whereabouts call police. word tonight that the police officers involved in the fatal shooting of a man in the may fair section of philadelphia will not be charged.

district attorney seth williams called the death of brandon tate brown a tragedy but not a crime and he detailed how he came to that conclusion, david henry is live now with the details. >> reporter: you may recall that the shooting of brandon tate brown happened during the racial unrest that erupted over the michael brown case and the eric garner case in new york but d.a. seth williams says that unlike in those cases the police acted properly here in this case. >> it was a tragedy but what occurred was not a crime. williams says that forensic and eyewitness testimony supports the police account of what happened when brandon tate brown did after being pulled over in his car. they spotted this gun wedged between the passenger seat and they ordered tate brown out of the car and he started to struggle with him and one of the

officers shot him in the head when he tried to get the gun. >> he did not walk around or put his hands up instead he went around the other side and reached inside to the place where he put his gun. >> williams showed a grainy video of what appeared to be a struggle. tate brown's mother says she was shown a clearer video. >> i saw my son nowhere near the right side and never got to open the right side of that car door. >> tate brown's dna was on the gun that had been stolen and he already served five years in jail for shooting another man. if the police found another gun on him he could have been sent right back to jail. >> the only mistake my cousin made was driving while black in the city of philadelphia. >> and mayfair near the 15th

word has come that a woman that moved from philadelphia to new york city just 8 months ago died when she was hit by a piece of flying plywood. tina was walking near her home when a piece of fencing blue from a construction site slamming her into a wall and she was declared dead a few hours later, she last lived in northern liberties. and a dump truck overturned and spilled its load on 55 in millville. crews shoveled the remains of the load from the truck so they can then right it and the driver complained of pain and there is no word yet on the extent of his injuries an early morning fire in delaware caused $300,000 worth of damage firefighters were called to the unit block of merry ville

this whole week, we are not really getting snow are we? >> i don't kid about the weather. sometimes on april fools but this isn't that. stormtracker 6 live double scan showing that there is no snow falling now however it will be arriving tomorrow morning but we are live right now on sky 6 hd taking a look from the pagoda in reading and this is an area in penn seeing higher accumulations and a lot dependants on the elevations, the higher elevations will see the higher accumulations of snow. 45 was our high in philadelphia 9 degrees below normal and allentown 42 and wilmington 43 and satellite 6 along with action radar showing we have moisture beginning to build from the south and it's not very organized right now this will transfer its energy to a coastal storm and that brings us the snow and rain and future tracker

shows us it will be arriving to area ss west and south it's not the light fluffy snow but the heavy wet snow and at lunch time the rain-snow line is at the i-95 corridor the heavy rain can pull down the colder air and the rain-snow line collapses more to the south by 4:30 when we get the bands of heavier snow and then it moves out of here at 9:00 on friday night and temperatures should be above freezing at that points. what are we talking about? extreme southern new jersey and southern delaware this is mainly a rain event perhaps a few snowflakes mixed in and the i-95 corridor this is 1 to 3 inches of the slushy snow and the 3 inch line close to philadelphia and north and west of philadelphia 3 to 6 inches of that slushy wet snow, bear in

mind we are saying all week, the key points this is not march it's january with temperature as above freezing and the main roads the highways are just wet and the side roads will get slushy west of philadelphia especially when we get the heavier bands of snow and spring begins officially at 6:45 in the evening and spring snow is not that uncommon typically we get an inch of snow every spring but back in 1915 be we had a storm system early april that dropped 19.4 inches of snow so think about that before you complain about the slushy snow on the way tomorrow. the exclusive accuweather seven-day forecast, the wet snow and rain falling during the daytime hours and 38 degrees is the high and spring arriving at 6:45 tomorrow evening and the good news is anything still left on saturday will be melting we have a nice recovery for one day

and seasonable and a mixture of clouds and sunshine for the first day of spring don't get used to it though temperatures drop back down to the 40s on sunday and partly sunny skies 44 degrees gets colder on monday with a high of only 42 degrees, tuesday you see the trend here, it stays on the cold side temperatures running 10 degrees below normal and the high only 46 degrees, and we nudge back up to the low 50s and increasing clouds and thursday temperatures rising above normal and this will come at a cost we are looking at showers moving in on thursday. again 1 to 3 inches philadelphia area south 3 to 6 in the north and most of that on the grassy surfaces. >> finally tonight this was a special day at the wilmington home in westchester dot
