ion news" is the department of justice report that recommends more than 90 changes for the philadelphia police department. "action news" reporter vernon odom has a look at the year long review and he joins us live at philadelphia police headquarters. vernon. >> reporter:. >> reporter: hi, rick. with police departments across this country many under fire for alleged use of excessive force the u.s. justice department has issued this report saying that philadelphia needs some wholesale changes and says there's strife between the police department and the community is that recommending wholesale changes here. who killed randy brown. >> reporter: a small band of demonstrators gathered outside the u.s. attorney's office to express their displeasure with police commissioner ramsey over his handling of the brandon tate brown case. a man who was shot be killed by police in december. police were cleared of any wrongdoing. commissioner ramsey did not speak to the protesters and left the news conference where he and other top city officials received a u.s.

justice department report calling for massive reforms in the philly department when it comes to the use of deadly force. >> but the errors of police of force training policies knock field training program deficient and inconsistent supervision of officer involved investigation. it was commissioner ramsey who called for the federal study in the wake of the rising use of deadly force by philadelphia police in 2012. even though the crime rate was dipping. the police commissioner praised the report and the more than 90 recommendations it contained. >> it's a good report with a lot of solid recommendations that as the mayor mentioned we're already in the process of implementing some of them but we certainly are looking at each and everyone and coming up with a strategy for implementation. >> there is some criticism which we acknowledge but take in the most professional manner.

>> reporter: now the mayor and the the police commissioner promised that this report will not be placed on a shelf somewhere to gather dust as so many have been in the past. live at police headquarters in center city, vernon odom, channel6 "action news." >> vernon thank you. a septa rider was ambushed and beaten at a center city subway station. philadelphia police release new video from the northbound platform at 400 south broad. the victim was sitting on a bench on thursday afternoon when a group surrounded him and assaulted him. he was chased out of the station and later treated at hahnemann university hospital. so far police haven't made any arrests. they are still trying figure out who the suspects are. in delaware county police are looking for a robbery suspect who hit a person with a car during his get a way. officials say the suspect held up a gas station around 9:40 this morning in upper chichester. a good samaritan saw the robbery unfold and tried to stop the suspect by taking matters into their own hands. perez explains what happened next who police are looking for coming up at 4:30. >> more than a hundred people headed to florida had to wait an extra day because their plane got stuck in the mud. the frontier airlines flight veered off the taxi way at the new castle airport last night. sarah bloomquist joins us live from the airport with more. >> reporter: rick you can see that frontier plane behind me. frontier's engineers have been here all did you long trying to figure out how to get the plane oft mud. they tried together it. that didn't work. now they brought in we're told air bags to try to elevate the plane and then drive it off to the soft grass using a bigger tow truck. the passengers finally made it on their way to orlando a day after they first set out to go. all day long engineers considered how to get this airplane out of the mud just off the taxi way here at new castle county airport. last night around 9:3105

passengers and five crew members were on board as the plane pulled back if the gate, already delayed flight en route to orlando. >> i guess the pilot backed out not even 20 feet and we heard a boom and the flight attendant was right next to me. she went flying and we all kind of reached out to get her. we thought we hit something. >> reporter: the pilot was making a turn on the taxi way when the wheels went off the pavement into the soft grass where they sank into the mud. the passengers sat on the aircraft while decisions were being made about what to do. many like elaina were traveling with young children. >> i was honestly frustrated because it was already past their bedtime and they were freaking out. everybody on the plane told me they did real well so. >> reporter: the passengers were forced to deplane and waited in there airport for another hour before being told they would have to go to orlando on a different plane the next day. some were sent to stay in hotels others just went home. finally around 1:00 this afternoon they depend on a new plane while the plane they

started out in stayed stuck in that same spot. now, local and federal authorities will look into what went wrong here. nobody was hurt and there's been no impact on the flight schedule. live in new castle delaware, i'm sarah bloomquist, channel6 "action news." >> all right, thank you, sarah. it is time now for a check of the accuweather forecast. >> outside we go to meteorologist adam joseph on the first monday of spring. how are we looking out there adam. >> doesn't feel like spring i'll tell you that much but when you look outside it's absolutely beautiful. full sunshine but those temperatures the last two days have been struggling. as we look at philadelphia yesterday that high temperature just 47 degrees. today only 41 so far when our normal is 55 degrees, so even with full sunshine and temperatures stuck in the 40's you know it is really impressive that this winter chill continues to linger. in fact, we still have a wind out of the north so it doesn't feel like 41 in philadelphia. it feels like 34 degrees. it feels below freezing for

investigation. the rolling stone article describes the 2012 gang rape of the student identified only as jackie at a phi kappa sigh fraternity house. when the article was published in notify the police chief said it prompted tremendous concern and they launched a five month investigation. he says throughout questioning they uncovered many discrepancies in the story and were not able to conclude to any degree that the incident ever happened. >> i want to be clear about something. that doesn't mean that something terrible did not happen to jackie on the evening of september the 28th 2012. we are just not able to gather sufficient facts to conclude what that something may have been. >> police say the other thing is that jackie did not cooperate with investigators at all during the investigation. rolling stone has since apologized and said it too will investigate. shirleen. >> all right alicia. several car owners facing big repair bills today after

someone smashed their windows to steal their air bags. it happened around midnight in philadelphia's rhawnhurst section. police say the thieves took air bags from five different honda vehicles. they can be sold on the black-market for hundreds of dollars. hondas are popular so parts are my demand. investigators are looking into at least 30 different cases targeting honda vehicles. david henry will have more on "action news" at 5:00. >> crews on the scene of a barn fire in burlington county today. chopperchopper 6 was overhead as they worked to bring the blaze under control. the blaze erupted at the bishop farm in mansfield township. no reports of any injuries. we're working to find out if there were any animals inside the barn at the time. >> and it is time now for the "action news" traffic report on a monday afternoon. >> matt pelman is back from a very long vacation in the "action news" traffic center. >> what are you saying i didn't deserve that? >> welcome back.

it was a wonderful adventure that's for sure and it's nice to see you guys rick and shirleen. getting home this afternoon that will be a little bit of an adventure. plenty of slow speeds, just 11 miles per hour on 95 as you travel southbound by girard avenue through the work zone. also watching a tacony palmyra bridge opening for a northbound ship. that means headed out right this minute you want to head for the betsy ross bridge and headed out in about 45 minutes expect an opening at the burlington bristol bridge. we also had a crash in south philadelphia on oregon that just cleared. speeds like a lovely 7 miles per hour westbound by south street. watching a crash in hatboro along york road near monument avenue. debris on the road to avoid on the northbound side of 295 approaching woodcrest station blocking the right lane but speeds not impacted too much at least not at this point and if you're down the shore in barnegat watch out route nine main street shut down because of some downed wires near

>> ♪♪ >> here at big board and in arizona a woman who spent 22 years on death row is now a free woman. today a judge dismissed the case against debra jean milky. she spent more than two decades behind bars for the murder of her four-year-old son christopher. the boy thought he was going to see santa claus at a mall but was instead taken to a desert by two men and shot in the head. well milky lived with one of the men t her conviction was based entirely on a confession she reportedly gave to a detective who has since been discredited. an appeals court overturned her conviction in 2013 and she was released on bond. she has maintained her innocence and just last week prosecutors in the case lost their appeal. today a judge formally dismissed the case. her attorney says she suffered for years. >> she was innocent. it was all based upon a police officer that just totally lied

and to see her free today and totally free and exonerated, it's unbelievable feeling. >> well, as you can see a very emotional day there in court. she hugged her supporters and cried as she left that courtroom in phoenix. shirleen. >> incredible story. thanks alicia. the pentagon has notified every marine, sailor and airman who appeared on an isis hit list. the terror group poster on youtube the names photos and addresses of 100 american service members and urged its followers in the u.s. to kill everyone on that list. isis claimed it's retaliation for airstrikes in syria and iraq. u.s. officials say the hit list was likely created using public sources that are easy to find online like newspaper interviews and facebook pages. >> the department of defense has been very active over the past many years of reminding service members and their families to be very cautious about the information that you

put on social media. >> youtube has deleted the original profit but authorities fear the damage has already been done. >> afghanistan's president is in that washington, d.c. to thank the u.s. for supporting nearly 14 years of war in his country. president ashraf ghani attended a service honoring american troops at the pentagon this morning. he traveled to camp david in meet with secretary of state john kerry. his visit comes as president obama continues slowing the withdrawal of u.s. forces from afghanistan. ghani is asking for a commitment of american troops to support his country's ongoing fight against terrorists. texas republican senator ted cruz is the first major candidate to enter the presidential race for 2016. he announced his plans on twitter early this morning and he made it official a few hours later with a kickoff speech at the nation's largest christian college liberty university in virginia. >> to business now we're going to take a look at that right now and -- we don't have

the chart yet but general motor center city offering a way for parents to keep tabs on teen drivers. the new redesigned chevy malibu will warn teens if they travel above preset speeds between 40 and 70 miles per hour. the system also mute the radio when front seat passengers haven't buckled their seat belt and the vehicle is capable of producing a report card on the teen's driving performance. gm says the new system will debut in the 2016 chevy malibu. a driverless car is making its way into the record books. this audi suv could become the first vehicle to make a cross country trip without a human controlling the wheel. it left california yesterday and it's traveling 3500 miles to new york. cameras and sensors make it capable of navigating four-way stops, merging onto highways and maneuvering around bicyclists all without a driver. there is an engineer in the car in case anything goes

wrong. >> center city philadelphia could be getting a knew what what storm. "action news" has confirmed the company has a contract for a site at broad and walnut at the former robinson's luggage store that closed back in 2013. wawa still needs to obtain final approve. if that happens the company plans to announce the store and some of its unique features during the april 16th wawa day celebration. >> it is time now for your accuweather forecast. >> all right, back we go to meteorologist adam joseph for a closer look at a chilly forecast adam. >> yeah, it's a cold start to the week and by the end of the week it will also be another cold snap pushing in. as we look live right now on sky 6 northbound atlantic city nobody right now on the shore but you can see a few stragglers on the boardwalk. pretty cold day. need to bundle up especially with those wind chills. the numbers across the region only in the upper 30's in the lehigh valley, 40 degrees for reading and lancaster, 35 right now in sea isle city, 36 in beach haven. doesn't tell the whole story.

we've got that wind out of the north right now 12 miles an hour in philadelphia, 15 miles an hour in allentown and right to the shore because of that land breeze, equal speeds there between about 12 and 14 miles an hour and that is carving those numbers back, feels like 30 right now in beach haven, 34 in philadelphia. near freezing for lancaster and below freezing for allentown and also for trenton. we do have the crystal clear blue sky but notice a system to our west, a little clipper system moving away from chicago after depositing a couple of inches of snow earlier this morning for chicago also bringing a swipe of snow across ohio and western pennsylvania with about 2 to 3 inches of snow there. but this will fall apart as it pushes in but there will be a little bit of moisture possibly left over for a flurry or two very late after midnight tonight south and west of philadelphia. wouldn't accumulate to anything but maybe a straggling flurry here or there. otherwise it's just cloudy for everybody else.

20 for allentown, 24 trenton atlantic city and millville just 25 degrees by tomorrow morning. your day planner for tomorrow early in the morning 28 at 8:00 a.m., jumping to around 34 at 11 o'clock. a lot of clouds. again there, could be a floating flurry around but then the sunshine returns tomorrow afternoon but another chilly day with temperatures 11 degrees below average as we're only going to top off near 45 degrees. in fact, your four day at 4:00 clouds in the morning giving way to sun at that mid 40's range. and as we get into wednesday turns cloudy after a little bit of morning sunshine. a shower or two developing in the afternoon. 52 degrees. then we're off to the races in the temperature department. near 70 on thursday but it's very wet with a thunderstorm around and periods of heavy rain and then behind that front, temperatures plummet again to 52 on friday. much colder as the sun returns especially in the afternoon and just wait until you see the temperature by the

[laughter] >> we have some breaking news right now we want to go live to chopper 6 in delaware county. actually this is prospect park where emergency officials and fire crews and police are on the scene after a car plowed into a home here. this is the 800 block of summit avenue. we're told the driver was injured. a lot of wooded area here but we believe the car may have actually hit the garage section of that house. the driver again was injured. we're not sure if there are any more injuries or if anyone was in the garage or house at the time but as you can see rescue crews trying to perhaps extricate the car or driver who might have been inside and they're still trying to determine exactly what caused this accident. but again, we're looking live from chopper 6 hd over prospect park as a car plowed into the garage section of a home. one injury that we know of. we'll keep an eye on the situation and bring you more information as it becomes available. in other news a broadway

>> ♪♪ >> police have identified the man found dead at a highway rest stop in bucks county. robert win lows was found just before 8:00 last night. a neighbor made the discovery at the i-95 rest area in lower make fields township. they have not found signs of foul play. pennsylvania state police are waiting for the results of an autopsy. >> it was march madness of a different kind in trenton today. as a local all american high school basketball player shared his spotlight with family friends and young fans. malachi richardson is a senior at trenton catholic academy and was recently selected to be on this year's mcdonald's all american high school basketball team. this morning malachi celebrated by holding a mini news conference part of a special program where donations were made to the

has already proven he'll do anything to get away. officials in upper chichester say this man not only held up a gas station this morning he tried to run down a good samaritan who got in his way. "action news" reporter walter perez is live at the crime scene with more on the search. walter. >> reporter: hi, shirleen upper chichester police are looking at surveillance video right now that captured the scene of the crime that occurred right here at this gas station shop, a crime that as you mentioned was almost foiled by a customer trying to help. investigators say it all unfolded around 9:45 this morning when this man walked into the shell gasoline convenience store on market street in upper chichester. police say he simply walked behind the counter pulled out a knife threatened the clerk and grabbed a handful of cash from the register but as this thief ran from the scene it was a customer inside the store who chased after him. >> we were just in amazement. i'm still kind of shocked that

what we witnessed happened. >> reporter: robert says he was across the street at the time and saw the good samaritan trying to pull the thief from his getaway car but it didn't work. >> the gentleman then jumped out, the car backed up. he went underneath the car and the car then proceeded to go forward and ran him over. >> reporter: dave of chichester pulled up moments later and saw firsthand just how badly the victim was injured. >> he was holding his neck and his arm and the police officer that i spoke with actually said that he think he broke his arm and that that he was on his way to the hospital right there. >> reporter: now, the victim was taken to crozer chester medical center with nonlife-threatening injuries. meanwhile police describe the suspect as a white man in his 30's who fled the scene in what they believe is a later model black volvo v-50. anyone with any information is asked to call police. reporting live from upper chichester, walter perez channel6 "action news." rick. >> all right, walter thank you. in other news a former middle schoolteacher has admitted she had sex with a

14-year-old student. 34-year-old jessica streeper pled guilty to involuntary deviant sexual intercourse. prosecutors say she engaged in multiple sex acts with the teenaged boy between april 1st and may 20th of last year. sentencing has been postponed until she undergoes a sex offender evaluation. streeper faces up to 20 years in prison. this afternoon whitemarsh township police announce the arrest of three men accused of stealing thousands of dollars power tools. matthew suarez nicholas suarez and donald hodum are facing charges for a series of theftsly in montgomery delaware and chester counties. officials say they used a screwdriver to break into several trucks then stole the power tools inside for resale. according to police the suarez brothers were out on bail after they committed similar crimes. the men are due back in court in april and may. >> star athlete mo'ne davis has once again proven why she

is wise beyond her 13 years. today we learned that taney pitcher reached out to the president of bloomsburg university and asked him to reinstate a college athlete who insulted herline. over the weekend montgomery county native joey casselberry used a sexual slur while criticizing disney's decision to make a movie about davis. even though the baseball player deleted the tweet in his account he was still kicked off the team. in an e-mail davis asked the president to reconsider saying casselberry made a mistake. the teen told our sister network espn she understands where his comments stem from. >> i know a lot of people get tired of like just seeing me on tv but sometimes you got to just like think about what you're doing before you actually do it and i know he didn't -- i know right now he's really hurt and i know how hard he worked just to get to where he is right now. >> though bloomsburg praised davis for her maturity and her

empathy the school says they are standing firm on their decision and therein lies the lesson in how we use social media. >> you've got it. it can be good and bad. >> yes, it can. >> adam is back and we kind of got a hint of spring this weekend. >> yeah. >> saturday and sunday. >> not so much today. >> it was short lived. >> yeah, not so much as all. as you take a look at the numbers its been one cold winter and it continues. 41 degrees in philadelphia right now, 39 in allentown, 42 in millville and we take a look at those temperatures in philadelphia since december 1st, we're running close to 3 degrees below normal but above normal in the snow category near 27-inches for this season, 5.4-inches above normal as of today. as we look at some of the numbers, to the north in new york city near 4 feet of snow this winter season, the same for allentown but there was a sharp cutoff as you head towards wilmington and atlantic city, nearly 2 feet of snow on the ground and in washington a foot and a half of snow this season so far.

>> ♪♪ >> a recent cyclone to hit island nation of vanuatu is just one of many near misses for its residents. thousands of homes were destroyed and 17 people were killed earlier this month when cyclone pam ripped through the south pacific archipelago. it's something 76-year-old has witnessed many times over. he has survived volcanic eruptions landslides earthquakes and other cyclones and he lost his father and brother in one and nearly lost his mother. vanuatu is ranked as the world's most at risk for natural disaster and that ranks him among the lucky.

>> a fun day on the water turned into a nightmare for a group in central florida. two young boys and two adults were cruising around a lake in an air boat this weekend when they hit a stump. the crash disabled the vees self leaving them stranded overnight with a dying cell phone. even worse, they were surrounded by alligators. when the sun rose the boys decided to use material in the boat to create a makeshift flag. it worked. rescue crews spotted the group and pulled them to safety. >> wow. good idea. a two-year-old was hospitalized in south carolina after she was served alcohol at a restaurant. last week the toddler's family was at a texas road house for birthday celebration. her parents say they only ordered food in nonalcoholic drinks but instead of cranberry juice the two-year-old was given sangria. the restaurant called the mix-up a mistake but the family says it was careless. the toddler fortunately is expected to be okay. >> here at big board with the

big talkers now and the big question is what's written on your license plate protected by are freedom speech. well the case surrounding this specialty plate right here is now being heard by the supreme court. the sons of confederate veterans proposed it with the confederate flag. the group says it's to honor the men who fought for their country. the state denied them and said the plates are government issued so their freedom of speech is not breached. the group calls it discrimination. the supreme court on the case. now to controversial new research on thousand boost a young girl's body image. have them ask young boys what they find attractive. this is the proposal that eric sigman a child expert lays out in his book called the body wars, why body dissatisfaction is at epidemic proportions and here's is his argument. he says young men aren't half as critical about female bodies as girls think they are and knowing what they really

of the city newspaper northeast philadelphia. and bucks county. speaking of northeast philadelphia there's a crash over on the roosevelt boulevard northbound side at grant avenue in the outer drive. speeds in the 20's as you travel through the traffic lights there. we still have that crash in hatboro that i mentioned during the last half hour along york road near summit avenue. watching a crash in lansdale this afternoon along valley forge road at white's road and don't forget in plymouth township we're still without plymouth road because of the big sinkhole in the bridge there over plymouth creek. so, it's shut down between the blue route and butler pike. germantown pike a possible alternate around that. burlington bristol bridge triple b is getting ready to go up so you don't want to go in that direction. head for the turnpike connector bridge over the course of the next 20 minutes and we're watching a crash in deptford right now along deptford avenue near tacoma boulevard. downed wires in barnegat blocking route nine. barnegat boulevard gets you around that one. we'll get another check on traffic rick and shirleen, in the 5 o'clock hour.

in from the west as a little weak clipper system dives to our south and pretty much weakens as it does so. 38 right now, that is it in quakertown, 39 in warrington, 35 in martins creek, 38 in saint david's. many 30's to the north of philadelphia. as we head to the south we gain a couple degrees. hammonton 41, vineland 43, sea isle city just 40 degrees but hockessin delaware one of those spots where it's pretty chilly only 39 and wind chills, you take off at least 5 degrees from those numbers. there you see that little clip per system that's bringing snow through parts of western pennsylvania later on this evening but as that sinks to our south it will move over the mountains and rip apparent and the only thing left may be a flurry or two south and west of philadelphia late tonight early tomorrow morning. but no accumulating snow out of it north of philadelphia early tomorrow morning maybe some breaks of sun but then

everyone gains that sunshine back as that system pushes off the coast tomorrow afternoon with high pressure in control but still very chilly with a high tomorrow only at 45 degrees. then we're awaiting a warm front to pass through here on wednesday. as it moves through a lot of clouds will be thrown our way. warmer temperatures of 52 but also a few afternoon showers before we really hit that warm air on thursday. but for tonight it turns cloudy. there could be a flurry around late in southern areas, 21 to 27 degrees. and your exclusive accuweather 7-day forecast will show up and down in the temperature department here this week. it turns cloudy wednesday and afternoon shower of 52. near 70 on thursday. sounds great but it's not going to be very pretty outside. a lot of clouds, on and off rain, maybe even a thunderstorm in the afternoon. in fact, future tracker at 2 o'clock in the afternoon showing some steady rain along i-95 and there's a cold front to the west which could bring a gusty thunderstorm through very late in the day.
