two other men kidnapped a woman at a parking garage on chestnut street. they tortured her and robbed her then dumped her into a cemetery. police are looking for two other suspects right now. sarah bloomquist just got an update minutes ago from police about all this. she'll have a live report for us coming up tonight on action owe "action news" at 5 o'clock. >> the latest on a disabled man abandoned in the woods. police say his mother left him there with a blanket an bible. chad pradelli is live with the southwest detectives division in west philadelphia with the latest on this investigation. chad. >> reporter: shirleen, niah parler is officially charged in this case but she's not here in the city. authorities say she's in a montgomery county maryland hospital and police here are waiting for her to be released and then extraditeed. this afternoon detectives served a search warrant at the home of niah parler the mother accused of abandoning her

quadriplegic son in cobbs creek last week. police say parler left him with only a blanket and bible. he survived nearly five days in the elements unable to move and with no food and water. >> just sort of blind sided me and the neighborhood because when you looked at her she come and goes, you looked at her as like a struggling mother but she looked like she was handling it. >> reporter: neighbors say parler seemed like a doting mother. oscar robinson says she sold meals to help to pay for him to attend prom. he attends the high school of the future. >> she kept him clean. i never seen him in any type of argument or fight and i don't know what this woman where she coming if but to my eyesight she was a fine fit mother. kept her kids clean. they set out here, laughed and joked and played. >> reporter: parler is currently in a hospital in maryland for undisclosed reasons. police say after abandoning her son she visited her boyfriend there. on her facebook page tuesday

she posted the comment i'm so happy. she now faces aggravated assault, neglect and other related charges. >> i've never thought that it would come the -- to a paint where she would leave him in the park like she did. >> reporter: the victim remains at children's hospital of philadelphia. i did speak to his aunt by phone. she says he's in stable condition. he was malnourished and dehydrated but he's improving. live in southwest philadelphia, chad pradelli channel6 "action news." >> chad, thank for that update. there is a manhunt under way in north carolina right now hours after a gunman shot and killed a man on the campus of the community college. police say kenneth stancil a former student at wayne community college shot ron lane this morning as the long time campus employee was at work in the library building. investigators locked the school down and canceled classes but later revealed the shooting was any other random

and stancil and lane knew each other. she say the shooter did not need special access to that school. >> we are an open door campus. we do not have locked facilities. some of our classrooms you need a code but not into the actual buildings themselves. >> officials believe stancil has left the area but not the state of north carolina. so far the motive for that crime remains unclear. >> an electrician is in critical condition after getting shocked at the king of prussia mall today. police say two workers were on a scissor lift when they accidentally cut into an energized cable that had 13,000 volts of electricity running through it. it happened just before 7:30 this morning. coworkers pulled the 36-year-old subcontractor to safety and started cpr until police got there and took over. >> everybody was working together as a team to try to save this individual and take as many steps as we could. >> they were able to revive him and get him to paoli

well, you're going the notice major road work as you move through center city starting this week but this project is no quick fix an overhaul that is expected to take years. vernon odom now live above the vine street expressway. vernon all of this is about the bridges that go over that highway just like the one on which you're standing today. >> reporter: brian, i'm standing on one of those 60-year-old bridges that needs work. and i mean lots of work. take a look over to i676 eastbound at 21st street. you see traffic there but that's an old bridge that's going to need a lot of work and we're about to enter a brave new world along i676 and it will be that way well into 2019. the seven bridges over i676 were built in the 50's and they're now in bad shape. penndot says the bridges from 18th to 22nd are all structurally deficient now and penndot says the time to act is now. >> they're not dangerous they're not weight restricted. they are a type of construction that has a lot of

problems internally that we can't necessarily see. what we can see gives us some concern about their condition cracked concrete, rust, surfaces that look like there are things going on underneath. >> reporter: penndot engineers looked over the area in question today in preparation for startup tomorrow morning preparing for phase one of this four year makeover. some of the bridges will be demolished and replaced. >> some of these bridges will be built under phased construction. the ben franklin parkway, 21st street, 22nd street but others 19th, 18th and the pedestrian bridges will be removed altogether and detoured. >> reporter: there will obviously be major impact on traffic through this vital area of the city which handles traffic from i-76 and i-95. the three lanes each way will be narrowed for work space and that begins right away. >> what that means is that the vine street expressway, 676 will be closed from midnight

definitely going to affect traffic and affect matt pelman in the "action news" traffic center. >> going to be a busy man at least through 2019. >> oh, yes job security is what they call that. yes, good afternoon to you brian and shirleen. yeah, we won't be saying all is fine on the vine i guess for a couple of years now but this afternoon all is relatively fine, it's just busy a little heavy westbound and definitely heavy eastbound across town from the schuylkill to 95. this is where they are scheduled to shut down 676 starting tonight at midnight between the schuylkill and broad street. they're going to be segment up the barriers. they're going to be taking away the shoulders of the road which you know that never goes well when there's an accident in the work zone and no shoulder to pull it off onto. when they close the vine during the overnight hours the schuylkill and 95 will take the brunt of the detouring traffic along with the local city streets right there. so, some changes in the works for sure and of course we'll keep you posted as the days end years progress. we're also watching a crash in warrington this afternoon involving a pedestrian

governor jeb bush. if he wins the nomination he would be the first hispanic candidate to lead a major party ticket. meanwhile hillary clinton hit the road today for her first full day as an official candidate. the former senator secretary of state and first lady is en route to iowa which of course is the first state to vote in the primary process. clinton officially entered with a short youtube video. polls show she is the favorite for the democratic nomination by a long shot. she's also the first democrat to officially declare. >> there are new calls tonight for a second officer to be arrested in the aftermath of a deadly shooting in carl -- charleston south carolina. video emerged showing officer michael slager talking with another officer. officer clarence halberstam allegedly directs slager on what to do when he gets home. the national bar association claims that halberstam filed

an incomplete police report and left out material facts. scott was shot and killed on april 4th following a traffic stop. slager who is a native of south jersey has been charged with murder. >> jurors are now in their fifth day of deliberations in the murder trial of aaron hernandez. the former nfl star is accused of killing oden load who was date his fiancée's sister at the time. the jury spent nearly twenty hours on this case last week. they're expected to work late today unless they come up with a verdict before going home. if hernandez is convicted he could spend the rest of his life in prison. 19 people were hurt when a double decker bus crashed on a highway in indiana this morning. the mega bus was heading from chicago to atlanta. police say it hit the back of a semi that was stopped on i65. the impact of that crash sent the truck into two other vehicles. the semi was stopped because of construction and police said the mega bus driver didn't hit the brakes fast enough. this is the fourth crash

involving a mega bus in indiana since october. everyone who was injured is expected to be okay. >> to business now the market started the week off on the wrong foot over concerns about the next round of earnings reports, a down day all across-the-board. dow losing 81 points just about and then the nasdaq loses just about eight points and finally the s & p 500 losing just about 10 points. the apple watch made a strong debut this week. the company received about a million preorders in the united states alone on friday. that was the first day the watch went on sale. the numbers came from slice intelligence which is a shopping research firm. slice says more than half of the orders were for the less expensive model of the watch. the apple watch officially launches april 24th. you only have two more days to file your tax returns but this year even the irs

says it's behind. the agency says it's slightly behind processing returns. leaders had warned there could be problems this year with customer service after congress cut its funding. they have been asking taxpayers to file electronically and use the web for help. visitors to the irs.gov o web site are up 12 percent this time from last year. >> a new coffee shop celebrated its grand opening today in university city but this one is brewing more than just a cup of joe. the action cam was there as saxby's coffee at drexel university opened its doors at 34th and lancaster. the shop is 100 percent student run as part of drexel's close school of entrepreneurship. the students work in the coop for six months and they get college credit at the end. drexel says this is the first cafe like this anywhere in the country. delaware's leaders rolled out a new program to help train people to join the workforce.

most of us are on the warm side this afternoon with the exception of the shore again because of a southerly wind. much like last week when the inland locations were mild, the shore only in the low and the mid-50's since the water temperature is still only in the 40's. you pull that wind off of the cold ocean and it cuts the numbers back but then you jump to millville 69, dover at 76 degrees and even the lehigh valley right now 75 degrees. winds gusty at times, 17 miles an hour in philadelphia, gusting to over 20 right now. 18 miles an hour in wilmington sustained wind in the lehigh valley of 20 miles an hour and in dover right around 14. we had some high clouds kind of whisk through here this afternoon, continue to do so right now but they're so thin they're only made of ice crystals so the sun can penetrate through that cloud cover. you have to go back to the ohio valley and the deep south to see the clouds thicken up and there's precipitation but you can see it's a very pencil thin line of showers now from cleveland to cincinnati so not a lot of moisture with this

front but it will get a little kick of atmospheric energy south of philadelphia tomorrow. but tonight clouds thicken up, showers arrive by dawn -- a mild night lows in the lower 50 for the lehigh valley 55 in philadelphia and lower 50's for the shore. future tracker will show by the morning rush tomorrow especially north and west it is a wet start to your tuesday, still waiting on the rain south side and east and then as the front collapses you can see the winds here coming from the north. the winds near wilmington coming from the south so that is what we call convergence. that's when the air collides at the surface lifts up and creates those showers and downpours and that continues into the evening hours especially down towards the shore, southern new jersey and delaware still cloudy to the north and west but we'll be drying out in the afternoon especially for the lehigh valley. so, the heaviest rain looks south of philadelphia, less to the north anywhere between about .04 for allentown the four day at 4:00 rain heaviest

chaos in colwyn. embattled borough manager paula brown has been fighting tooth and nail to stay in officers since friday. for more on this we turn to david henry. it's been another dramatic day, david. >> reporter: it certainly has brian. they fired her last week but paula brown refuses to leave office so borough council will be meeting with the borough solicitor tonight to determine their next move, what they can do about her but she refuses to go without a fight and this morning she went nuclear demanding that the four council members who voted to have her fired be arrested immediately. >> removed me because i didn't pay you cash money. that's what happened. it's extortion. >> reporter: last thursday borough council voted to fire brown along with code enforcement officer dan rutland. both claim they were victims of extortion. they say council president

fred leasher came to them demanding thousands of dollars in exchange for keeping their jobs. leasher denies it. brown has refused to leave her office claiming council illegally eliminated her job after its last meeting had been adjourned. brown says council wants her out because she's uncovered evidence of fraud and outright criminal activity. she showed us credit cards billable to the borough that she says were obtained by several council members. >> these credit cards were used all over the country for clothing hair salons, restaurants. >> reporter: over the past year brown has turned over hundreds of documents to the delaware county district attorney's office. detectives from the county were back in colwyn on friday collecting more documents. a grand jury has been hearing testimony and gathering evidence investigating past and current officials since at least february. for years the town has been a poster child of dysfunctional government. things have gotten so bad the

state has stepped in to monitor colwyn's effort to get out from under over a million dollars in debt. brown who has testified before the grand jury says much of that debt has come from the abuse of town credit cards one of them was applied for and obtained in the name of a former council person who had resigned seven months earlier. >> the woman resigned seven months before they applied for a credit card in her name. that is theft. that is identity theft. this is criminal. >> reporter: now brown is asking district attorney jack whelan to act immediately on this matter but the district attorney's office says it cannot comment on an ongoing grand jury investigation although it says its office is actively investigating the financial affairs of this town. so, we'll see how it shakes out when council meets tonight. live in colwyn, david henry channel6 "action news." shirleen. >> all right david thank

you. a a hostage standoff shut down a city block in chester today. two children in the chester-upland school district told the teacher their mother and five-year-old brother were being held at gun point this morning. police and swat responded to the home near 22nd and howard streets and tried to talk to the armed suspect. after two hours of negotiations the neighbor reported hearing the woman being attacked. swat teams rushed in and arrested the suspect now identified as allen freeman. freeman is now facing a number of charges including assault. the mother and child are okay. a kensington restaurant became the scene of a crime for the second time in less than a week last night. surveillance cameras captured a young man walking into the business then heading downstairs. police say once in the basement the suspect forced open oh an office door and swiped a bag of money. last monday cameras captured a woman stealing a backpack from the same restaurant. the customer left that bag

which contained a loaded gun and knife behind. if you recognize either suspect call philadelphia police. >> it was an event full morning for some children in delaware after their school bus caught fire. state police sent us these pictures of the burned out east millsboro elementary bus. the engine caught fire just before 7 o'clock. there were only two students on board the bus at the time and the driver was able to get both of them to safety before calling 911. officials believe a mechanical issue of some kind to blame. a 77-foot fishing boat that was stranded on an ocean county beach is free today. the captain was successfully removed from point pleasant beach on saturday night. a tugboat was able to pull it back into the ocean as the tide was coming in. it has been towed to staten island now. the boat was carrying 600 pounds of scallops when it ran aground last wednesday morning. >> if only you had gotten

right back up here midweek right through the end of the week. we are tracking that rain. it's not a lot of it right now on the satellite and radar as you can see from cleveland cincinnati up through north bay. this front not a lot of power with it but it will get a little kick of energy south of philadelphia tomorrow with the heaviest -- where the heaviest rain will fall. that rain is not going come in this evening to ruin any outdoor plans. the clouds thicken up overnight, showers by dawn warm temperatures between about 52 to 55 degrees and future tracker tomorrow morning again will show some ribbons of rain around the area. it will be very light to start but as the front sinks to the south it it will catch a little energy. south of philadelphia weak low trying to develop near dover and wildwood. that will enhance the rain south and east of the city for basically all of new jersey and delaware in the afternoon tomorrow while north and west we begin dry out with respect to the rain really not much in the way of sunshine here, even north where the rain ends first tomorrow afternoon. so about a quarter to

sarah. >> reporter: monica and rick that's right late this afternoon the atf announced an additional $10,000 reward bringing the reward to $20,000 for information leading to an arrest and conviction. we also learned more about the suspect already in custody in south philadelphia and how police identified and tracked him down. local and federal authorities are now working together on this investigation. they believe they are looking at least -- for at least two more people involved in this brutal crime. 31-year-old khayree gay of philadelphia appeared before a federal judge in south carolina this afternoon on charges of kidnapping and attempted robbery. he waived extradition and will be returned to philadelphia this week. now federal and local authorities want to find his accomplices and today the the atf increased the reward for information. >> atf today announced a $10,000 reward for any and all information leading
