the 53-year-old woman 31-year-old khayree gay waived his extradition hearing today in south carolina but we don't yet know when he'll be returned to philadelphia. we get more from "action news" reporter sarah bloomquist in center city. sarah. >> reporter: jim, that's right the atf now adding $10,000 to the reward bringing it to $20,000 for information leading to the arrest and conviction of the other suspects in this case. we also learned more today about how police identified the suspect who was taken into custody in south carolina on friday night. 31-year-old khayree gay of olney is in custody in south carolina charged with kidnapping and attempted robbery. he'll be returned to philadelphia this week after waiving extradition today. now federal and local authorities are work together to find his accomplices. today the atf added $10,000 to the reward making it $20,000 for information leading to an

arrest and conviction. >> our reach is deep. our reach is long. and we will find you and we will arrest you make no mistake of that. >> reporter: on april 4th at 4:00 p.m. a she-year-old woman was abducted from this parking garage in the 700 block of chestnut as she left her job at the national watch and diamond exchange on jewelers' row. three men forced her into this maroon econoline van. they tortured her demanding the store keys and safe codes. when she couldn't give them what they wanted they tased her withdrew money from her bank account and atm and dumpered her in a darby cemetery. neighbors said they had seen the van outside an apartment building at 1416 clear view. according to court papers police found surveillance video showing gay at that address getting into the driver's seat of the van. and then inside the jewelry store where the victim worked 30 minutes prior to the abduction.

u.s. marshals arrested gay outside a hotel in lake city florence county south carolina friday night. police are urging his accomplices to surrender. >> i'm trying to make a plea to these two guys that are still out there to contact us, cooperate with us, do yourself a favor before we have to come for you. >> reporter: and the atf isn't ruling out the possibility that the three men in that van had assistance from others. again, the reward now $20,000 for information leading to an arrest and conviction. if you have any information call one-800-atf-guns 24 hours a day, seven days a week. live in center city, i'm sarah bloomquist, channel6 "action news." jim. >> thank you, sarah. one man is in custody tonight following a standoff at a hostage situation in chester. chopper 6hd was over the scene as it unfolded this morning in the area of 22nd and howard streets.

it all started when two children in the chester upland school district told a teacher that their mother and five-year-old brother were being held at gun point. after two hours of negotiations, swat teams rushed in and arrested the suspect, allen freeman. freeman faces a number of charges including assault. the mother and child are okay. a construction worker was seriously injured today in an electrical accident at the king of prussia mall. it happened at 7:20 this morning as crews worked on the mall's expansion project. officials say two men were cutting electric cables. a 36-year-old worker was shocked when they cut an energized cable carrying 13,000 volts of electricity. a 27-year-old suffered nonlife-threatening injuries. a third worker wasn't hurt at all. philadelphia police are waiting for 41-year-old nyia parler to be released from a hospital in maryland so they can charge her for leaving her quadriplegic son in the woods by himself in the cobbs creek

"action news" reporter chad pradelli is live at southwest detectives headquarters and chad this one is hard to believe. >> reporter: yes jim, this is a young man who can't move his arms and legs. he needs a feeding tube to eat. yet police say his mother basically laid him down on a pile of dirt and left him to die. this afternoon detectives served a search warrant at the home of nyia parler the mother accused of abandoning her quadriplegic son in the woods at 59th and cobbs creek last week. police say parler left him with just a blanket and a bible likely on monday, then traveled by bus to maryland to see her new boyfriend. >> there was a warrant issued for her arrest. we did add the charge of attempted murder. >> reporter: parler is in a maryland hospital. why police won't say. the 21-year-old victim was found by a passerby friday five days after police suspect he was left in the woods. he was dehydrated and is

currently at children's hospital of philadelphia in stable condition. >> he's got family with him. they've been by him through this ordeal. seems to be happy. family seems to be a loving kid. >> this sort of blind sided me and the neighborhood because when you looked at her she come and goes, you looked at her as like a struggling mother but she looked like she was handling it. >> reporter: police don't know motive yet. today's search of parler's home on the 5700 block of baltimore turned up little. investigators say the house was well kept and had plenty of food. the focus now is getting parler extradited back to philadelphia and get the young man the social services he needs. >> i've never thought that it would come to a point where she would just leave him out in a park like she did. >> reporter: and police say the victim does have a 16-year-old brother. he is staying with relatives and has been doing so for the past month. i'm live in southwest philadelphia, chad pradelli channel6 "action news."

>> thank you chad. the new jersey forest fire service was called out to fight a wildfire in atlantic county today. crews responded to third and asbury avenues in mizpah at 1 o'clock this afternoon. they had the situation under control an hour later. firefighters say the flames charred 27 acres today. they also fought the blaze from the air. there's no word yet what sparked the fire. a driver and two elementary school students escaped a bus fire in sussex county. delaware state police responded to the scene on carrys are camp road in millsboro at 6:45 this morning. smoke and flames were coming from the front of the bus. the driver and the children ages 11 and nine safely evacuated through the rear emergency exit. investigators believe that a mechanical issue sparked the fire. well the political warfare continues tonight in tiny colwyn borough delaware county and the warring parties don't seem like they're likely to surrender any time soon. live outside borough hall is

"action news" reporter david henry. david. >> reporter: well, jim, city council members borough council members are inside borough hall right now meeting with their solicitor trying to decide what to do about borough manager paula brown. they fired her last week but she refused to leave office and she claims she is uncovered evidence of corruption and criminal activity. >> this is an irrational decision that affects the health safety and welfare of this community. >> reporter: as manager brown's signature was needed to make payroll and pay the bills. colwyn can't even keep its police cars gassed up. brown claims she's a victim of extortion. she says counsel president fred lesher approached her to demanding money to keep their jobs. brown refused to leave claiming the move to fire her came after the meeting had been adjourned. today she lashed out at the four council members who voted

to fire her. >> this is criminal. martha van hawkin patricia williams, tone net pray, frederick lesher need to be arrested immediately. >> after she was fired last thursday night brown hid in her office until the others left. she spent the night and all day friday making copies of town records. she turned them over to county detectives on friday. brown showed us credit cards issued to currents and former council members. she claims abuse of the cards is a big reason colwyn is $1.2 million in the red. one of the cards was applied for and issued in the name of a former council member who had resigned seven months earlier. >> this credit card was applied for seven months after this councilwoman resigned her office. her application for the credit card was forged. >> reporter: "action news" has learned that a grand jury

downhill turn tomorrow. forecasting rain. futurefuture tracker showing how much rain depends on where you are. philadelphia and areas north like al quarter inch or even less. allentown could get less than a tenth of an inch of rain. south of philadelphia this rainfall will be enhanced with low pressure and south of philadelphia parts of south jersey and delaware could end up with about an inch and a half of rain so real soaker south philadelphia depending on where that low pressure tracks. the good news is though, it will help with the pollen. the pollen level is high today. but tomorrow when you get that rain it really washes the pollen out of the air. the problem is wednesday thursday and friday the pollen will be back up to medium high or high levels so definitely not a good time of year for allergy sufferers. right now, though, it is really beautiful out there. 72 degrees in philadelphia with there sunshine. allentown 74. reading 73. with the winds out of the south, it really does make a difference with the ocean temperature 50 degrees right

along the beaches it's only 55. even millville 67 and with the water off the bay wilmington a little bit cooler as well, 67 degrees. satellite6 along with action radar showing that ribbon of moisture that's a cold front i'm tracking for tomorrow. ahead of it we have high thin clouds and the clouds will continues to thicken through the overnight hours so with the cloud cover temperatures really not dropping to very low levels. philadelphia 55. allentown 52. millville 52. cape may 53. wilmington 54. some showers arriving by dawn. so future tracker showing around 8 o'clock the clouds are here and we will see a few areas of showers but the steadiest will be north of philadelphia ahead that of cold front. as we head into the afternoon this is when this low pressure gets involved and you can actually see that swirling where the winds are converging that's the low pressure near millville and that will bring the heavier rain to south jersey and delaware. likely lasting into the evening commute and then the rain will be moving out by tuesday night. so through the day tomorrow, you can trade the sunglasses for your umbrella.
