dave murphy and also matt pelman filling in for karen. good morning. >> as we take a look at the early morning sat imagery you can see it's cloudy out there perhaps some breaks. that rain from overnight did finally get off the coast and today we're looking at a nice recovery. currently in philadelphia a little cool. 49 degrees but not too bad. 45 in allentown, 46 in wilmington, 46 in millville and 50 in sea isle city. as you head out to the bus stop things are going to start to improve a little bit. we may dip to 46 by 6 o'clock but by 8 o'clock up to 53 so not too bad. mainly cloud deal. perhaps getting a little bit breezy especially toward sunrise and as we roll through the day nice this afternoon. any morning clouds should give way to increasing sunshine. by noon we're at 64. 69 by 3 o'clock and i think we're going to hit a high of 70 today probably around 4 o'clock before dipping back to 67 by 6 o'clock. another nice one for you tomorrow and then a couple can of chances of rain in the seven day. i'll have details coming up matt. >> keep them coming. that sounds great. good morning to you david.

good morning, everybody. because yesterday was not quite as nice they canceled some of the overnight construction including the closure of the westbound side of the vine street expressway. 676. so, this morning that's good news for drivers. that means you don't have to worry about that blockage. traffic moving fine between broad street and 76. it's opened in both directions but expect those crews to return tonight around midnight to do more of that new construction project along the vine street expressway. crews were working however and they're still working iny on 95 in the great northeast as you travel northbound by cottman you can see that right lane is still out of commission. meaning just two planes are getting by and some of the ramps are restricter as well. these crews should clear out shortly. same sim wage with those working on the tacony palmyra bridge. construction should be gone soon. not gone quite yet. no issues on the schuylkill or the roosevelt boulevard but in robbinsville watch out for construction along 195 both ways right at the new jersey turnpike. taking out a lane until 6:00 on this bethesda morning.

tam. >> thank you, matt. and developing overnight an arson investigation is under way in the logan section of philadelphia. the action cam was on the 1600 block of west nedro avenue just before 2:00 a.m. this morning. officials say someone set fire to a second floor bedroom. one person is now in custody. his roommate suffered smoke inhalation and had to be treated at the hospital. the woman who hit and killed a four-year-old little boy in southwest philadelphia and then fled the scene literally running him over is expected to turn herself in to police today. annie mccormack has the latest. good morning tam. after a very emotional day yesterday and very busy day for police they now believe that they are closer to solving this case. they do have the vehicle that they believe was involved in that hit and run and they have been in contact with the female driver that they have been looking for. they tell us that they have been in contact with her and also her attorneys and at some point today, she is expected

to turn herself in. everyone has been looking for this vehicle captured on surveillance video at 57th and litchfield monday evening. police sent the description to everyone and now the black ford edge 2011-2014 model similar to this one with distinct chrome lining under the window chrome grille and smooth front remains impounded. it was found in a parking garage beneath love park yesterday. police say the 44-year-old dartd into traffic and the video captured the impact that hurled the boy 15 treat down the road. while unconscious police say the driver ran him over and sped off. tuesday evening a memorial in the boy's neighborhood near the scene grew. so many neighbors witnessed what happened and can't shake it. >> my heart. i think about it, thinking about him screaming. it was horrible. >> reporter: and that vehicle does remain impounded here. in the meantime they're

waiting to find out when that woman will turn herself in. but at this point no charges have been filed and police have not released any names. live outside of the accident investigation division, annie mccormack channel6 "action news." >> the fbi working for a serial bank robber. that a airs $10,000 reward for information leading to his arrest. 47-year-old rashean mitchell is wanted for four robberies. three happened at the td bank branches this week. call police if you know where mitchell is or where he might be. >> a couple of bank robbers didn't get too far. they're behind bars this morning. police say these two walked into the susquehanna bank in lumberton new jersey shortly before noon yesterday. one of the men pulled out a gun. the other jumped officer the counter and grabbed cash. tyrese burton spelman and lance matthews took off running but they were quickly caught. they're charged with bank robbery and possession of a weapon. >> another video of a police

confrontations spread across the internet and throwed more than one opinion of what should have happened. in this case an officer in arizona used his own vehicle to stop a suspect's day long crime spree. "action news" reporter erin o'hearn is live with the video and the details. >> reporter: this armed man was walking down a crowded public street way rifle. actually you can see him in this still of the video here. now, apparently he had just stolen a rifle from wal-mart. the dash cam video was released by police in tucson and the police chief acknowledged that using a police cruiser to take down a suspect is not standard protocol. but it was safer in this situation. now, we have to warn you the video that you are about to see in this segment is very graphic as it shows the moment of impact. now, right before the incident surveillance video shows mario valencia had just stolen a 3030 rifle from a nearby wal-mart. short time later dash cam video shows officer dan rowan shadowing valencia as he walked down the street.

at one point valencia fires the weapon. there are so many people around him as he walks down a street a gun fight would risk hurting other people and police body armor doesn't protect them from that kind of weapon. that car comes up, another officer and decides that bullets wouldn't be as effective as a 2-ton police car and as you can see there he just slammed into valencia who amazingly did survive the incident. now, valencia's lawyer says there was no warning no attempt at engaging in a conversation to deescalate that situation then her client was in distress and in no danger to the public. >> i find it ludicrous to say that we're saving this man's life who is suicidal by almost killing him. i mean, he could have died. it's miraculous that he didn't die given how hard he was hit. >> he comes around the corner. he knows several things. you know, that the guy is not obeying commands, the guy has a high powered rifle the guy

has already cranked off one round and the guy is very near to a heavily populated businesses. >> reporter: and again, this video does show him firing that weapon and again the chief said although unconstitution vince in the use of the car to take down that suspect was safer than the officer firing a weapon. no charges have been filed against that officer yet. a lot of controversy surrounding this video and certainly very graphic to z tam, back to you. >> geez, okay, thank you erin. the other recent officer take down prompted several protests. this is video from new york city where several demonstrators demonstrators were arrested. in san francisco. in la the lapd arrested soon people who blocked a set of train tracks. these are some of the 28 protests held. the volunteer deputy who shot and killed man in

oklahoma was booked on a manslaughter charge. robert bates surrendered almost two weeks after he shot eric harris. bates said he meant to use a taser on harris but accidentally fired his gun instead. bates posted bail and has been released pending his next court appearance next week. >> the man who found a disabled 21-year-old man abandoned in a wooded area of philadelphia is speaking out for the first time. he says he was walking near cobbs creek park on friday and spot to do deer. he followed them to take a picture. then he saw sticks on top of a package in the shape of a cross. >> i did my foot like that. the head came up like that. and i jumped and i said, oh my god. >> anderson found 21-year-old take kwan norman a quadriplegic who had been missing for five days. police say norman's mother nyia parler left him alone in

>> so, it's going to be warm today. >> yes, it is, yeah. already not too bad out there. storm tracker six live double scan shows us that we are precipitation free after the last of those sprinkles and showers cleared the area last night. as we take a look outside this morning there are a fair amount of clouds but i think the sun had break through and eventually we'll mix with kind of partly sunny skies through afternoon. looking very tranquil out there as we look at the delaware river and ben franklin bridge. 49 degrees currently. the winds so far not all that strong out of the north-northwest at just

6 miles per hour sinking down out of the mountains a little bit today which should help warm us up. winds light everywhere from the poconos all the way down to sea isle city so comfortable enough as you step outside with those temperatures in the upper 40's and low 50's. satellite shows you how there is still leftover cloud cover a couple of breaks though and i think as we go through the morning we'll see the sun reemerge and most of the day will look pretty good. partly sunny overall. here's where temperatures are going to go. 53 by 8 o'clock not too bad and then 62 by 11:00. 68 by 7 o'clock -- by 2 o'clock and then by about three or 4 o'clock this afternoon we should hit a high of 70 and be close to that by 5 o'clock this afternoon. a nice day ahead. high temperatures pretty decent from north to south 68 degrees in allentown, 69 is your high in reading, 68 in trenton, 68 in millville. right down along the shore a little bit cooler but still not bad with temperatures in the low to mid 60's this afternoon. then tomorrow we've got high pressure in control. but the winds are going to turn a little bit off of the

shore and that will cool the shore down and cool us down as well. tomorrow's high 64 degrees with those winds coming in out of the east and at the shore probably a little bit cooler than that perhaps staying in the 50's tomorrow. your exclusive accuweather 7-day forecast we have a nice one for you today. clouds mixing with some sun through the day and a high of 70. tomorrow still nice out there, a high of 64, a little bit cooler with that wind can coming in off the ocean water but still pretty good looking and nice day. then on friday more clouds build in perhaps some sunny breaks a high of 67 degrees and there is the chance of a spotty shower at times although at this point it doesn't look like it's going to be an inundating rain. saturday a lot warmer. now looks like we'll surge ahead of an approaching front up to 76 degrees and saturday also looks dry so good for us right nice day to plan on being outside. and then still pretty pleasant on sunday, 67 although during the afternoon we will call for a spotty pop-up shower and then some steady rain arriving late at night. the chances are pretty good though that the union contest at ppl park at 5:00 p.m. will

be okay with nothing worse than a spotty shower and very likely dry. on monday, things change. cloudy and rainy. looks like that one is going to be a wet one on monday and cooler obviously and then back up to 64 under mostly cloudy skies on tuesday. spring i'd say has officially arrived, though. there's a lot of nice numbers in that forecast. >> i agree. i'm sure tam does too. >> i do. >> thank you david. new on "action news" surveillance video showing a mob of rowdy teens attacking a man at a memphis gas station. police say the large group was from a nearby high school. the victim said one of the teens sucker punched him in the head and then dozens of teens swarmed the gas station. williams wants the children involved arrested and taken to juvenile court. also new cell phone video shot during a festival in texas led to trouble for three law enforcement officers. the video seems to show an officer bargaining with a young woman at a country musikfest value. witnesses say she is underage and was drinking so they say

it remained opened overnight. all lanes available to you this morning, no issues to complain about. but they were still working along 95 and they're still out there northbound by cottman. should be wrapping up any time. no construction at this point on the tacony palmyra bridge. but there's a whole bunch on the pennsylvania turnpike. they're working westbound by bensalem taking out the right lane. we saw some slowing through that stretch just a minute ago, now 63 miles per hour. so the slowing kind of comes and goes and they're working at the downingtown interchange in both directions blocking the left lanes there as well as a part of the ramp so watch out for the crews there. we've got about six different zones along the northeast extension between mid-county and quakertown. we'll keep watching them. hopefully they clear out shortly. matt. >> all right, matt, thank you. a judge threw the book at 10 of the 11 teachers who were convicted in a cheating scandal in atlanta. all but one received jail time. some received up to seven years. the teachers were convicted of changing answersy answers on student tests to improve their schools scores and most passed on a deal from prosecutors

because then they could no longer appeal their convictions. one of the convicted educators had a baby over the weekend and will be sentenced later. >> new this morning, two security screeners at denver international airport fired after accusations of groping. an investigation found a female screener coordinated with the male screener to allow him to grope a male passenger he thought was attractive. she then admitted to helping him do this 10 other times. according to a police report a supervisor caught the male agent patting down a passengers with the palms of his hands which is against t.s.a. policy. >> there ever be an instance where they should use the palm of their hands? >> there really shouldn't. if things start to feel unusual like this -- this is not a normal situation. that's when it's time to say look i want to talk to a supervisor. >> police say charges will not be filed because no victims have come forward. again, the the two employees involved were fired. >> 4:53 and still ahead in the next half hour of "action news" t-the results of a 10 month investigation into
