action news." delaware valley's leading news program. with matt o'donnell, tamala edwards, karen rogers and meteorologist, david murphy. >> ♪♪ >> good morning. it's 5:00 a.m. on this wednesday april 15th. here's what's happening. >> a philadelphia family could be closer to seeing justice over a hit and run that killed a young boy. >> a long awaited report is due out today on misconduct at the veterans affairs office in philadelphia. >> federal health officials say the makers of a popular snack bar are misleading customers with false claims. >> first let's get a quick look at your weather and traffic. david has accuweather and matt pelman is in for karen rogers. good morning. >> the rain from last night is over. satellite shows you there's still left overcloud cover with a few breaks developing here or there. while we may start out the morning kind of cloudy i do think we'll transition to a pretty nice afternoon with some sun coming back. 50 degrees right now if philadelphia, 44 in millville 46 in wilmington, 48 in allentown. these numbers not all that bad really with light winds dropping down out of the north. if you're headed out to the bus stop a little bit later

on comfortable enough. a light jacket will work. 46 degrees by 6:00 but then back up to 53 by 8 o'clock. not too bad. mainly cloudy with some areas perhaps seeing some sunshine dig back. and then the overall picture today is a nice warm afternoon, 64 degrees by noon and then 69 by 3:00 with this high of 70 probably sliding in later in the day say 3:30 or 4:00 and back down to 67 by 6 o'clock. we do have pollen counts that are a little on the high again today. we got a break yesterday with the rain but we are looking at those tree pollens really up there today and tomorrow and probably again on saturday, so if you suffer from the allergies definitely keep the medications handy. we'll have the rest of the work week call for you including the next couple of chances of rain coming up. >> if not for that pesky pollen today found ideal good morning david. if not for some pesky construction the commute would be ideal so far this morning as well but our work crews that were out here along 95 in the northbound direction by cottman in the ongoing zone have cleared out.

you're back to three northbound lanes the on and off ramps opened as well. improving situation along 95 and of course no southbound delays at this point. roosevelt boulevard, route one looking good so far this morning as is the schuylkill expressway. how about this one that connects the schuylkill with 95, it's the vine street expressway and as we've been saying all is fine on the vine because that overnighter westbound closure was postponed because of the weather. so, we expect closures again tonight at midnight but at this point everything is opened on the vine street expressway. and i said we had about six different work zones on the northeast extension. only one left now. it's northbound at quakertown take out the left lane. and in robbinsville mercer county watch out for work along 195 by the turnpike blocking a lane each way until 6:00. matt. >> thanks matt. new this morning, a fast moving house fire injured two people in delaware. the action cam was on the scene late last night on the 100 block of south jackson street in wilmington much crews say the fire started in the kitchen. heavy smoke spread throughout the home and into a neighbor's house.

a man and woman were treated for smoke inhalation much the fire has displaced two adults, two small children and two family dogs. philadelphia police are closer to solving the hit and 31 claimed the life of a four-year-old boy. they say they have recovered the vehicle involved and the driver is expected to turn herself in as early as today. "action news" reporter annie mccormick is live at the police accident investigation division. annie. >> reporter: matt, yesterday police officers investigators in the accident investigation division worked very hard to try and locate this suv and put the word out to get other people to keep their eyes out for it as well. seems like it paid off and looks like they're coming to a close to their case. they did locate the suv they believe was involved in that hit and run in swelled -- southwest philadelphia. they also tell us they have been in contact with the lawyer of the driver, the woman that they were also

looking for. they tell us she's expected to turn herself in. this is the vehicle everyone has been looking for. it was captured on surveillance at 57th and litchfield monday suspected in the deadly hit and run. police released a description similar to this vehicle a black ford edge 2011 to 2014 model with distinct chrome lining under the window, grope grille and smooth front with no plate holder. police say they found the suspected vehicle in a parking garage underneath love park. police say the four-year-old darted into traffic and the video captured the impact that hurled the boy 15 feet down the road while he lay unconscious. police say the driver ran him over and sped off. tuesday evening a memorial in the boy's neighborhood near the scene grew. so many neighbors witnessed what happened. many have a message for the person responsible. >> that's terrible. tragic. you know, the best thing is to turn yourself in. >> i hope and pray to the almighty god she get a

conscience. she don't have no conscience whoever they are. >> reporter: so many people yesterday urging that person to come forward. many of those people from the neighborhood where the little boy does live in southwest philadelphia. at this point police tell us they're in contact with an attorney of the woman who they believe is the driver of that vehicle. they do expect her to turn herself in at some point today. for now reporting live outside of the accident investigation division annie mccormick channel6 "action news." >> okay, annie thank you for that. we now have surveillance images of the fleeing white sedan suspect in there a second hit and run crash from monday night. a young mother and her two-year-old child were hit near mascher street and lehigh avenue in kensington. the little boy remains in critical condition. his mother was released from the hospital. the mayor's office is offering a $10,000 reward trying to find the driver of this white car. it's believed to be a 2007 infiniti.

and happening today, for 10 months the v a. benefits office here has been investigated dan we'll find out what they uncovered. erin o'hearn is live in our sat center much she's got a preview. good morningism good morning tam the report from the va inspector general is expected to reveal disturbing conclusions after a sweeping investigation into allegations including shoddy bookkeeping, poor working conditions and manipulation of benefit claims from the germantown office. now congressional staffers have been briefed on the report but are not authorized to discuss it. after intense scrutiny va officials say the office has addressed the deficiencies cited by internal investigators. a congressional committee has scheduled a hearing next week probing the allegations at the facility. the report was initially expected to be released last fall but was delayed because employees continued to bring new complaints to investigators. at a congressional hearing last month app deputy inspector said compared to other facilities the alleged

hours and overall we're going for a mix of clouds and sun today. should be pretty and it should be warm. 50 degrees currently in philadelphia. most of the suburbs in the 40's. trenton is also hit 50. not a lost wind early on so fairly comfortable. you'll need a light jacket this morning. satellite and radar showing you how the rain is getting on out of here. there are some breaks in the clouds but we will probably start out a bit on the overcast side with perhaps a little bit of sunshine the farther north you go but i do think we're going to transition to probably a mix of clouds and sun or even partly sunny skies. you can call it either way i suppose. 68 degrees is the high today in the lehigh valley, clouds and sun breezy conditions but mild and down the shore a little bit cooler as has often been the case this month 63 degrees next to the cool ocean water but a mix of clouds and sun a little breezy an pretty nice day overall. and in philadelphia we're going for a high of 70 this afternoon, a mix of clouds and sun, winds out of the north at about 10 to 20 miles per hour. here's how we're going to get there. 53 degrees by 8 o'clock so we'll see that number climb up from the 50-degree mark.

in fact we might even dip into the upper 40's before we turn it around but by 8:00 we're looking pretty good, then 62 by 11:00 and then 2 o'clock 68 degrees with that high of 70 probably around 3:30 or so and then 69 degrees by 5 o'clock and you can see how we do mix in sunshine even as early as 9:00 we may see the sunshine mixing back in. then on thursday we've got a flow around an area of high pressure coming off the ocean and that will cool us down to 64 for a high in philadelphia but if you're down at the shore it will be even cooler than that, probably in the 50's because of that on shore flow. nonetheless it's dry and looking pretty good with the closest wave of low pressure well to our south. your seven-day from accuweather shows a high of 70 degrees, a mix of clouds and sun today and then tomorrow still nice but cooler with a high of 64. 67 on friday with more clouds building in and i'm posting the chance of a spotty shower but friday is by no means a washout. you can get your stuff done. it's just going to be a little damp at times. then saturday a lot warmer. how about 76 degrees for a high? nice, right? and then

problems yesterday morning that's for sure but this morning things are nice and dry, all lanes are opened here in both directions by the blue route, 476 so we're not complaining. at least not yet. but we'll be able to complain about some construction in a bunch of spots today. let me warn you about where the zones are going to be so that you don't head in direction in northampton bucks county from 8:00 until 3:00 they're closing worthington mill road between second street pike and swamp road a bit to the north so to get around that blockage stay over on 2,322nd street pike as your alternate. and like yesterday in britton route 13 the bristol bypass will close again today starting at 7:00 until 3:00 between 413 by the wal-mart and bath road so locally otter street is an alternate. milling and paving work will continue in moorestown. stan wick road will be closed by allen middle school. stay on westfield to get around that blockage. in townsend delaware emergency

construction began yesterday closing rat 11 road. summit bridge route 71 gets around that. as we pull in the waze app right now in addition to some construction on the pennsylvania turnpike we're also watching a vehicle stopped on the shoulder along the turnpike eastbound near you uner uwchlan but it's off to the side so no big deal. tam. >> thank you, matt. it has not been the best spring fling ever for about 200 people. they are passengers on two different cruise ships and they've all gotten sick. both the royal caribbean legend of the seas and celebrity cruises celebrity infiniti are to be inspected at the dock in san diego today. officials think the passengers have the norovirus which spreads easily in the close quarters of a cruise ship. both lines say their ships have undergone extensive and thorough sanitizing. football players have proposed a lawsuit against the ncaa. federal judge was notified of

the deal. the settlement calls on the ncaa to create a fund to test athletes. it's likely to be weeks before the judge approves or rejects this new deal. >> the sixers host the miami heat in their season finale tonight. the sixers can match last season's record with a victory. a loss would give them their worse record since 1996. flyers general manager ron hextall will address the media this afternoon and is expected to tell us if coach craig berube will stay or go. berube led the team to a 33-31-18 record. the team missed the playoffs for the second time in three years. second baseman chase utley helped the phillies bats come to life last night but still no victory against the mets losing six to five. the phillies finished the night in new york with four home runs, two from utley. they finish up the three game series tonight. phillies pitcher jerome williams will start. >> the fda is warning the

clinton met way small group of iowa residents at a coffee shop yesterday and then a group of students and teachers at a community college. she says she's got four goals that's build the economy of tomorrow strengthen families, fix a dysfunctional government and protect the country from threats at home and abroad. new jersey governor chris christie took his presidential ambitions to new hampshire where he proposed dramatic changes in social security and medicare eligibility rules. christie said the social security retirement age should go to 69. medicare eligibility should eventually increase to 67. he also wants to reduce and even eliminate social security benefits to more affluent retirees. >> our space program has throwed lot of great inventions one of them lasik surgery, another velcro, artificial limbs and nasa is working on something we could also use one day hopeful, it's a car that could drive sideways and also by itself. they're building this with the intention of using this out in space on another planet or
