can custody. >> you see the tape in an arizona police officer slams his cruise near a suspect. the department defends the action. >> 5:30 on this wednesday. karen is off, matt pelman is here along with dave murphy. good morning. >> we're starting outweigh little bit of cloud cover overhead but the rain from last night is now off the coast. as we take a look there are some breaks in the clouds and generally speaking i think clouds will give way to no worse than partly sunny skies as we go through the afternoon. 50 degrees currently in philadelphia. most of the area in the 40's. trenton also at 50. beach haven at 50. and with winds fairly light so far, it's comfortable as you step outside. if you're catching the bus over the next few hours by 6 o'clock, 46 degrees. by 8 o'clock up to 53. not too bad really, just a light jacket is probably enough. pollen count is getting up there across the region however so do keep that in mind today and tomorrow we're going to be back to the real high levels now that that rain is gone and with a little bit of a dip on friday and that's

because of a couple of showers. today's high is going to be 70 degrees this afternoon, matt. when i come back i'll tell you how things are going to change in that seven day and we'll talk about that friday rain chance. >> the return that of nice thin yellow layer of dust on the car later on today doesn't help when you have a black car, either. good morning to you david. we're live here along the vine street expressway this morning. what did not return last night was the construction. they were scheduled to close the westbound side between broad and this point at the schuylkill. didn't happen because of the weather but the crews will work tonight starting at midnight but at this point everything is fine on the vine. all lanes opened in both directions. if you're headed towards the vine on 95 southbound becoming a little bit busy here in the three southbound lanes by girard but no delays to speak of at this point. still have a few overnight construction zones to watch out for. one is here on the pennsylvania turnpike westbound at bensalem taking out the right lane. should be out of there soon and they're still working both ways by downingtown including restrictions on the ramp. on the northeast extension

northbound at quakertown, that zone is gone. in robbinsville mercer county you're with this zone for another half hour along 195 at the new jersey turnpike. a lane is out in both directions. tam. >> thank you matt. developing overnight an arson investigation is under way in the logan section of philadelphia. the action cam was on the 1600 block of west nedro avenue just before 2 o'clock this morning. officials say someone set fire to a second floor bedroom. one person is now in custody. his roommate suffered smoke inhalation an trauma injury. he's now in the hospital. and philadelphia police expect a woman to turn herself in as early as today. they say she hit and killed a little boy running him over as she fled the scene. "action news" reporter annie mccormick is live outside police accident investigation division. good morning annie. >> reporter: good morning, tam. investigators tell us that the suv they believe was used in that deadly hit and run does remain at a police lot impounded there at this hour. now, they also tell us that they have been in conversations with the

attorney for the driver of that vehicle the woman who they believe is responsible for hitting and killing that four-year-old boy. everyone was looking for this vehicle captured on surveillance video at 57th and litchfield monday evening. police sent this description to everyone. the black ford edge 2011 to 2014 model similar to this one with distinct chrome lining under the wheel grope green light. now the vehicle remains impounded found in a parking garage beneath love park yesterday. the four-year-old darted into traffic and the video captured the impact that hurled the boy 15 feet down the road, then went unconscious. police say the driver ran him over and sped off. tuesday evening a memorial in the boy's neighborhood near the scene grew. so many neighbors witnessed what happened and can't shake it. >> my heart. i think about it thinking about him screaming. it was horrible.

>> reporter: and like we said the attorney for a woman right now who they believe was the driver of that vehicle has been in contact with police. we are hearing that she is expected to surrender at some point. we don't know whether that will be today or even possibly tomorrow. for now reporting live outside of the accident investigation division annie mccormick channel6 "action news." >> annie, thank you for that. and fbi is trying to run down a serial bank robber. now there's a $10,000 reward for information leading to that arrest. 40-year-old rashon mitchell is wanted for a series of four robberies in philadelphia at and delaware county. three happened at td bank branches this past week. no one was hurt during any of the holdups. police say they hope to catch mitchell before he strikes again. >> dramatic video has been released showing how a police officer in arizona took out a man who was walking down the street with a rifle. the department is backing up the daring way the officer put an end to day long crime spree. armed man was walking down a crowded public street way rifle. actually you can see him rider here. he had just stolen that rifle from wal-mart and the dash cam video was released by police in tucson and the police chief acknowledged that using a police cruiser to take down a suspect is not standard protocol but may have prevented others from getting hurt. now, we have to warn you the video we're about to show you in this segment is extremely graphic as it shows the moment of the impact. now, as we mentioned right before the incident surveillance video shows mario valencia stealing a 3030 rifle a nearby wal-mart a short time later this dash cam video shows officer dan rowan shadowing valencia as he walked down the street. at one point he actually fires the weapon he's holding. because it is a busy street police say a gun fight would have risked hurting other people and police body armor does not offer protection from this kind of rifle. here's the disturbing patch. watch screen right that cop car comes along and slams into

that suspect. he decides, that officer, that a 2-ton police car would be more effective and safer for the public to take out that suspect than firing bullets. now, he did slam into him but amazingly valencia survived the incident and his lawyer says the officer offered no warning and that there was no attempt at engaging in a conversation to deescalate the situation. she claims her client was in distress and can be seen pointing the gun at his head and addd that he was no danger to the public. >> i find it ludicrous to say that we're saving this man's life who is suicidal by almost killing him 78 i mean, he could have died. it's miraculous that he didn't die given how hard he was hit. >> he comes around the corner. he knows several things. you know, the guy is not obeying commands, the guy has a high powered rifle the guy has already cranked off one round and the guy is now very near to a heavily populated businesses and i can't let him

get -- >> reporter: now again his attorney added there her client made some suicidal statements but that video shows him firing that weapon and that he had stolen from wal-mart and again the chief said the use of the car to take down the suspect was safer than the officer firing a weapon. no charges have been filed against that officer just yet. but a lost controversy surrounding -- a lot of controversy surrounding the method this officer used to take down that suspect. >> other recent officer take downs spawn protests. several demonstrators were arrested in san francisco. hundred of marchers stormed city hall and tried to shut down a freeway. others blocked traffic down town the lapd arrested 15 people who blocked a set of train tracks in los angeles. a total of 28 protests took place across the country. >> paid sick leave bill at the state level could jeopardize the local measure in philadelphia. the state senate approved a bill that would block any additional paid leave

requirements on businesses beyond state and federal minimums. the bill is expected to pass the republican controlled house as well. however, governor tom wolf says he's opposed to this. philadelphia's law is set to take effect next month. it requires businesses with at least 10 employees to offer an hour of paid sick leave for every 40 hour work week. >> i think everyone out there should be going outdoors today, enjoy the weather. >> no kidding. beautiful afternoon ahead. storm tracker six live double scan shows you that the rain from last night is now gone. as we look outside some clouds still left over over the airport but not low enough to obscure visibility so we're not expecting any delays at the airport weather related. and as we take a look at the temperature not too bad to start out. we're at 50 degrees in philadelphia. a lot of the suburbs in the 40's but with winds light you throw on a light jacket and you're in pretty good shape. those numbers will turn around pretty quickly. for now winds are light. we expect them to pick up a little bit after sunrise this morning but okay for your morning commute. as we take a look at satellite there are some breaks in the clouds down south around

delaware maybe dover and south. fair amount of cloud cover across the rest of of the region but this is going to thin out pretty quickly and i think we'll get some sunshine fairly quickly this morning and we'll keep it around today with partly sunny skies. 53 degrees by 8 o'clock, getting better there. 62 by 11:00. fairly comfortable for a morning walk and then by 2 o'clock 68 degrees with a high of 70 probably around 3:30 or 4:00 this afternoon and by 5:00 we're still holding onto a temperature close to 70 degrees so a very nice afternoon and that's right, you should get out enjoy it if you can. 68 in allentown, 69 is your high in reading, is a it in trenton, 70s farther down the i-95 corridor. down the shore cooler next to that cool ocean water and everybody is breezy today. tomorrow high pressure in control. we'll probably see sun mixing were it a few clouds but it will be cooler because of the positioning of that high off the coast that will drive winds in off the ocean. the high in philadelphia just 64, still comfortable but if you're down the shore you probably are stuck in the 50's tomorrow at that time your exclusive accuweather 7-day forecast beautiful today. a high of 70, a mix of clouds

and sun. still nice tomorrow with a cooler high of 64. and then on friday 67 but we will have a fair amount of cloud cover and there's the chance of a spotty pop-up shower not a washout on friday but a little bit of shower activity possible. saturday is really looking good now ahead of an approaching cold front. it appears as though we're going to zoom to about 76 degrees for a high. i'm taking rain out of the forecast. it looks like clouds mixing with some sun and then sunday still pleasant 67. now, the one change on sunday is that we're adding a couple can of spotty showers on sunday in the afternoon. i don't think it's a washout though. the union probably okay for the match at 5 o'clock and then later on sunday night a steadier rain develops and that unfortunately sets us up for a cooler and rainy monday but, hey this happens sometimes in the spring, doesn't it? 60 is your high, off and on rain through the dane mostly cloudy tuesday but some sunny breaks and what, to 64. >> okay. thank you david. >> all right. >> it is now 5:40 and georgia he educators convicted of

issues azy aside from the ongoing construction on the garden state parkway and a few local zones and towns like avalon. matt. >> a girl who looks like she's simply playing a game is actually getting out of a jam. she was caught drinking underage at a texas musikfest value last weekend but the three officers who were working as security guards set her free all because she won a round of rock paper scissors. the officers are banned from working at the event in the future. their police departments are decide what further action, if any, needs to be taken. >> a judge threw the book at 10 of the 11 teachers convicted in a cheating scandal in atlanta. all but one received jail time. some getting up to seven years. the teachers were convicted of changing answers on student tests to improve their school scores. most passed on a deal from prosecutors that would have just meant probation because it would mean that they wouldn't be able to couldn't veal their conviction. one of the convicted much indicators had a baby over the weekend. she'll be sentenced later. new this morning denver international airport has fired a pair of t.s.a. agents.

>> welcome back. chopper six live over the scene of a house fire in bensalem bucks county. this broke out after 5:00 near winding brook drive and bristol road. crews found flames on both the first and second floor and extended to the roof. first reports are that everybody was able to get out and now they're being checked for any injuries. but again, you can still see the glow of flames coming from under the roof there and a number of firefighters on the scene trying to knock down this house fire. you can also see homes on either side of the building and of course i'm sure that they are doing everything they can to make sure these flames do not spread. >> obviously want to watch out for the fire crews in that area. fire crews responding to the scene, the fire trucks are out

there for sure. as we head to 95 here in delco quiet here things looking good as you head toward the airport. nearby don't forget 291 eastbound remains closed for that emergency bridge deck work. the ramps connecting 95 with 291 are also closed. speaking of ramps in wilmington yesterday they closed the ramp from jackson street to the southbound side of 95. that's lasting until may first but boxwood road eastbound reopens today. that's been a long term work project. the westbound side going to stay closed until after memorial day. david. >> all right, matt, we're off to a cool start in the northern and western suburbs. a lot of 40's out there. excuse me. 44 in pottstown, 42 in saint davids, 43 in chester. talked about how the pollen count is really up the next couple days and i think it's getting to me. 43 in center city, 48 up in levittown and a lot of 40's in south jersey. 48 in avalon and the boardwalk in atlantic city, 46 in cinnaminson, 40 in glassboro and looks like the mid to upper 40's up and down the state of delaware. if you're running errands

today the afternoon is going to be gorgeous. by noon 64, 69 degrees by 3 o'clock and a high today of 70 and we'll hit that probably around 4 o'clock today and a nice afternoon ahead today tam. >> i'm going to get out and take a walk. thank you david. officials are trying to identify the prep school students who swarmed a gas station in memphis tennessee. one of them punched a customer in the parking lot. when other bystanders saw the violent outbreak they made a mad dash for their cars and nine convenience store. some held the doors closed to keep the teens out of the shop. there's extra security patrolling the area arounding the school. >> boston will mark the second anniversary of the marathon bombings. the city is holding a moment of silence at 2:49 this afternoon when the first of two bombs exploded near the finish line two years ago. the attacks killed three people and injured more than 260 others. a jury convicted dzhokhar tsarnaev of his involvement in the bombings and is awaiting the penalty phase. jurors have been toward avid anniversary events and this

>> a shooting victim fighting for his life in delaware. wilmington police say the man was shot several times along moore street last night. the victim is now in critical condition. no arrests have been made. two suspected bank robbers behind bars in new jersey. tyrese burton spelman and lance matthews were arrested yesterday. police say the pair robbed the susquehanna bank in lumberton. one pulled out a gun while the other reportedly jumped over the downed grab cash. >> series of community hearings on philadelphia school budget problems continues tonight at northeast high school. >> dozens of people rallied in northeast philadelphia last night to protest funding cuts in the budget. they gathered at fox chase elementary and marched to congressman brendan boyle's office. >> next and new this morning fast moving fires spreads
