this noon, the pilot of a gyrocopter that landed on the grounds of the u.s. capitol is talking about what he did and why. >> why thousands went without power in parts of philadelphia this morning. >> but the big story on "action news" this noon is the heavy rain that's caused flooding woes across the delaware valley. >> that's right dryers found themselves stranded in water this morning. the action cam was in the wilmington finding a couple of cars that needed a tow after going into high water. three vehicles were stalled in front of high water in front of the merchant square shopping center. >> you can see there was standing water on the roads but cars managed to get by, these children used a front stoop and umbrella to stay dry while waiting for the bus this morning. >> a woman tried to save her

submerged vehicle here in yeadon, at the intersection of union and bartram avenue. the road was closed shortly after she became trapped by the floodwaters. >> meteorologist david murphy over at the "action news" big board with the full details on the wet and soggy monday, david. >> reporter: all right, that morning rain is beginning to move out our next issue will be strong thunderstorms that's possible this afternoon and evening. we're watching this area of precipitation seeing whether it will fire something up that shoots up into our area a little bit later on. there was a small renegade thunderstorm that had a previous period near chore lot. you can see them in the panhandle and southern georgia. nothing here just yet. there was a flood warning briefly in new castle county around christina delaware. that's off the board. by 7:30 we were getting pounded with very heavy rain that kept

training over the center portion of the region. delaware county and new castle county delaware, and philadelphia picked up a lot of rain. by 10:00 it was getting away from us, all we had left over was drizzle. no surprise we had the flood warning in new castle county, delaware. over two inches of rain there. over 2 inches in philadelphia. very healthy rainfall. half inch in allentown and 1.73 in millville. it was the i-95 corridor where we got nailed. notice how the flow is turned out of the south instead off the cool east we're going to bump up the numbers and in delco we're up to 72. this afternoon we're expecting a high of 765 low of 56 overnight. the 7 of could be accompanied by a couple of sunny breaks, if that happens look out there's a lot of instability along the east coast. previous watch boxes off the

customers along ridge avenue. peco sent crews to the area after they got the call at 8:00 a.m. they discovered and repaired an equipment problem at a substation. powered was restored at 10:00. there's problems after a crash on i-95 involving a tractor-trailer. it happened before 6:00 a.m. on i-95 south near route 1 in christiana. the big rig overturned at the exit to church manslaughter -- church man's road. the on-ramp to i-95 is closed at this hour. >> time to talk eagles, and the team is adding to their flock today. free agent and heisman trophy winning quarterback tim tebow is expected to sign a one year deal with the birds. it's the latest move in a stunning off season for coach chip kelly. he joins a crowded quarterback

his family sailed he had -- said he had no preexisting medical problems and had played football since the third grade. the boston marathon is underway, security is tighter with runners being scanned at the start of the race. 3,000 officers are patrolling the race route. 30,000 runners and million spectators are expected at the event. boston marathon is taking place one day before the sentencing day begins for the convicted bomber, dzhokhar tsarnaev. jurors will decide where he will spend the rest of the his life in prison or the death penalty. it is expected to last 6 weeks. 6 men were captured as part

of a nationwide terror sweep. >> reporter: 6 people in federal custody accused of joining isis. >> these are focused men intent on joining a terrorist organization by any means possible. >> reporter: they tried several times to travel to syria to join the extremist and were stopped. >> what is remarkable about this case, nothing stopped these temperatures from pursuing their goal. they never stopped plotting getting to syria to join isis. >> reporter: four of the suspects were arrested in minneapolis, the other two taken into custody in san diego. >> i was thinking what would have been in the community. >> reporter: the arrest comes as new images surface reportedly showing isis executing ethiopian

it came within a few feet of a home on west sunset road. a massive blaze destroyed a boat warehouse. the flames lit up the night sky near niagara falls. thick black smoke filled the sky overly the niagara river. one firefighter was injured battling the blaze. >> a 1-year-old maryland boy tried to keep his little sister calm as he called 911 trapped on the second floor always the fire burned on the first floor of the home. three adults escaped the fire. the boy remained calm as he described where they were located to the 911 operator. firefighters broke the window and rescued the children. >> wow! hundreds of people are believed to be dead after a smugglers boat sank after leaving libya for europe. the italian coast guard search

for survivors. 24 bodies have been pulled from the water. one survivor said there were 950 people crammed on the boat with 300 locked in the holed of the vessel. the prime minister said the european union should stabilize the situation that is forcing so many to free libya. a discovery at a canadian chicken farm that prompted health officials to put it under quarlessen -- quarantine. >> meteorologist david murphy back inside with a closer look at the soggy forecast. how was the weekend by the way? >> reporter: the weekend was nice saturday was beautiful chilly yesterday but dry. more than we can say about the this morning. the morning rain is off to the north an east. we did get drizzle and midst behind the rain and some of you may be dealing with that. as we look outside wet morning late morning drawing misty drizzle leaving the roads wet. this is the parkway in center city. on the action cam early on. everybody driving around a lot easier late this morning then they were this morning when we had the inundating rain. the winds are falling back, we

were breezier this morning but we'll see the winds pick up as we get into the afternoon. 62 in the city. 61 in wilmington. 56 in allentown, 57 in reading. upper 50s in trenton. 61 at the airport in atlantic city. down south now that we have the flow coming up from the south we're seeing the numbers bounce up a little bit. dover, delaware, 72 degrees, there you see the winds coming from the south fairly light picking up always the cold front gets closer later on. satellite and radar the rain will be popping through. behind the rain you'll see thinning of the clouds. i think we'll break out a little bit of sunshine as we go into the afternoonful that's not necessarily a good thing because that's has going to increase the instability in the atmosphere and the cold front that's not firing up too much right now as it gets closer to us later today and this evening,, if things are unstable enough we could break out in strong thunderstorms. future tracker 6 showing us between now and 3:00 p.m. we

don't have much to worry about just sprinkles of shower activity and breaks in the clouds. the model is pointing to the potential of strong thunderstorms later in the afternoon. 5:00 p.m., most of this is out to the west of lancaster county. anytime after 5:00 we have to keep our organize out for this -- eyes out for this. i could see it coming farther south, as well, and then gets on through by 10:00 p.m. there's the possibility of more stuff by 10:00 p.m. i think by that late in the evening, the better chance would be for straight thunderstorms and not severe stuff but we'll be keeping our eyes on that on radar. here's the change from the national weather service. if something manages to pop up, we have to be careful about it. because we're asking for a high risk for any storm that does form producing strong wind gusts at 60 miles per hour and slight chance of an isolated tornado although the possibility of that
