possible thunderstorms. there's even a risk for a tornado. >> this next round of storms will come after heavy rain this morning already left several drivers stuck. this is the scene in wilmington along governor prince boulevard. the high water in the merchant square shopping center surrounded at least three vehicles and they had to be towed. also drivers here in fairmount park took a risk and drove through standing water on martin luther king drive today. fortunately everybody there made it through safely. >> let's head over to meteorologist cecily tynan at the big board with the latest from accuweather on what we can expect for this evening. cecily. >> rick and month today, we're going from a soggy morning to a potentially stormy evening. the national weather service has posted a tornado watch until 10 o'clock tonight for the bulk of our viewing area. all except for the counties that are along the coast where you have a more stable air mass. the air is cooler. what this means is that conditions are favorable for severe storms that could spawn an isolated tornado. a wide view on double scan live showing that we have a tornado and severe

thunderstorm watch boxes lining up ahead of a cold front all the way from philadelphia down to atlanta and right now there's this one cell in lancaster county that popped up near elizabethtown and this is heading to the northeast at about 25 miles per hour, so we'll probably get that, that's not severe but we have a another cluster near d.c. and roanoke. we'll likely see thunderstorms develop in the air mass. the air mass is warm it's unstable. we saw some sunshine in philadelphia, so we're 75 degrees, washington d.c. 79 richmond 78 degrees, so that's where we have the watches. new york city and our coast not in the watches because temperatures are in the 40's, so it's much more stable. so, this is what to expect tonight. we have a risk of scattered thunderstorms from now until midnight. the best chance of the severe weather would be until about 10 o'clock tonight. then the air mass will begin to cool off. but it will be moving from the southwest to the northeast and

tonight with the very latest. david. >> reporter: right, as you mentioned he is the senior ranking police officer in charge of daily operations but now lieutenanted pedroga is facing an uncertain future after an accident outside this popular sports bar here last night. >> he was pulling out of a drive way and it was a sideswipe. he ran into another car. >> reporter: it happened shortly after 10 o'clock last night here at sharp and main streets as the lieutenant was pulling out of the parking lot of this bar. the officers who arrived to investigate eventually arrested the lieutenant even though he is their commanding officer. he has been charged charged with dwi and reckless driving. no one was hurt in the accident. the lieutenant has been in the news before. a couple of years ago he settled a whistle-blower lawsuit with millville for $100,000. he claimed he was harassed by fellow officers after revealing a ticket fixing scheme.

earlier this month he was appointed to the temporary supervisory position by mayor michael santiago. the mayor says for now zadroga's job is secure. >> we're all human. we make mistakes. we put this uniform on to to make service to the. >> reporter: residents millville have mixed opinions about the incident and what should happen to the lieutenant. >> things happen but at the end of the day i do feel like he should be held accountable for it just like we should. i don't think it should be swept under the rug. >> reporter: others say he should not only be treated like anyone else in this situation but was his official responsibility the lieutenant should be held to a high are standard. >> he needs go. give him a ticket, give him everything. he needs to go. >> reporter: show lose hi job. >> yeah. not lose his job but treat him a lesson -- teach him a

lesson. >> reporter: in october 2 other millville police officers were arrested for dwi in separate incidents. now the mayor says this is not an indication of a troubling culture within the police department but it is something he'll be keeping an eye on. live in millville, david henry, channel6 "action news." >> thank you david. u.s. senator bob casey is on a mission to fix some problems for many military veterans in our area. he took aim at the regional office for veterans affair in philadelphia's east falls section. today the senator called for implementation of dozens of recommendations related to that office. the changes mentioned in an inspector general's report includes speeding up long delayed benefits for vets who use the branch. philadelphia leaders met for a second time today to help build bridges between law enforcement and citizens mayor michael nutter and two dozen other community leaders discussed building trust. it stems from a march report on police use of force the best practices for policing and improving relationships.

spectators at today's boston marathon say the atmosphere was less intense than last year but the sense of tradition was as strong as ever. an estimated 30,000 runners dealt with chilly temperatures and rain during today's race. the winner of the men's division won the race two years ago when it was struck with the deadly bombing and kenya's was the women's champion. there will be much more on the boston marathon coming up later as well but the boston marathon took place just one day before the sentencing phase begins for convicted bomber dzhokhar tsarnaev. jurors will decide whether tsarnaev will get life or death for his role in the 2013 bombing that killed three spectators and wounded 264 others. the sentencing phase is expected to last four weeks. of course there will be much more on the boston marathon coming up later on world news tonight with david muir. that's at 6:30 right after "action news" at 6:00. >> all right, on the eagles front tonight it's official.

free agent quarterback tim tebow has signed a one year contract with the team. it is yet another off season surprise from the eagles front office and once again it's got football fans everywhere talking. "action news" reporter chad pradelli is live at the novacare complex tonight with more on that. hey, chad. >> reporter: hey rick. any fans think tim tebow will be starting for the philadelphia eagles isn't realistic but tebow is officially an eagle. we don't know chip kelly's plans for the quarterback but many fans are wondering why. tim tebow put pen to paper this afternoon and signed a one year contract for the league minimum. he's now an eagle but what sort of impact he'll have with the team is uncertain. tebow hasn't played an nfl game since 2012 and as a starter his play as a whole was mediocre at best. chip kelly's plans for the former heisman winner are unclear and fans are wondering as well. >> i'm very surprised about

this but very shocked. i'm interested in seeing what he'll do with him. >> if i was to guess i'd say he's going the use him in a trade. >> he might be in there for a trade but what kind of trade value do he really have? he's been out of the nfl almost a year, year and a half so what kind of trade value is this. >> the 27-year-old joins sam bradford mark sanchez and matt barkley. eagles now have three of the five worst quarterbacks in terms of quarterback rating over the last five years with a minimum of 30 games. tebow still needs to make the team and on a one year contract the league minimum the signing has minimal risk. he's likely fighting for a number three quarterback position. still, the move is another high profile one with kelly at the bell many of personnel. if tebow does make the team some in nfl circles say he'll be used situationally special if league owners adopt new

gyrocopter onto the us capitol lawn last week started his house arrest today. doug hughes was fitted with a gps ankle bracelet before entering his florida home. he must stay there until his court date in two weeks. hughes told gma's george stephanopoulos about that 80-mile flight from gettysburg pennsylvania to washington d.c. >> it was a huge thrill. i wasn't worried about getting shot down. i was worried about my flying and i was getting focused on making my landing. >> hughes said he warned the government about the flight but never feared that he would be taken out. he is charged with violating national air space. he was delivering letters to congress showing his outrage over the influence of money in politics. >> turning to health check tonight america could be facing a breast cancer boom. the national cancer institute says the number will rise by 50 percent by the year 200030. that means nearly 450,000 women diagnosed every year.

the nci says one reason for the rise is the aging of the baby boomer generation that puts more women in the prime age for breast cancer and women are living longer allowing more time for cancer to develop. obesity and lifestyle may also be factors. the report was released at a major cancer meeting in philadelphia. also out of that meeting some positive reports on the drug called ketruda. it's approved for melanoma but new test results show it can shrink tumors. it is an immunotherapy. it brooks blocks a protein which stops the body's own disease fighting crenels from attack the cancer. it shrank the growth of tumors in mess theme yom ma a cancer of the lung lining. >> it may be safer for children with one heart rhythm disorder to play sports. until now kids with long qt syndrome have been on the bench for fear that the activity could trigger a heart

problem. but a team at the cleveland clinic studied 100 kids who were allowed to compete under a rigorous program of medication and education for coaches and parents and defibrillators at all events. and some seven years there were no heart incidents. >> there are some patients that can participate safely based on growing evidence now. >> well, dr. peters hopes there will be more studies and gradually restrictions could be eased for some youngsters but he says it's not a one size fits all plan. the state of oregon has okayed what sound -- mac you can beer foo from wastewater they wanted to show off a new water purification indication system highlighting new ways to use h2o. home brewers club called the brew crew tried and they liked it.

>> ♪♪ >> you probably noticed the price of gas has gone up significantly in the past week. aaa reporting drivers in philadelphia are paying 10 cents more with the average in the five county area now at about $2.64. in delaware drivers are paying $2.40. in south jersey the price of gas has gone up about 15 cents in the last week to average $2.29. the national average stands at $2.46 a gallon. the jump is due to the rising price of crude oil as well as the increased cost of refining summer brands. travelers this summer can expect to pay about the same as last year when it comes to air fares. the average round trip domestic ticket stands at about $454.

>> time now for accuweather at the "action news" big board meteorologist cecily tynan keeping an eye on those temperatures and keep the umbrella handy tonight. >> that's right keep an eye on double scan as well. scanning it we just have a couple of showers that have popped up. one is a storm that's not severe but it's pretty strong in lancaster county. it's just north of 322 right now and that has wind gusts reported at 40 miles per hour. it's moving toward the north-northeast at 35 miles per hour. kutztown bethel all in the path of that storm. there was some lightning with it but now that lightning count is down to zero so that's an indication that it's weakening. this is one pretty intense shower that's moved north of florence right now route 130 moving up to the north. no lightning threats associated with this but the actual cold front is still

across western pennsylvania. so a wider view showing that there is a lot more activity that's bubbling up across virginia and this is what we'll track in as that cold front gets closer. so that tornado watch has been posted for the bulk of our viewing area until 10 o'clock. what this means is that conditions are favorable that any one of those cells could spawn an isolated small tornado and a wider view showing that those watches extend down into georgia ahead of that cold front. that cold front yesterday caused 14 reports of tornadoes. the reason why the tornado watch is not in effect down the shore is because it's just too cool. temperatures off the ocean. the ocean temperature in the 40's. the beach temperature is in the 50. so that's a very stable air mass. inland though philadelphia it's 75 degrees much it's very humid with those winds generally out of the southeast. wilmington 74. dover 76. reading and allentown that warm front has not advanced north of your region quite yet so temperatures there still

stuck in the 60's with the low clouds. so the noon threat with the cells moving in are down. with all that humidity it will pull moisture out of the atmosphere. also a moderate threat of lightning strong gusty winds large hail and even the possibility of an isolated tornado. typically when we get severe weather with tornadoes in our region they're not widespread and they're not big tornadoes. future tracker showing 7 o'clock tonight most of the activity will still be left of the i-95 corridor across the western suburbs. moving into south jersey and delaware after about 8 o'clock, by 10 o'clock still some strong storms around and then the evening or the overnight hours i should say will still have some pockets of some showers and thunderstorms. shouldn't be severe at that point and then the morning rush hour winds turn westerly, a dry air mass, clouds breaking for some sunshine. tuesday is actually looking very nice. the call from accuweather for tonight, gusty thunderstorms early before midnight, lingering showers in the wee

posted until 10 o'clock for the bulk of our viewing area except for the counties that border the coast where temperatures are quite a bit cooler and this means that conditions are favorable for severe storms that could spawn an isolated tornado. a lot of people are asking me on my facebook page mine twitter account does this mean we need to go into our basement? no. a tornado watch is really just an early heads up that conditions are favorable. nothing is imminent. if there is a tornado warning issued that means that conditions are occurring with that severe weather that a tornado is imminent perhaps spotted on doppler radar and that means you should have to seek shelter but again we have the watches in effect. no tornado warnings posted. the reason why double scan live showing that any activity is very isolated. we have one cell, one strong storm in lancaster county, a shower in mercer county. that's it. really no severe weather. but if you look to the south and west you can see that's the direction of our air flow and there are some pretty strong storms near washington

street level forecast. federal authorities arrested six young men from minnesota for allegedly trying to travel to syria to join isis. investigators say the suspects were determine to join the terrorist network and tried for nearly a year to make it overseas. abc's marci gonzalez live in new york with details tonight. >> reporter: monica, the fbi says they were able to track this group because one of their coconspirators became an informant. we're told he recorded meetings with the suspects and shared their plans with investigators. six suspects in federal court today accused of trying to join isis. the arrests highlighting what the fbi says is a growing concern. >> we have a terror recruiting problem in minnesota. and this case demonstrates how difficult it is to put an end to recruiting here. >> reporter: the somali american men ranging in age from 19 to 21 reportedly recruited each other in minneapolis. the fbi saying one of their friends managed to swoop into

syria where he is a mastery crude and helped the six men try to arrange travel to the middle east to join the terror group. the fbi stopping them before they could leave the u.s. >> yet they continued. stopped multiple times from traveling but what is remarkable about this case is that nothing stopped he's defendants from pursuing their goal. >> i think the biggest concern we have is that these individuals may come back once they go to syria. >> reporter: the fbi monitoring the group for 10 months before making the arrest in san diego and minneapolis. >> i have said many times that we need to break the cycle of terror recruiting in minnesota. these arrests bring us one step closer. >> reporter: and the fbi says those two men who were arrested in san diego drove there from minnesota with plans to get fake identification papers. they then were told were going to cross the border into mexico so they could fly to

syria. reporting live marci gonzalez channel6 "action news." sharrie, back to be. >> okay, marcy, thank you. meantime a british couple is under arrest in turkey for allegedly trying to get into syria with their four children. 31-year-old asif mal like and his partner kiran were taken into custody. their children range in age from one to seven years old. this all unfolded when the family was reported missing from their home in england earlier this month. it's not clear if the husband and wife were isis sympathizers but authorities say there was no indication that they planned on fighting. there are also conflicting reports tonight about why the u.s. military sending war ships into the waters of yemen. u.s. navy officials say the u.s.s. roosevelt and cruiser u.s.s. normandy are heading towards the arabian sea and gulf of aiden to intercept any iranian vessels carrying weapons. the pentagon says the war

ships are going to the region because of the deteriorating situation in yemen. more on the movement of u.s. ware war ships to yemen. you can watch that following "action news" at 6:00. >> the police chief in fleetwood berks county say he was tased by a suspected drunk driver. he tracked 65-year-old terrence d'angelo to a trailer park in upper macungie lehigh county. he says d'angelo began struggling with him when confronted. that's when he said he fired his taser he missed. and d'angelo got ahold of the taser shocking the chief. d'angelo is charged with resisting arrest and dui tonight. delaware state police gathered in wilmington today to say goodbye to their long time chaplain. reverend oscar front was 87 years old. he was chaplain for the state police since the 60's. troopers escorted him to his resting place. the reverend became the first delaware state police chaplain to reach the rank of colonel.

>> three people were taken to the hospital after a crash in delaware this afternoon. this was the scene along barley mill road about 3:00 p.m. authorities say a pickup truck an bmw somehow collided near the intersection. the victims were rushed to the hospital for treatment. their conditions are unknown. anyone trying to get through that area, though, should find an alternate route. also from our delaware news room tonight a tractor-trailer crash is still impacting traffic on i-95 in delaware. it happened about 6:00 a.m. today on i-95 south near route one in christiana. police tell "action news" the big rig overturned at the exit ramp to churchman's road. a pickup truck then slammed into the tractor-trailer. fortunately no one was hurt, though the tractor-trailer was just uprighted. the on-ramp from churchman's road to i-95 is still closed at this hour. officials expect it to stay that way for a few more hours. >> all right, it has been a busy day in the traffic department. let's get the latest one more

time from matt pelman. >> hi, matt what's up. >> we're catching our breath after a very busy morning and midday rick and monica. this afternoon most of the roads are dry and at this point it's just normal afternoon volume. here on 76 the schuylkill expressway, but you know of course there's going to be some afternoon jams like the one here westbound by city avenue. across the river on ridge avenue we had a lot of midday construction as well as an accident involving a pedestrian closer to wissahickon transportation center. it sounds like all the activity associated with that crash is now out of the way but at the very least you're still looking at a very bumpy ride along ridge avenue through that neck of the woods. we do still have a crash involving a pedestrian in lower salford montgomery county along bell lane at moyer road in the neighborhood. the crash in northern delaware at barley mill that just cleared but the ramp from churchman's road to 95 southbound is still closed from the overturned truck from this morning. maybe use the ramps at 141 instead. rick and monica back to you. >> matt thank you again. see you tomorrow. a big event for foodies

>> a news room in taiwan felt the news. signs and lights shook as a 6.2 magnitude earthquake struck offer the coaster. a transformer caused a fire killing an 84-year-old man. the quake sent women running into the streets in japan more than 1300 miles away. thankful al tsunami did not happen. dozens of tractor-trailers and cars crashed into one another in wyoming. happened on interstate 80 between laramie and cheyenne. 22 people were reportedly injured, several seriously. police say blizzard conditions made it hard for drivers to see. some vehicles were going too fast to stop in time. >> nothing as bad as either of those places but we are in for a rough ride weather-wise. >> that's right. there are severe storms moving in tonight. it's confined to one area. we have one active cell moving into berks county. storm tracker six live double

scan showing most our region is very quiet. one gusty thunderstorm that's moving into central berks county and this could have pea sized hail and winds more than 40 miles an hour. it's moving pretty quickly towards the north-least at 30 miles per hour. mount pleasantville, hamburg and port clinton all in the path of this one gusty thunderstorm but there is more activity to the south and the west. the reason why we have a warm and humid air mass and cooler air is moving in if the west so that will provide that clash of air masses. philadelphia 75 degrees right now, wilmington 74. dover 76. millville 72. that warm front has not advanced through berks county, the lehigh valley yet. the temperature is in the 60's there. and along the shore with those winds off the ocean, a lot cooler on the beaches temperatures only in the 50's. so that's why the tornado watch does not extend to the shore, that atmosphere is just very stable but inland philadelphia and most of our viewing area we do have that

tornado watch in effect until 10 o'clock tonight with the potential for severe storms that could spawn an isolated tornado. if you look to the south and west we're not looking at a solid band of thunderstorms but there is some scatter activity and especially those over d.c. will be moving into our region over the next few hours. what are we talking about with this severe weather? the biggest threat will be heavy downpours. there's a lot of moisture in the air and those storms will pull that moisture out of the atmosphere, but also a moderate threat of lightning strong winds, hail and even the possibility of an isolated small tornado. so, future tracker showing up until about 8 o'clock tonight most of the activity will be west of the i-95 corridor. after 8 o'clock, it will expand into south jersey and delaware and then we'll still have some lingering showers in the wee hours of the morning before all of this steers out by tomorrow. tomorrow will be a beautiful day. the storm system off shore high pressure building in. it will be windy with winds up

to 25 miles per hour, but mostly sunny and mild, 68 degrees. don't get used to that. temperatures will really be stepping down as we head through the work week. so, the exclusive accuweather 7-day forecast, tomorrow mostly sunny breezy and mild, 68 degrees. on wednesday clouds build in, a possibility of some showers late in the day ahead of a cold front, 65 degrees and behind that cold front it will be chilly by thursday, 57 degrees more clouds than sunshine. friday temperatures even a little bit colder, 56. saturday what a difference a week makes. last saturday 81 degrees. this saturday we probably won't even hit 60, partly cloudy skies, sunday a little bit brighter particles with a high of 60 degrees and monday mixture of sun and clouds, still little bit on the cool side with a high of 62 degrees. so the risk of severe storms tonight with that tornado watch posted and tomorrow will be much nicer.

>> meantime philadelphia neighborhoods are cleaner tonight thanks to a huge volunteer effort. the unlitter us effort but out hundreds of folks to pick up trash, collect recyclables even remove old tires and the proof is in the numbers nearly a million pounds of trash was collected. 100,000 pounds of it was recycled and 104,000 used tires were removed. the block by block efforts have really paid off.

jim gardner. >> ♪♪ >> monday night, your newest eagle is tim tebow. and police lieutenant is arrested by his colleagues on charges of drunk driving. but the big story on "action news" tonight is urgent news from accuweather, there is a tornado watch for much of the area until 10 o'clock tonight. we've got our eyes fixed on double scan raid today. here is meteorologist cecily tynan. >> jim, double january live showing that we have some storms to the south that i'm really watching over washington, d.c. they will be bubbling up as we head from the evening hours. that tornado watch is in effect until 10 o'clock for really our entire viewing area except for the counties that border the coast. there temperatures are quite a bit cooler in the 50. philadelphia we're in the 70's. it's warm, it's humid. we have a cold front moving in from the west. that will cause that clash of air masses. that creates the severe weather. zooming in on double scan, this one cell i've been

tracking for about the past hour moving north and see how it's really losing its intensity, only one lightning strike though this particular cell is really dying out but there are more that will be moving in during the evening. so there's a big difference between a tornado watch and a tornado warning. a tornado watch which we are under until 10 o'clock, means that conditions are favorable for severe weather swift cells that have the potential to spawn an isolated tornado. a tornado warning means that conditions are occurring or they're imminent, that we are getting severe weather and if you have a tornado warning i would cut into programming and that's when you have to seek shelter in a basement or an interior room. fortunately no warnings have been issued yet. so, this is what to expect this evening. some downpours the scattered thunderstorms, wind gusts large hail, perhaps isolated tornadoes. most of the activity before 8 o'clock will be west of the i-95
