>> gloat "action news." delaware valleys leading news program. with matt o'donnell, tamala edwards, karen rogers and meteorologist, david murphy. >> ♪♪ >> we are following several developing stories on this tuesday april 21st. gunfire erupts in south philadelphia leaving two people nursing bullet wounds. >> a lot of questions, not too many answers. six officers in baltimore have been suspended after a man in police custody died under circumstances that are still unclear. >> and thunder and lightning rolled through parts of the delaware and lehigh valleys overnight. we're tracking some more showers during the morning commute. >> let's find out a little bit more about that and go on over to dave murphy and karen rogers is taking a look at

your roads. good morning. >> and this morning we do have some rain and some lingering thunderstorms still chugging through south jersey and back in through philadelphia. one extra line still pushing in toward reading. all of this continuing to push up toward the morning commute. i think during the morning commute this is going to be out of here. nothing severe out here this morning. as we take a look there were some flood warnings and aerial flood warnings that were expected to expire around now and looks like those are off the board. so no active problem with flood water on roadways. we had a couple of watch boxes including a tornado last night but the only storm reports we're seeing were a couple of spots from delaware and in and around philadelphia where we got some hail no, wind damage being reported this morning. as we take a look at temperatures, 60 degrees right now. notice how the winds have now turned out of the west, no longer off the cool ocean. so we'll get those numbers up there a little bit this afternoon. 54 allentown, 58 wilmington and line in sea isle city at this hour. if you're headed out the door to catch that bus over the

next several hours between 6 o'clock and 8 o'clock, 60 by 8 o'clock, some of you might be still dealing with rainy conditions out there and as we roll through the day things do improve quickly. by 8 o'clock 59 degrees, most of the rain beginning to die down there. by noon sunshine and 63 and then 66 by 3 o'clock. that is your high today. back down to 63 by 6:00 karen what are the roads looking like early. >> you'll see the ponding and puddling as you head out because of the rain so you need to be careful about that right now n glassboro gloucester county 322 shut down which is a main artery to be shut down at route 47 which is delsea drive. the problem is a gas main break. stick to main street as your alternate. on i-95 at cottman the overnight construction with lane restrictions here so continue to watch for the crews out there even in the wet conditions causing an issue. in chester county another problem here, bridge construction. it began yesterday and it lasts through the end of the year so watch for this. this is route 23 which is valley forge road.

it is shut down between moore hill road and mcavoy lane so look for this in this area. stick to egypt road or route 29 both good alternates to deal with the closure in chester county and schuylkill t otherwise speeds on 422 mostly in the 50's right now and looking pretty good. you see the green traffic flow in this area on 202 and all your roads through the king of prussia area but watch out for that ponding and puddling tam. >> thank you karen. police investigating a double shooting in south philadelphia. the action cam was on the scene in the 2600 block of jackson street. that's where a gunman wounded a woman in her 20's. police say a seconds person showed up at the hospital claiming he was shot at the same location. both of the victims are in stable condition. no arrests have been made. here's some more new video that came in overnight. a reckless driver landed a car on its roof overnight. the vehicle flipped over on the 600 block of moore street in northeast philadelphia.

it came to a stop on the sidewalk in front of a house. police believe speeding caused the driver to loss control. that person was not seriously hurt. no other injuries were reported. >> six baltimore police officers have been suspended as officials investigate the death of freddie gray. he's the 25-year-old black man who was chased and tackled by police and later had to be rushed to the hospital way severed spinal cord. "action news" reporter erin o'hearn is live at the big board with the latest. >> reporter: matt there is an intense focus on several videos including this one now capturing the same arrest. they show the suspect being put into the back avenue police van in a high crime area and that suspect freddie gray would later die and as you said matt of a severed spine but either a cell phone video or video from the police cameras seems to explain how he suffered that injury. now police documents say gray was taken into custody without force or incidents but then according to police he suffered a medical emergency. police say gray ran from

police who pursued him and arrested him as the video shows at 8:39 here. just four minutes later at 8:43 is when he's put into the police van and asks for an inhaler. at 8:46 the van driver says gray gets irate. the van pulls over and leg irons are put on. a medic isn't called until 9:24. now gray is then hospitalized and seven days later after his arrest the 25-year-old was dead. an autopsy shows he suffered that spinal injury and the family's attorney is claiming the burden for that injury belongs to police. but police say there was no use of force. >> they're responsible for what happened to him because it happened in their custody under extraordinarily suspicious circumstances that cry out for transparency and full disclosure. >> i know that when mr. gray was placed inside that van he was able to talk, he was upset and when mr. gray was taken out of that van, he could not

talk and he could not breathe. >> e. baltimore's mayor sent even farther saying the injury happened in the van but again the video is very unclear. it really doesn't show much. so without any clear answers six baltimore police officers are on suspension as we said. tam, back to you. >> thank you, erin. the officer in charge of the millville police department is charged with drunk driving. lieutenant ed zadroga was arrested sunday night after a fender-bender outside a sports bar. police say the officers responding to the crash handled it like any other case and ended up charging him with dwi and reckless driving. the mayor of millville michael santiago says the lieutenant will be given due process and remains on the job. >> police have charged a university of delaware soccer player for raping another student over the weekend. newark police say 21-year-old paul defeo met the victim at a restaurant on saturday night. the 21-year-old woman tells officers that after the restaurant closed she and defeo went back to her

residence at the university court yards with a few friends. that is where police say defeo of morris county, new jersey, raped her. defeo's bail has been set at $250,000. firefighters are investigating an underground explosion in delaware county. the viewer video shows the fire and the smoke see that. it was the height of dinnertime when the explosion erupted along the 100 block of north wayne avenue in wayne. diners and employees on what is known as restaurant row were center running. >> run out the front door, it just exploded. i saw a flash heard a bang and next thing i know i'm underneath a table and i'm like freaking out. >> officials say the explosion is connected to an electrical vault. firefighters are trying to determine if a transformer inside it blew or if there was a problem with electrical wiring. no injuries were report. >> another night of political drama in colwyn, delaware county. the borough council held a public meeting last night in

an attempt to fill the vacancy created it when it fired paula brown last week. brown was outside accusing council members of sledding and dumping documents she claims proves financial fraud. the council members in question deny her allegations. >> an extradition hearing for a philadelphia mom accused of deserting her special needs son. nyia parler remains in custody in montgomery county maryland. she spent about a week in the hospital for an undisclosed condition. police say parler abandoned her quadriplegic son in the woods of cobbs creek while she visited her boyfriend. parler will face attempted murder charges when she returns to philadelphia. >> funeral arraignments set for saint joe's prep freshman football player. he collapsed and died during a workout. funeral for ryan gillyard will be held. another viewing is scheduled for 9:00 saturday morning at stretch funeral home in havertown.

>> right, not completely no. during the morning rush hour we'll dry out and then eventually we'll see the return of a lost sunshine later on. storm tracker six live double scan shows you we still have lingering showers. this is the same system that crushed us with heavy rain yesterday especially during the morning commute. the last lingering thunderstorm beeline mays landing pushing up towards egg harbor. it is producing lightning. only takes about four, five minutes to pass over any given area maybe less than that, so if you want to just give eight little bit there in egg harbor or maybe in lower bank you'll have it go by you and then you'll have less intense rain. if we go out wider philadelphia also getting on the other side of this overnight rain. does look like it's still coming down fairly decently in jenkintown and back towards media. wilmington is drying out and then we have that one last prong of precipitation coming through the western edge of chester county around honeybrook and that will be pushing through and getting

out of here to the northeast before too much longer. i think by about 8 o'clock the last of this rain is probably off to the northeast. as we take a look outside we have cloudy skies over philadelphia. a little bit damp in some neighborhoods yet and even where it stopped raining the roads will still be a bit wet so you'll have that spray on the windshield this morning. 60 degrees currently in philadelphia. the winds have eased back. they're calm. we'll probably see them pick up again a little bit after sunrise. had some pretty decent rain on monday. in fact a couple of records for april 20th rainfall in philadelphia, over 2-inches, wilmington 2.37-inches and that's why we had that that ponding and puddling and even some all-out flooded roadways in parts of new castle county and parts of southeastern pennsylvania. as for this morning's tail end rain does look like it will get out of here fairly quickly. by 7, 8 o'clock most of the area should be drying out. after that we do look to return quite a bit of sunshine into play by lunchtime. as we go through the day 59 degrees by 8 o'clock. by 11 o'clock, 62. a lot of sun there. and then 65 by 2 o'clock with a high of 66.

probably hitting around 3 o'clock when it kids come home from school. 64 degrees by 5 o'clock. staying in the 60's a little bit on the breezy side today. high temperatures up in allentown and down the shore not much of a difference today. as we've got breezy conditions, clouds in the morning, more sun building as the day goes on. cool ann little bit breezy but not bad. tonight for the please who are back home after a rough road trip miami is at home against the phillies, mostly clear tonight a-little breezy and cool, 62 for the first pitch 54 in the ninth inning so bring a jacket and maybe another jacket or another layer to add as the game goes on. and then tomorrow it does look like it's going to be a little bit on the damp side at times with some passing showers around. not a washout tomorrow but a little unsettled. your seven-day from accuweather today's high is going to be 66. it will be breezy and pleasant once we kick out these early morning showers and that one errant thunderstorm in south jersey. then tomorrow showers building in, most of them in the afternoon but i could see some popping up during the morning

as well and then breezy and cooler on thursday, 57 degrees and that gets us into a dry but cool pattern. friday windy and cool, 56. breezy, still cool on saturday with a high of 59 and then back up to about 60 on sunday and monday with a fair amount of sunshine. good looking weekends coming but a little bit on the cool side is all. >> we can deal. thank you david. >> yes. >> this story is all new on "action news." it took california highway patrol three hours to catch up were i was man driving a stolen bmw. this is new video of the police pursuit. it started near san diego and stretched hundreds of miles north up interstate 15 near the state border with nevada. officers took the driver into custody without incident. no one was injured during the chase. more new video this morning that some viewers may find disturbing. it is surveillance showing a man flinging a litter of helpless puppies over a fence at an animal shelter in marshall texas. animal workers found the three week old couples in a recycling area on monday morning.

i-95 at cottman we had some overnight construction. it has since cleared so i-95 at cottman now moving about 53 miles an hour southbound at least. and we've been talking about vice president biden's visit today at peco headquarters. market and 23rd street so you know you'll see a lost congestion there. watch for that about the 2:30 speculate those restrictions. phils play tonight at 7:05. lots of congestion in south philadelphia. a problem in brooklawn due to flooding. this is a spot that often floods and we're seeing that right now so this is 130 which is blocked at 551 the brooklawn circle. if you're in this area you know you have to stick to 295. you're kind of used to dealing with in low lying area that floods. mullica hill gloucester county high street we have a downed tree causing a problem now. it's closed between chestnut court and country lane. stick to woodland avenue as your alternate instead of high street this morning, matt. >> you got it. thanks karen. new on "action news" a tree planted in a park in ferguson missouri to honor slain teen michael brown was cut down and replaced within

hours. the black caucus planted and dedicated the original tree on saturday. police say someone shot the tree down on sunday and there are no leads on who is responsible. brown was killed by ferguson officer darren wilson in august setting off months of protests. >> also new on "action news" a wisconsin father of eight was killed in a bizarre crash. michael rogen was driving his wife and seven children to the hospital to deliver their eighth baby. authorities say another car hit a deer causing that deer to fly into rogen's van. he was pronounced dead at the scene. some of the children suffered cuts but they're otherwise fine. his wife gave birth hours later to a healthy son. to help the family their church decided to raise money through a go fund me page. so far they've already raised more than $250,000. >> an argument over weather michael jordan or lebron james is a better basketball player landed a pennsylvania man in jail. state college police arrested daniel mondalese on saturday saying he fought with another man over whether air jordan or
