and one day after the medical examiner's report, baltimore's state's attorney, marilyn mosby, said the death of freddie gray was a homicide and his treatment in custody amounted to murder and manslaughter. six police officers have been charged in the incident. the most serious counts levied against the driver of the van in which gray suffered the fractured spine that would kill him. officer caesar goodson jr. charged with second degree depraved harder murder plus voluntary manslaughter and second degree assault. three of the other officers were charged with involuntary manslaughter. mosby then spoke directly to those people of baltimore who have brought their anger and sometimes violence to the street. >> this is your moment. let's assure that we have peaceful and productive rallies that will develop structural and systemic changes for generations to come. you're at the for front of

this cause and as young people our time is now. >> and the mayor of baltimore declared a new era for the city's police department. >> to those of you who wish to engage in brutality misconduct racism and corruption, let me be clear. there is noplace in the baltimore city police department for you. >> "action news" reporter vernon odom is live outside philadelphia city hall and we saw a big protest called philly is baltimore yesterday. what reaction have you heard to these charges today? >> reporter: relatively little jim. we talked to some people who say they're happy something was done very quickly. you'll hear from them in moment but tonight a larger than normal contingent of philadelphia police officers are gathered here at city hall in case some spontaneous demonstrations break out. but so far no significant groups have shown up. >> i'm going to hope it has a positive effect. i'm going to think that it

will. >> reporter: chief inspector joe sullivan reacting to today's bust of the six baltimore cops. sullivan hopes it will quell passions some. sullivan was second in command during last night's solidarity with baltimore demonstrations here in philadelphia. he was in fact slightly injured during a late dustup that saw three demonstrators arrested. >> the vast majority of the people involved in that demonstration again did so lawfully and did so peacefully and we understand that and we think that in the total picture it went extremely well. >> by and large we had only a handful of arrests all for disorderly conduct. most of those folks were let go before we even dismissed our people so all in all it wasn't bad. >> reporter: many civil rights experts are hailing baltimore's chief prosecutor for the speed with which she completed her investigation and brought the criminal charges against the six officers who who arrested freddie gray. >> you don't want to sacrifice integrity in the investigation

by moving too fast. you want to gather all the information but you want to do it in a way that the community can have confidence in your investigation, that you haven't been sitting on things or letting witnesses get lost or memories fade or videotapes getting erased. >> reporter: baltimore's fop has denounced today's move by the prosecutor there against the six police officers. philadelphia's fop president has any other not made comment. >> one of the six baltimore police officers in custody tonight has long time history in south jersey. officer ed nero was a volunteer firefighter in washington township gloucester county for 10 years. he worked there from 2002 to 2012. the fire chief today called nero a solid guy and an outstanding firefighter. we're covering this story from all angles on 6abc.com.

misusing government property. >> orchestrate add deliberate and illegal scheme to reduce the access lanes from three to one in order to punish mark sock limp -- sokolich. >> reporter: that e-mail traffic problems began the plan for political pay backs. the u.s. attorney says the trio purposely shut down lanes on the first day of school to cause maximum disruption. >> it truly was a venomous act, it was a calculated act and it was a despicable act. >> i am not guilty of these charges. i never ordered or conspired with david wildstein to close or realign lanes of the bridge for any reason. >> bill baroni is innocent of the charges brought against him today by federal prosecutors. the accusations are false. >> reporter: this afternoon governor christie tweeted his reaction. today's charges made clear that what i've said from day one is true.

high no knowledge or involvement in the planning or execution of this act. despite that, wildstein's attorney repeated his claim that the governor was aware of the traffic shutdowns. >> mr. christie knew of the lane closures while they were occurring and evidence exists to establish that. >> reporter: the u.s. attorney would not address that question saying only he does not expect further charges in the case. in newark, i'm nora muchanic, channel6 "action news. >> there is a new remarred a cold murder case tonight in montgomery county. 24-year-old paul brown was shot to death on christmas day in 2012. norristown police found him inside a car on scott alley. today investigators offered $5,000 for information leading to the arrest and conviction of brown's killer. a 21-year-old man was killed when a honda civic slammed into a tree in egg harbor township overnight. police say brandon selig lost control of the car on ocean heights avenue at 1:30 this

morning. he died after rescuers used the jaws of life to pull him from the wreckage. his passenger survived and was flown to the hospital. philadelphia police are trying to track down a brazen bandit tonight. this is surveillance video of the man stealing an elaborate bush right out of the ground in front of someone's house. "action news" reporter john rawlins spoke to the homeowner in this northeast philadelphia neighborhood. >> i don't understand why some somebody would steal a bush. >> reporter: homeowner michelle is livid and this is why. thursday afternoon a man drivers up in awake pickup truck that appears to have greenery in the back. he gets out checks that nobody is home. then starts literally rips out a juniper bush that has been clipped and trimmed as a ground hugging topiary. we speeded up the video to show you the entire crime. she's frustrated she planted the shrubs 15 yearlings ago and carefully tended them ever since.

audenreid charter high school at 33rd and tasker. administrators say they determined it was an isolated incident but as a precaution they treated the entire school last week. they say it's safe to come there. one of philadelphia's most legendary cheesesteak shops honored two of the city's fallen heroes today. geno's presented $10,000 each to the families of fire lieutenant joe sprague and police officer robert wilson iii. both craig and wilson died in the line of duty. their names were added to the memorial plaque outside geno's steaks. thousands of jobs could be coming to new castle county delaware under a plan to build a massive new development on the southeast former evraz steel meal in claymont. they've proposed a multi-million dollar project which would include office space manufacturing facility and a transit hub. evraz steel shut down in 2013. the developer says he has

interest from a number of prospective tenants. in delaware governor jack markell announced recipients of delaware first ever downtown development district grants. the grants total more than $5 million and will benefit several projects including a senior facility and a marina. those projects are located in three communities wilmington, seaford and dover. the sixth president of the college of philadelphia was inaugurated today. he began work last summerly he formerly searched as the vice president of academic affairs at mercer county community college.
