the league is also fining the patriots a million dollars and is taking away two draft picks including next year's first round draft pick. of course ducis rodgers will have much more on all of this coming up later in the broadcast. >> ♪♪ now to a developing story in west philadelphia. a student was injured by a brick thrown through her school bus window. it happened at 47th and aspen streets and that's where "action news" reporter kenneth moton is now live. kenneth, what are the details? >> reporter: well, jim we just learned the victim who suffered cuts to her face from that broken glass is a 20-year-old special needs student from the school of the future. take a look because this scene just cleared moments ago. it all happened right here. this bus was carrying a total of nine special needs students from that school when the rock came hurdling through that window. investigators say it was around 4:30 when the philadelphia school district bus was traveling on aspen street near 47th here in west

philadelphia. it appears two juveniles from a nearby playground ran over, picked up some rocks and bricks and started throwing them at the bus. it only took one to cause some real damage shattering that window frightening those students and injuring that 20-year-old female. there were two assistants on that bus along with the driver who just spoke with police. >> he doesn't -- he was driving down the street. obviously there's two assistants with them. we haven't had a chance to talk to them. just driving down the street and here's the bricks hitting the vehicle aren't then he hears people screaming then stops the bus alerts the police and they take the kid to the hospital. >> reporter: police say the good news here, the incident was apparently caught on a city camera so they are reviewing that video. as we pan out here i can show you that this is the playground right there that police believe those two juveniles came from. again that 20-year-old school of the future special needs student was taken to penn

presbyterian medical center with injuries to her face t the other students were loaded onto another bus and reunited with their parents. we are waiting for more details on this breaking news story and as soon as we have them we'll pass them on to you right here on "action news." reporting live in west philadelphia, can kenneth moton, channel6 "action news." >> thank you kenneth. we now know the cause of this morning's deadly fire in the kensington section of philadelphia. authorities say this was a case of arson. the plays broke out in a three story apartment building on kensington avenue near willard street. a 31-year-old man died from injuries he sustained jumping out the window. four others including two children were rushed to the hospital with the arson determination this is now in the hands of the police and "action news" reporter sarah bloomquist is live at police headquarters. sarah. >> reporter: jim, that's right, the homicide unit, the atf and the fire marshal's office are all part of the task force now investigating this deadly fire at what's being called a boarding house

in kensington. as you said, we've just learned that the man who died after jumping out of the window of this boarding house was 31 years old. we've also learned late this afternoon that another victim of this blaze, a young woman is in extremely critical condition. she's been moved to the crozer chester burn unit and may not survive. investigators are certain somebody set this deadly blaze. now they want to know who and they want to know why. crime scene investigators arrived at the scene of the fire soon after the fire marshal determined that the blaze was set using an incendiary device. it was right around 6:15 this morning when residents awoke to screams from their neighbors and thick black smoke filling the halls in the building. >> no lights, no alarms, nothing. we just heard people saying fire, fire. >> reporter: three people jumped from the upper floor. one of them an adult male died from his injuries suffered in the fall. >> when i looked up i seen somebody yelling out the window throw the baby out.

i look and i see smoke over my head. >> reporter: witnesses said that baby was three-year-old marilyn rosado who was lowered out a window to firefighters who rescued three people in all including marilyn's mother who was badly injured. the child's father spoke with "action news". >> i wouldn't do this to my worst enemy. this is not fair for no one. >> reporter: the red cross arrived to offer help to the 18 residents now out of a home. the owner of the building wearing a red shirt is talking with police. l and i is looking into whether the building was properly licensed and equipped to alert residents of a fire. >> occupancy of this type should have an alarm system. it's required by the fire code to have an alarm system and smoke alarms. we didn't find neither. >> reporter: now a source tells "action news" tonight that whoever put that accelerant did so up the steps of the boarding house so even investigators haven't been able to get in and get to the upper floors to continue their

investigation. as for the children they went to the hospital to get checked out. turns out they were not injured and will be okay. another victim of this fire, a man in his 60's is still in the hospital listed in stable condition can tonight. live at police headquarters, i'm sarah bloomquist, channel6 "action news." jim. >> thank you sarah. an allentown mother has been charged with homicide in the death of her 20 month old son. police say 19-year-old johnesha perry threw the child off the hamilton street bridge into the lehigh river on may third. perry also jumped into the river and survived. zymeir perry was declared brain dead and taken off life support on saturday. anapsida determined the cause of death was blunt force trauma and drowning. perry is being held at the lehigh county jail with no bail. at the port of philadelphia, the cargo ship was supposed to deliver cocoa beans from ivory coast today. but it ended up transporting something else as well, the body of a dead stowaway.

"action news" reporter walter perez is live at pier 84 in south philadelphia and walter you've got the full story. >> reporter: well, jim customs agents and fire officials have been working the scene all day long just a bit down the way here at pier 84. the body was just recently removed and it was a discovery that dockworkers say they will never forget. it was a bit past noon when kareem dye and some of his fellow dockworkers were removing a shipment of cocoa beans when they detected a powerful odor coming from the cargo hull. >> we found a bag of cookies powdered milk, snacks. >> reporter: and he says he still can't believe what happened next. >> i looked to my left and i hear one of my coworkers say it's a dead body. >> reporter: witnesses tell us they found the victim naked and severely bloated wedged between sacks of cocoa beans. investigators say judging from the fact that food supplies and a pair of boots were found

nearby all indications point to the victim being a stowaway. he most likely boarded the ship before leaving the nation of ivory coast on its way to philadelphia. but the cause of death remains a mystery. authorities say he could have died from anything including exposure to toxic chemicals used to preserve the beans through extreme heat or lack of oxygen. he may have drowned when the beans are irrigated. kareem dye says this experience is something he would never forget. >> if i wanted to i could have jumped down into the hull and i would have been right next to him. real disturbing. >> reporter: no word on the victim's identity. a pending autopsy will be expected to reveal the cause of death. live at pier 84, walter perez. jim. >> thank you walter. philadelphia police say a vehicle struck the rear of one of their vans today causing to it flip onto its roof. this happened late this morning. the accident happened just before 11:30 in the 2000 block of south newkirk street in

south philadelphia. the officers inside were not hurt. they were taken to penn presbyterian as a precaution. darby police are on the lookout for raheem press lehigh valley they say he's the gunman wanted in a mother's day melee. about a dozen people were caught on camera fighting with their fists and baseball bats yesterday near third and greenway. at one point a man pulls a gun out of his shorts and the video ends just before witnesses say several shots were fired. police arrested one other man in connection with the fight. new jersey lawmakers want to crack down on so-called swatting. legislative committee heard testimony today on a bill that would toughen penalties for people who prank call a authorities trying to get swat teams to respond. penalties in certain cases would be number owe punishable by up to 10 years in state prison. the bill is sponsored by assemblymen paul moriarty of gloucester county who recently was the victim of swatting. coming up on "action news" tonight fans of sheryl crow

were at international house in west philadelphia. representatives sat in for james kenny and anthony hardy williams. the focus of this forum was globalization and its impact on the region. an organization called global philadelphia association hosted the event. the group aims to create awareness of the most pressing global issues facing the city of philadelphia. the impact of atlantic city's casino closings continues to be felt by low income residents. an atlantic county spokeswoman confirms there has been a 12 percent increase in the number of families needing food stamps. the county is hiring 10 new caseworkers to meet the need. overall atlantic county residents collector more than $60 million in food starches last year and the first four months this year they collected $21 million in aid. a woman from burlington county has been arrested for allegedly selling tickets to a concert featuring sheryl crow. the only problem: there was

no concert and no sheryl crow. "action news" reporter shad pradelli has the details. >> reporter: kelly bryan of burlington was in court today to face fraud charges. the tickets were 60 bucks a pop to watch sheryl crow at the flying w airport in medford on august 15th. a venue that hosts concerts but nothing of this magnitude. >> i'm kind of disappointed. we were looking for a nice little event that was reasonable. we should have known. >> reporter: sin tea pots bought four tickets but this morning she realized investigators had learned the concert was a sham allegedly orchestrated by bryan. >> the two police departments started digging a little deeper to verify. >> reporter: police say representatives of sheryl crow told them there was no concert and the singer has since posted an alert on her web site. investigators say bryan sold roughly 300 tickets and took thousand dollars deposits from vendors.

she even made fliers soliciting upwards of $40,000 for sponsorships. >> i couldn't believe it. i was like oh my god i just got sucked in for all that money. >> reporter: flying w release add statement this afternoon saying hit no involvement in the promotion of the concert or in any effort to sell tickets. and it is cooperating with police. pots says bryan refunded her money this morning but she questions how the 42-year-old thought she could perpetrate her alleged fraud. >> that is so wrong. she should get punished for what she did. she did refund my account and i'm hoping she refunded my friends' accounts. >> it basically was a pipe dream that just ran rampant and got out of control. >> reporter: bryan is charged with theft bee deception. the judge handed down a $100,000 bail and police say this investigation continues. in mount holly chad pradelli, channel6 "action news."

we've had a run of temperatures in the 80's saturday. saturday 80, yesterday and today 84 degrees. that's 12 degrees above normal and unlike early last week when we had highs in the upper 80's, the low humidity, the humidity has been up as well. so it's definitely felt like august. however, future tracker showing on wednesday afternoon, 4 o'clock temperatures only in the 60's. 68 degrees in philadelphia. allentown 63. the poconos 53. so if you're a little disappointed that it seems like we jumped over spring into summer springtime will be returning. we just have to make it through one more day of this. right now philadelphia 78 degrees. allentown 83. wilmington 74. as you get closer to the ocean, with the winds out of the southeast off the ocean the ocean temperature 56 degrees, so it's quite a bit cooler on the beaches. sea isle city and the boardwalk currently 66 and here are these dewpoints. dewpoints generally in the mid to upper 60's. when you get dewpoints above 65 degrees, you can really

feel that humidity in the air. satellite6 along with action radar showing the remnants of ana off the coast of norfolk and that will be heading towards cape cod so we are missing out on any rain from that system. in the meantime, a cold front that was responsible for more than 70 tornadoes across the plains over the weekend. snow in rapid city in colorado. we're looking at this system just really weakening. the upper level low supporting it all heading up to the north so this moved through tomorrow but it won't bring any more than an isolated shower. that's the call from accuweather for tonight, a spotty thundershower possible. most areas rain free. warm and muggy 66 degrees in philadelphia. 63 in millville. allentown 63. and wilmington 64 degrees. tomorrow the hottest day so far this year. 88 degrees. you'll notice, though, in the afternoon the humidity will begin to drop as the winds shift out of the west and then into wednesday, this is when we get that taste of spring. much cooler, 69 degrees and it
