collision, four people injured northeast philadelphia. a serious accident that is shutting down welsh road blocked between alburger avenue and alton road. you can see the demolished vehicles and get a sense of how serious the accident is. avoid the area in northeast philadelphia. stick to bloomfield or red lion road to deal with the closure in northeast philadelphia. now going ton to mass transit this is a big impact in the morning commute no amtrak service between philadelphia and new york city, everything there is canceled. elsewhere running on a modified schedule between washington, d.c. and philadelphia. new york city and boston and harrisburg and philadelphia. new jersey transit, if you get to trenton you can use your amtrak tickets trenton to new york city, they are honoring tickets there. new jersey transit rail ride is shuttle busing between 30th street and pennsauken.

patco is honoring ac rail line tickets as well as amtrak to help you out with that. market frankford line another alternative. trenton line is canceled. west trenton line they have added extra cars. cherry hill west delays, airport line seeing 20 minute delays this morning. >> of course we are starting with the latest of amtrak 188le we're getting a clearer picture of the moments leading up to the crash. "action news" reporter, katherine scott is live at the scene in port richmond. good morning katherine. >> reporter: good morning tam we know the train was going twice the speed limit. the question is what was happening in the moments leading up to the crash. police barricades are in the neighborhood. chopper 6 is overhead you can see the work being done at the

tracks. the big crane removing the cars, a lot of work being done, as that is happening we're learning about the engineer. overnight crews worked at the site of the amtrak crash that claimed the lives of 7 people and injured 200. sources have identified the engineer as 32 brandon bostian of queens new york. block box indicates the train was going 106-mile an hour that approached the curve with a 50-mile an hour speed limit. the engineer applied the brakes moments before the crash but only slowed it to 102. the speed limit before the bend is 80. >> our mission is to find out what happened and why it happened so we can prevent it from happening again. >> reporter: the surveillance footage caught the train speeding at the top right of the scene, several moments later you

see bright flashes of lights as the power lionels came down. borcht has refused to talk -- bostian has refused to talk to investigators. he was a conductor, and clerk for target. his lawyer said he doesn't remember what happened. >> he was pulling into speed restricted track on speed restricted track and the next thing he recalls is waking up and looking for his cell phone. >> reporter: mayor nutter was upset to learn how fast the train was going. >> unless there's some other explanation for his condition if something happened or some kind of trauma to him, we need to know exactly why you were going 106 miles per hour. >> reporter: we do know the engine was less than a year old the track had been inspected hours before the crash and no defects were found. they did mention the black box was recovered and there there is a

video camera at the back and front of the train that could help with the what happened. >> there are seven people confirmed dead including jim gains 48 father's day the two. abid gilani was also killed. derrick griffith the acting dean of affairs at medicine -- evers college in. justin zemser was on his way home when the train derailed and rachel jacobs. there's another person uncontacted including bob guildersleeve. riders were tossed all over the place when the train crashed on the curve and climbed out windows or the roof of the over turned cars.
