schedule. we have a statement from ceo of amtrak. amtrak takes full responsibility and deeply apologizes for our role in this tragic event. the engineer at the helm of the train agrees to share his side of the story. katherine scott is live near the derailment scene in port richmond with more on that. >> reporter: good morning, tam ntsb has cleared the scene for their part of the work on site there's off-site work to do. they will be examining the locomotive, and questioning the engineer, a lot of work left to do here, still trying to determine what caused the crash. this exclusive video shows the train moments before the crash. federal investigators say it was speeding up from 70 to more than

100 when it should have been slowing down. the engineer applied the brake before the curve. >> seconds into the turn we could see the train tilting approximately ten degrees to the right and then the recording went blank. >> so far investigators have not found problems with the track, signals or locomotive. 32 engineer brandon bostonnian was in the -- bostian was at the helm. on the led screen a speedometer that would tell him how fast he was going and a red handled train brake. there are no signs warning engineers to reduce speeds ahead like you see on the roads. >> there is no sign on the tracks it's part of the engineer's qualification that

crews do not know what started it. >> we have brand new details on a shooting in philadelphia. police told "action news" overnight that it was a deadly ambush. it happened in olney last night. witnesses tell police the 50-year-old victim was sitting on the front steps of the neighbor's house the suspect ran out and fired three shots at close range. the man died at the hospital overnight. police do not know who shot him. 6 drug officers were cleared in a corruption case. they are cooled of stealing drug money and beating suspects. the defense lawyers attacked the credibility of the witnesses. they will begin afternoon tryings to get their jobs back. department of

life. he had a a gopro strapped to his chest and started recording. he noticed an elderly man splashing in the water he jumped in and pulled the man to shore. the man was in the seriously injured. when you see a scene like this you imagine there will be lawsuits and payouts for the victims of the amtrak train derailment they will be limited. amtrak's legal liability is limited to over $200 million. that's from an attorney who represents train crash victims. due to the cap the survivors and relative of those who were killed are likely going to see a smaller payout than they would in other situations. the cap was put in place by congress. apple warms anyone can hold down the power button and erase the data on the watch it doesn't have the kill switch technology which would let the owner
