"good morning america," katherine. >> reporter: good morning, tam this was a strange string of events, a shooting victim was hit by an alleged drunk driver it was a close call for two people who happened to be in the car nearby they were nearly hit by bullets. officers remain on the scene in parkside hours after this happened at 42nd and girard. this happened before midnight, when officers heard gun shots they rushed to 42nd and girard where they found a 29-year-old man lying in the street. he was shot multiple cars.

a black pontiac unrelated to the shooting hit him. police stopped the pontiac the driver appeared to be drunk so he was taken into custody. a nearby nissan was hit by stray gunfire. the 52-year-old driver and passenger were not injured. police say another few inches in a different direction that could have been a different story. >> we did find a nearby business in the area that does have exterior surveillance cameras, hopefully they recorded something that will help us would your -- with our investigation. >> reporter: police are talking to witnesses. the 29-year-old who was shot and hit by the car he was pronounced at the hospital. he had a handgun and crack cocaine in his possession.

katherine scott channel 6 "action news." >> a shooting victim in montgomery county managed to run an entire block before collapsing. this is scene in pearl street. the victim is in the hospital, police have not released his condition or any information on potential suspects. police in ocean county, new jersey, say a dog was trying to help an infant but ended up injurying the child. it happened in west turkle -- tuckerton. the mother went inside the home, the pitbull thought the 2-month-old girl was left unattended outside. he punctured the baby's chest. the dog's to be well behaved. animal control is investigating. a the governor california has declared a state of emergency to clean up the oil spill that happened on tuesday.

105,000 gallons of oil leaked out of a ruptured pipeline. workers busy shoveling black goo off the beaches. cleanup crew crews have collected 6,000 gallons of oil so far. other troubles in california the farmers offered to give up their water rights agreeing to reduce their usage of river water by 25% or leave a quarter of the fields unplanted. it's the most severe for the state's agricultural industry since 1970s. we have a cooler day today with showers around at times especially down south at the shore, tam. something developing overnight a barrage of bullets wounded a 22-year-old man and struck two houses in feltonville. philadelphia police found 30 spent shell casings on master street. police found the man wanted for the murder of occupants in a home in washington d.c. darin dylan wint is suspect. savvos savopoulos his wife amy and their son was killed along with their housekeeper. an employee said he $40,000 to the home. the money is missing.

new jersey's pension system is a mess but don't blame teachers and other school employees. over 20 years, teachers have paid more than 10 billion dollars into their pensions, but new jersey politicians have paid just three underfunding teacher pensions by billions. unless the state makes its pension payments the entire fund could disappear in twelve years- threatening over 200 thousand teachers with poverty in retirement. school employees have done their part. now, politicians need to do theirs. it's only fair.
