flooding in texas. >> and a corruption scandal rocks the world's most powerful sport, the arrest of top soccer officials today. and the big story is a sex assault suspect in philadelphia. police just released this surveillance video today, they believe this is the man that attacked a woman in her own bed on monday. investigators are questioning a man at that same building this morning. john rawlins is live now with an update. >> reporter: police continue to come and go and they have held this scene before 5:00 this morning, one of things they are trying to determine is whether or not this morning's incident is connected to what happened here on monday. police were called to an address on the 1800 block of south rose wood for the second time in three days. mona woman was sexually

assaulted at a home on this block. the officers returned after two women reported that a man tried to open a door and gain entry. and he was unsuccessful. police appeared to transport a female from the residence and earlier they detained and questioned a man from the area and it's not clear if he is in any way connected to the attack. police released this video of the man they say is the suspect in monday's attack in the victim's car which he stole. described as a black male 6 foot to 6'2" medium build. the attack is baffling to long time neighbors. >> it's weird one girl in one house with this problem, it's a shame i feel bad for her had. >> police released the sketch of this suspect from an earlier attack. police think the two crimes

the u.s. justice department is charging 14 top soccer figures with money laundering and fraud. they were arrested at an upscale hotel in switzerland today. investigators says they took $150 million in kickbacks over the controversial decision to hold the world cup in russia and qatar. officials believe that corruption caused the u.s. to lose out. one the fifa vice president's is jeffrey webb who was in philadelphia to announce the gold cup finals in july. all the suspects will be extradited to the u.s. to face formal charges. the irs was looking for the
