they'll be here lye. we begin with the anthrax scare. the deadly biological agent shipped in live forms to nine labs across the country and overseas too. nearly two dozen military members may have been exposed. >> reporter: good morning, george. anthrax is so deadly it's disturbing such a mistake was somehow made. today, an urgent effort under way to make sure no one gets sick. this morning, lab workers across the country and u.s. military personnel insouth korea are under observation and providing antibiotics after the defense department accidentally shipped live anthrax spores. labs in nine states potentially affect affected. in south korea, u.s. military personnel may have used live anthrax in a training exercise. 22 personnel possibly exposed. health and research officials have fanned out to the labs to

see how the terrible was handled. the anthrax originated at this weapons facility in utah. the centers for disease control is on the ground there to figure out how this happened. the defense department normally ships live anthrax at high levels of security and safety. in this case they were shipped at a lower level because the spores were thought to be dead. the nation saw a nightmare that unfolded soon after the 9/11 attacks. five people killed rkts 17 others infected when letters were sent to media companies and two senate offices in the fall of 2001. it's scary to think that live anthrax was shipped commercially. >> such a big mistake. are they putting new controls in place? >> reporter: i'm certain there's a review under way to make sure this never happens again. now to the relent less storms pummeling the south. flash flood warnings in texas

[ sirens blaring ] >> reporter: overnight, texas getting slammed again. >> tornado on the ground. >> reporter: six reported tornadoes touching down. this one caught on camera as it strikes a gas rig. three workers september to the hospital. >> oh no! >> reporter: and this chilling video as the blanco river apparently surges into this home this week. the moment the water burst through the door. chairs luggage, all swept up in the raging rising waters. >> oh no. >> reporter: as the waters recede they reveal the dead.

the body of a young boy found overnight. the death toll climbing to at least 21 in texas and oklahoma. the anguish on the faces of those left behind. eight people still missing this morning. in houston, officials say4,000 homes destroyed there. inside jim's house, the flood wather receded but was hardly gone. >> well that drawer is full of water. >> yeah it's all full of water. >> reporter: screens like this go on for block after block. this house got a foot of water. but a lifetime's worth of possessions thrown out. baby shoes. beds, couches. everything has to be destroyed. i want to take you back to the video of the water surging into the house. you can hear the terror in that family's fois as that video plays. they're screaming out now. we don't know yet what happened to that family. we're going to follow up. we'll let you know. >> you see the power in the water as well.

focused this morning. now to the pilot in serious trouble this morning, arrested after crashing his small plane. charged with operating it under the influence. his young son on board. david kerley is at reagan national. good morning. >> reporter: good morning. we talk about drunk driving on the roads. occasionally there's a case in an airport. this one involving a small private plane. >> hold your position. refile your ifr flight plan, and call me when you're ready for it and ready to taxi. >> reporter: this morning, a florida pilot arrested. 57-year-old christopher john hall allegedly drunk in the cockpit before crashing this small plane wednesday at melbourne international airport. >> hold your position. i didn't tell you to move. >> reporter: air traffic controllers becoming increasingly frustrated. hall went on to an unauthorize

one ray. >> kill your engines. >> reporter: they arrest him on suspicions of intoxication and child abuse because his son is on board. >> the air traffic controller is frustrated but he doesn't have a lot of tools to use. >> reporter: there are ways to screen commercial pilots. >> corporate and private aviation have tried hard to expunge liquor from the cockpit. when you have one pilot, it's not that easy to check. >> reporter: this 57-year-old pilot was booked into the county jail. the damage was very minimal. >> okay david, thank you. now amy has the morning's other top developing stories. a lot of concern off the california coast. >> that's right. nearly nine miles of beach are closed. crews are working to clean the sand from man adden beach to

redondo beach while experts run tests on what they're calling a petroleum product. they're looking to see if last week's oil spill could be the source of those oily clumps. new developments in the soccer scandal. russian president vladimir putin is accusing the u.s. of trying to steal russia's upcoming world cup. meanwhile, pressure is mounting on the game's top international official. he's canceled speeches today. major sponsors demand his organization change how it does business. a health alert for millions of women treated for a device that authorities say may be responsible for spreading a cancer. mara mara schiavocampo has the latest. >> reporter: the device is called the power morcellator. it's used to treat fibroids or

behind. isis came about because they hate everything we believe in and stand for. that's what the problem is. they hate who we are. not necessarily what we do. >> reporter: i want to ask you about something else in the news. immigration. you have gone further than a lot of republicans and say it's time to reduce legal immigration. hasn't legaling immigration been the engine of growth and opportunity in america for generations snmts i'm generations? >> i'm only talking about a 25% reduction. i'm for american workers, many of them hispanics. most of those affected are african-americans and hispanics who have the highest rates of unemployment and find the most competition with recent immigrants. the idea this is anti-hispanic or anti-whatever it is is ridiculous. >> reporter: last time around you ran, you had the support of the duggar family. >> senator rick santorum will fight for american businesses. >> reporter: we had the revelation last week. i wondered what your reaction was. >> i was sickened by it.

a walmart truck driver fell asleep at the wheel and ran into his limo. he's reached a financial settlement with walmart. reena ninan is here with more. >> reporter: good morning robin the. the night of the crash, it's estimated that the walmart truck driver was driving over 20 miles over the speed limit and not sleeping for 24 hours. it is likely this was a sizable payout. this morning, tracy morgan has reached a settle nmt a lawsuit against walmart stemming from the fatal crash that left him seriously injured and killed a fellow comedian in june 2014. the terms of the deal have not been released. in a statement, the 46-year-old morgan said walmart did right by me and my family. i'm grateful the case was resolved am kably. >> the car is flipped on its side. >> reporter: officials say kevin roper fell asleep at the wheel

and crashed into the van morgan and others were riding in. the driver had been awake for more than 24 hours when the scent occurred. roerp has pleaded not guilty to charges of vehicular homicide and assault by auto. they settled another soout brought by the family of james mcnair, killed in the accident. the star of "saturday night live" and "30 rock" suffered a brain injury a broken leg and nose and several broken ribs. he's rarely stepped out in public suns the accident almost a year ago. the father of four seen struggling to walk last december. >> how is your recovery coming? and -- >> fighting ef day. >> fighting every day? >> reporter: and now with this lawsuit behind him morgan able to focus on his continuing recory. he suffered a traumatic brain injury. his attorney says he continues to fight to get back to where he

surveillance video capturing this 7-year-old boy shot by a stray bullet while riding his bicycle. police are still searching for the shooter. tom llamas has the story. >> reporter: this morning, police on the hunt for the person responsible for this. watch as 7-year-old divan silva is riding his bike. he stops pedaling. he hits the ground. a stray bullet hit him. >> we heard his mom skreenl. he was on the ground. >> reporter: first responders lifting him off the blood-soaked sidewalk. his clothes torn apart so they could find the bullet. >> there's no outrage or pro tests about a 7-year-olding the shot. >> reporter: a 20-year-old was hit in the sunday shooting. he'll survive. police are concerned that witnesses might be reluctant to come forward to help them find the shooter. >> this is an inexcuseable act.

malibu car crash that claimed the life of 69-year-old kimberly howell. >> are there injuries? >> i'm going to say yes. >> bruce, are you okay? >> reporter: the reality star who, after passing a field sobriety test walked away from the accident unharmed is against the lawsuit that says jenner was careless negly jept and careless. jenner fighting back calling the accident a terrible tragedy. but denying financial responsibility to howe's step children. saying they were not financially dependent on the deseedn't for the basics of life. jenner was one of many involved in the crash. he has not be charged in connection with the incident.

tory johnson has it. it's thankful thursday. a truly inspiring story. unforgettable college graduation for a young man named chris norton the he walked across the stage to receive his diploma just four years after a horrific football injury left him with virtually no chance of regaining movement below his neck. this was on sunday. we'll talk to chris and his, ooh -- fiance emily. first, his remarkable story. an incredible moment defying great odds. [ cheers and applause ] chris norton began his college career at luther college in iowa as a star football layer. then he suffered a terrible injury. fracturing his neck and come presing his final cord. doctors telling him he had a 3% chance of ever walking again. four years later, the

i set that goal. i knew i had to work as hard as i could to make it happen the. that's where we moved to michigan and just -- focused on my therapy and to make my dream happen. >> we saw hat in the piece. the hours and hours of work that you put in. former football player. when you hear that you have a 3% chance to walk again what goes through your mind when you hear that? >> honestly when it happened it went in one ear and out the other. it was not going to determine who i was or what i will be. i was going to defeat the odds no matter what. i had my mind set. i had a feeling that dpod had a bigger plan for me. and just to stay the path and do my part. >> you openly talk about your faith. faith, family, and friends is your mantra? >> absolutely. without those three things i couldn't make it through. >> and now emily joining the the family as well. i was a little taken aback by

the statement that i heard that you made if you could go back in time to the football field, when that play took place that you were injured, that you would not change a thing. >> i would not. it's given me such a purpose in life to help others. and i met emily. so -- i have it all. i really do. i feel so blessed and -- i would not change a thing. >> you met chris after the injury. tell us what it has been like the determination that you have seen. i see you whip him into shape, too, doesn't she? >> oh she's my hardest trainer i have ever had. she's so tough. >> tell us about it. >> it's been amazing. he is the -- best person i have ever met. she's such a hard-working determined person. and makes me better and inspires me to do more in my life as well. it's great to see the progress he's made. just the work that he puts in every single day, all of the hours he does it's incredible. >> all of us can learn from

watching you, chris. and -- okay so you were in on the graduation about how he was going to walk across the stage. but the night before you were not in on the proposal. so maestro, please. ♪ all of me loves all of you ♪ >> is this the song that was playing? ments it was. >> you had no idea? >> i couldn't believe it. i told him he wasn't going to be able to pull it off and surprise me. i figured out he's been planning it for three months, four mopts. i couldn't believe it. >> you have a little help there, chris? >> i did. i had help from my family and friends. to make it all happen. >> your mom and dad are here standing -- i know you have written a book along with an author. can you tell us about that, sir? >> we had an author from atlanta, georgia, approach us and said you gotta tell this story. so we've been working with her for about a year now. the book will be released.
