of unease in the south philadelphia points breeze neighborhoods. u.s. marshals now have an arrest warrant for a parole violation. felder served 12 years behind bars for attempted murder. his mother has been pleading for her son to turn himself in to authorities. >> i need you to come home, son. turn yourself in. get this over with. >> reporter: felder was identified as a person of interafter police released surveillance video and more importantly these still images images. tips poured in and police quickly identified felder. authorities raided his home on the 1300 block of chadwick yesterday. sources say they found gloves, sneakers and clothing that appeared to match those worn in one or both of the attacks. police want to question him in connection with the rape of a woman monday morning on the 1800 block of rosewood. and attempting to sexually assault a woman on the 1700 block of chadwick in late march. and again police know who they're looking for.

now they just need to get him and it appears according to sources, that raheem felder is close to turning himself in. i'm live in hunting park, chad pradelli, channel6 "action news." >> all right, chad, thank you. a 16-year-old girl says she was raped inside the basement of her high school in the lehigh valley. it apparently took place at the dierof high school in allentown. the alleged al attacker is 15 years old he's a boy and he has been charged. the allentown school district can did not return our calls. parents we spoke to outside the school today said if this did happen they are surprised that they were not notified by school officials. >> philadelphia police are looking for the man caught on camera stealing a car in point breeze. this happened memorial day in the 1900 block of annan street. at first the man was checking cars to see if they were locked. when he gets inside one he took what he could and put in it a bag but then he got in a second car started it and drove off. police are now asking anyone with information to please

give them a call. a 15-year-old young man student was arrested for allegedly bringing a loaded gun to school yesterday. the ninth grader attends newark high school he's facing several charges and is being held on $20,000 bail. investigators say they're working to find out how the student got that gun. >> and turning to the forecast tonight, the weekend is here. final weekend of may. accuweather says we should be able to get out and enjoy the weather or at least part of it. head outside our studios and get the details from meteorologist cecily tynan. >> most of the weekend will be rain preach it's late on sunday and sunday night when i'll be tracking some showers and thunderstorms moving in from the north and west. today, though, another warm day, not quite as warm as yesterday and not quite as humid so a little bit more comfortable. philadelphia 86 degrees, the same in reading wilmington 80 allentown 87. trenton 86. but look at the temperatures at the shore with the wind off that cool ocean 20 degrees cooler the boardwalk in atlantic city and sea isle,

66 degrees. so, dewpoints yesterday were in the mid to upper 60's. it was humid. today's dewpoints are general in the low 60's so it's slightly humid, so just a tad more comfortable today than yesterday, not quite as steamy. but this may will go down in the history books as one of the warmest in history. temperatures running close to 6 degrees above normal. we have two more days to go. this likely will be the second warmest may in philadelphia's recorded history and it's been very dry only 1.19-inches of rain. that's more than 2-inches below normal. so we continue to be abnormally dry, that's the yellow. if you look up to the north and west across berks county, the lehigh valley and the poconos that's where there's a moderate drought so we desperately do need the rain and storm tracker six live double scan showing there is plenty of rain out to the west and that will be moving our way by the end of the weekend and early next week. still a lot of questions still up in the air with exactly where that low pressure

tracks. we'll talk more about that coming up in the full accuweather forecast. sharrie. >> okay, cecily we'll see you when you come inside. the death toll from the storms in texas and oklahoma continue to rise. it is now up to 25 people. getting around some parts of dallas is proving nearly impossible. take a look at this busy interstate. drivers were stuck for hours when rain flooded both the major roadways and the exit. a crane will to be brought in to remove a section of the median so that motorists could get where they were going. former republican speaker of the house dennis hastert will likely be arraigned next week on charges connected to allegations he agreed to pay out several millions of dollars in hush money. abc news has learned hastert allegedly engaged in sexual misconduct during his time as a high school wrestling coach and history teacher prior to taking office. an indictment says hastert withdrew money to pay someone more than $3 million to keep quiet about it. we'll have much more on this

story coming up at 5:30. >> sharrie thank you. the president of fifa has been reelection for a fifth term. he ran despite calls to resign among an investigation into alleged corruption into the world soccer organization. abc news reporter marci gonzalez live in new york with the latest on that. hi monica. some people were so outraged by his victory they actually walked out when it was announced. one of them saying this is more evidence that fifa is like a mafia. a controversial deja vu in leadership for fifa. despite the scandals surrounding world soccer's governing body today the organization's president was reelected. >> let's go fifa let's go fifa. thank you. thank you so much. >> reporter: seth blatter who was not among the fifa executives indicted on federal corruption charges this week winning out over prince ali of jordan who withdrew before the contest went to a seconds

vote. blatter promising to overcome this scandal to restore fifa's reputation. >> i take serious responsible to bring back fee f i'm not perfect. nobody's perfect. but we will do a good job together i'm sure. >> reporter: the vote happening after a bomb threat led to the temporary evacuation of one part of today's fifa conference in zurich swits gland the premises have been cleared now. >> reporter: and as demonstrators gathered outside protesting against blatter who some feel should take at least part of the blame for the years of corruption under his watch. he's run the organization for 17 years nearly the entire time the fbi and justice department say fifa executives took more than $150 million in bribes which they claim determined in part where world cups would be held. and all of this could cost fifa some of its biggest sponsors have said they may reassess their relationship with the organization. reporting live marci gonzalez

>> 7 miles shut down southern california beaches could reopen today after a massive cleanup effort of a mysterious substance. crews have been scooping up truckloads of this oily tar-like material from manhattan beach to redondo beach since wednesday. not clear if the subsy substance is from that oil spill north of santa barbara.

dangerous situation in the skies above new york. someone was shrining a laser into fight separate airplanes. it happened over long island between 9:30 and 10 o'clock. the plains had just taken off from j.f.k. airport. they were flying at an altitude of about 8,000 feet. officials think the light was coming from a state park but when they searched that park area they didn't find anyone. >> health check tonight, it is fitness friday. today we look at finding the balance between pushing too hard and not pushing hard enough. >> health reporter and registered nurse ali gorman joins us at the big board with more. hi ali. >> hi, ali. >> hi, guys. frankly the mind-set of no pain no gain isn't always the best way to go. an expert has advice to help you see results without getting hurt. lea rang has jumped right back into working out after not exercising much during the winter. he's trying to make up for lost time. >> i go pretty hard starting to play basketball again go to the gym every day. >> and he's not alone. many people along kelly drive tell us once the weather got

nice they went full speed ahead with fitness. >> springtime comes and you kind of want to consolidate and push to the limit and run a lot and work out a lot so,. >> justin a physical therapist at aria 3b orthopedics says the goal is to strike a balance. >> you push too much you can have injury. you don't push enough then you won't see results and that balance is different for every individual. >> common injuries this time of year include overuse or impact injuries. such as shinsplints tendinitis and muscle strain. to avoid problems, he says start slowly and gradually increase time and intensity. as for no pain no gain, he says a better motto is no soreness, no gain. there is a difference between being sore and being in pain. >> if you've had pain the next day where you have difficulty doing daily activities, getting dressed walking stairs, then something you did the day before was a problem.

wolf and first lady frances wolf toured the wilmington school in kensington. it's part of the governor's schools that teach tour. governor wolf met with school officials and talked about there impact that funding increases in the education budget could have. wolf wants to institute a tax on oil and natural gas and restore billions of dollars to school funding. the football gold at garnet valley middle school in glen mills pennsylvania was packed with students and parents today. the school hosted their third annual spring invitational. students with special needs were there. students participate in there different games and had a chance to even meet the philly phanatic. >> looks like a good time. the food bank of south jersey is marking a milestone. representatives from more than 200 pantries and soup kitchens commemorated the 30th anniversary in pennsauken. the event recognized top volunteers and donors for their service and generosity.

>> it's all about teamwork today at the special olympics unified soccer championship game in northeast philadelphia. a dozen schools were represented. students teamed up with athletes from the special olympics as well. before the games kicked off police even escorted the special olympics soccer team into northeast high school as they carried the torch. how cool is that? 400 students attended the event. that's big stuff. >> it was a nice day to be out and about. and hopefully the weekend maybe part of it will be nice to be outside as well. meteorologist cecily tynan is keeping an eye on it for us. >> hi, rick and monica. most of the weekend will be rain free. it's sunday night when the

showers and thunderstorms will be rolling in. live on sky six looking at cape may new jersey there's one sunbather enjoying the sunshine and the breezy conditions but with winds off the ocean it's quite a bit cooler on the beach. it's 66 degrees currently in sea isle city, its boardwalk in atlantic city 67, and beach haven. inland though it's another warm day. philadelphia 86 degrees. allentown 87. reading 86. trenton 86. and wilmington little bit cooler with the wind off the bay currently 80 degrees. but it's less humid than yesterday. the reason why, we had that cold front move through and satellite6 along with action radar showing that front has now stalled to the south. what will happen tomorrow, it will move back in as a warm front so that will bring us warmer air with an uptick in the humidity and a wide are view showing what i'm tracking for sunday is a cold front. it's currently up across the great lakes near minneapolis and that system will be rolling through late in the afternoon and in the evening and that's what could bring us

some showers and thunderstorms and they do have the potential to be strong to severe. but tonight a quiet night a friday night, partly cloudy skies. it stays mild, 67 degrees in philadelphia, 63 in millville. cape may 61. allentown 63. and wilmington 66 degrees. so, future tracker showing tomorrow morning with a warm front moving through we'll have some clouds, maybe an isolated shower, most of our region will be rain free. as we head through the day a possibility of some showers and thunderstorms mainly up to the north across the poconos. most of our region, though, will just be warm and humid. so your weekend kickoff for your saturday, philadelphia 88 degrees a muggy day. down the shore bright and breezy 74 degrees. the poconos some spotty thunderstorms in the afternoon with a high of 78 degrees. future tracker showing really the main event though, will be sunday. you can see this cold front pressing in from the north and west at 5 o'clock some showers and thunderstorms. i do want to point out here, though, you can see dover will be dry so it looks like nascar

races will be able to get in and out before the rain moves in so that's great news for the race fans on sunday. so the five day at 5:00 showing tomorrow it will be breezy it will be noticeably more humid with a high of 88 degrees. could get thunderstorms popping up late in the day in the poconos. sunday most of the day rain free. it will be warm again 88 degrees. if the front moves even slower, we actually could touch 90 degrees. but the strong thunderstorms moving through late in the day and sunday night and then that system stalls over us on monday, so that will bring us periods of rain with a high of 70 degrees. depending on where that low pressure tracks, that really will determine just how much rain we get. hopefully it tracks right over us and we get a good soaking. on tuesday transition day showers linger in the morning. by the afternoon some sunshine still a cool day with a high of 70 and wednesday sunny and comfortable with a high of 76 degrees. will that warming trend

>> ♪♪ >> "action news" continues with meteorologist adam joseph, jaime apody rick williams and monica malpass. >> ♪♪ >> hello again. here's what's happening on "action news" friday night. former speaker of the house dennis hastert is under indictment for allegedly paying millions of dollars to ensure that an incident in his past never saw the light of day. tonight we're learning more about what that secret may be. also new information into "action news" concerning the body that was stuffed in a suitcase near philadelphia international airport. and philadelphia's youngest residents take to the streets calling for an end to

police brutality. >> ♪♪ >> now we're on our developing story. he was once one of the most powerful politicians on capitol hill. tonight former house speaker dennis hastert is at the center of an alleged sex scandal stemming from his life before he took office. hastert is accused of paying three and a half million dollars in hush money to cover up alleged misconduct while he was a high school wrestling coach and history teacher. abc's mary bruce with the latest. >> reporter: it is an astonishing fall from grace. dennis hastert once the most powerful man in congress now accused of covering up a dark past. indicted after he allegedly promised to pay an unknown person from his past $3.5 million in hush money to conceal sexual misconduct. sources tell abc no one saw it coming. >> utter shock that dennis hastert would be found to have had this secret from before his time in congress. just astounding. amazing turn of events that changes his legacy forever.

>> reporter: today more questions than answers about the former speaker of the house who had a squeaky clean reputation. the federal indictment doesn't say what hastert was trying to hide or who received the payments but it hints at his time spent teaching and coaching wrestling in yorkville illinois from 1965 to 1981. residents there are shocked. >> we're very surprised very, very surprised. >> reporter: hastert has been charged with bank fraud and lying to the fbi. the indictment alleges he tried to skirt the current see reporting requirements taking out just under $10,000 each time in 100 separate transactions. when asked about it he told the fbi, yeah, i kept the cash. that's what i'm doing. hastert has not yet commented or been seen publicly and he hasn't been arrested because authorities believe he doesn't pose a flight risk. if convicted though, hastert faces up to 10 years in prison. in washington, mary bruce channel6 "action news." >> in other news, the united

states officially removed cuba from its list of state sponsors of terrorism. secretary of state john kerry signed the order which came 45 days after president obama first announced plans for it 6789 u.s. lawmakers did not do anything to block the move. federal officials can now move forward with plans to open embassys in havana and washington d.c. removal from the terror list was a key demand from cuba as part of the ongoing negotiations between the two countries. new york city residents and visitors once again have a beautiful view of the city. today the one world trade center observatory opened to the public officially. the main public viewing space is on the 100th floor with restaurants on the 101st floor. sight lines stretch 50 miles past the manhattan skyline. the building is the nation's tallest at a symbolic 1776 feet. world news tonight with david muir will have much more on the opening of one world trade center's observatory as well as the brewing scandal involving former house speaker dennis hastert.

you can watch it tonight at 6:30 following "action news" at 6:00. >> we have an update to a story we have been following for you from tinicum township delaware county. authorities have released the identity of a man whose body was found in a suitcase. he is 40-year-old scott bernheisel from philadelphia. coroner trying to determine the cause of death. a passerby notified police about a suspicious odor. that is when they found the body in the suitcase. baltimore continues to be a city under siege with a dramatic rise in gun violence since the riots following the deadly shooting of freddie gray last month. authorities say the city is suffering its deadliest month in 15 years. a 31-year-old woman and a young boy became the 37th and 38th murder victims yesterday not only is there a surge in violence there's also been a sharp drop in the number of arrests as the police department faces closer scrutiny by the u.s. justice department about its policing

techniques. dozens of students from three philadelphia elementary schools had a march against police violence today. the kids met at the art museum and walked with signs in hand to city hall where they had a round table discussion with police commissioner charles ramsey and other local leaders. it all started when students at the jubilee school talked about the baltimore riots a few weeks ago and decided they wanted their voices heard. the students posed tough questions to ramsey about how to improve community and police relations. >> we need more programs like pal. the police athletic league. we also want to start having block parties and meetings with police officers in the district. what will you do to make sure all of the officers get to know the people in the district? >> kids say they hope their message does not fall on deaf ears. >> meanwhile philadelphia police have released surveillance video of a brazen daylight shooting that critically injured a man earlier this week. cameras captured the suspect firing a gun along the 500 block of east cambria street

in kensington on wednesday evening. three of those bullets hit a 29-year-old man in the back and stomach. he was rushed to temple university hospital where he remains in that critical condition. police say the gunman who should be considered armed and dangerous is known to frequent the area where the shooting happened. police in delaware say an attentive coworker helped them track down a man who allegedly groped a woman in a park. a tip from that colleague led newark officers to this man carlos morciega. he grabbed the victim as she ran past him last tuesday. morciega held the woman from behind but she was able to break free. he has been charged with offensive touching. philadelphia police detectives are also searching for two men who have been on a city-wide crime spree for more than two months. the pair was captured on surveillance tape robbing a citgo station on susquehanna street back on march fifth. the suspects have also targeted a 7-eleven, pizza shops, bars, restaurants a

steak shop and even robbed people on the street. at least 14 robberies in all. if you have any information on who these men are you're asked to call police right away. >> the owner of a delaware tobacco store facing charges for allegedly selling synthetic marijuana. patel owns deep world tobacco store in the 300 block of west ridge road in claymont. during a raid earlier this week police say they found 450 bags of synthetic marijuana more than 3,000 gel caps and thousands of dollars in suspected proceeds. patel is behind bars facing a number of drug charges. >> all right time now for an update on the commute home on a friday night with autumn marisa. >> let's see what's going on on the roads. >> hi, autumn. >> 95 northbound an accident involving a motorcycle. lots of police on the scene slowing things down. farther north we have some police activity here as you're

>> folks on a japanese island are being told to evacuate after a volcano started erupting. the it was caught on camera about 10:00 a.m. their time. hot gas and rock are flowing from the mountain top to the shore. 137 people currently live in the path of that volcano. well a world famous parisian spot for lovers is about to be dismantled. it is where couples have traditionally hung a lock symbolizing their love and then thrown away the key but next monday city workers will remove the fence with all those chain link locks. the city says it's an eyesore and now the fencing is falling off from the weight of several hundred thousand pad locks. pad locked proof plexi gas will replace the metal fence. >> fema officials say they've started reviewing flood insurance claims of super storm sandy victims. the agency has started mailing letters to about 142,000 national flood insurance

protection policy holders. storm victims have said that some insurance companies unfairly assessed damage after the 2012 storm. fema officials say the issues are a great concern and the agency wants to help policyholders recover in a fairway. more than 100 students in the philadelphia school district traded the classroom for the courtroom today. they took part in a mock grand jury trial in center city. city council members judges and lawyers also participated. the students had the final say in whether to approve a criminal indictment. it was all part of the philadelphia bar association's advancing civics education program. >> cool. >> uh-huh. >> turning to sports the phillies welcome back a player who is taking on a new position. >> all right. jaime apody live in the "action news" sports center with that story. >> hey guys. ashy to the outfield experiment begin. cody asche is back and he's ready to debut at his new position. look at him all smiles after being called up from aaa

nascar fans are descending on dover delaware. this one of the premiere racing events in our region and everyone we spoke to is fired up. thousands of campers and rv's are continuing to arrive at dover international speed way. these people have come from all over to enjoy their love of racing. joel erickson brown and his wife are from canada. he says they've been to numerous races but they prefer coming to dover. >> we travel around. we've been to a bunch of different races but we really love it down here in dover with the ocean so close and the air base and just i mean the track itself and the people. >> while the fans are having fun, those in the pit crews are hard at work getting and keeping the drivers vehicles' in tiptop shape and while men dominate the sport of nascar, we did catch up with one young lady who has worked her way through this man's world. >> we make jokes all the time about how my hair is long or i got to do this and just joke around about me being a girl.

>> just as well. >> get a little wet so the ball doesn't roll as fast. double scan live radar not much going on right now decent amount of sunshine. we've dropped the humidity a little bit especially after the last couple of days but temperatures are very similar to wednesday thursday, 87 in allentown, 86 in philadelphia. we hit 87 this afternoon. 80 in wilmington. so we're dropping in wilmington. dover right now as folks are down there for nascar, setting up staying overnight it's 75 degrees with wind coming in off of the bay and right at the shore temperatures are only in the mid 60's again. as we look at satellite and radar a little bit wider scope here you see some of the downpours and thunderstorms kind of popping up through the virginias and the carolinas. they'll remain there overnight tonight and through much of the day tomorrow but a cold front in the midsection of the country will start to push everything to the east and also from the north to the south for sunday afternoon and sunday evening. but for the next 12 hours patchy clouds tonight. it does stay mild, 63 to 67

with that wind changing back out of the southerly direction. that will start to increase the humidity after midnight and then again tomorrow like the last couple of days upper 80's for highs inland. the humidity will come back. there could even be a scattered downpour, thunderstorm in the poconos saturday but for the delaware valley, the lehigh valley, it is looking dry and then that front inches closer and starts to close in sunday afternoon from the north to the south. so if you're having outdoor plans on sunday and you're south of philadelphia it should be dry most of sunday. if you're north and west of philadelphia we're going to watch for some gusty afternoon downpours and thunderstorms and some could be on the very strong side. again dover is far enough south that it looks like both saturday and sunday for the races we should eke out those races dry. it will be very late in the day sunday. we'll watch for some storms at 85 degrees. and same thing for the shore. the ocean temperature only 56 degrees. but on the sand it's going to

feel pretty nice. 74 saturday, 77 on sunday. breezy bright tomorrow, hazy on sunday and again the storms should hold off until the evening as it's looking right now that front is going to slowly move in from the north. the exclusive accuweather 7-day forecast, a pair of 88's for saturday and sunday. dry on saturday but again sunday if you're north and west of philadelphia, watch for some of those strong storms popping in the after and evening. then that front continues to sync in and stall pretty much here monday into tuesday morning and that means periods of rain, a little unsettled the beginning of next week with temperatures near 70 degrees and let's hope it stalls 'cause it would be some much needed rain around the region and we slowly dry tuesday afternoon and then picture perfect wednesday thursday, 76 to 80 degrees, sun and clouds low humidity and then we heat it back up a week from now on friday at 87 degrees. so, not a bad seven-day forecast overall especially if we get some much needed rain that's not over the

>> ♪♪ >> friday night the big story on "action news" tonight a dramatic development in the philadelphia rosewood rape case. 32-year-old raheem felder is now in custody and is a person of interest in this week's robbery and rape on south rosewood street and an attempted sexual assault on south chadwick street back in march. officially he surrendered on charges for a parole violation. live at special victims headquarters "action news" reporter chad pradelli. chad, what's the full story there? >> reporter: jim raheem felder arrived at the special victims unit about 30 minutes ago. he was accompanied by his attorney. like you said, there was an arrest warrant for him for that parole violation but detectives here want to question him about those two assaults in south philadelphia. philadelphia police say raheem felder is a person of interest in the home invasion and sexual assaults that have left a sense of unease in the south

philadelphia point breeze neighborhoods. authorities say this surveillance video and these images led to several tips. police zeroed in on felder and executed a search warrant at this home in the 1300 block of chadwick yesterday. it's just a few blocks from both assaults. sources say it appears felder was packing his bags and fled just before police and u.s. marshals arrived. >> how do you feel about it that he's being sought for. >> i feel terrible. >> reporter: is it hard for to you believe. >> i'm still in shock. >> reporter: authorities have searched several locations. sources say during the search warrants they found gloves sneakers and clothing that and a appear to match those worn in one or both of the attacks. police want to question him in connection with the rape of a woman monday morning on the 1800 block of rosewood and the attempted sexual assault of a woman on the 1700 block of chadwick in late march. and again felder turned himself in to the
