news" tonight is an afternoon of drenching rain storms that in many parts of the tri-state area. this is the way it looked in atlantic city late today and there are flash flood watches for most of the area in effect until tomorrow at 6:00 a.m. that's because some of the storms have the ability to pour 2-inches of water an hour and the water will be difficult to drain. this the hail, accompanying a tornado warning late today in salem county, new jersey. let's get the latest on all of this from meteorologist cecily tynan at the big board. >> and jim, it's going to be a busy night for double scan live. it shows you what's going on north of philadelphia, we have a steady lighter rain but south of philadelphia where the air is warmer, this is really the focus of the severe weather. we did have that tornado warning from salem county from about 4:40 until 5 o'clock. our radar did detect some of that rotation that could be a tornado. now as we're zoomed in no severe weather but there is a

line of pretty active storms working through elmer right now crossing route 40 out of salem, 30 lightning strikes in the past 15 minutes but really the main concern is the fact that it's pulling down a tremendous amount of moisture in a short period of time. these rainfall rates showing the areas you see in purple that rain is falling at the rate of 2-inches per hour. and they're only moving at about 20 miles per hour. so, they're really sitting over the same location. that's what's known as training. when you get the storm over and over the same area. i want to go wider now and show you what's really waiting in the wings and we do have a line of severe thunderstorms. working through maryland. if that line holds together we'll be looking at that severe weather moving into delaware within about the next hour. so the main concern again the flash flooding. we have flash flood watches posted for most of our viewing area until 6 o'clock tomorrow morning. a flash flood warning posted until 7:30 for new castle county delaware. this is where up to 3-inches

of rain has fallen and more is on the way and we also have a flash flood warning for parts of burlington, camden, gloucester, salem and cumberland county from vineland through buena hammonton, north of egg harbor. this is where up to 4-inches of rain has fallen. so some safety tips primarily with that flooding, you do want to stay away from flooded roads. i always use that term turn around don't drown. your car can stall it can be carried a way in flood waters and lightning safety. when you hear thunder get inside right away. you can be struck by lightning when you're not right under that storm. it can be striking you as far as 15 miles away. i'll talk more about what's to come in the full accuweather forecast. jim. >> thank you cecily. one of the big problems that can produce flooding is clogged storm drains. penndot crews have been working throughout the day to minimize that risk. "action news" reporter chad pradelli has that story tonight. heavy rainfall can lead to heavy traffic especially when storm drains clog. during the morning rush hour it was gridlock on the blue

route. with nowhere to drain the water pooled on the highway. officials shut down i476 for more than an hour. side streets became congested with diverted traffic making that monday morning trip to work that much longer. >> they had both sides shut down. it was flooded out all the lanes. >> reporter: penndot crews ran along the schuylkill expressway this afternoon making sure there isn't a repeat during the evening commute. crews were clearing storm drain covers of crash and other debris. they went up and down the highways hitting dozens of storm drains. >> anywhere between 25 and 50. we go -- we want to hit the crucial spots the low spots 'cause that's where all the debris winds up and that's where your flooding occurs. >> reporter: we could do our part to help penndot and other streets departments across the region and that would be to throw our trash in a trash can and keep debris off the

"action news" reporter annie mccormack is at saint joseph's on the brandywine, the biden family's church in greenville. >> reporter: funeral arrangements have not been announced yet. officials here at saint joseph's on the brandywine which is the biden family church tell us they expect to have some involve. the official announcement will come from the vice president's office and it could come as as soon as this evening. monday afternoon bobbed's brother hunter arrive at the

long time family church saint joseph's by the brandywine. earlier in the day an advance team from the white house spoke to church officials about funeral arrangements. beau biden lost his battle with brain cancer this weekend surrounded by family. he was just 46. the vice president's son was beloved. as a child he survived a fatal car wreck that killed his mother and sister. he was a rising political star eyeing the role of governor before he fell ill. the two time state attorney general also served as a major in the delaware national guard and was deployed to iraq. >> some of the things that people didn't know maybe he was, he had this really deep compassionate compliment to service, to his family and to his friends and to his state and to his country. >> reporter: long time friends today spoke about his devotion to family including to his wife halle and two children. his loss also dominated political events on monday. >> he cared about everybody. he wanted to know how they were doing how their family

was. and this was not just lip service. >> reporter: president of delaware's naacp remembered his devotion. >> he wasn't scared to go in no community. he fought for us. >> reporter:. >> an incredible guy. >> reporter: beau biden's family says they hope to bury him here in the cemetery alongside zell family members including his grandmother and mother. in greenville delaware annie mccormick channel6 "action news." >> $2 million is the settlement for a cape may county couple injured in a explosion. james and evelyn mccarty suffered burns and broken bones when propane ignited under their home in villas in november of 2013. the lawsuit said a contractor failed to lock the propane tank or remove it from their property after they converted to natural gas. that contractor shore guys

heating and air conditioning will cover more than $1.6 million, the bulk of the set. south jersey fuel and propane agreed to pay the rest. authorities say there will be no charges against the man who was flying a drone late yesterday just outside citizens bank park during the phillies game. the man in the blue t-shirt told police he's just a hobbyist and was trying to get some pictures. however, the faa is investigating. the federal agency says it prohibits unauthorized aircraft including drones from flying over or near major league baseball games. prosecutors say a delaware county nurse pretended that she was too hurt to work while secretly teaching exercise classes at the same time. 36-year-old jamie scott reported a shoulder injury from lifting a patient at taylor hospital in ridley park. she didn't work for four months but continued receiving more than $50,000 in wages and medical expenses from crozer

keystone health system. however, she was arrested after police say she was caught on video teaching resistance band and spinning classes at the ridley township ymca. scott has been charged with insurance fraud. new jersey is one step closer to taking guns away from domestic violence offenders. an assembly panel approved legislation today that strengthens gun restrictions. one bill would bar people convicted of domestic violence from owning guns. offenders would also have to prove that they surrendered their weapons. another bill would bar convicted carjackers, gang members and racketeers from owning guns. this is our first look at construction on a project meant to revive the struggling atlantic city pier. developer bart blatstein gave a sneak peek of the playground today. he said the new facility, the new entertainment dining and shopping complex will be opened by june 26th. it takes the place of the old

pier shops at caesar's. the first level will be home to t street with theme clubs and live music acts on multiple stages. philadelphia she have jose garces has been tapped to lead the dining experience. he has four restaurants in limbo inside the former revel casino. coming up on "action news" tonight an apology and a resignation. two pennsylvania politician plead guilty after an undercover sting. plus, one company is selling sacred souvenirs to remember philadelphia's upcoming visit by pope francis. ducis rodgers with the sports news tonight. the phillies finally get a day off and they could use it. >> cooler conditions coming this week are welcome at this montgomery county retirement center. town manor west in east norriton has been without air conditioning for more than two weeks since may 18th. pictures of thermostats inside two rooms showed temperatures at 90 and 92 degrees last night. officials said they had to order a special part which could arrive tomorrow; shocks arrive tomorrow. and they hope to have the system running again sometime this week. in the meantime, they have placed 12 mobile air conditioning units around the facility. two state representatives from philadelphia today pleaded got conflict of interests charges and both are being sentenced to various terms of probation. "action news" reporter david henry has the story. >> reporter: state representative ronald waters fell hardest today. he pled guilty to taking

almost $9,000 from an informant posing as a lobbyist. that informant was wearing a wire an camera. the evidence was overwhelming. waters who was first elected in 1999 was required to resign today as part of a plea agreement. >> i didn't think that june the first 2015 was going to be my last day on the job. >> reporter: waters pled guilty to nine felony counts of conflict of interest. he says he'll miss serving his constituents and apologized. >> i apologize. i mean, somebody came to me and i thought the person was a friend. i misread this person. >> reporter: that same informant also shared former representative harold james. he sold his office for just $750. >> in essence, you know, government was for sale in pennsylvania to the lowest bidder. >> reporter: james had no comment as he left court today. do you have anything to say? >> no. >> reporter: not at all? no apology, nothing. >> reporter: representative vanessa lowry brown had no

comments. she indicated she would plead guilty today but her judge granted her request for time to reconsider. state attorney general kathleen kane dropped the ongoing investigation when she came into office claiming it was shoddy and taint with racism. philadelphia d.a. seth williams rejected that claim and revised the case eventually charging six public officials with taking bribes. mark gillison is the chief prosecutor. >> there is no evidence of racial targeting in this case. >> reporter: louise bishop is fighting back claiming she was racially targeted. so far three have pled guilty and another guilty plea is expected next week. attorney general cane says she stands by her decision to drop the case. in harrisburg, david henry channel6 "action news. >> the philadelphia based company will offer permanent ways to remember the upcoming visit by pope francis. today the world meeting of families announced that aramark will be the official

provider of souvenirs for the event in september. aramark will sell more than 200 keepsakes including t-shirts and hats, reel limps items like rosaries and crosses. the merchandise will be available later this month.

>> we have flash flood watches in effect throughout many parts of the tri-state area. just too much rain over too short a period of time. >> exactly. we need the rain and we need a steady light soaking rain and we're getting that in parts of our viewing area north of philadelphia. storm tracker six live double scan slowing it's almost a tale of two systems where north of philadelphia where we have a stable air mass and temperatures in the 60's, it's generally a light steady rain a-few rumbles of thunder but only five lightning strikes in this whole view in the past 15 minutes. but south of philadelphia it's a different story. this is where temperatures have been in the 80's and are now dropping into the 70's and this is where we're get something severe weather. and we're tracking one storm that's moving out of northern maryland, it's moving to the

northeast, 88 lightning strikes with this in the past 15 minutes and a lot of gusty winds and so this is all heading towards red line, bear, delaware city, new castle delaware. if you live in the path of the storm, if you hear the rumble of thunder you have to get inside and this will continue on and off really through the evening hours into early tomorrow morning. this was the cell that spawned the tornado warning for salem county and this is what happened when it was over new castle delaware. kelly posted this on the "action news" facebook page. that's hail the size of quarters and that shows just how strong this system is but really the main concern is this. the flooding. ed posted this on my facebook page. this is ocean city 53rd and haven this is an area that floods often. looking at the potential for more flooding. flash flood watches have been posted. the rain can fall up to 2-inches an hour and the

problem is that we're getting the training effect when the storms line up like a train track and you get the severe symptoms over the same area. temperatures really tell the story. philadelphia 65 degrees. it's a stable air mass. allentown you have that real light rain. that's great for the gardens 60 degrees but dover it's 77 degrees millville it's 76 and really that will be the focus of the severe weather tonight. satellite6 along with action radar showing we had a round in the morning then we had a break in the action and all this activity bubbling up in the afternoon. this is all associated with a cold front that will be moving through. so, future tracker showing at 10 o'clock, still a lot of storms along the i-95 corridor south and east as we head through the overnight hours it tapers off tomorrow morning. but it's not going to be a bright and sunny morning. a lot of clouds, occasional showers. it will be a cool day as we head into the afternoon. a few more showers not looking at the widespread threat of severe weather like today though. so tomorrow a cool day

64 degrees with this front sliding to the east with periods of rain, so keep the umbrella on hand. so, the exclusive accuweather 7-day forecast, cloudy, damp and dreary. yesterday's high 92 degrees in philadelphia. tomorrow only 64. on wednesday still a lot of clouds and an occasional shower a-cool day 69 degrees. thursday probably the nicest day of the week, breaks of sunshine, 72. on friday a few more clouds, 79 degrees. the possibility of a shower. we get back into the 80's for one day on saturday, 83 degrees with some afternoon showers, back in the clouds on sunday. it cools off to 76 degrees an possible shower on monday with a high of 77. may was the second warmest may on record. it was very dry. now we have a cool and a very wet first week of june. >> naturally. we want to show a picture. this is ninth near atlantic avenue near the boardwalk in ocean city and this is one
