t.j. and kayna, back to you. major developments that abc news broke about a damaging new report about the tsa. >> it revealed that tsa agents failed to find fake weapons 95% of the time. too much. abc's bazi kanani is joining us from washington with more on this story. >> reporter: good morning. the report on the investigation is classified so the head of the homeland security isn't comment og on the specific results but he does acknowledge that changes are needed and says they're coming. tsa screeners put to the test when the department of homeland security sent undercover agents to dozens of america's airports. what they found was an alarming rate of failure. an undercover agent set an alarm at a mag tommer the. they failed to detect the faked

explosive device that was taped to his back. >> it's disconcerting when we're trained to identified those type of prohibitive items and it doesn't work. >> reporter: according to officials briefed on the results of the internal investigation, tsa screeners failed 67 out of 70 tests. allowing those undercover agents to repeatedly get potential bombs or weapons through security. >> the terrorists do watch this. they do watch and they go to school on how they can learn from possible vulnerables. >> reporter: jeh johnson is ordering changes. demanding that the agency revise standard operating procedures for screeners. retest and re-evaluate equipment. they can expect even more random covert testing.

secretary johnson says that undercover testing has been done for 13 years and he adds that the numbers in the reports never look good when taken out of context. still, this time it was serious enough to require immediate changes. t.j. kayna. >> all right, bazi kanani thank you as always. secretary of state kerry back in boston awaiting surgery on his broken leg. secretary's an aavid cyclist and he fractured his femur when cycling in france. he'll handle business before surgery. hundreds are still missing after a small cruise ship in china. several people have been found, five deaths confirmed. about 450 people mostly elderly were aboard that ship.
