karen. >> off to a stamp start in parts of the region. we have a lot of clouds and a couple of lighter sprinkles and showers. they're the possibility of a little bit of drizzle of the steadier rain through sussex county delaware, extreme southern cape may county and this other stuff appears to be moving off the coast of atlantic city. not a whole lot in the northern suburbs this morning but it is mainly cloudy and we still have a system down the our south rotating off the coast and continuing to push a few of these sprinkles and showers in during the day. the farther north you are to the region the better chance you have of seeing sun as that systems moves away from us. 55 degrees is your temperature in philadelphia. like yesterday it's a little bit cool out there a little damp and maybe just a tad on the breezy side. with that breeze continuing to come down out of the north and east. as we take a look at the bus top this morning 54 by 6 o'clock, 55 by 8 o'clock similar to what we had yesterday. a couple of showers in some

neighborhoods as you just saw and as we roll through the day it's a cloudy morning, 8:00 a.m. 55 degrees a-couple more sprinkles around. there's the chance of a bit of drizzle or a real spotty shower throughout the entire day but i think most of this is probably going to be in the morning and most of the day will be drive. by noon 63. and then our high today is going to be 67 degrees around 3 o'clock this afternoon. again, the later we get through the day, the better chance we have of some sun coming back especially across the northern half of the region. matt pelman war roads looking like early on. >> it would be nice to see that sun again and feels like it's been a long time. they're looking damp as we kick things off on this wednesday morning david looking a little construction laden in spots like here. this is the ramp from the schuylkill expressway eastbound to the vine street expressway eastbound. i mentioned last evening there was the possibility that they would close the vine, they were scheduled to, we thought they may or may not based on the weather. they did. eastbound side shut down scheduled until 5 o'clock between this point at the schuylkill and broad street. of course, we'll let you know when the vine eastbound

reopens but for now everything is blocked off for the moment at least. this is the roosevelt boulevard in east falls looking good. overnight construction on the boulevard up at ryan avenue has cleared out so just damp conditions now. traffic getting by both ways. on the big picture, police activity on the platt bridge westbound headed towards the airport but that just cleared out. now on the main line in wynnewood watch out for downed wires this morning blocking wynnewood road. montgomery avenue probably a better bet as we kick things off on this wednesday morning. matt. >> thank you matt. we have breaking news. fire in atlantic county, new jersey. the two alarm fire in pleasantville left two people injured. the fire broke out on the 100 block of charles avenue just before 3 a.m. one person is being treated for burns and is in serious condition. it is not clear how the second person was injured. firefighters worked for 45 minutes to bring this blaze under control. developing overnight, fire erupts in the city of chester on the very same block for the third time in less than a week

and authorities are trying to determine if they are connected. "action news" reporter katherine scott is live along bicly place with what she knows. good morning, katherine. >> reporter: good morning, matt. yes, authorities are trying to figure out what's going on here. last night's fire began in that end row home right there. however, in the last several days the five next to it have all been damaged by fires. three fires in four days here and authorities are trying to figure out why. >> my mother's 76 years old. she has woke me up saying it's a fire. i couldn't believe it. i said again? >> reporter: third fire in the matter of days on this chester block. now, six row homes all next to each other on the 400 block of bicly place have been damaged or destroyed. more than 20 people have been displaced. >> i believe it's something crooked going on. >> reporter: the first in the series of fires started saturday in 420 bicly an unoccupied house. then early monday morning firefighters were back battling a blaze that began in

418, also vacant. that one spread to several more homes. last night around 10:00 crews arrived to heavy flames in 410 bicly. >> these are at the end of the row. the fire a couple days ago was further down the row. couple days before that was even further down the row. >> reporter: the crime scene unit carried evidence from last night's fire scene. neighbors are worried 93 haven't seen the last of the fires here. >> fares is crazy. it's dangerous. people live here. >> reporter: again authorities have not said that they have had -- they haven't determined a cause yet. they also haven't said that these three fires are connected but we are expected to learn more from authorities later on today in a press conference. we're live in chester katherine scott, channel6 "action news." >> katherine thank you for that. former delaware attorney general beau biden will be laid to rest on saturday. president barack obama will deliver his eulogy.

there are two viewings scheduled for friday at saint anthony of padua church in women to. friends family and the public are invited from 1:00 p.m. to 4:00 p.m. and 6:00 p.m. to 9 p.m. a funeral mass will be held on saturday morning at 10:30. >> bill cosby wants to keep the lid on a 2006 court settlement involving a philadelphia sex assault lawsuit. three women were suing cosby for defamation in massachusetts have sent the lawyer of the philadelphia accuser a former temple university employee a subpoena. cosby's lawyers filed a motion to block it yesterday. the three women who claim they were molested by cosby in the 1970's believe documents from the philadelphia lawsuit will help their case. cosby has denied wrongdoing and has not been charged with any crime. >> president obama has signed legislation to reform how the nsa gets access to phone records for surveillance. the senate passed legislation yesterday by a vote of 67 to 32. it will phase out the nsa's collection of bulk phone

records. instead those records will be kept with the phone companies. the government will be able to search them bullet only with a warrant. prosecutors in massachusetts say a man arrested last night as part of a terror investigation will appear in court today. david wright faces federal charges. the arrest comes after members of an antiterrorism task force shot and killed a man yesterday morning. a boston police officer and an fbi agent approached 26-year-old raheem as raheem came out of a pharmacy. they say they wanted to question him but officials say he len lunged at them with a large military style knife. raheem was shot twice and killed. he was under 24 hour surveillance because he had made statements indicating that he wanted to attack police. >> levels of alarm brought us to question him today. i don't think anyone expected the reaction we were going to get out of him. >> investigators are trying to figure out if raheem did indeed have ties to isis.

"good morning america" will have much more on the takedown of the knife wielding terror suspect at 7:00 after "action news." >> congressional committee expressed frustration. amtrak's ceo joseph boardman apologized yesterday. speed controls were not in place at the time of the crash. a temporary system is now up and amtrak promises a more modern speed control system will be in place by the end of the year. federal investigators say they still do not know if the engineer brandon bostian was on his cell phone before the speeding train derailed last month o congressman ryan costello of chester county a member of the transportation and infrastructure committee wants more information. >> when you have a hearing and you hear that they don't know whether the cell phone was turned on area if the gentleman was texting or talking on the phone between 9:10 and 9:21 it's just a

little hard to accept. >> bostian was also tested for drugs but the results are not back yet. an update on a story "action news" brought you last month. philadelphia police released new surveillance video of a pair of thieves they believe could be tied to 17 scooter thefts in the area since april. they were spotted walking along the 1900 block of carpenter street in south philadelphia back on may sixth. they walked past a scooter turned around, picked it up and walked away with it. in each case the locks and chains used to secure the scooters had been cut. >> and now we're at the big board to get a first look at business. dupont is saying it's cutting jobs in delaware but it's not saying exactly how many. what we do know is the affected workers will be in the performance chemical unit that currently has 1200 workers. dupont says this units is being spun off into an independent company. we'll see how many jobs remain. wal-mart says that it plans to roll out pay increases managers will get a pay bump in some cases as much

as 26 permits wal-mart will increase its starting wage to $10 an hour next year and intend to create more managerial positions. taking a look at the stock markets, no major moves on wall street. stocks have been in a rut lately. all markets have small losses. today's futures look like they're pointing to higher opens. southwest is offering tickets as low as $49 per way. the fares are priced up to $149 each way still al good deal. travel is for august 25th through december 16th. >> time right now is 4:40. coming up more stories you didn't see last night a teacher in the midwest is under fire after taking students to an adult toy shop. >> a florida science teacher says he had enough of students using cell phones in his class. what he did about it next got him suspended. we'll explain. david. >> there's a touch of rain and drizzle around today especially this morning but i'm not going overboard with the rain gear because in most cases it's lot and in a lot of cases you're not seeing

>> 4:43 now. is it going to stop rain dag. >> less rain today than yesterday. how about that. >> that wasn't a stop. >> storm tracker six live double scan we could see some late day sun. a couple of sprinkles and showers around. most of these from about philadelphia south. it's not everywhere. light sprinkles and showers pushing through parts of camden and gloucester counties. salem county affected by this. new castle county delaware around wilmington has light stuff. this is pushing towards the east n cape may county a little steadier shower activity but most of that appears to be just off the coast in the water. if you're taking the ferry this morning maybe a little bit wet. as we take a look outside we have cloudy skies across its area and of course it's still a little bit damp on the air field at philadelphia international airport because of some overnight sprinkles and showers. just light stuff around this morning and today though. 55 degrees is your current temperature in that philadelphia, very similar to yesterday.

not feeling all that humid but it is kind of damp. winds out of the northeast at 9 miles per hour. also similar. so, kind of a repeat as to what we had yesterday. future tracker six showing thus as we move through the day up until noon it stays fairly cloudy across most of the region, mostly dry but we can't rule out a little spotty touch of rain or drizzle. then we get later into the afternoon, 5, 6 o'clock and into the evening there's the chance of some clearing, maybe some sun coming back. i think the best chance of this is probably from the city north but the model has even some breaks in the clouds down south. so, some improvement with some sun coming back later in the day. 55 degrees by 8 o'clock, will i belch clock 61. it will be another cool one arc little better than yesterday when a lot of neighborhoods stopped in the up are 50's. this afternoon we're going for a high of 67 degrees around 3 o'clock in philadelphia and by 2 o'clock there's the pocket of some sun breaking back, even better chance by 5 o'clock when we'll stable at 66 degrees. if we are looking at high temperatures across the region we're looking a little milder up north where there's

a better chance of that sun coming in later up close to 70 in reading, not too far from that in allentown, 67 in wilmington and down the shore with more cloud cover around 64 degrees in cape may and 66 in atlantic city. if you're headed to the ballpark still on the cool side, a game time temperature of 65 degrees. the ninth inning 61, mainly dry a slight chance of a spotty sprinkle or shower. tomorrow more clouds in play but not a lot of rain. maybe a couple afternoon sprinkles and showers here or there. your seven-day forecast stuck in the clouds for the morning today with perhaps sunshine coming back later 67 is the high. 66, mostly cloudy tonight -- tomorrow i should say with that spotty showers. on friday we do warm back up to 77 degrees. there's a slight chance of a late day shower or thunderstorm but it's not a washout a bit more humid on saturday with clouds and sun a high of 80, the union back home again on saturday hopefully dry for that evening

contest. partly sunny and nice on sunday with a high of 76 and back into the 80's the way things look now on monday and tuesday. monday's shower can't be ruled out. >> thanks, david. >> yeah. >> this is brand new on "action news." parents at a minnesota school are outraged over a teacher taking middle and high school students on a field trip to an adult novelty store. school director starry hedges took about a dozen students to smitten kitten last week. she says she wanted to provide a safe environment for kids to learn about human sexual behavior. some parents say they were never even notified before the trip. the state education department has no authority over the school because it is private. >> new this morning a florida teacher was fed up with students using cell phones in class but what he did about it got him into a lot of trouble. "action news" reporter erin o'hearn is live at the big board. she's got the details. good morning erin. >> reporter: good morning, tam. that teacher told administrator that is students using cell phones during class was a huge problem and one he

was intender on fixing himself. the science teacher decided he was going to fight fire with fire by using too long prevent his students from using it on his watch. so he purchased this jammer which he thought would help make students more focused. but cell phone jammers of course are illegal using them can bring thousands of dollars if fines from the ftc and even jail time. and in this particular case the jammer may have affected cell phones all around the area because right outside the school is a cell phone tower. the teacher dean liptack told school he thought it was perfectly fine for him to use the jammer as long as it wasn't for malicious purposes. students and parents admit cell phone use is a big problem in class but say this was not the solution and the jammer could have impacted the students' safety. >> in that back packs but the majority of the students at my school have them out during the whole class. >> i'm a parent and i'm over

>> well, who is ready for hump day? all right no, one. well, we're going to face it anyway. let's get out there and hit the roads. things look good so far this morning if you're trying to get from the schuylkill expressway onto the vine street expressway eastbound, you can do that now. unlike the last time we spoke they've reopened the ramp and the eastbound side of the vine. now they are scheduled to close it again tonight starting at 11 o'clock through 5 o'clock the next morning. that's going to happen the next few nights, both sides of the vine scheduled to be closed. this morning everything is reopened the construction gone and the roadway is drying out. but we are watching a new problem on the kelly drive its a downed tree right by

fountain green there by the grant statue so i think i would stay over on mlk drive or even the schuylkill instead of the kelly if you're headed out early this morning. we still have those downed wires in wynnewood right by the wynnewood shopping center blocking off wynnewood road at lancaster avenue. stick with remmington road or church road as some alternates. pennsylvania turnpike westbound by willow grove road work on the shoulder. there was not too much road work last night because of the rain. if you're coming do you the northeast extension from the lehigh valley, quakertown or lanes dale no construction and speeds are in the mid 60's. tam. >> okay, thank you, matt. new here on "action news," one person is dead, several other people are injured after a chain reaction crash in downtown chicago. police say a city bus was turning when it hit three cars finally stopping in a pedestrian plaza on michigan avenue which is a very crowded busy shopping district. witnesses say the bus swerved to avoid hitting a car that ran a red light but it couldn't get out of the way in time even slaming into somebody who was crossing the street and that woman died. >> this is new a-south

carolina man is behind bars for taping a dog's mouth shut. the case took the internet by storm when images surfaced of the dog's injuries. caitlyn a 15 month old terrier mix was found in critical condition on a doorstep in north charleston last week. the electrical tape was wound so tight the dog's tongue was caught between teeth cutting off blood flow. police charged 41-year-old william dodson with animal cruelty and a an affidavit claims dodson taped the dog's mouth because he was tired of it barking. vets say caitlyn should make a full recovery. >> another new story on "action news." a suspected burglar on long island was caught not with his pants down but because he had his pants down. let's explain. police say 18 year old takum ross stole air jordans. the teen stopped in the back with regard to try on the stolen footwear. an alert neighbor snapped this photo of him with his red boxers showing. an officer returned to the neighborhood and saw someone bending oaf with bright red underwear on. the briefs were an exact match with the photo. >> it's channing tatum like you've never seen him before. he went undercover dressed up like an older movie executive and was asking fans awkward questions while they were at what they thought was a 3-d showing like who is the best actor in the movie. he loved it when they said
