>> happening now on "action news," localized flooding and conditions so hot school are closing early. accuweather is tracking another unsettled day for the delaware and lehigh valleys. >> developing right now tropical storm bill heads for the texas coast it is predicted to dump even more rain on regions that have been devastated already by record floods. >> a building in west chester burns for hours. crews are still on the scene dousing hot spots this morning. >> good morning, 6:30 on this tuesday june 16th. karen rogers is in for david. she says it is sticky and awful out there and matt pelman has a look at traffic. good morning. >> yeah, as soon as you step outside you really feel it as the dewpoint is at 71 degrees,

we have oppressive humidity today. storm tracker six live double scan a little bit of a shower here or there out near harrisburg right now. most of the morning is going. it's later on this afternoon that's the issue. 74 degrees right now in philadelphia really feeling uncomfortable. lots of clouds and low clouds. areas of fog and look at this 2.5-mile visibility at philadelphia international airport, half a mile in allentown but just .3 of a mile elsewhere as you look north and east of the city its a real problem with the fog so be careful as you're headed out and that's the least of our worries because we're going get some gusty winds and heavy downpours with any one of these storms that forms so here's what your day looks like. by 9:00 a.m., about 81 degrees, mostly dry through the area with clouds and sun. by noon, 87, pretty dry but the storms could come early. any time after lunchtime we're going to see so right afternoon you'll see some of the storms start to form. by 3:00 p.m., 91 degrees hot and humid with a gusty thunderstorm in a couple of places. by 6:00 p.m., 84. and not everybody is going to

get these storms. they're just going to be scattered through the area. you'll see what i mean when i show you future tracker six. so i'll show that you one coming up in just a minute matt. >> sounds like a plan. good morning, karen. so, high dewpoints this morning but low speeds now. here on 95 southbound side it's the normal morning delay forming before our eyes near cottman, then again from past the betsy ross bridge through this point of allegheny into girard. you see the traffic heading towards center city and into the fog. fog is thick here in the stein especially north and east of the city this morning. on the big picture we've got a fire location now in north philadelphia along monmouth street at germantown avenue. no big issues at this point just delays beginning to form along the schuylkill. a lot of speeds have dropped into the 30's. and the boulevard looks pretty good but, ooh, looks pretty foggy. this is a shot we normally look at of the roosevelt boulevard extension right in east falls and you can't see much this morning. so you do need to allow a little bit of extra time because you're going to have some trouble seeing as you head out so you need to drop

those speeds. in perkasie we're seeing a crash now along callowhill road at souderton road. that of course is 113. but the water main break in princeton that was closing the northbound side of 206 has been patched. so 206 is reopened. however, if you're headed up north on the turnpike in new jersey this morning watch out. there was a tractor-trailer that overturned overnight by 8a jamesburg. so the two right truck lanes remain closed as they clean things up there and in camden county, just a little bit foggy and starting to get a little bit slow along 42. at this point. could be worse. >> thank you matt. philadelphia public schools have decided to throw in the towel before the heat reaches extremes this afternoon. "action news" reporter katherine scott is live at roxborough high school to continue our weather coverage. katherine. >> reporter: matt, that's right, it's going to be another hot one today and students here at roxborough high school are going to be among those philadelphia students heading home early. and if today happens to be your graduation day you're going to want to check with your school to see if this

early dismissal affects your ceremony its an early dismissal for all school district of philadelphia schools. administrators made the decision to send students home at noon today based on excessive heat. there are a number of graduation ceremonies scheduled. those schools have the option to remain opened. just check with the school directly. another day of soaring temperatures followed follows some wild weather in some parts of or area. last night with the 4-inches of rain that fell in some parts of bethlehem came the flash flooding. cars were under water streets impassable. the hope house assisted living facility was evacuated. a giant truck was brought in to navigate the high water. easton avenue and willow park road turned to rivers surrounding the keystone pub. >> this is the first time i've seen it happen that fast. within 15 minutes it got -- pretty quickly -- it flooded pretty quickly. >> reporter: so, another steamy day on tap and we could see some storms later on today. take harder, though, tomorrow

we should see some relatively lower temperatures and a little bit of relief. we're live in roxborough, katherine scott, channel6 "action news." >> and that will be nice. thank you, katherine. well, a sinkhole is discovered underneath of a transmission tower in bethlehem township after last night's flash flooding there. ppl says despite the hole underneath part of the tower there on claremont street it's not in any danger of falling it is not an imminent issue. >> 6:35. tropical storm bill is taking aim at the gulf coast of texas. parts of the state are still recovering from record floods. the storm is expected to make landfall sometime this morning. a voluntary evacuation is already under way in the boulevar peninsula. lines wrapped around a supermarket as people stocked up on supplies. school districts have canceled classes. the national weather service predicts parts of north texas could get up to 9-inches of rain over the next five days. >> ♪♪ >> this is new this morning. swat teams arrested a suspected gunman. police say he tried to escape

a barricade situation in roxborough overnight. the suspect reportedly ran into his house other 400 block of monastery street after firing a shot at two people on the street. one of them had a permit to carry a handgun and they returned the fire. thankfully nobody was hit. police recovered the suspect's rifle during a sweep of his home. the gunman's wife, his two kids and family friends were all inside at the time of the brief barricade. they're all now being questioned by detectives and it's still unclear what exactly sparked the initial shooting. and tenants will be out in this morning's heat surveying the damage from a three alarm fire in west chester overnight. let's get the latest from erin o'hearn live at the big board with more on the story. good morning. >> good morning, tam. chopper six does give you the bester p speculative on how intense this fire was last night. flames erupted around 9 o'clock technology building in west chester which is mostly offices but the red cross has told us there are for apartments inside and they are assisting one person. fire officials responded with two alarms but the blaze

spread quickly and that was up to three alarms. now let's take a look at some ground video. as you can see there were multiple crews on the ground at the corner of market street and north church street. but this was a pretty stubborn fire and it affected multiple buildings. this scene was block away from the chester county courthouse. it took almost three hours to get this fire under control. the word from officials was that at around 11:50 firefighters finally got a handle on it. fortunately there were no injuries. again, that is largely attributed to the fact that this building is mostly offices and the fire started around 9 o'clock. so, there were likely no -- there was likely no one in the offices at the time. fire companies continue to put out hot spots this morning as investigators try to determine what exactly caused the blaze. if you were in the area this morning, please note that all traffic has been restricted because of the large amount of emergency vehicles and debris on the scene. of course we'll keep you updated on those restrictions on 6abc.com. tam, back to you. >> okay, thank you erin. and now to an "action

news" exclusive. philadelphia police say they have finally foiled a motorcycle theft operation. police caught the alleged thieves in the act yesterday morning. they say a home on the 4200 block of mill street in holmesburg had been turned into a chop shop. leonard harris and walter jacobs were charged. police were called to the 3200 block of cottman avenue and witnesses there say that they saw the men trying to steal david vocht's gleaming yellow chopper yesterday morning. >> got my clutch set up they couldn't get it started because the clutch won't pull in all the way. >> they had a dark colored suburban that had been used in previous thefts throughout the city. >> in fact police used surveillance video from an attempted theft earlier this month and it showed harris and jacobs in some suburban. investigators say they expect to make more arrests. >> karen somewhat quiet right now in terms of rain, right. >> yeah, that's right we're pretty dry through the region. in the afternoon i don't think everybody is going the see these storms. storm tracker six live double

scan showing we're dry right now. little shower near harrisburg. what was have been watching the chance for a shower or a touch of drizzly we saw that in one or two places early this morning. let's go outside right now we're going to see what it looks like. we're at philadelphia international airport where fog is reducing visibility to two and a half miles so call ahead before you travel out. you can kind of see that fog in that shot. currently the temperature is 75 degrees warm and look at the dewpoint, 71. feeling oppressively humid. winds out of the east and they're pretty light at 3 miles an hour. and here we've brought in our always on day planner to help you map out your day. satellite6 and action radar showing lots of clouds and here you can see some of those showers that tried to pop up. they've mostly dissipated. the bulk of the activity is still out to the west. and we're going get these showers and thunderstorms moving through a little later on this afternoon and the concern is just like yesterday we didn't see a lot of storms in the afternoon that's for sure but we had driving rain that caused flash flooding. that could happen again today especially with the humidity so high. downpours is a real concern with these scattered storms there not everybody is going to z lightning and even the chance for strong winds. we could see winds up to

60 miles an hour with these storms. and that's enough to create some damage. future tracker six showing at 1 o'clock looks like these storms will start to form very early in the the afternoon. we see a cluster of storms beginning. we advance this until 3 o'clock. look at the colors in here. you see the purple and the red. that means really heavy downpours with any of these storm you get this idea by looking at it not everybody is going the see sit. they'll be kind of peppered through the area here. by 6 o'clock maybe right along i-95 we get a final push of storms and that's because a cold front it's a weak front but a cold front is going to push through. you can kind of see the mark of it right here where it looks a little drier out to the west. and watch what happens at 10:30. it feels a lot better. the storms today kind of wipe out the heat and the humidity and it feels a little better for tomorrow. so as for today, let's talk about how the temperatures climb. it's going to be a hot one. 91 for your high. by 8:00 a.m., 79 maybe a sprinkle. by 11:00 a.m. we're dry and 85. by 2:00 p.m., a scattered storm, 91, that's our high. temperatures will drop quickly with these storms. by 5:00 p.m. about 85 degrees.

but the traffic is starting to look not so great. eastbound side definitely congested from past oaks through this point at trooper into 23 and you know yesterday eastbound during during the midday we had work. today they'll work westbound between 23 and this point at trooper road so expect westbound delays coming out of king of prussia during the midday today. tomorrow they'll work eastbound again. so, work all week along 422. there's a crash this morning in perkasie to avoid along callowhill road at souderton road which is 113 and a new project started yesterday in cheltenham. they're closing a short stretch of church road during the mid days 9:00 until 3:00 for gas main installation for the next couple of months. maybe stay on cheltenham avenue as an alternate to church road. other big picture of course 95 we're seeing those typical speeds in the teens and 20's as you travel southbound. betsy ross bridge 35 miles per hour is the max this morning because of the foggy conditions there. still have that fire location in north philadelphia along monmouth street at germantown avenue. and of course 52nd street is still blocked in west philadelphia because of the

water main break. if you're traveling north on the new jersey turnpike by jamesburg, a truck flipped over there overnight so a couple of the truck lanes remain closed. tam. >> okay, thank you matt. new on "action news" security cameras caught a man in georgia hanging off the side of his car as a thief drove away with his son still inside. he says this all began when he pulled into a gas station. as he began to fill up a thief jumped into the car and took off. he went along for the ride clinging onto that car. you see him in the video for nearly a quarter of a mile. eventually his son was able to jump out of the moving car. he in the end broke his arm. his son though was not seriously hurt. >> this is new. two female students are suing ucla claiming the university tried to cover up their sexual harassment claims. the two grad students claim a professor made suggestive comments pressed himself against their bodies and forced his tong in their mouths. the student's federal lawsuit accuses ucla of failing to act on their complaints of

oppressive humidity. later this afternoon it's going to feel like it's up near a hundred even though our high today will be 91 degrees. we'll hit it around 3:00 p.m. so by 9:00 a.m., 81. maybe you get a stray shower in one or two spots mostly dry. by noon, 87, pretty shortly after the noon hour, we start to get these storms forming. by 3:00 p.m., scattered not everybody is going to see them. we could see some heavy downpours even flash flooding so we need to be careful about that. by 6:00 p.m. 84 degrees with a storm or two leaving the region. a very quick look at your forecast. humid today with a gusty thunderstorm, a high of 91. tomorrow is better, less humid and dry during the day and a high of just 84, matt. >> thanks, karen. a demolition job in texas was as easy as yelling timber. you see crews just cut through the supports on this water tank in plano and simply will the it topple over on its own. 178-foot tall tower was built 30 years ago it sat dry and

unused for the past five years. the toppled tank will make way for new development. >> on the people scene a massachusetts man-made a new friend after a star studded fender-bender. the rock was headed to the set of his latest movie when he sideswiped a suv damaging the mirror. the actor pulled over to leave a note on the car only to run into the truck owner named oti bridges who was walking up his drive way. when the rock offered to foot the bill bridges said that's okay. the rock said he wanted to thank bridges for being so cool about the whole thing. we'll be back with your top stories. >> ♪♪
