pradelli. what do we know about this? >> reporter: jim sources tell "action news" that the evacuations were due to some resent intelligence gathering but they would not say what it was. but in the end they calld this a non-credible threat. the vacations were orderer before 11:00 a.m. and navy personnel were told they had to leave and the threat protection level was raised to the highest level, charlie. >> we didn't get much information but that it was a charlie and we had to evacuate. >> there was no urgency and they made their way out of the storage center and shipyard in an orderly fashion, it's home to many businesses unrow lated to the navy. >> we saw cars and traffic in the middle of the day and it was very unusual and we were wondering what was going on here. >> liza owns the bella cafe, she received a message from the

the individuals and stole schoolry and money from a safe in the home. they face robbery and saul charges and a fourth suspect is still at large. philadelphia police are trying to catch a taxi thief tonight. investigators say that 12 cabs are stolen in the last nine days, the thefts happened in west philadelphia and surveillance videos showed crimes in progress. a man drives off in a parked taxi, police say that the suspect is likely somebody that knows the cab business well. >> it looks like they are targeting models 2007 to 2009 ford crown victoria cabs, and most of them are from the police auction. those models are known to have ignition problems various keys can start the engine and that the thief actually used the key to start the vehicle, six of the vehicles have since been row covered. with the word that this is different, philadelphia mayor
