"action news" reporter wendy saltzman is live in center city philadelphia tonight. wendy. >> reporter: jim the boy scouts will now allow homosexual men to become troop leaders here in our area ending a controversial ban that has sparked controversy across the country and right here in our own backyard. >> i think it's awesome actually. expanding and approving of everyone so i think that's actually a great idea. >> reporter: the response to "action news" today was overwhelmingly positive as area residents like eagle scout william griffin learned more than 500 scouting troops in philadelphia, montgomery and delaware county will welcome gay men into their leadership. >> i think it will give everybody a universal view of what the world is all about. can't be so narrow minded. >> reporter: the decision to allow gay leaders locally was long time coming. in 2010 the boy scouts were embroiled in a legal battle with the city of philadelphia

who ended an historic lease claiming the scouts discriminated against homosexuals. today board president described the boy scouts new policy as a bold step forward. >> the boy scout is a friend to all and boy scouts are kind to all people and so inclusion of all people regardless of sexual orientation just seems like a natural extension of the meaning of those words and phrases. >> reporter: he says the local chapter has had a long time policy of nondiscrimination but explains the national bylaws were what prevented them from allowing only gay leaders among their ranks. the boy scouts in 2013 agreed to allow young men who were gay to be scouts. the national president acknowledged the policy needed to be changed and allowed local chapters to move forward as they saw fit. >> inclusion by definition helps every organization. there's no way you can be hurt by that. >> reporter: he did say that sex has noplace in scouting,

so while they will be allowing people who are homosexual to have those positions as volunteers as well as employees they say people cannot use their position in the boy scouts to promote a gay or for that matter a straight agenda. live in philadelphia, i'm wendy saltzman channel6 "action news. >> thank you went defect a north philadelphia man was startled from his sleep this morning. howard james says he was lying in bed at 7:30 when part of his house in the 2100 block of fairhill street collapsed. james said heard a creeing sound then saw dust. >> i was able to roll over as the wall was collapsing to the left, i rolled over to the left and i kept rolling and rolling and as i was going out the side of the house the beam slapped me on the side of the head and knocked me up to the wall. >> james was not seriously hurt. he says there was a smaller collapse at his home last friday. the contractor was scheduled to come today to make repairs. james lived in the home for 47 years. the cleanup job is well

under way at the site of a massive water main break in the hunting park section of philadelphia. several stores were able to reopen today at the shopping center. but others will be closed for a good long while. this is where a 48-inch main ruptured yesterday and the cleanup task and repairs won't be easy. "action news" reporter john rawlins is live at fox street and roberts avenue. john, does this latest break not serve as reminder that philadelphia relies on an aging infrastructure that in many places is really falling apart. that's what one state senator said today jim. 3,000 miles of main philadelphia. they skew all. the average age about 75 years old and in this particular case the main was put in in 1895. breaks are a fact of life here. the city is on its way to about 900 plus breaks this fiscal year most minor but a few like this one pretty disruptive. >> brand new development based

on old bones equals catastrophe. >> reporter: councilman curtis jones referring to yesterday's flooding of this shopping center for a second time. the old bones referring to the aging pipes that ruptured. it and the main that broke along the 52nd street sunday installed in the late 1800s much the city is speeding up it's replacement rate. a cycle to install new pipes everyone hundred years. the old rate once everyone 25 years. >> we're looking to replace the distribution system more frequently and get out ahead of what the typical life span would be. >> reporter: the hope that service and fewer damage claims. a big water main break can be costly n2012 claims clocked at a million dollars. adding to the misery they only got 56 cents on the dollar as state law caps the city's liability. today at this meeting for those flooded out by the 52nd street break, there was upset

in part because the city is yet to step up and help clean up waterlogged basements and restore power. >> i would like to see them come in, look at our homes and say, okay, this is what we're going to do and just go and do it and get it done. >> reporter: councilman jones and state senator vincent hughes urging more federal, state and local taxes to go replacing aging underground mains. >> our infrastructure in our major cities is falling apart. we have 3,000 miles under our feet so you do the math. you do the math. you will never catch up. >> reporter: so, cleanup continues here at this hour. jones thinks that the city should double its current replacement rate. that would be something like 56 miles of pipes a year which would cost a lot more money. he concedes but both he and senator hughes thinks it would be money well spent. live in hunting park, john rawlins, channel6 "action news." jim. >> a meeting of some of the nation's top republicans took place in philadelphia today and it drew one possibly two

presidential hopefuls. the northeast republican leadership conference took place at the sheraton. chris christie was there as was declared candidate former pennsylvania senator rick santorum. senator lindsey graham of south carolina was scheduled to speak but he went home to be with his constituents affected by the church massacre. the gop field now stands at 12 and countering. muslims throughout the world are marking the holy month of ramadhan. today in trenton worshipers gathered in greg grant park for a prayer service. ramadhan is the time of reflection and worship during which muslims abstain from food and drink from sunrise the sundown. coming up tonight thousands gather in dover for the four day fire fly musikfest value an preview of the phillies and cardinals tonight. ducis rodgers with that story. >> and we're tracking the spin in the atmosphere near paducah

fans are loving it. >> i feel like alice in wonderland. nothing like i've ever seen before. >> it's apply first firefly. it's awesome so far. i actually love it. great experiencely i recommend it to anyone who loves festivals. >> reporter: ken bartholomew came here with his 16-year-old calmed he has been camping out but it's worth it so he can keep an eye out for his little girl. how do you keep an eye on your daughter in such a big facility. >> well, i text her tell her meet me. show only meets me when she wants money. so we meet up a couple times a day and then she's gone again. >> reporter: firefly has been rapidly growing. demand was so high this year the event didn't sell single day passes. you had to get a four day pass. >> it's a nice venue. you get to be like out and in nature but to still have all the bands coming and playing. >> reporter: this year's lineup is impressive. paul mccartney headlines tonight. the other top acts kings of leon the killers and snoop dogg.

but the event offers much, much more. there is a little music for everyone on the festival's many stages. >> all the bands that they get are really good live and you know you're getting a good show. it's a good experience. >> reporter: the festival wraps up on sunday at midnight. organizers and festival goers say there have been few problems. in dover delaware, chad pradelli, channel6 "action news"." >> some young people took their first step on a new career path today. these students are the newest graduates of the saint christopher's school to work program. the students from olney charter high school and kensington health sciences academy have received one-on-one training from professionals to prepare them for careers in the healthcare field. in addition, they have all received scholarships toward their post secondary education. ralph roberts, the man who founded comcast has died. comcast says roberts passed away in philadelphia last night of natural causes. he spent $500,000 back in 1963

to buy american cable systems, a tiny company in mississippi. that would soon become comcast, one of the nation's biggest cable companies and then they bought nbc universal to become a media titan. roberts was a graduate of the wharton school at the university of pennsylvania and served in the navy. ralph roberts was 95. jamie wanted a taste of the real new orleans and we just couldn't say no to that face. then we wanted more of that local

all of baseball is in town. the team with the worst record in baseball is in town as well. phillies host the cardinals tonight. cole hamels was supposed to start this one. he has a mild hamstring strain. instead it will be phillippe aumont on the mound. yesterday hamels caused quite a stir. he cleaned out his locker leading many people to believe he had been traded. hamels said he did it to lighten up the mood. >> battling some tough morale and so, you know, just something to distract everybody and. >> you tried to surprise your teammates. >> yes. >> did it work. >> i think it did. light showers to the south of 72 as you head toward long beach island. highlights though, the potential for flooding over the weekend is real and it's all because of the tropical rains that will pass through. in fact a flood watch goes into effect saturday evening and lingers through sunday evening. it's not going rain that entire time but if we do see some flooding it could linger into the afternoon hours of sunday and that is for the entire viewing area. and this is why. we could see anywhere between about an inch and a half near atlantic city to as much as 3-inches of rain across the western suburbs of philadelphia. this is future tracker snapshot of that rainfall early on sunday and much of this will come in a very short amount of time and that is the problem. 86 right now. all is quiet in philadelphia. 81 in allentown. 80 for reading and with that northwesterly wind, it's in the lower to mid 80's at the shore so not much of a sea breeze this afternoon. there is a weak frontal boundary that's trying to push to the south to bring if drier air but really doesn't have

much in the way of energy to push that far south so it remains slightly humid tonight and as a bowling ball type future, the spin between saint louis and memphis is the remnants of what was tropical storm bill. it is a slow moving circulation and it still has truly tropical characteristics with respect to the humidity and with respect to the heavy rainfall. so as we time this for you on future tracker it's cloudy tomorrow morning but overall dry. it's really dry through much of the day on saturday. there will be some downpours and thunderstorms trying to fire up late tomorrow afternoon especially west and south of philadelphia but really the heart of the tropical rains arrive just after midnight as we get into early sunday morning continues through the 6:30 hour of sunday morning and then it starts to pull away but there will be some lingering showers and by sunday afternoon, we could try to see some brightening to the skies. so that gary papa run on sunday morning very humid with some of those tropical

downpours, 74 degrees at 7 o'clock and by 10 o'clock a temperature of 78 degrees. not much in the way of sun for the run. 70's our ocean temperature but a lot of clouds at the shore tomorrow, 76 degrees and that soaking start on sunday with a high temperature of 82 and that humidity will be off the charts no matter where we are here on sunday. the exclusive accuweather 7-day forecast, 83 with a lot of clouds, maybe an afternoon shower tomorrow. early rain on sunday giving way to some sun late in the day. if you have plans for a barbecue later sunday is the better to time that for you at 89 degrees. then it's hot and less humid monday of 90 degrees. tuesday some downpours and thunderstorms around at 89 with the next front and that sets up for a dry trend mid next week which is good on thursday for our special parade of sail. i'll be down there with sharrie williams in the afternoon at penn's landing in that general vicinity when the tall ships come to town but i'll have an update at 11:00 tonight about the timing that of system because we could see flooding rains saturday night into sunday.

>> adam thank you. hundreds of seniors have relief from the heat thanks to a donation from peco. the power company donated 600 fans to local senior centers today. 100 of those fans were handed out this afternoon at the center in the park senior center in the 5800 block of germantown avenue. peco representatives also provided information on low income programs and energy saving tips for summer. abc's world news tonight with david muir is next on channel six.
