as the reaction earlier this morning from gay marriage supporters gathered outside the court. they cheered cried and hugged as they got word of the historic five to four ruling. president obama spoke from the rose garden shortly after that opinion was handed down. he is calling it a victory for our country. >> there's so much more work to be done to extend the full promise of america to every american but today we can say in no uncertain terms that we've made our union a local more perfect. [cheers and applause] >> the 14 states that had same-sex marriage bans will now have to stop enforcing the bans. meanwhile a big celebration is under way in center city right now. david henry live outside the national constitution center with more reaction to tonight. hi david. >> reporter: mayor michael nutter fresh off his trip to rome and other city officials here. this is a historically significant location for this victory rally.

the modern gay rights movement began here on independence mall 50 years ago. many thought they would never see this day after such a long struggle. >> i thought that i would never live to see it but i'm very happy i did. >> reporter: how times have changed. 50 years ago, gay rights activists from new york, washington and philadelphia risked everything by demonstrating outside independence hall. today the liberty bell once housed in that building is featured in a new ad released by philadelphia's tourism agency touting the city as an ideal site for gay weddings something that's available now to everyone. >> it's just a big celebration of us winning our rights finally after years and years of not having equal civil rights, now we finally have the same rights as everyone else under law. >> reporter: the national constitution center has been featuring an exhibit on gay rights leading up to the supreme court's decision. former pennsylvania governor ed rendell was among those visiting today. >> the right to marry is a basic right and it should

that's neck at 6:30 here on... next here at 6:30. >> big changes for the phillies after manager ryne sandberg decided to resign today. he made the announcement hours before tonight's game. the news comes as the phillies struggle with the worst record in baseball. annie mccormick live in south philadelphia with more. this was a brig surprise annie. big surprise and a big factor into why he has made the decision to leave the team. we're getting reaction from fans as they head into citizens bank park ahead of tonight's game. today ryne sandberg said that the decision he made on his own telling the media that it's the accumulation of losses that really good ton weigh on him and he felt it was best if he left sooner rather than later. >> i'm old school. and i'm very, very much dissatisfied with the record and not pleased at all with that. >> reporter: after almost three years as the phillies manager, ryne sandberg announced that he is stepping down on his own terms.

gm ruben amaro saying at a 3:30 press conference the hall of famer's decision was sudden. the former phillies second baseman and long time chicago cub came aboard as an interim manager before his promotion to manager in august 2013. today he said he didn't know if he was part of the phillies future. fans headed to tonight's game reacted. >> it was better for that to happen i think. i think they have to go -- they got to make a move to get a better manager. >> i never even saw that coming. i know there was a lot of grief about how he was handling the team especially the players talking back to him on the mound, so yeah, i'm really surprised he didn't stick the whole season out. >> it's pretty sad to hear he's stepping down. it's a shame. the phillies are a good team but i guess he's doing what's best for himself. >> reporter: some of those phillies fans getting emotional when he spoke about his departure today. ryne sandberg getting emotional when talking about phillies fans during that press conference saying i have met some of the most passionate phillies fans and they always gave me encouragement.

he also said today that he doesn't know if he will do this againly we'll wait to see what his upcoming plans are. for now we're live outside of citizens bank park, annie mccormick, channel6 "action news." monica. >> thank you, annie. what do you think about ryne sandberg's resignation as phillies manager? we would like to know. let us know on social media using the #6abcaction. philadelphia police are investigating a shooting that happened in the west oak lane area. police say two men were shot multiple times about 12:15 this afternoon. the shooting happened near the intersection of north windsor and blakemore streets. both victims are at einstein medical in critical condition. no word what led up to the shooting and so far police have made no arrests. one person is in the hospital another is in custody following a fight on a septa bus this morning. about 10:00 a.m. septa officials say two passengers on a route j westbound bus in philadelphia's olney section had some kind of a problem. that issue led one of them to allegedly stab the other. no word how serious the injury

is. tax hikes and pension funding, they were slashed today as governor chris christie signed new jersey's fiscal year 2016 budget. "action news" reporter vernon odom has the story from trenton. >> reporter: governor christie used his veto power to strip more than one and a half billion dollars from the new budget approved by the democratically controlled legislature. the 2016 budget stands now at $34 billion. the governor slashed a pension fund payment down to 1.3 billion, vetoed an income tax hike and a corporate business tax. >> the legislature continues to be deaf and blind as to taxes and so we have vetoed the income tax increase there they've passed for the fifth time in six years and we've vetoed the corporate business tax surcharge which they've passed for the third time in six years. >> reporter: the governor answered critics who say he's too busy setting up a run for the white house instead of connecting with storm victims in south jersey who are still without power clearing the debris and worried about

channel6 "action news." >> pennsylvania senator bob casey was in philadelphia today making a push for additional funding for amtrak. the senate is calling for $1.4 billion in the upcoming fiscal year to upgrade infrastructure increase safety and preserve jobs. casey says amtrak has a significant economic impact on pennsylvania. it does employ 2700 people in the state and transports 6 million passengers to pennsylvania stations every year. as thousands of visitors flock to the tall ships festival there is a noticeable attraction missing. the world's largest rubber duck in recovery after a mishap. yesterday the duck looked like it was hiding its head. the pontoon it sits on ripped. it is being repaired and once the duck is fixed it will be back on display. the tall ships festival is in town all weekend. due to the forecast for rain tomorrow though, tomorrow night's fireworks have been pushed back to sunday night.

being upset about the losing but to quit, nobody saw this coming. >> no, actually the last phillies manager to resign was eddie sawyer in 1960 and he said i'm 49 and i want to see 50 so maybe that's it. maybe this wasn't a healthy situation for the competitor that sandberg is. you think about it, it was just strange, ruben amaro jr. kept backing him as his manager, sandberg said he wasn't worried about his job and just to quit on a whim like that he explained to us why he came to this decision today. >> i do not like to lose. i hate to lose and i think that's the biggest thing that weighed on me and with some changes at the top looming, i go back to my statement i did not want to be in the way of anything happening and the progress going forward. >> let's be honest sandberg

in northern parts of bucks county and also into parts of atlantic county and also the extreme southern part of cumberland county, you can see near dorothy a downpour sitting there really not moving. there's no steering in the atmosphere to get it going so it's kind of raining itself out north of cumberland an few sprinkles along route 40 as you head towards mays landing away from buena but really that's about it right now across the area. the highlight for the weekend is some possible flooding in parts of the area with that saturday soaker. a flood watch will go into that effect saturday afternoon through sunday morning. that means there's the possibility of some flooding on the roads and the streams anywhere from philadelphia through southeastern pennsylvania up into the lehigh valley. also includes northern parts of delaware but does not include southern delaware or any of our counties or new jersey, also the shore not within that flood watch. although you're still going to get healthy amount of rain here late saturday into saturday night. anywhere from wilmington,

philadelphia to the south to the coast, one to 2 inches of rain. but to the north and west where we have that watch we could see more than 2-inches of rain in about a 12-hour period of time. 79 allentown as well as trenton right now. it is warm in philadelphia, 82. we have that wind wrapping off of the water out of the east so that's why you see the matching temperatures of the ocean and the air temperature because of that wind off of the atlantic. we look to the west. there's no stopping this beast of a storm. this is a pretty powerful storm. south of chicago cincinnati you see the watch boxes popping up across kentucky parts of west virginia and down towards memphis tennessee severe thunderstorm watches there. so as we time this with future tracker the clouds are already here tomorrow morning. and through much of the first part of the day tomorrow at the shore it will be dry despite the clouds and a very strong winds out of the east. rain arrives from the southwest. starts to puncture 95. turns heavier and steadier to the west. tomorrow evening you can see it is pouring here, even
