ng an update from military leaders about u.s. and global efforts to defeat isis. >> the terror group has been gaining ground over the past few months and just this weekend they released a new video showing the executions of two activists in syria. president obama has ordered increased airstrikes. last month he also announced he's sending 450 more u.s. military personnel to iraq. now, as soon as the president takes the podium, we'll be bringing that to you live. we've also been tracking some storms heading our way so let's get i was first look at the accuweather forecast. >> meteorologist adam joseph is live at the "action news" big board with the latest on a monday afternoon. >> it is very muggy this afternoon. thankfully all of the storms have been out of our viewing area west of lancaster in the central and western parts of pennsylvania but for us it is very hot very muggy, 86 right now in philadelphia, 85 in wilmington. it feels a little better at the shore upper 70's for air temperatures but that is not

very comfortable air because as we take a look at the dewpoints it is extremely oppressive especially philadelphia down to the south with those dewpoints back into the lower 70's. 75 in sea isle city is truly tropical air. 73 in wilmington and upper 60's in the lehigh valley. when you factor in those dewpoints with the air temperature it feels more like 91 in philadelphia, 92 in wilmington, 91 in millville lower 80's at the shore and on the verge of 90 degrees in berks county. as you look at double scan live radar we have upper level low pressure system between collateral ton and pittsburgh. closer to the low is where the atmosphere can fuel itself with some of these downpours and thunderstorms. there's one renegade one moving into sussex county and most of them moving from the south to the north so it's not pushing from the west to the east so what we're going to go through here this evening and overnight and into tomorrow morning, some very spotty downpours or a quick thunderstorm. best bet would be the farther

stunning performance. find it all right now on 6abc.com. >> turning to other news an early morning water main break caused problems for people in south philadelphia. some families woke up with water in their basement. others had no service and that includes a local day-care center. john rawlins is live on wood stock street today where crews are making the necessary repairs. john. >> reporter: hey, rick. the crew behind me sheer waiting right now for a part to be coming in here that will help the repair of the water main. the good folks of the 2400 block of south wood stock it's been long day without much in the way of running water. the normally quiet 2400 block of south wood stock not so quiet today. a water department crew digging down find and repair a possible leak that left the little becky's day care and an estimated 50 others without running tap water. the water believed running out of a 6-inch water main and

flowing into basements mid block. the trouble started overnight. it was discovered as residents awoke. >> 5 o'clock this morning, turned on the water and no water but my instincts said to go to the basement and take a look and see what we got. >> reporter: you had plenty of water but in the wrong place. >> right, right, plenty of water, first time in the 24 years of being here. >> reporter: some basements just wet, others reporting as much as a foot of water. >> that was the maybe we didn't pay the water bill. checked that. no, that's not it. went down the basement, water was coming in from the basement and went next door to her house and that's the same thing. >> reporter: homeowners scrambled for pumps and wet dry vacuums. using a hose from a neighbor on a street behind him who had water bob used this connection to get water and then offered it to his neighbors. >> oh, yeah, everybody i said if you need to get a couple buckets of water flush the toilets, put a pot of coffee on get up and help yourself.

>> reporter: again waiting for the people to bring a part here so that they can work on this water main that was broken as of this morning. the idea, the prognosis is g the hope is that they will have water restored at least by dinnertime. john rawlins, channel6 "action news." alicia. >> john, thank you. lasalle university has a new president today and it's a move that comes with a bit of history. colleen hannich was named to the post back in february. she's the 29th president in lasalle history but she's the first layperson and the first woman to hold the job on a noninterim basis. that covers all 152 years of lasalle's history. she says she's still trying to assess just what the school needs most. >> we need to set some priorities. we need to figure out what it is that lasalle is going to be five years from now, 10 years from now a hundred years from now and that is a process that will involve the entire community.

>> she took place as brother michael mcginnis who stepped down in 2014 after 15 years with the school. speak of school hundreds of philadelphia teachers spent the day of their summer vacations back in the classroom today. kindergarten through third grade teachers and principals got new training at martin luther king high school in west oak lane. the goal is to improve student literacy. the lenfest foundation and the william penn foundation helped pay for the program with a $30 million investment. >> workers in philadelphia spent the day cleaning up the ben franklin parkway after another successful fourth of july jam. the action cam found crews taking down the stage and removing the fences near eakins oval. 10s of thousands of people packed the area to see the roots, jennifer nettles miguel and others. police say there were no serious issues. >> ♪♪ >> of course the city still buzzing about saturday's concert especially this moment. mayor michael nutter spent his final fourth of july on stage with the roots giving us a performance of the classic

>> at the roots of our problems this afternoon the roads. several accidents giving us issues. speeds dropping as a result rick and alicia but on the vine street expressway we had one here on the eastbound side that just cleared out. it was clocking the left lane and the shoulder there. everything moved out of the way now here by broad street but still a little bit slow as you come away from the schuylkill expressway. middletown township bucks county has a crash this afternoon that's closing 413 near penncrest drive. that's a good spot to avoid. as we said at the top of the hour avoid highway one in bear new castle county because of that overturned dump truck with debris all over the roadway. it's impacting both directions of travel. it has both the northbound lanes closed. just the shoulders squeezing by but southbound you're looking at just 7 miles per hour because there the left lane is blocked as well. so, 13 a much better bet or even 301 but highway one this afternoon not where you want to find yourself. we had a vehicle fire on the new jersey turnpike southbound in gloucester county. that's cleared out.

patco new construction schedules took effect over the weekend so if things look a little different today that's why. let's grab the ipad do the commuter report on this back to work monday afternoon. our friend diane says watch out for a crash along route 73 in winslow and we'll check it again, rick and alicia in the next half hour. >> okay. thanks matt. >> president obama is updating the nation on the fight against isis. >> intelligence diplomatic, economic, development and perhaps most importantly the power of our values. last month i ordered additional actions in support of our strategy. i just met with my national security team as part of our regular effort to assess our efforts. what's working and what we can do better. secretary carter chairman dempsey i want to thank you and your team for welcoming us and your leadership. including general off the thirty nine is leading the military campaign and i want to summarize briefly where we stand. i want to start by repeterring

what i've said since the beginning. this will not be quick. this is a long term campaign. isil is opportunistic and it is nimble. in many places in syria and iraq including urban areas it's dug in among innocent civilian populations. it will take time to root them out. in doing -- and goingy doing so must be the job of local forces on the ground with training from our coalition. as with any military effort there will be periods of progress but there are also going to be some setback as we've seen with isil's gains in ramadi and iraq and central and southern syria. but today it's also important for us to recognize the progress that's been made. our coalitions now hit isil with more than 5,000 airstrikes. we've taken out thousands of fighting positions tanks vehicles bomb factories training camps. we eliminated thousands of

fighters including senior isil commanders. and over the past year we've seen that when we have an effective partner on the ground isil can be pushed back. in iraq, isil lost at the mosul dam. isil lost at mount sindra. isil lost rep petedly across province. it lost a quarter of the populated areas it had seized in iraq. in syria isil lost at koban. >> reporter:. endured losses across northern syria including the key city of talibia. denying them a supply to its base of operations in syria. these are reminder that is isil's strategic weaknesses are real. isil is surrounded by countries and communities committed to its destruction.

it has no air force. our coalition owns the skies. isil is backed by into nation. it relies on fear. its untreery strained brutality often alienate those under its rule. isil can and will be defeated. indeed we're end tense if i go our efforts against isil's base in syria. airstrikesy strikes will continue to target oil and gas facilities that fund so much of their operations. we're going after the isil leadership and infrastructure in syria. the heart of isil that purges funds and propaganda to people around the world. partnering with other countries sharing more information, strengthening laws and border security allows to us work to stem the flow of foreign fighters to syria as well as iraq and to stem obviously the flow of those fighters back into our own countries. this continues to be a challenge and working together

all nations are going to need to do more but we're starting to see some progress. we're going to continue to crack down on isil's illicit finance around the world. by the way if congress really wants to help in this effort, they can confirm mr. adams steuben our nominee for treasury under secretary to lead this effort. this is a vital position to our counter terrorism efforts. nobody suggests he's not qualified. he's highly qualified. unfortunately his nomination has been languishing up on the hill and we need the senate to confirm him as soon as possible. meanwhile we continue to ramp up our training and support of local forces that are fighting isil on the ground. as i said before, this aspect of our strategy was moving too slowly but the fall of ramadi has galvanized the iraqi government so with the additional steps i ordered last month we're speeding up

training of isil forces. more sunni volunteers are coming forward. some are already being trained and they can be a new force against isil. we continue to accelerate the delivery of critical equipment including antitank weapons to iraqi security forces. including the tribal fighters and i made it clear to my team that we will do nor train and equip the moderate opposition in syria. now all this said, our strategy recognizes that no amount of military force will end the terror that is isil unless it's matched by a broader effort political and economic. that addresses the underlying conditions that have allowed isil to gain traction. they have filled a void and we have to make sure that as we push them out that void is filled. so as iraqi cities and towns are liberated from isil we're working with iraq and the united nations to help them

rebuild services and governments they need and we continue to support the efforts of prime minister abbad dee to forge an inclusive and effective iraqi government that unites all people of iraq. in syria the only way that the civil will end in a way that the syrian people can unite against isil is a transition to a new government without bashir assad a government that serves all syrians. i discussed this with our gulf cooperation partners at camp david and during my recent call with president putin. i made it clear the united states will continue to work for such a transition and a glimmer of good news is i think an increasing recognition on the part of all the players in the region that given the extraordinary threat that isil poses, it is important for us to work together as opposed to cross purposes to make sure that an

inclusive syrian government exists. while the focus of our discussion today's was on iraq and syria isil ideology posed a great threat beyond the region. we've seen deadly attacks in tunisia, kuwait and egypt's sinai peninsula. we see a growing isil presence in libya and attempts to establish foot holds across north africa, the middle east the caucuses and southeast asia. we've seen attacks in ottawa, sidney, france and copenhagen. so i've called on the international community to unite against this scourge of violent extremism. in this fight the united states continues to lead. when necessary to prevents attacks against our nation, we'll take direct action against terrorists. we'll continue to also partner with nations from afghanistan and nigeria to build up their security forces. we're going to workday and night with allies and partners to disrupt terrorist networks and thwart attacks and to some

other isil cells that may be trying to develop in other parts of the world. this includes remaining vigilant in protecting against attacks here in the homeland. now, i think it's important for us to recognize the threat of violent extremism is not restricted to any one community. here in the united states we've seen all kinds of home grown terrorism and tragically recent history reminds us how even a single individual motivated by a late full ideology with access to dangerous weapons can inflict horrendous harm on americans. so our efforts to counter violent extremism must not target any one community because of their faith or background including patriotic muslim americans who are partners in keeping our country safe. that said, we also have to acknowledge that isil has been particularly effective at reaching out to and recruiting

vulnerable people around the world including here in the united states and they are targeting muslim communities around the world. numerous individuals have been arrested across the country for plotting attacks or attempting to join isil in syria and iraq. two men inspired by isil opened fire in texas and because of our success over the year in including our homeland security we've made it harder for terrorists to carry out large scale attacks like 9/11 here at home but the threat of lone wolves or small cells of terrorist center citys is complex. it's one of the most difficult challenges we face and preventing these kinds of attacks on american soil is going to require sustained effort so i want to repeat the good news is that because of extraordinary efforts from law enforcement as well as our military intelligence, we are doing a better job at preventing any large scale

attacks on the homeland. on the other hand these small individual lone wolf attacks or small cells become hard to detect and they become more soffit indicated using new technologies and that means that we're going have to pick up our game to preventer these attacks. it's also true why ultimately in order for us to defeat groups like isil and al-qaeda is going to also require us to discredit their ideology, the twisted thinking that draws vulnerable people into their ranks. as i've said before and i know our military leaders agree this broader challenge of countering violent extremism is not simply a military effort. ideologys are not defeated with guns, they're defeated by better ideas. the more attractive and compelling vision. the united states will continue to do our part by working with partners to counter isil's hateful propaganda especially online. we'll constantly reaffirm

"action news" reporter annie mccormick is live in the victim's neighborhood with details on the new arrest, also information on two other suspects. annie. >> reporter: and, rick, even though that major arrest was

made police say that this is still an ongoing investigation because at this point they're still looking for two people that they believe continued to use the victim's credit cards. an arrest was made for the man they do believe was responsible for her murder on saturday. they tell us though they believe that the person who was caught was a local handyman in this neighborhood and he may have been caught by the victim in the act of stealing from her home. they do believe that many other people in this neighborhood used the same handyman. saturday morning u.s. marshals arrested 37-year-old leroy wilson for the brutal murder of 85-year-old regina bruner homesholmes. police say he worked as a handyman. after connecting the dots detectives found the victim's stolen car and laptop at addresses connected to the suspect. saturday morning they arrested him at his girlfriend's home in norristown. police say his girlfriend turned him in after they discovered the suspect gave her the murder victim's laptop

laptop. detectives also linked purchases on the victim's stolen credit card to wilson. holmes' family said the timing of the arrest helped the grieving process. homicide detectives notified family before saturday's press conference. >> i believe that it was also comforting to all of the people the 500 plus people that came to that service and the community members who couldn't be there to know that the person who committed this kind of crime was now in police custody. >> reporter: the victim's sons are urging children of seniors to vet hired help oregon to use background checks. er also praising the work of the philadelphia police department who worked around the clock on their mother's case checking in with the family every step of the way. >> to everybody every police person that we spoke to and interacted with, that we felt like they treated us like friends and our mother like a -- like their relative. >> reporter: and captain clark also said today that the

girlfriend was expected to be charged with receiving stolen property for receiving that laptop. those charges have not been announced yet. now, according to the crime reports, multiple thefts were reported in this neighborhood since around the time of april. there have been more robbery reports that have been submitted to police that they believe may be linked to leroy the handyman. however, they are still investigating those claims. for now reporting live in east mount airy annie mccormick channel6 "action news." >> all right, annie, thank you. a senior citizen ticketed after she slammed into an italian restaurant in wilmington this morning. the action cameo on the scene outside canteena dee napoli. a 67-year-old woman hit the gas instead of the brakes. the mixup sent her car over the curb into the entrance of the restaurant. fortunately no one inside was hurt. the woman was treated for minor injuries and released. the restaurant is being inspected for structural damage. officials in chester county are looking for the driver who hit a covered

bridge in tredyffrin township then took off. chopper 6hd was over the scene on yellow springs road west of valley forge road. that's where a truck slammed into the bridge around 2:30 this afternoon. penndot's engineers say the structure was compromised in the crash and will be closed pending further investigation. >> a philadelphia man is going to prison for slashing tires in his oxford circle neighborhood. david toledo will spend three to six years behind bars. you might remember he was arrested last year when prosecutors say he was caught trying to flatten the tire of a septa bus. toledo was previously convicted and sentenced to probation for slashing tires had his old neighborhood in mayfair in 2012. >> a philadelphia couple accused of stealing from beachgoers at the jersey shore on the fourth of july. north wildwood police responded to the beach off 17th street for reports of a man and woman stealing from bags. officers arrested 36-year-old kelly cos stands is a a block away. she was with her three children at the time.

police say they found her husband, 39-year-old larry hall in possession of a stolen cell phone. the couple is charged with theft and child endangerment. philadelphia police are looking for three people who robbed a port richmond deli. this is new video from the market on the 2900 block of frankford avenue last week. police say a female suspect ordered a sandwich to distract the woman behind the counter. the employee went to the back of the store make the sandwich and that's when two accomplicesaccomplices came inside and stole from the register. still unclear how much money they took. anyone with information is asked to contact philadelphia police. >> turning now to a mystery mass that has been fascinating both north philadelphia and us here in the news room today. 6abc viewer hector garcia shot this video near seventh and tioga streets yesterday afternoon. see it there fast moving clear blob floating across the skyline. some people believe the mass is some type of factory grade soap bubble due to the

shimmering aspect while others say it could be some type of transparent weather balloon. we even sent the video to our friends at accuweather with no hard explanation on this one so technically speaking the blob is an unidentified flying object or ufo. and paul our weather producer hot on the case. >> he was on the case. we looked at him and we said. >> we don't know. >> we have no idea. we can tell you it is not weather related or a cloud or anything like that but maybe some soap bubbles. >> the skies were clear enough that you could see it. >> yeah. but the clouds are bubbling up around there. >> a blob being a blob. >> take a look north of philadelphia over the ben franklin bridge, there you can see them kind of bubbling up here and there, these are the cumulus clouds, not towering all that high right now with that heat and humidity but a couple of spots are seeing a downpour or a quick shower along route 100 just to the west of green lane, another near hamburg an few north of 22 and the lehigh valley

>> ♪♪ >> the brother of a maine man killed when he sought off a fire work on top of his head over the weekend says the whole thing was actually a freak accident. devon staples who once played gaston died instandly on saturday. police say the 22-year-old put the reloadable mortar tube on his head then lit it after a day of drinking. staples brother maintains that devon was holding a lighter and it actually caused the fire work to go off. he went on the tell the new york daily news that his brother was the kind of person who would pretend to do something stupid to make people laugh, not actually do something stupid. officials in turkey still trying to decide whether to charge the parents of a baby found floating in an inflatable crib in the middle of the ocean. the mother and father reportedly placed their 10 month old child in the toy left her in the water while they sunbathed. officials say because of

strong winds the girl quickly floated away. the parents only realized that was gone when other beachgoers started screaming. the cowgrass queued the baby nearly a mile off shore. she was still asleep peacefully unaware of her dangerous journey. >> unbelievable. at the big board in georgia some parents pretty outraged after finding out that this is how their dentist was restraining their kids during cleanings and checkups. this is five-year-old elizabeth in what's called a papoose board. her father and grandmother said they weren't allowed into the exam room but when they heard her screaming they ran back and found her like this. >> what in the world are y'all doing to her? why is she strapped down? she don't want to cooperate. what do you mean she don't want to cooperate? she's only five years old. >> i couldn't see my kid in

heading home so we've seen heaviness on the northbound side of the garden state parkway and now not helping us out there's a crash northbound at northfield pleasantville just as you head towards the a.c. expressway. the big problem is in bear new castle county continue with the overturned dump truck. look at all the red traffic single digit speeds. accident happened on the northbound side. both lanes are blocked there. traffic just squeezing by on the soldier. southbound everything is reopened but still just 10 miles per hour. so you still want to stick with route 13, maybe route nine or even stay on 301 896. this is the schuylkill expressway. had a disabled vehicle on the westbound side by the vine street expressway. that just cleared out but warning for you if you live in roxborough or east falls. new milling work begins tonight. you could be looking at a recover ride over the course of the next few weeks along walnut rain, midvale avenue east falls and the upper chunk of kelly drive.

>> ♪♪ >> meteorologist adam joseph back now. talking about the heat out there, rick, kind of feels like it's in the 90's but we didn't get that. >> no, 87, 86, 87 so far in philadelphia but felt like it was 91 when you combined the humidity that's very tropical this afternoon. if you were out and about like the action cam got a little sweaty at times this afternoon in franklin square. you can see a few folks on the carousel and that little breeze to help you out spinning you around cooling you off. most the area, it is hot humid but there's a little

speck here and there with some downpours and a quick little thunderstorm that has developed south and west of newark delaware, west of bear, moving right across 40 and then i-95 heading to the north into southern parts of chester county eventually, nothing severe there, nothing severe to the north either, just some downpours near green lane, also the northeast extension about to approach near quakertown and a few north of the lehigh valley but again, there's that lightning detector, zero in the last 15 minutes. as we look at the heat index again it feels like 91 philadelphia. the same for millville. 92 in wilmington, 85 in the lehigh valley. so, it does feel a lot more oppressive than it did over the upcoming weekend. and it's all because of high pressure off the coast. in addition to that high, we have low pressure near pittsburgh and you can see most of the action is west of washington and that i-95 corridor down to richmond. closer to the energy of that low but we just have a few scattered that are popping under the heating of the day. 68 73, that's your split in

temperature overnight tonight with that spotty thunderstorm around. otherwise it's warm and sultry for most of us and in fact that high pressure that is off to our south and east, a bermuda high since it's situated right off of bermuda sending southerly winds our way so it brings in the heat and humidity again tomorrow, up to 90 degrees. the first front is going to lift away so any spotty thunderstorm looks to be in the first part of the day tomorrow and then a mixture of sun and clouds in the afternoon and then this cold front will collapse through here on wednesday throw a lot of clouds our way midweek an few showers and thunderstorms around with temperatures again in the upper 80's to near 90. 75 the ocean temperature. it's like bath water right now so if you're down there tomorrow, enjoy it. 82 degrees, clouds and sunshine. there could be a stray thunderstorm the first part of the day tomorrow but again it is mainly dry at the shore for your tuesday. the exclusive accuweather 7-day forecasts it's hot it's humid tomorrow at 90 degrees. a few pop-ups anywhere between the morning hours until about

noon, early afternoon and then it starts to dry out tomorrow afternoon and evening. but that front closes in on wednesday with numerous downpours and thunderstorms of 90 degrees. another ripple of low develops along that front that stalls on thursday. so still an opportunity for some pop-ups of 86 but that front will push to the south here by the end of the week dropping humidity, really nice friday of 86 and that kind of excels right through the beginning of the weekend here. it stays the same. 87 on saturday with low humidity. but then we'll start to kick up the temperatures and the humidity sunday into monday. maybe a couple of scattered storms sunday and especially monday. wednesday, thursday, the best chance for those thunderstorms around. >> okay, typical summer week. >> that it is. >> adam thank you. what's the deal is coming up next.

higher than we have seen in recent days. that unsettled air could create thunderstorms tonight. monday night the big story is the uncomfortable weather conditions across much of the delaware and lehigh valleys right now. >> let's check in with meteorologist melissa magee to get the latest on the forecast. >> hi, rick, monica. we are tracking the scattering of showers and storms that are starting to pop up across the delaware and leafs because of that building warmth and humidity. storm tracker6 live double scan radar showing you activity across new castle and kent counties in delaware and also moisture moving north and west of that 95 corridor. we'll widen out the picture because these showers and storms are moving through the north at about 20 miles per hour but the main area of low pressure is currently over west virginia. it's an upper level low and this will continue to move to the north and east as we go throughout the next 24 to 36 hours here with the scattering of activity across much of the northeast. so, as far as what we can expect tonight we're tracking those spotty showers and thunderstorms and the best bet to find that activity will be
