sheer, a change in the direction of the wind as you go higher in the atmosphere and that mean a low to moderate risk of isolated tornado the spin up if the storms start to rotate the timing between now and 7:00, this is when the storms are moving in to the far northwest suburbs, the metro area from wilmington to trenton between 7:00 and 9:00, central delaware and southern new jersey this is a late night event between 9:00 and 11:00 tonight. we'll have more on what to expect where you live. >> in other news, a group of philadelphia police officers could be in trouble after this video surfaced online. it allegedly shows the officers repeatedly hitting 22-year-old tyreke harrell in german town. an internal investgation is now underway. david henry is live at police headquarters tonight with the

latest. >> reporter: yes the police department has opened an intenal investigation, in the meantime though, the police officers involved involved remain on active duty but the suspect's grandmother wants them all fired. >> i think it was wrong what the cops did to my grandson he was not doing anything. the video show a violent struggle, it happened back in april in front of his grandmother's house in german town. the officers suspected that carroll was involved in a drug deal and stopped him on his bicycle and carroll was suspected for a previews drug charge. others could be heard cursing and telling him to put his hands behind his back. >> the cops don't say anything but he did not resist they lie.

harrisburg to gettysburg, we have 100 lightning strikes in the past 15 minutes, you see the bowing out and that indicates rushing winds and that indicates win gusts of 60 miles per hour and it's moving east at 40 miles per hour. and it will be moving into the lancaster county within the next hour lancaster is under a tornado watch that means the conditions are favorable for a possible tornado to develop and the rest of our viewing area are under an exsevere thunderstorm watch. the big of the threats with this is damaging wind gusts we are looking at potential for wind gusts, 60 to 70 miles per hour and the air is saturated with moisture and dew points around 70 degrees, tropical downpours possible and a quick 1 to 3 inches of rain since the storms are moving quickly, i don't

expect ride spread flooding and we have a chance of an isolated tornado or two, the best chance is north and west of philadelphia closer to the warm front where we see a little more directional sheer. temperatures show that it's warm and humid 85 degrees in philadelphia right now and dover 86 and reading 85 and allentown 83, you add the humidity dew points around 70 it follows like 90 in philadelphia and 93 in dover when you have the heat and humidity that can help fuel the storms, satellite 6 along with action radar showing one limiting factor is that we have some cloud cover that is good, you want to see the cloud cover when you have severe storms, moving in and that can help kill the storms and the problem though is breaks in the clouds and you can see low pressure moving up to the north and this is a pro frontal trough, and that is moving in with the storms and a cold front is moving in later and that is

with the latest from double scan radar. >> we look at the severe thunderstorm watch the entire viewing area, with the exception of southern delaware it just means the atmosphere is favorable for storms to turn severe once they develop and you can see lancaster county in the red and that has a tornado watch in the effect until 9:00 and that could mean rotation with the storms in the far western suburb suburbs, live radar shows a line of storms developing and moving through york county and severe storms near 60 miles per hour approaching harrisburg, and approaching lancaster you can see there is a bow to this particular line of storms that is a rush of wind that is being row leased with the storm and these storms are strengthening as they push into an unstable atmosphere. in fact we take a look at this storm on double scan with the

fire started. it's unclear if morris had anything to do with the fire john rawlins is outside now. >> reporter: the peculiar story involves the selling of scrap metal and squatting. they want to make the point that the building that burned the building destroyed had a shoe store on the first floor and was thought to be a vacant second floor but it wasn't and that is where the fire started. >> the fire started on the second floor unknown to the people on the first floor. >> the man arrested from the second floor an alleged squatter james morris the second floor thought to be vacant could be entered using this alleyway fire escape. they were curious about morris when they approached them and

a severe thunderstorm watch we are watching them approach lancaster county a severe thunderstorm warning in effect for the entire area of lancaster county, from lancaster to kirkwood as this bows out it produces winds of 60 miles per hour and close to 63 lightning strikes within this line in the next 15 minutes, here is the towns and times it is approaching towards lancaster down through route 30 and we watch this through chester county and parts of berks and montgomery county if this line does indeed told together the heat index is bumming into favorable air and atmosphere, we have the heat and humidity to fuel these storms and keep them together, as we look at double scan live radar, a definitive line approaching from the west

there is nothing to prevent this from weaking and as pushed into the sunshine and lancaster county is under the warning, until 9:00 so there is some weak rotation with some of these storms as they push through the east and north you can expect in wilmington around the 7:00 7:30 hour and the shore at 9:00, 10:00 11:00 and it quickly exits the coast at midnight and that is when we start to dry the atmosphere out and fog starts to develop after midnight tomorrow morning. the strong to severe storms as they pass through have frequent lightning and bow echos it could create some destructive winds and downpours and a minimal tornado threat everything is out of here and the poconos forecast for friday the sun dropping humidity tomorrow and 78 on saturday and
