[laughter] >> good morning. we've got a busy morning as you're heading to work. i've been keeping in contact with the national weather service and this is just coming in now. a flood advisory until 9:15 this morning for parts of salem and cumberland county new jersey. with storm tracker6 live double scan we can show you exactly why we have those concerns. i want to go right into this area. this is the area we're seeing the heaviest rain. those areas of red and yellow, some really good downpours happening right now in south jersey. this is in bridgeton right along route. if you're about to head on 49 you're seeing the worst of it heading towards malaga, heading towards glassboro near rowan university. also seeing a new cell here. i wouldn't be surprised if this one starts to see lightning associated with it in millville. this is the area where we have the greatest concern with the flood advisory. ohio were we take another look near the city itself you see

the motion of it as it's heading towards route 55 some of the busier traveled areas. as we look near philadelphia we see some scattered showers some heavier rain you're driving through in chadds ford in west chester malvern especially and traveling along i-95 you see that heavy cell that would be head towards philadelphia. so a lot happening on the radar right now which is why we have that flood advisory, the first one in our area being posted. 74 degrees right now in philadelphia. it is warm. it's muggy out there a high of 87. the problem is it's not just a morning issue, matt. at any point today we could see a heavy downpour with a thunderstorm coming through so i'll show you future tracker six coming up in a minute 'cause it's going to be a problem for your evening commute as well. >> sounds like it will be a really interesting day. good morning karen. we're live in king of prussia early on this tuesday where things are definitely wetter than they were during the last half hour when we looked at this same shot of the schuylkill expressway by 202. but we're not seeing that westbound police activity anymore here on the schuylkill. everything is cleared out. so, the lanes are opened, they're ready for you but now

they are a little bit damp here in king of prussia. had a crash early this morning in glenside along cricket avenue. that's gone. there's a new one in jenkintown along homes instead road at cottman street by the episcopal church of our saviour good spot to avoid early this morning. this is the ben franklin bridge where we expect westbound delays again this morning because of the right lane construction, the patco work going on for the rest of the summer blocking that westbound right lane. at this point there are no delays and the bridge is still mostly dry. here at the girard point bridge this is 95 northbound. not dry. you can see it's definitely wet headed up towards center city and this is the stretch of 95 that will close early this afternoon as the president heads from the airport up to the convention center for the naacp convention. then early this evening we'll turn it around and have those rolling closures on the vine and southbound 95. of course we'll keep you posted throughout the day. erin. >> all right, matt, thanks so much. we have breaking news now. philadelphia police are investigating a home invasion

that happened about an hour ago. this is new video just in from the scene. the 9200 block of academy road in the city's torresdale section. officers are looking for two intruders who stole a rifle a television and a laptop. no one was physically hurt. this is the second theft reported at the house within the past year. >> happening today, president obama will address the naacp convention in philadelphia. "action news" reporter katherine scott is live outside the pennsylvania convention center where it happens this afternoon. katherine. >> reporter: matt, that's right, the president will be speaking here this afternoon. he's looking for bipartisan support to change the criminal justice system. he says it's time for communities to come together to make the system work better. today president obama will be here in philadelphia. a key note speaker at the naacp's annual convention. he'll be pushing for bipartisan action to change the criminal justice system

calling for shorter sentence and lowering taxpayer costs to house prisoners. >> together we can make our communities safer. we can spend our taxpayer dollars more wisely and we can make sure that more of our citizens, even those who have made mistakes have a chance to become productive members of society. >> reporter: last night the president commuted the sentences of 46 drug offenders, 14 of whom had been sentenced to life. he added under current laws most would have already served their time and said they deserved a second chance. the criminal justice system has already been a focus of this convention. yesterday a panel discussed ridding minor offenses and how prosecutors can fairly handle cases. >> prosecutors owe it, owe us all and what they -- what they're supposed to do is fight for justice to do justice, to pursue justice. that doesn't just mean locking people up. >> reporter: the president is expected to address quite a few points in his address including policing and also

crime fighting efforts that address social problems like poverty. we're live in center city, katherine scott, channel6 "action news." >> thanks, katherine. breaking here, iran and six world powers have reached a landmark agreement to temporarily stop iran from building a nuclear bomb. the deal in austria comes after months of negotiations with the u.s. and the other world powers. it would allow united nations inspectors to press for visits to iranian military sites as part of their monitoring duties, but access would not necessarily be granted. any deal will go to the un security council which is expected to endorse it by the end of the month. israeli prime minister benjamin netanyahu predicts the deal would allow iran to practice terror in the middle east. >> this story is developing. philadelphia police are investigating two separate stabbings in grays ferry. the latest one involves a 16-year-old boy playing basketball at a playground. police say six men surrounded him and stabbed him twice in

the back. this happened around 11:30 last night on the 2900 block of wharton street. the boy is in stable condition. the men got away. around the same time police say someone stabbed a 60-year-old man in the arm. this happened on the 1600 block of south taney street. this victim is also in stable condition. no arrests have been made. police do not think the two cases are connected. >> fire damaged a south jersey business late last night. this is new viewer video from pennsauken camden county. heavy flames poured out of a shed near the batter up indoor batting cages just before 10:00 p.m. chopper six was over the scene on the 7600 block of kaighn avenue moments after the fire was placed under control. no injuries were reported. it is unclear if the batting cages were damaged in the fire fire. an employee at the milton hershey school is charged for sexually assaulting an eight-year-old girl.

fernando zagaceta are both house parents at the school and have been removed from campus. >> governor chris christie wants federal disaster aid to help people in new jersey clean up from the storm that hit on june 23rd. it left thousands of people in the dark for days. the damage in south jersey is estimated at more than $15 million. the governor was initially criticized for not offering assistance when the storm first hit. >> speaking of storms, we have some right now pretty much in south jersey. >> yeah, an area that's been hit so hard with storms already this summer season. today's storms don't look severe at this point but some flooding downpours could be an issue. storm tracker6 live double scan, this is not what you want to drive in this morning as you've got this heavy rain coming down. i want to go in a little closer with our street level view. i'm showing you the area that the national weather service has just posted a flood advisory for salem and cumberland counties in new jersey until 9:15 and we can see why with this heavy rain moving through. this is right along route 49

in millville headed towards 55 and malaga and route 40, if you're in elmer you're about to get hit a little harder by. that we can move up a little further because this is all heading towards glassboro at this point and route 55 and if you're coming in from the atlantic city expressway you're going to be dealing with in as well. i want to show you over this area because although in chadds ford you're not getting as heavy not with the areas of red look what you have. you have an area of yellow. looks like you're going to get hit. you're just start to go in chadds ford but it's going to continue to be hit by this as you head towards so you what to watch for that. i think you'll have a lot more rain in that area causing kind of an issue there. in media you have it as well with some of those heavy downpours so be careful as you're headed out this morning. let's go outside. we want to see what it looks like and we look towards the city. you see the clouds moving up above where you're getting some lighter rain in philadelphia. i think some of that heavier rain will be moving in shortly. that currents temperature of 73 degrees, the humidity is way up there the dewpoint is 68 and the winds out of the east-southeast not helping the

situation any with the warm humid air mass and so much moisture that when you get one of these storms you just get the really good downpours here. so satellite6 and action radar showing how those storms have moved in. it's not going to be constant all day but it's a very active pattern. we could see these showers or thunderstorms popping up at any pointer today. this is future tracker six looking at 10 o'clock in the morning. not everywhere. but those who are getting hit are get something really good downpours that could produce an inch or so of rain in a short period of time. at 12:30 at lunchtime if you're headed out for lunch we're going to see some showers or thunderstorms here or there popping through the region and even at 10 o'clock at night we've got some more storms coming through so we're looking at two days of unsettled weather today and tomorrow. so, as you're headed out today, you got to be prepared for this its not going to rain constantly but at any .1 neighborhood could get it. by 8:00 a.m., 76. by 11:00 a.m., 81. by 2:00 p.m., 85. and by 5:00 p.m., 86 coming down from your high of 87. here's a look at your exclusive accuweather 7-day forecast.

>> ♪♪ >> welcome back. 5:44 on this tuesday morning. you're taking a live look sky6 at our temple university camera. pretty shot of center city there. the skies are a little dark. we're expecting some downpours today. the high is in the upper 80's so be careful if you're heading out this morning you can hit some slick roads. >> that city hall clock blazes across that light. >> guiding our way on a not so nice morning yes. good morning to you matt and erin. luckily things are pretty nice at this point albeit starting a little bit wet on some of the roadways. as you come out of the suburbs early on this tuesday it is a soggy situation now here in west chester along 202 by paoli pike. some of these vehicles travel northbound toward exton, you can see the spray coming up off the vehicles. there is some water on the roads now which will inevitably slow you down a little bit for your morning ride. no major issues at this point

really on any of the major highways. in the neighborhoods couple accidents to watch out for. we had one in glenside along cricket avenue. that's gone now. had one in jenkintown along homestead road at cottman street by the episcopal church our saviour. still have overnight construction going on on the northeast extension northbound approaching quakertown. left lane out of commission. it's still dry in that area but not dry near glassboro as karen has been telling us really coming down. a lot of rain here in gloucester county but they're also doing construction along 55. should be out of here any time but watch out for some restrictions for the next 15 minutes or so between woodbury glassboro road and 322 right there in glassboro along 55. and again very wet conditions. and in case you were wondering about the situations, the delaware memorial bridge that construction originally was scheduled to wrap yesterday morning. well, now it's been extended through friday afternoon. hopefully it will be out of the way by the time everybody is headed to the shore across the delaware memorial bridge on friday but for now one lane out of commission in both directions. in delaware with the commuter

report getting reports of a pothole in the road along telegraph road near stanton so watch out for that. matt. >> thanks matt. the son of a boston police captain will make his first court appearance today if connection with a terror sting. 23-year-old alexander23-year-old alexander ciccolo. his father is a 27 year veteran of the boston police force and is credited with alerting police to the threat. he also told police his son has a history of mental illness. police in california made an arrest in a kidnapping case that was once compared to the movie gone girl. denise huskins and her boyfriend aaron quinn appeared at a news conference yesterday on the same day federal agents arrested 38-year-old matthew muller now a suspect in huskins' kidnapping. when her boyfriend reported the ransom kidnapping back in march, police first called it

a hoax. >> if you knew my daughter, you would know that she was not in any way shape or form involved in any kind of a hoax. can you imagine being rescued from a kidnapping and then people are on you for committing the crime? >> muller the suspect is a harvard trained lawyer who was disbarred in california. he was already in custody for another home invasion that has similarities to huskins' kidnapping. "good morning america" will have much more on this latest twist in the case coming up at 7:00 a.m. >> happening today, closing arguments begin in the trial for the colorado movie theater killer. james holmes pleaded not guilty by reason of insanity for the 2012 shooting rampage. 12 people were killed. dozens more were hurt. two court ordered evaluations determined holmes was legally sane at the time of the attack. two psychiatrists for the defense, however testified that holmes did not know right from wrong. the pentagon is ready to reconsider its ban on transgender individuals in the

still very humid tomorrow but look at the change. thursday and friday everything changes by thursday and the weather really clears out nicely erin. >> thanks so much karen. a heartbreaking story of animal abuse is under investigation in colorado. a man found a dog on the side of the road with its snout and front legs bound with duct tape. investigators believe someone might have been trying to drown the animal. it was also very wet and scared. the dog is making a swift recovery, though and the man who found the pooch wants to adopt her which is good news. >> this is new this morning. an austin police officer who thought he caught a driver talk on a cell phone ended up saving that driver's life. officer dustin pulled over the car on july 5th and realized the 30-year-old driver couldn't breathe. the officer performed the heimlich maneuver on the woman helping her regain her breathing. the woman driving while holding the cell phone because she was trying to call 911. we'll be back.
