plus weather and traffic. karen in for david and matt pelman with the roads. good morning. >> good morning. i've got the umbrella up right now. it's just some light rain out here at terrace of our studios but i want to show you right now the national weather service's concerns. we have flood advisories in effect for parts of salem and cumberland county in new jersey for minor flooding until 9:15. storm tracker6 live double scan showing us why. we have heavy rain moving through parts of the area the we'll start right here in south jersey. this is the heaviest we're seeing, the areas of red that are now moving through malaga and elmer along route 55 and route 40, up near glassboro near rowan university and 322 you're getting this rain and the heavier rain is about to hit that area as well. so be careful as you're traveling through this because you see enough rain with this that it could cause a real problem as you're driving. also in chadds ford west chester, malvern all busy areas as you're trying to commute. we have some heavy rainfall causing at the very least ponding on the roadways even up in the lehigh valley. we haven't showed you this as much because it hasn't been

quite as heavy as it will be a in some of the other areas but you're starting to see some cells getting closer to reading moving towards allentown this morning. this threat of storms continues through the day. 73 degrees right now. it is warm it is muggy. we've got a high of 87. it's not going to rain constantly. we'll even see some sunshine here and there but at any point you could get one of these downpours. by 9:00 a.m., 77. by noon, 83. by 3:00 p.m., 86. going up to 87 coming down from that at 6 o'clock 84 degrees. so that means even in your evening commute, matt pelman, you could be having some really wet roads to contend with on this tuesday. >> oh, good, so we won't miss it no matter when we head out that's great news. good morning to you, karen. so it's pretty wet right now in salem and cumberland counties but here in camden county, so far not so bad. just a little bit damp at worst along 42 with just a little bit of northbound traffic headed towards 295 and the walt whitman bridge. no big delays yet as you come northbound on the 42 freeway. headed ford ben franklin bridge, i probably don't have to remind you at this point but i will anyway westbound

right lane remains out of commission for the rest of the summer because of the patco track work on the north side of the bridge so we do expect heavy westbound delays again coming into the city. it is quite wet this morning here in delco along 95 approaching kerlin street. northbound go the taillights toward the blue route and the airport moving okay but moving through a decent amount of water. however, on 95 in the northeast it's pretty much completely dry but with some southbound traffic building in. like we see most mornings at this hour. southbound jams approaching cottman and from allegheny to girard. have a crash to avoid this morning in jenkintown along homestead road at cottman street. not bad so far on the pennsylvania turnpike and it's a big day with a visit from the big guy, president obama in town for the naacp convention. he'll touchdown at phl early this afternoon. motorcade will make its way up to center city so expect rolling closures early this afternoon along 95 and the vine. they'll turn it around and go southbound then early this evening. we'll keep you posted, of course, throughout the day.

"action news" reporter katherine scott joins us at the center city pennsylvania convention center with a preview. katherine. >> reporter: matt, the theme of this year's convention is pursuing liberty in the face of injustice. criminal justice reform has already been discussed here in the last several days and it will be again today when president obama takes the podium. >> it's time for america's journey for justice. >> reporter: naacp president cornell william brooks outlined what's ahead following a tense year of race relations across the country. and today president obama will be here in philadelphia, a key note speaker at the naacp annual convention. >> i'm going lay out some ideas for criminal justice reform. many of which are already getting bipartisan support. together we can make our communities safer. >> reporter: he'll call for

reducing harsh sentence and lowering taxpayer costs to house prisoners. on the eve of his speech here, the president commuted the sentence of 46 drug offenders 14 of whom had been sentenced to life. he said under current laws most would have already served their time. the criminal justice system has already been a focus of this convention and the subject of a panel discussion. senator bob casey pushed a senate bill aimed at steering people from incarceration by offering more education. >> that's the tragic irony is we have all the data to support -- to support prekindergarten education leading to fewer folks ending up in the prison system. >> reporter: and prisons policing and the community's role in awful this will be discussed today. we are live in center city katherine scott, channel6 "action news." >> okay, thanks so much katherine. new on "action news," police are working to see if a fire and a shooting at a home in delaware are connected. a fast moving fire damaged two homes in new castle county

overnight. the fire broke out just past 11 o'clock on the unit block of bedford drive in edgemoor. it took about 30 minutes to get the fire under control. one home was part of a shooting investigation from earlier in the day. a man was hurt in that shooting. no one was injured in the fire. >> two more bill cosby accusers have revealed their identities as they ask a judge to shed more light on a 2005 sexual assault lawsuit. beth ferrier and rebecca neal say they were both drugs and sexually assaulted by the famous comedian in 1986 in separate incidents. the women joined a court bid yesterday to unseal and release cosby's entire deposition transcript from a lawsuit brought on by a a temple employee in 2005. a judge made portions of that deposition public last week. cosby has never been charged with a crime in connection with these sex assault claims. >> 6:06 now. more video has been released showing the former eagles quarterback donovan mcnabb being arrested on dui charges. in the footage mcnabb can be

seen attempting to explain he is simply trying to get home. he says he hasn't been drinking but has been sick and taking cough medicine. >> first of all, i been -- i got a cold. so i been on cough medicine so like i said, i got. >> what kind of cough medicine medicine. >> chlorophyl, robitussin. >> mcnabb was arrested june 28 in arizona. it was his second such arrest within the past two years. he was suspended indefinitely from his role at fox sports. >> the drama in greece remains on the minds of investors on wall street today. maribel aber has a preview of market activity live at the nasdaq in times square. >> reporter: good morning matt. gains for stocks as investors were encouraged that greece reached an agreement for another bailout but today is another day and greece still has a lot to do. futures pointing to a mixed open. the dollar jumped on news of the greek bailout plan. it may continue to rise. by greece staying in the euro

double scan we can slow you who is getting hit the hardest. we'll start off in south jersey. this is the area causing the flood advisory from the national weather service in salem and cumberland counties, getting hit hard in malaga right near glassboro and 322 you want to watch for that. but also in some of our western suburbs and you can see real close to the city we're getting light rain in the city but in malvern in west chester, in chadds ford, for the past hour you've had some pretty heavy rain through that region. and even up near the lehigh valley hasn't been affecting you too much but a couple cells just starting right now. not far from reading and pottstown and allentown. so, be careful of that as you're leaded out. we'll have the threat of these storms all day. let's go on outside and see what it looks like right now as we're heading out. sky6 looking live and now you can see it's wet there at philadelphia international airport. the rain currently in the city is pretty light but nonetheless you're getting hit by it and creating wet conditions as you head out. 73 degrees the current temperature. the dewpoint way up there, 69. it's going to feel oppressive

this afternoon with the humidity. the winds out of the east-southeast. satellite6 and action radar showing how we have this active pattern. we've got these showers and thunderstorms moving through and it's not going to be constant all day. we'll get some breaks with some more rain here or there popping up through the region and future tracker six kind of showing you at 10:30 in the morning not everybody has a cell coming through but some areas getting hit with these downpours and with the humidity so high doesn't take much to get those flooding downpours happening. this is a look at lunchtime at 1 o'clock and we've got some showers in some is spots downpours, maybe a thunderstorm here or there through the region. at 10:30 at night still dealing with the threat of that. with these storms coming through. and up near reading and allentown looks like you could have some heavy hitters so some model showing it's pretty active all day long with a chance for a shower or thunderstorm coming through. as you're planning your day just be prepared for it. by 8:00 a.m. 76. by 11:00 a.m., 81. by 2:00 p.m., 85. even some sunny breaks here and there. and by 5:00 p.m., 86 degrees coming down from your high of

87 but you'll be dealing with the threat of these storms all day long. 80 degrees for your high in beach haven and atlantic city, the ocean temperature up to 77. watch for a shower or a thunderstorm but otherwise breaks for sun here at the shore and even warmer still in bethany beach 88 degrees for your high there. here's a look at your exclusive accuweather 7-day forecast. it's humid today really feeling uncomfortable. a warm high of 87 with downpours at any point today or tonight. it stays unsettled tomorrow. i don't think the storms will be as numerous but when the front actually comes through later in the day you'll get some showers or thunderstorms but it all changes by thursday. that front just kind of sweeps out all the muck. it's refreshing. low humidity, dry sunny and 82. friday is nice and bright, 84. and a nice summer weekend ahead. it's warm, feeling kind of sticky saturday, turning warmer, 88 just a chance for a late day storm. sunday very warm and humid, 89 with a chance for a late day storm and monday's hot and humid with a high of 90 degrees. so, pretty unsettled today and tomorrow.

>> the national weather service has just updated our flash flood advisory to now flash flood warning. watch for this if you're in salem and cumberland counties in new jersey, this lasts until 10 o'clock. as we look at storm tracker6 live double scan we can show you exactly why. we've been following these cells all morning long and you can see how the areas of red and yellow are creating some heavy downpours now. it has moved through bridgeton, it's moving towards malaga. we're watching it in elmer along route 40 and 49 but now approaching glassboro a busier area, rowan university, near 322, a lot of people travel near there. you have to be so careful not

to drive through any flooded roadways. the problem with these storms and it's all lifting up to the north and east so this is going to be heading towards berlin shortly but the problem with these storms matt we've got such humidity in this area you could get a downpour like that and that's what creates the problems on the roadway. >> we're also seeing wet conditions here this morning in chester county. this is route 202 as you come out of the work zone northbound approaching 29 coming away from 401. it's very wet and sometimes in these work zones the drainage isn't the best. watch out for the puddles. don't want you to lose control, go hydroplaning. not too far off don't forget about the new work that started last night in west whiteland closing when it ford road. that will happen again tonight. might want to use 100 as a an alternate. scheduled to get a new traffic pattern as you travel between exton and lionville later this week. in bucks county new milling and paving work got under way yesterday. it will resume this morning at 8 o'clock along slifer valley

road and old beth them road. along homestead road at cottman street. southbound by cottman speeds in the 20's same as you travel now between allegheny and girard. don't forget about the work going on on the delaware memorial bridge. one lane blocked in both directions through friday afternoon so that does cause delays from time to time. matt and erin. >> thank you matt path 14-year-old is recovering this morning from a long fall near the neshaminy creek in middletown bucks county. >> police say a group of children were swinging into the creek from a rope on a cliff 20 feet above when the boy lost his footing and fell. >> chopper 6hd was over the cliff yesterday near the 600 block of high point circle. rescuers raced to the scene and found it to be a tough area to reach. the boy was flown to children's hospital of philadelphia where he is now in stable condition. wal-mart is waging a sales war with amazon and that tops today's tech bites. >> ♪♪ >> hey there in today's tech

>> et ceterait is a day for croissants and cheese. it is bastille day. bon jur. we're here on 95 at the vine street expressway. this ramp from it here in northbound 95 to the westbound vine is scheduled to close overnight tonight. wanted to warn you about that if you're trying to get into center city at that point from northbound 95, i think i'd exit at washington avenue. right now just a little damp here. some of our roads significantly more wet. but here it's not looking so bad at the moment. but getting word of some mass transit delays on septa's lansdale doylestown regional rail lines. delays now up to 45 minutes because of some police activity and on the norristown regional rail line delays of up to 15 minutes. that's because of signal problems. karen. >> we have a flash flood warning in effect for parts of salem and cumberland counties, new jersey until 10 o'clock

this morning. that includes bridgeton upper deerfield and parts of vineland as well. this same storm is headed towards williamstown and berlin and winslow areas that are a little more heavily populated. storm tracker6 live double scan showing that we have a lot of showers and even some downpours in the city itself but it's really been south jersey that's been the hardest hit among you so far and we can kind of see this right now with storm tracker6 double scan showing the rain leaving from bridgeton really towards malaga and along route 55 and near glassboro, rowan university near 322 and the problem is with these storms we already have had up to 2-inches of rain in these areas. so that's why it's such a concern and why the national weather service has that flash flood warning and also we've got the threat for these scattered downpours at any point today or tonight. so next two days, today and tomorrow, slow moving. locally we're going to see one to 3 inches of rain just come down when one of these storms hit and that creates the ponding on the roads ways. we're already seeing that right now in south jersey, erin.

>> happening now on "action news," storm tracker6 live tracking showers some heavy moving in during the morning commute. >> developing overnight philadelphia police investigate two stabbings that happened minutes apart and less than a mile today. >> happening today, president obama brings his message on criminal justice reform to the naacp convention in philadelphia. good morning everyone, 6:30 on this tuesday. tam is off. erin o'hearn joins us. david is off. karen is here along with matt pelman. >> and these storms that we're seeing right now are scattered. i'm standing outside our studios in just some light steady rain but the national weather service has a flash flood warning in effect until 10 o'clock this morning for south central salem and northwestern cumberland counties in new jersey including the communities of bridgeton, upper deerfield and vineland. that heavy rain is moving towards williamstown and winslow right now. we can show you where this is on storm tracker6 live double scan. and we can see these storms

kind of scattered through the region. currently not seeing any lightning strikes with these but heavy rain producing flooding downpours and this is all moving through malaga on route 40 and look how you're really getting hit now in glassboro right near rowan university on 322. if you're trying to drive through that you're going to see flooding on the roads because we've already had up to 2-inches of rainfall in this part of the region. we can go a little farther north and see some of these in motion. you can see how it's moving towards the region and up near route 70 in burlington county you're getting hit with this and it's lesser in the city, just hit or miss spotty showers but it's been a bit heavier in malvern and chadds ford along 202 in norristown. i want to take one more look up to the northwest and i don't want to ignore you up in the lehigh valley because it's been relatively dry but now we're seeing those storms start to hit in and near reading you want to watch for this and a few cells nearly a town as you're headed out. the main concern is that they're slow moving. locally you could see one to 3 inches come down while a neighborhood a couple streets down the road might not be

seeing anything but you may be traveling through that ponding on the road wayne the issue matt pelman is you'll be dealing with the threat of these storms all through the day. it's not going the rain constantly. for your evening commute you could be driving through this. >> we love tuesdays anyway. this sounds like a fun one and good morning karen. things are looking a little damp in the thorndale area in chester county and starting to look a tad slow on the eastbound side of the 30 bypass as you pass 340 here and head out towards 113 and eventually exton where it is a little bit wetter than as you head north on 202 toward malvern. still pretty dry here in the great northeast. but plenty of southbound traffic along 95 from past academy through this point at cottman, again past the betsy ross bridge into girard we are seeing those typical morning delays on the southbound side of 95. and we expect the delays although they're not bad yet here on the ben franklin bridge. westbound coming into the city of course that westbound right lane right there out of commission around the clock for the rest of the summer. those are the roads and the bridges.

now the rails. some big problems this morning just getting word of this septa's lansdale doylestown line not running between doylestown and the penllyn station because of some police activity at the north wales station. some of you may be able to use the warminster line as an alternate but the lansdale doylestown line halted this morningly we'll keep you posted on that and the norristown manayunk line has 15 minute delays. that's because of some signal issues and it's a big day around here with the naacp convention and the visit of president obama touching down at phl early this afternoon. his motorcade will make its way from the airport up to the convention center probably along 95 and the vine so we'll see rolling closures early this afternoon again early this evening. keep you updated on them throughout the day. matt. >> okay, matt, thank you. breaking news here. two robbers are on the run armed with a rifle they stole from a philadelphia home. the action cam was on the scene of this robbery just after 4 a.m. on the 9200 block of academy road in torresdale. in addition to the gun police say the intruders stole a

television and a laptop. no one was physically hurt. this is the second robbery reported at this home within the past year. and happening today just mentioned by matt, president obama will address the naacp convention in philadelphia. "action news" reporter katherine scott is live outside the pa convention center where it happens this afternoon. katherine. >> reporter: that's right matt the president will be here laying out ideas for criminal justice reform. he says he already has support bipartisan support for some of these ideas. he says it's time for communities to come together to make the system work better. today president obama will be here in philadelphia. a key note speaker at the naacp's annual convention. he'll be pushing for bipartisan action to change the criminal justice system calling for shorter sentences and lowering taxpayer costs to house prisoners. >> together we can make our communities safer. we can spends our taxpayer dollars more wisely and we can make sure that more of our

president obama will speak about this break through deal to try and keep nuclear weapons out of the hands of iran at 7:00 a.m. so at the top of the hour. the deal in austria comes after months of negotiations between iran and six other world powers including the u.s. it would allow united nation inspectors to press for visits to iranian military sites as part of their monitoring duties but access would not necessarily be granted. any deal will go through the un security council which is expected to endorse it by the ends of the month. israeli prime minister benjamin netanyahu is not happy with this. he predicts the deal were allow iran to practice terror in the middle east. >> philadelphia police are investigating two separate stabings in grays ferry. the latest one involves a 16-year-old boy playing basketball at a playground. police say six men surrounded him and stabbed him twice in the back. this happened around 11:30 last night on the 2900 block of wharton street. the boy is in stable condition.

the men got away. around that same time police say someone stabbed a six-year-old man in the arm. this happened on the 1600 block of south taney street. the victim is also in stable condition. no arrests have been made. police do not think the two cases are connected. >> fire damaged a south jersey business late last night. this is new viewer have i had yo' from pennsauken camden county. heavy flames poured out of a shed near the batter up indoor batting cages just before 10:00 p.m. chopper six was over the scene on the 7600 block of kaighn avenue moments after the fire was placed under control. no injuries were reported. it is unclear if the batting cages were damaged. >> governor chris christie wants federal disaster aid to help storm victims in new jersey. high winds brought down trees and power lines back on june 23rd. thousands of people were in the dark for days. the damage in south jersey is estimated at more than $15 million. the governor was initially criticized for not offering

assistance when the storm hit. >> more on that flash flood warning in south jersey, karen. >> yeah, flash flood warning until 10 o'clock this morning for parts of salem and cumberland counties but as you look at storm tracker6 live double scan, you can see that's not the only area that's getting hit by these storms. so, let's go a little closer. yes, we have the storms we've been following pretty closely. they've been moving through malaga and now glassboro along the atlantic city expressway and near hammonton but also starting to see some right near atlantic city and right on the coastline right here if you're traveling on the garden state parkway. we'll take another wider look and you get the sense that you're dealing with it everywhere. now, closer to the city we can see that it's lighter. we're not looking at areas of red and yellow, they're not terrible downpours but it's raining. it's in burlington county, hit or miss near the city but it's in jenkintown willow grove norristown malvern. you've got a wet morning commute. taking another look up near the lehigh valley and that's where we haven't seen as much activity but now we're starting to see some of these cells move near reading near hamburg, up nearly a town a couple cells near quakertown,

allentown has been basically dry but the threat of these storms continues through the day and night. let's go on outside. we want to see wait looks like right now and it's raining out there as we look live on sky6, lots of low clouds hanging over the ben franklin bridge. currently that temperature is 73 degrees. it's warm, it's muggy out there. it's 70 degrees. even in allentown 74 degrees in millville. and 74 degrees right now on the boardwalk in ac. so more humid than yesterday just as warm. satellite6 and action radar showing we've had these line of storms moving through during your morning commute and then it's going to be hit or miss beyond this point and we could really get that idea when you look at future tracker six. here's the look at 11 o'clock. not everybody is getting these storms but those who are are getting these downpours that are producing one to 2-inches of lane in a short amount of time and that's the problem that you get the flooding on the roadway here. 1:30 in the afternoon we're looking at some cells still popping up here or there. even at night 10 o'clock at nights, we're watching another round of storms move through. so, not raining constantly but at any point today you have

>> 6:44. taking a live look at storm tracker6 live radar and also the schuylkill expressway going westbound which will likely be hitting some of that rain as it moves in this morning. >> we're going to head over to matt pelman. hi there. >> hey guys. yeah already seeing damp conditions here along the schuylkill expressway and seeing that normal morning delay in full effect in the westbound lanes from the roosevelt boulevard through this point at the exit for lincoln drive kelly drive passing city avenue out towards gladwyne. it's just a typically slow morning. 31 minute travel time already. should ideally be 14 minutes with no delays. you're seeing those delays.

little better on the eastbound side at 21 minutes. also want to warn you during the midday today, tomorrow and thursday, on the westbound side of the schuylkill between south and this point at city avenue the roving crews are going to be out blocking lanes from time to time so that could slow us down during the midday. don't say that i didn't warn you. meanwhile this is 95 in delco. wet here as well ann little bit of northbound slowing from this point approaching highland avenue toward the blue route. nothing in the way. the lanes are opened. the road is wet and it is little slow. southbound side of 95 you know it's going to be heavy in the normal spots by cottman again from the betsy ross bridge into girard. we expected heavy traffic again at the ben franklin bridge westbound headed into the city because of the ongoing patco construction in the right lane. and i also want the are mind you about a couple other things including that naacp convention that the convention center. that means a visit from the big guy, president obama early this afternoon he'll touchdown at phl and then his motorcade will make its way up to the convention center which means

rolling closures along 95 and likely the vine street expressway. then they'll turn it around during the evening commute and go back to the airport. so we will see closures especially on 95 throughout the day today. also expect a bumpy ride, some rough conditions here along market street and south broad. they started the milling and paving work last night. so, they'll continue to work tonight but for today watch out for a rough ride. matt. >> will do. thanks matt. the son of a boston police captain will make his first court appearance today in connection with a terror sting. 23-year-old alexander ciccolo is accused of planning to set off pressure cooker bombs at an unidentified university and plotting to slaughter several students in support of isis. ciccolo's father is a 27 year veteran of the boston police force and is credited with alerting police to the threat. he also told police his son has a history of mental illness. >> the pentagon is ready to reconsider its ban on transgender individuals in the military. defense secretary ash carter says the current regulations

northbound volume. karen. >> and we do still have the flash flood warning in effect for parts of salem and cumberland counties in new jersey until 10 o'clock this morning. and not so much because of the rain. currenting falling but because of what already has fallen. here on storm tracker6 live double scan we can see the heaviest is moving out of that area but you already got hit with up to 2-inches of rainfall so they're still dealing with that on the red waysroadways.atlantic city near mays landing hammonton elmer and glassboro it's kind of lessened but we still have downpours coming down. you can see the movement lifting up to the north and east. in burlington county you have that as well. now in norristown not only some of the light rain but some areas of yellow, some of the heavier rain sneaking in and you're in and out of it in the city right now. but the real trouble with this is that we've got this threat all day long. at any point today you can see these showers and thunderstorms coming through the region so you need to be careful,. a reminder when you get there heavy rain and the possibility of flooding don't drive don't walk through it because it's really dangerous and today we
