for the u.s. and cuba, today both countries have restored diplomatic ties. this afternoon there's an excessive heat warning in effect for the region. it's oppressively hot and humid as we look live over penns landing. meteorologist david murphy is tracking the dangerous conditions and joins us live at the big board with the latest. >> reporter: second straight day, rick, of course yesterday was sunday, a lot of of you have the option of hanging inside with the air-conditioning. up and down the east coast we're dealing with excessive heat and high humidity. 90 in philadelphia. upper 80s in delaware and south jersey and allentown is up to 87 degrees. as you factor in the humidity, the heat index that's the temperature combined with the effect of the humidity is making it feel like 94 in philadelphia. 94 in wilmington, allentown 93. same thing in reading, these are the heat index values.

91 in trenton and even down the shore upper 90s for the heat index and closer to 100 in dover. we have an excessive heat warning across the area where later in the afternoon a lot of areas will get heat values over 100 and up to 105. the heat warning is the central counties highlighted in purple. throughout the region you have to be careful of the excessive heat and take all the usual precautions. here they are. seek out the ac inasmuch as possible. if you have to work outside breaks are important. water or sports drinks or fruit juice something like that. caffeinated beverages don't work out as well in the heat. you want to keep your eye on pets, i would keep them indoors and keep them hydrated, as well. kids can go out but make sure they are taking the breaks with the hydration and ac.

if you're among the elderly population it's tougher for those of us as we get old to regulate heat and sense whether or not you're having a problem. get where there is air-conditioning and keep hydrating with the drinks i talked about that's important. if you don't have air-conditioning and you can't get to a senior center marker you get a fan going and keep the windows open with the shades drawn on the sunny side of the house. these the best way to handle. air-conditioning the to himself. things get better tomorrow, rick, i'll have the details in the exclusive accuweather seven-day forecast. >> all right, david we'll check in later. >> meanwhile let's switch live to david henry outside in fairmont park with the dangerous effects. conditions and folks trying to beat the heat at this hour. >> reporter: rick, the philadelphia corporation of aging has activated its heat hot line for a second day in a row.

this heat can be down right dangerous for the seniors. >> the body will not tell them they are having problem with the heat. >> reporter: heat line operators took 45 calls yesterday as the heat wave got started. they expect the phones to be ringing off the hook over the next couple of days. the city health department has assigned two nurses to the call center to step in if a caller appears to be in distress. >> if they have chest pains or vomiting or anything like that we want them to talk to the nurse. >> reporter: if the nurse on duty decides the person on the line needs more than advice, they will send out a mobile unit to check in on the caller. pca is urging seniors to find an air-conditiner environment. ride buses all day since seniors

and facebook and twitter for updates. >> if you were trying to buy tickets for the pope's visit in september, septa stopped selling the tickets online. john rawlins has more. >> reporter: in the world of ecommerce this was not a glorious launch. there's no way to sugar coat it. trouble showed up within the ecommerce website for septa and things didn't get better. >> sunny we had planned for the ecommerce site selling the regional rail papal visit passes to be activated at 9:00 a.m. and it was. we were overwhelmed by the number of people who tried to access the site, the site failed. >> reporter: the first sign of trouble showed up via tweets.

septa tested the website to handle 1700 requests per second and demand was triple that. reportedly there were other bugs, as well. after an hour of troubleshooting the decision was made to pull the plug for now. >> what we decided to do is spend the site until further notice and we will make sure we give all the people interested in purchasing a pass an opportunity to do so. we'll make an announcement when the site is reactivated. sometime tomorrow we'll let you know when the site is reactivated. >> septa said it does sell some tickets in the first few minutes of the website being up, we're waiting for the exact numbers. they remain to sell 350,000 passes for the papal weekend saturday and sunday. now septa will have to do a postmortum on what went wrong. we'll here when they will

police are working on the description of the suspect and the vehicle. >> the search continues for a thief with a -- owe who stole a car with a baby inside. the suspect walked down to the gulf gas station, he jumps into a idling honda and drives off. a 1-year-old girl was strapped in the back. the driver, the grandmother could not stop him. the car was found about a half-hour later in trenton. new era in diplomatic relations between the u.s. and cuba. the flag was raised this morning after full diplomatic relation also with the u.s. were officially restored at midnight. abc news correspondent has the story live from washington.

unstable air mass, we could see something pop this afternoon but the big story is the heat and the humidity, let's take a look at what we've got out there. that's a nice place you could go i suppose, you can see the kids in there, i don't know what's up with the woman in the foreground. that's the place to be, right near the cool water drinking cool fluids and getting yourself back in the air-conditioning. 89 degrees, the dewpoint was well over 70 at dawn and it dropped in the mid 60s and you'll get past 70. wind south/southwest at # miles per hour. there are a lot of spots in the area south of philadelphia, across south jersey and the state of delaware where we have dewpoints. the temperatures close to 90 in philadelphia. and wilmington and allentown where we started out cooler, but you're catching up in the lehigh valley. how about a dewpoint, this is

not the temperature, this is the dewpoint in sea isle city, this is the number that indicates the kind of humidity we see in new orleans and the gulf of mexico. it is tropical air that's getting into dover and sea isle city and along the boardwalk. we have a dip in philadelphia. you can see how we are in the 70s up north and basically everybody will be in the oppressive territory for the majority of the afternoon. quickly i want to cover the thunderstorm chance, i will point out when something does pop it will have the chance of producing a downpour no surprise there. the big issue for most of us will be the heat and the humidity. in allentown we're going for a high of 93. hot and humid spotty thunderstorm the big issue is the heat and the humidity combined to give you a heat index around 100. atlantic city on the beach spots in the upper 80s but humid.

in philadelphia, 96 degrees with the heat index values getting up over 100 and getting as high as 105. 78 warm and humid overnight tonight, still kind of muggy. of course this is a day where you need to take precautions cool drinks ac if you don't have ac use the fans and open the windows so you get circulation through the home or your apartment or wherever you are. 96 degrees is the high. scorching heat. a thunderstorm possible. tomorrow it will be hot and humid, 93, but it won't be quite as bad. the humidity level will be lower than today. you have to take it easy, but we're starting to get a break. it's wednesday and beyond we start to feel much less humid and more comfortable. mid 80s thursday, friday and saturday and finally sunday,
