long history of very violent crime including murder and rape. "action news" reporter vernon odom has been following this story all day long. police are calling this man a monster. >> reporter: indeed. harris' rap sheet goes back to 1982 when ronald reagan was the president. that year james harris was convicted of murdering his own father. hired handyman james harris was the target of the investigation from day one. police were convinced this career criminal was the vicious attacker who raped beat and strangled jasmine wright aged 27. a recent master's grad from drexel university who missed a third floor apartment on 50th street. harris aged 56 was recently fired from his maintenance job here but had never surrendered his keys to the building owner. laris was seen by neighbors entering the building on the day of the murder. police were holding harris on a burglary charge as they waited for the dna test results which came in overnight.

>> he broke into her apartment. she came in about 30 minutes after he was inside of the apartment. she was on her cell phone talking to her mother who lived in virginia. at that time he attacked her. we know that because the mother said the phone goes dead at that point. she hears a struggle and the phone goes dead. >> reporter: harris police say tried to clean the crime scene with bleach but to no avail. his long rap sheet raises the perpetual question what was he doing out on the street. >> 31 priors. he was arrested for killing his father. arrested for sexual assault several robberies, several burglaries. he's a monster and we're very happy to get him off of the streets. >> reporter: brian we must point out here that james harris has been arrested and accused of this crime and the eyes of the law icy he's innocent until proven guilty. live at police headquarters in center city, vernon odom channel6 "action news." >> allall right, vernon thanks t of course "action news" has

been following this developing story on all of our platforms all day long including facebook where you can hear more about the suspect's violent past. make sure you're getting developing news in your facebook feed go to facebook.com and click the like button. wilmington police now say a woman found dead on a playground was murdered. police have arrested her boyfriend for that crime. the body of 29-year-old jamie murphy was found on a children's slide in canby park yesterday morning. police arrested 34-year-old gary perkins last night. investigators say perkins had abused murphy in the past. a philadelphia restaurateur is under arrest tonight and charged as part of a federal child pornography investigation. fbi agents arrested alex capaso owner of center city's crow and the pitcher at his home in collingswood on monday. the u.s. attorney's office says he sent sexually explicit decks messages and photographs to an undercover agent.

he tells investigators the five-year-old in those photos is the nix of an ex-girlfriend. he also allegedly told agents he could not wait to sexually abuse his soon to be born daughter. police have now identified the officer shot in the line of duty this week. investigator its say francis whelan and other swat officers went to the 800 block of riverside drive to arrest devon guishard wednesday morning. guishard was wanted for the murder of megan doto last september. investigators say guishard tried to run and then turned and shot whelan in the abdomen. police returned fire hitting guishard. this was the second time whelan was saved by his bulletproof vest. a philadelphia traffic judge was sentenced today. he must pay a $4,000 fine. back in 2013 perry pleaded guilty to federal fraud charges. he was not expected to get

jail time because he is in poor health. so, get outside tonight if you get a chance and enjoy this picture perfect summer weather. for the third straight day temperatures topped out in the mid 80's with low humidity and people on the beach tonight they're in atlantic city totally soaking it up. but a change is moving in for the weekend. let's get to partly sunny cecily tynan now with the latest from accuweather on this friday night. hi, seals. >> hi, brian. it's a beautiful friday night we have sunshine, a light breeze, comfortable temperatures and the past three days have been exceptional for july. wednesday 85, yesterday the high only 83. today a little bit warmer 86 but still that's 1 degree below the average high for this time of the year and with the low humidity and the sunshine it felt really nice. satellite6 along with action radar showing high pressure really in control of our weather and that is keeping our skies for the most part clear. a few fair weather cumulus here and there showers up across new england. we don't have to worry about that at all but that high pressure will be working to

"action news" reporter john rawlins live in eddystone tonight and john, there are a couple of bills out there that might address this issue. >> reporter: hi, brian yes we should make the point that two lawmakers are in two different states and their measures are somewhat different i think it's safe to say both men want to remove the issue of liability from a would be good samaritan's decision making process. question. would you grab a tire iron and break into a hot car to save a toddler? as this kansas woman did earlier this week. someone else's car. someone else's child.

>> i mean, i would think i would do the right thing and just break the window. you don't really -- i've never really thought about the liability. >> reporter: but this man admits he has. >> today's day and age even though you try to do something heroic someone might say you broke my window i'm suing you. >> reporter: actually lawmakers have also been thinking about people getting sued. now both new jersey and pennsylvania considering amending their good samaritan laws. >> this bill establishes that that individual, that citizen that goes to the aid of a child in distress would have civil immunity. >> reporter: the new jersey measure extends the protection to include the rescuing of pets as well. >> we're concerned about people that want to be good samaritans and are worried about the consequences and may not act. every minute matters when the heat is like this outside. >> reporter: everyone we thought the extension of good samaritan protection was a no-brainer. >> i would like to think that the life of a child is more important than a window of somebody's car. >> reporter: again, brian, some differences between the

new jersey bill and the pennsylvania bill. the new jersey bill would require contacting any 911 during a rescue process. it also has we heard extends the immunity to those who would rescue animals or pets out of a hot vehicle. pennsylvania's proposed amendment at this point focuses just on children. live in eddystone, john rawlins, channel6 "action news. >> does seem like a no-brainer john but we live in a litigious society. thanks very much. tractor-trailer flipped and spilled its load of lumber on the new jersey turnpike in burlington county. it collided with a box truck in mansfield township. the accident happened at 9:30 this morning. two people inside that tractor-trailer had to be cut out of the cab. authorities though say they only suffered minor injuries. peco gave back today rewarding the pennsylvania convention center for its efforts to become energy eve officials. the center's board was presented with a rebate check for nearly $61,000. the money is part of peco's smart ideas program.

"action news" reporter katherine scott was there. >> last year i actually had a surgery on my heart. >> reporter: that's when the high school senior decided she wanted to be a doctor. >> interacting with the nurses, made me know that's what i wanted to do. >> reporter: she didn't shy away from this program like the 29 other students she wanted to get a closer look at what it means to be a doctor. today presented their final projects. research range from hot topics in the news like ebola to

child vaccination. to the future ambulance drugs tested in the uk. >> it carries a defibrillator to like a person in a remote area so -- and it gets there in a minute. >> reporter: faculty say the four week program is the first of its kind in south jersey. students attend lectures and get hands on demonstrations. >> in the morning we talk about like have a lecture about the gi tract and then in the afternoon we actually go in and look at it. >> reporter: what surprised many students and interested them is the sheer amount of knowledge they have to learn. >> you need to know what the symptoms are of the disease but you need to know on a molecular level what the cells are doing. >> i think in. respects we hope this would be eye opening to them, not to frighten them but to actually excite them. >> reporter: these posters took a lot of hard work and there's more of that to come if these students want to become doctors but they tell me they're ready for it. >> it's a lot more difficult than it looks but it is definitely what i want to do. >> reporter: in camden, katherine scott channel6 "action news."

some scattered thunderstorms but tomorrow you don't want to forget to put the sunscreen on. a lot of people will be out and about. the u.v. index will be very high. peak times between 10 o'clock in the morning and 4 o'clock in the afternoon. if the kids are in the water you have to keep reapplying that sunscreen. sunday though, we will see a little bit more in the form of cloud cover and future tracker showing around 2 o'clock you can see some spotty showers and thunderstorms. doesn't look to be anything widespread but you definitely need to keep your eye to the sky, maybe have your storm tracker6 app to see if there are any thunderstorms developing in the afternoon. right now if you're lucky enough to be down the shore what a week it's been. margate 78 degrees, ocean city avalon and cape may 81. surf city 78 degrees. inland millville not getting that sea breeze there 85 degrees. the same in philadelphia. trenton 83. reading 81 and the poconos a comfortably cool 75 degrees. satellite6 along with action radar showing this has been our weather maker the past three days. very broad area of high pressure. it's finally starting to migrate to the east so as it

does, we'll get a return flow out of the southwest tomorrow. so, it will get more -- slightly more humid and it will get warmer. tonight, though another great night. friday night plenty of stars comfortable again with that low humidity. 67 degrees in philadelphia. 58 in allentown, 60 in millville. wilmington 64 and trenton the overnight low 61 degrees. so, with that high pressure off the eastern seaboard tomorrow we get the winds out of the southwest. so, it will be a little bit warmer than today 88 degrees, slightly more humid but still the humidity will be tolerable. on sunday, this is when you'll feel a noticeable uptick in the humidity. it will be hotter as well. 90 degrees and this front could kick off some scattered thunderstorms in the afternoon and that front will start with us on monday bringing us a possibility of a few more addition showers and thunderstorms. if you're in the poconos overnight lows in the mid-50's. afternoon high tomorrow 80 degrees, loads of sunshine and sunday more humid with a chance of an afternoon thunderstorm with a high of 82. down the shore tomorrow, do be careful.

an increased risk of rip currents with that flow out of the south continuing to increase. definitely listen to the lifeguards. the ocean temperature 74 degrees on the beach. the air temperature tomorrow comfortable 82 degrees, sun soaked and sunday partly sunny with a high of 84 degrees. all in all a pretty nice weekend down the shore. so, the exclusive accuweather 7-day forecast, tomorrow sunny and warm but the humidity still tolerable. 88 degrees. on sunday, humid and hotter, 90's some scattered showers and thunderstorms in the afternoon. not everyone will see them. monday again a scattered thunderstorm possible 88. and then tuesday here we go, hot and humid 91. on wednesday, bump it up to 93 and thursday blistering, 94 degrees. this will likely be heat wave number three but looks like it will just abthree day heat wave. a front will bring us a possibility of thunderstorms on friday and drop temperatures back up into the upper 80's. so, all in all a pretty decent weekend but saturday definitely definitely better
