and now we know that if you want to ride septa in from the burbs, you're going to have to win the lottery. tuesday night, and the big story on "action news" tonight is septa's mass transit plan to take transit to the mass. live at the station septa finally disclosed how the new system is going to work. >> that's right, jim. after the first plan proved to be a disaster septa thinks it has found a solution. it has a plan b a lottery system that will be open for a 24-hour period for anyone wishing to buy the regional $10 passes. last week septa placed 350,000 regional rail passes up for grabs on the website, but the agency did not anticipate the stampede it would create. a rush ever -- of people trying to get their hands on tickets, crashing after selling only 201.

woodborn and the west trenton station. had to use shuttle buses as a back up. and the police chase winding from south jersey into south philadelphia, and back into new jersey and back once again into philadelphia. that's where it came to a dramatic conclusion. the suspect literally rolled over for police. authorities took robert ritter of blackwood, new jersey into custody without a fight. "action news" was there as he was brought from the hospital to the police station for questioning overnight. after all this investigators say it was a $10.50 worth of underwear that ritter stole allegedly from a brooklawn shoprite that set off this chain of events. oaklyn police would not comment on their policies of pursuit and whether it made sense to chase ritters 2:13 over this alleged crime. they said he has a long rap

sheet. and trying to find a killer unloading bullets in west kensington. the 30-year-old victim shot at least five times. his name not released. and investigators don't yet know what prip -- precipitated the shooting. and carolyn howett arrested and put in handcuff stealing morphine from a nursing facility where she works 15 years. administrators at the home notified law enforcement earlier this year when they noticed that medication was missing. we have begun what will undoubtedliably our third heat wave of the summer. temperatures hit 93 degrees before the sunset over philadelphia tonight, but it could be even hotter tomorrow with a heat index right around 100. let's get the latest facts and

physician from cecily tynan. >> temperatures climbed into the 90s today for the 15th time this year. but we have several more on the way. but today's high 93 degrees. you factor in the humidity the heat index up to 97 degrees. really the hottest air north and west of philadelphia. allentown 92 trenton 94 degrees. reading 92. wilmington with winds off the bay not quite as intense, 88 degrees. sea isle city, the difference when you get closer to the ocean you get seat breeze and the high a lot more manageable 86 degrees. satellite 6 and actions radar showing strong high pressure. it is sitting off the eastern saeb seaboard and that will intensify the heat index the next two days. tomorrow will be near dangerous heat and humidity. looking at the heat index, the way it feels close to 100 degrees along the i-95 corridor. not much relief to the northwest and southeast where heat index

about 95 close to 100 degrees. you definitely do want to take it easy. in fact some heat tips. i know a lot of this is common sense but something that's worth repeating. the next two days try to limit your exposure to sun. if you are going out for a walk try to seek shade. stay hydrated and drink a lot of water. if you have to work outside, a lot of people do take frequent breaks in the shade or seek air conditioner. and wear light-weight clothing and light-color clothing that does not absorb the sunshine. talking about the heat wave when to expect the storms and a little relief on the way coming up in the full accuweather forecast. >> thank you. roosevelt boulevard back open in all directions tonight following a water main break in the northeast today. the philadelphia water department completed repairs at the intersection of sandy ford road at 8:30 tonight. and a 12-inch main flooded the road this morning, forcing the

closure of all but one of the out-bound lines. and sentenced to time behind bars the son of the mob boss accused of trying to take over a firm three co-defendants sentenced next week. max the dog home two days after going missing during a tragic deadly hit and run. sunday night osvaldo arroyo's car was hit by another. and his brother francis was killed. in the confusion, max disappeared. today a neighbor found the dog and called police. arroyo says that max is a loyal pal for his 12-year-old special-needs son. police meanwhile continue to search for the owner of the hit-and-run car. another k9 stole the show at an event in new jersey.

gunner? mount laurel's first and only police dog. and kids got a close up look and experience with him. a portion of the sales at mcdonald's benefitted the police, and during the dog days of summer a little ice cream never hurt. new jersey state troopers will soon be required to wear body cameras. it will cost the state at least $1.5 million. and the state police phase in the recording devices over the next nine months. troopers will be required to activate the body cams during traffic stops, arrests and protests. new jersey's acting attorney general says that the program will promote transparency especially during the current climate of trying to build and maintain trust between police and minority communities. >> body cameras act as an objective witness in police-involved shootings and other use-of-force incidents. so that truth rules the day. not emotion, not agendas, and

not personal bias. >> police claim this is the real key. several local departments in new jersey recently implemented body cameras and they say they have already seen benefits. >> the almost of incidents with the police officer are less than those who don't wear the body cameras. >> it is a game-changer. we now have the ability, even if we are wrong, we can make corrective actions and learn from it. >> the superintendent says after 15 years of dash cam use, this should not be a difficult transition for state troopers. the city of philadelphia kicked off a summer program today aimed at feeding the bodies and minds of at-risk youth. and "action news" reporter annie mccormick with that story. >> which book are you going to read first? >> my friend marley. >> and music to the ears of teachers, kids including youngsters and teens reading. >> misty, vie lot and me --

an 8-year-old boy from baltimore who lost his little little -- limbs to an infection is a medical pioneer and it happened in philadelphia. zion harvey introduced at children's hospital today as the first child to receive a double hand transplant. zion walks with his prosthetic legs and has adapted to not having hands, but doctors thought he could do much more with a transplant. earlier this month he received two hands in a 10-hour operation. >> to put all the parts back together so that not only what they look like hands but eventually function like hands. >> zion is undergoing hours of rigorous therapy every day to gain movement. with his surgeon he showed he can already move his fingers a little bit. doctors say that zion's new

hands will grow with him, they just don't know exactly how much they will grow. authorities in zimbabwe have accused a hunter from minnesota of illegally killing a protected lion. cecil the lion was well known and a protected lion. officials accused minnesota dentist walter palmer with poaching and other offenses. palmer said that he thought that everything about his trip and the hunt was legal. and wasn't even aware of the lion's status until the end of the hunt. a cheerful joyce mitchell pleaded guilty today to helping two convicted killers escape from the prison where she worked. she admitted to smuggling tools to richard matt and david sweat. spending two weeks on the run until one was killed and sweat captured. and she volunteered to be the get-away drive but backed out

[laughter] >> the heat index close to 100. >> exactly. and we have two more days before things change a little bit. and tonight we have rain-free conditions out there. but there's plenty of moisture in the air. even at this late hour it is still 81 degrees in philadelphia. it is 77 in allentown and reading. trenton 77 millville 76. wildwood 75 degrees. but the dewpoints are what really get your attention much we have dewpoints, most of our region in the low 70s. when you get the dewpoints above 70 degrees that's oppressive.

wilmington dewpoint 75 degrees. that air mass feels tropical. and we'll be stuck in that for the next two days with the heat and the humidity. before things change somewhat lightly as we head into friday. satellite 6 and actions radar showing you if you see the line of storms moving into the midwest that's a cold front moving through thursday night with showers and thunderstorms. behind it we have slightly cooler temperatures. slightly lower humidity on friday and saturday. but until then this upper-level ridge with the jet stream well up to the north continues to pump the winds out of the southwest. really heating things up. today 93 degrees. a heat index of 97. tomorrow, even higher. the temperature up to about 94 degrees. the air temperature, the heat index the way it feels in philadelphia will be up to about 99. and thursday the temperature down a notch to 92 degrees, but the humidity higher ahead of the cold front, so the heat index up to about 101 degrees. even if you do like the heat

101 heat index is very uncomfortable uncomfortable. on top of that, tomorrow is an ozone action day. an air quality alert day. if you have respiratory problems like asthma you definitely do want to limit your time outdoors. also a good idea if you have to fill your car up with gas. do it very early in the morning or late in the day so you don't add to the ground-level ozone. and thursday the cold front will approach. and futuretracker, around 4:00 we likely see a line of storms in the northwest suburbs moving closer to philadelphia about 6:00. behind that, it feels a little bit better on friday. it will be exclusive accuweather seven-day forecast. hot and humid tomorrow 94 degrees. thursday, soupy, 92. heat index above 100. gusty thunderstorms late in the day. and friday if we hit 90 we're still in the heat wave. but it will be noticeably less humid. it won't be quite as uncomfortable. on saturday we bump it up to 92 degrees with a few clouds maybe a thunderstorm. the heat continues on sunday

90. monday, 91 before afternoon thunderstorms drop the temperatures back down to near normal with high of 88 degrees. definitely take it easy and don't forget about the pets it is tough for them in heat waves, too. the situation tonight at the shore was comfortable for the baby parade in wildwood. the town held its annual baby parade on the boardwalk. the babies and toddlers along the route in wagons and on mini floats. the themes range from jazz to jaws. this is the 106th year for the baby parade in wildwood.
