>> thursday night, jim's off, i'm monica malpass. the big story on "action news" is this new layer oven tighter security surrounding the pope's visit. yes, there will be a security fence. here's a quick time line for you. on thursday, september 24th at 10:00 p.m. construction will begin here on the secure perimeters. black and red zones there will be off limits. and, friday morning, at 6:00 a a.m. pedestrians trying to enter the red secure perimeter will need to go through metal detectors and be screened. no cars will be allowed in the black secure vehicle perimeter you see there. 8:00 a.m. yellow lines take effect. those are authorized vehicle access road and they will be reserved for emergency vehicles only. the residents cannot park on those streets by the way. then friday night at 10:00 p.m. a secure perimeter will be set up around independent mall for the pope's speech there. also, on friday night, previously announced traffic box in center city goes into effect at 6:00 p.m. with the addition of the one in west

philadelphia and university city a at 10:00 o'clock. now when will all of this reopen? that is yet to be announced but mayor says it will be limited, through sunday night, at least. well, lets talk about city services. courts will be closed that whole week. the city will be operating central services from thursday to monday. >> many city offices will not be opened, what we're doing this because we recognize how difficult it may be for many, of our own city employees to get to work. >> city employees will be briefed by their supervisors about the particulars. public schools will be closed from wednesday through friday, it is yet to be determined if map will also be a day off but mayor says notification would be made the same way it does for snow closings. all this has caused the first day of kindergarten to be thursday, september the 17th. we have team coverage for you tonight as a true impact of this momentous weekend is really starting to come into focus. pradelli hear from his residents and businesses affected from inside that security zone. sharrie williams explain if south jersey will see a disruption to its daily routine as well. let's start with chad on the ben franklin parkway, chad. >> reporter: monica, it is fence that was rumored to be and now it is official. here are details. it will run along the parkway a block on each side all the way from the art museum to city hall. as you mentioned anyone who want to come into this so-called secure perimeter beginning friday through sunday will have to go through checkpoints and metal detectors and this is just one of the many security measures announce today. next level of the security is what is called a secure vehicle perimeter, outlined here in the black. it stretches from the art museum to independent mall. traffic will be prohibited, all cars must be removed unless they are in a garage and restrictions will go into effect thursday night. >> for city residents, let's all plan ahead for this

historic event. by friday, make sure you have taken care of much of your personal or critical business. >> reporter: green light indicates outer perimeter or the traffic box. traffic will be a allowed here except for road marked in yellow. they are restrict to authority vehicles like police and fire. by friday, no vehicles will be able to enter or exit the traffic box. mayor michael nutter says city and secret service are working on limited exceptions like taxis. >> i can appreciate the need for security but i think level of inconvenience is beyond comprehension. >> parking is a premium to begin w there is limited public parking. if you are a resident here with permit parking where do they expect to us park? i mean how far north do they want us to go. >> reporter: that was general reaction, from residents, living along or inside of the secure perimeters. city officials say that they understand the concerns but events like the papal visit are special. with more than a million people expected to flood this

but even with these extended hours cabbies tell us they weren't expecting to lose so much business and, be out of commission for essentially two full days. >> i think that is a crazy thing because all over the pope, all summer was, to get some business, but since they decide that, i don't know what we will do we will just park taxis and wait until the pope leaves. >> things are real slow right now, plus you have uber, and lyft, everything is going against you. >> the locations for the special taxi stand, inside of the traffic box will be announced at a late ever time. officials are taking steps in this case literal steps to try to reassure area residents that they today walk across ben franklin bridge themselves to show folks how they will be able to credits when the pope is here but it is a span of nearly 2 miles. not everybody is physically fit to make that kind of a

pilgrimage. a "action news" reporter sharrie williams is covering impact this will have on the new jersey side of the river tonight, hi there, sharrie. >> reporter: hi monica. it will be a major adjustment but ben franklin bridge becoming a gate road for those moving around by foot but officials here in camden say that there will be so many people, don't even think about bringing your personal car to the city. pope francis itinerary will be mostly in philadelphia but neighboring camden across the bridge is also feeling the transportation ripple effects. >> transportation was hard enough, taking the bus from here to there and they will shut it down. they have to have another route. >> reporter: those living on the new jersey side who want to travel through camden to see the pope will have limited options as ben franklin bridge is scheduled ton closed. hundreds of thousands will to have go by foot. a handful of new jersey transportation officials, set out on the long walk today to show what people are in for.

it is a four and a half mile walk to the art museum where the pope will be, and it takes hours, to complete. >> if you are not capable health wise of making that licensing trek you may want to evaluate whether you are coming or not. >> reporter: there will be is 1100 parking space necessary camden with busts that have registered but zero spaces for personal cars. >> there are not enough parking spots in camden city in, camden county or in this region to accommodate the people that want to go to the event. that is a fact. >> reporter: city leaders hope that mess will come by mass transit like chartered buses and river line but even light rail will require a special event ticket to get on board. only the patco high speed line will continue west, and everyone else will have to get out and walk the bridge, a trip that may carry over into the night. >> you bring a flashlight, don't count on the battery in your phone, fully charge your phone and we want to you preserve your charge, because

back of the tractor trailer, pinning the truck driver inside. it happened in woolwich township. it took crews 20 minutes but they did rescue the man from the wreckage using a special crane and then flown to cooper medical center. in word on the the extent of his injuries. parts of the turnpike have now been reopened, but there are major delays northbound while the clean up continues. chopper six was also over the scene where a pedestrian was struck on the black horse pike tonight. this happened at 8:30 in the 4200 block of the highway in washington township gloucester county. that victim was hit in the northbound lanes. police say the striking vehicle did not stop but was pulled over for further down the the road. victim is being treated right now at cooper university hospital. unaudible. crowd word coming from the mayor of the colwyn, delaware

county tonight. they were aimed at city council following its move to fire boro manager paula brown. the mayor has said council did not have the legal authority to fire brown, and council says that it does and that his veto is invalid. brown says that she was fired after revealing illegal corruption within council. a court request from pennsylvania's embattled attorney general has gotten a flat no tonight. kathleen cain, who faces criminal charges asking montgomery county judge, to let her release an e-mails that she says show her as the victim of a political witch hunt but judge william carpenter say pornographic e-mails in question were not even part of the grand jury proceedings and he has not been formally asked for them anyway, he says. families in new castle county are safer from fires tonight, thanks to thousands of free smoke detectors. they were handed out today. volunteers from new castle county and the fire company distributed $30,000 worth of smoke detectors, in all 21
