the teen had been shot multiple times and dumped at this location. late this morning police returned to the location where santiago's body was found to map the scene. d.a. tom hogan said the victim had been targeted, that investigators have strong evidence and that an arrest is expected. santiago was due to resume his education at henderson high school this fall. last year after disciplinary issue he had attended glen mills an alternate school for a short time. friends say the affable santiago was looking forward to his senior year. they describe him as empathetic and trustworthy. >> everyone loved him. he was always caring after his friends. once his friends was in trouble he was the first person there and you knew you could always count on him. >> the coolest kid in west chester. >> reporter: can you fathom why anybody would want to harm him? >> who would not be jealous of christian. he was just an awesome person. >> reporter: that was john rawlins reporting from chester

county. in other news we're following breaking news out of our delaware news room right now where firefighters just put out huge flames at an oil refinery in delaware city. a spokesperson for that refinery on wrangle hill road said there was a problem with the processing unit around noon today. by 1 o'clock they had to call firefighters in to help. all of the employees got out safely and the fire was just put und investors showing concern we're being told over the slowing chinese economy. apple stock which depends heavily on demand from china fell more than 4 percent today. time now for the accuweather forecast.

>> it is friday. so let's do it and we head outside to meteorologist cecily tynan who is in for adam joseph. happy friday. >> hi rick and sharrie. what a gorgeous friday it is. the cold front that brought us flooding rains last note swept out the oppressive humidity and cooled us down a little bit. 87 degrees currently in philadelphia. in allentown 83. reading 82. wilmington 86. trenton 85. and cape may very comfortable with a current temperature of 81 degrees. big difference with the humidity, though. this time yesterday we had dewpoints across most of our area in the mid 70's. that was ultra humid. now the dewpoints are dropping down into the 50's. when you get dewpoints below 60 degrees that's very comfortable with winds out of the northwest our humidity level will continue to drop as we head through the afternoon and the early evening hours. now, satellite6 along with action radar together showing that cold front that brought us flooding rains last night has moved off the eastern seaboard. it's going to stop, stall out and then move a little bit farther to the west on sunday

street station following this story and these passes are one of the only ways people will be able to get into the city once pope francis is here. >> reporter: that's right, sharrie. today the septa pope passes for regional rail are officially on sale at ticket counters. select ticket counters and it's been a steady stream all day. today people lined up to get their tickets for regional trial see the pope. >> the lottery system didn't seem to make a lot of sense to me. i thought why don't they just sell it at the ticket stand that's here and that's what they did today. >> reporter: the septa regional rail normally moves about 65,000 people. when the pope is here the trains will be able to move about 180,000. both the regional rail and subway drop-offs will get you into the blocked off parts of the city that are otherwise closed to traffic. >> these stops that are here in orange, those are where we're going to drop people off. they're all in the traffic box. no one is going get you closer than septa. >> reporter: that has a lot of people planning to hop the

yup training camp is in the books. that's a wrap from the training camp portion. the eagles held a walk through today and yeah after practicing with the ravens the past three days everyone really excited to finally play against them. of course, all eyes will be on this man tomorrow night, sam bradford. expected to start his first game in an eagles uniform and take the field for the first time since tearing his acl for the second time. actually tomorrow will be just one day before the one year anniversary of that preseason injury. this will be a huge test for bradford to get his timing down and see if he can take a hit. now, knowing chip kelly won't be in there long though sam would like to be. >> obviously i'll take all the reps that i can get. i think a lot of great reps in practice over the past few weeks, especially the past two days going against baltimore. you know, like i said, they'll give me whatever he'll give me i'll take. >> now, it was an exciting day here at training camp because juan pap blow montoya indy car

headed down for them, headed down for shore on this nice summer time afternoon rick and sharrie, you can see the crowd headed down towards 55 and the a.c. expressway. of course the jam starts back on the walt whitman bridge and continues to be sluggish through this point on 42 southbound. let's talk about 676. this is the vine street expressway in center city. we're not moving very quickly in either direction as you can see the length between the schuylkill and 95. then us a continue across the ben franklin bridge and hop on 676 southbound in camden, you can see we're bunching up again headed down towards 42. there is an accident in the mix approaching the 42 freeway but traffic is getting by it. just getting by really slowly as you can see. headed for the delaware memorial bridge, expect delays again all weekend long because of that painting project that's going on and blocking a lane in each direction. this afternoon the northbound delays aren't too bad just yet headed into new jersey but southbound headed into delaware you're looking at speeds in the 20's and in

>> ♪ >> north korea leader kim jong un says his troops are cassie state of war after soldier from the north and south exchanged artillery fire. they have been blasting anti-north propaganda across the loudspeaker. north has given them a deadline of 5:00 p.m. local time tomorrow to stop. a senior military officer says the north held a rare emergency briefing for diplomats. u.s. officials have canceled a joint military exercise with the south that was planned for next week. >> two female soldiers made history today becoming the first women to graduate from the army's grueling ranger school. captain kristen bryce and first lieutenant shea haver finished a nine week course. both women met the same standards as the men did. >> it's just definitely awesome to be part of the history of a ranger school. >> i was thinking really of future generations of women

that i would like them to have that opportunity. >> both women got to pin the black and gold army ranger tab along with the 94 men who graduated with them as well. congratulations. but the women can't actually serve as rangers just yet. secretary of defense ash carter will make a decision by the end of the year on what combat roles women will be allowed to take on. >> back here the diocese of camden is selling four of its elderly care facilities. the deal includes saint mary's catholic home in cherry hill and the manor at saint mary's. the diocese will also sell two other nursing homes, one in pleasantville and the other in vineland. center management group is buying the properties for about $40 million. the sale has been authorized by the vatican. still needs approval, though, from u.s. regulators. the diocese says catholic traditions and teachings will continue at the facilities for 50 years as part of the deal. it has been 10 years since hurricane katrina shattered and flooded the gulf coast. well, now abc news is looking

back at everything that's changed there in the last decade. as the anniversary approaches mississippi native and abc news anchor robin roberts give us a very emotional raw and uplifting look at how the region is recovering. she spoke with "action news" recently about what it was like to put this special together. >> it was very important in this special to recount what happened, to show some footage that has never been seen before, but to let people know where everyone is and the majority of people, where they are now after what has happened in the past decade and where, more importantly they're headed. >> it's called katrina, 10 years after the storm and it will air sunday night at 10 o'clock right here on 6abc. >> atlantic city says a pair of concerts this week has given the town's economy a much needed shot in the arm. more than 30,000 people came out for last night's rascal flatts show that comes after sunday's maroon5 concert which drew more than 50,000.

new jersey's casino reinvestment development authority is considering putting a permanent stage on the beach for summer concerts. but plans cannot go forward until governor chris christie decides whether to sign a bill that would defund the agency. live music lovers flocked to fish down today for the chance to work at one of philadelphia's newest concert venues. this is day one of a two-day job fair at the fill more philadelphia. there are more than a hundred openings to fill including everything from parking attend dander to operations manager. the venue is set for its grand opening on october 1st with philadelphia's own hall and oates headlining the show. today's job fair runs until 6 o'clock. they'll hold app second fare tomorrow from 9:00 in the morning until 1:00 in the afternoon. spotify is facing criticism over its new privacy policy. the streaming service can now track your location, collect your pictures, even look through your contacts. it can also view your facebook

posts and share information that it collects with advertisers. the server has 75 million subscribers and says it will use the data to tailor each person's music. the only way to avoid spotify's privacy policy is to actually delete the app. >> well, the united states postal service is honoring the coast guard with a brand new stamp. that forever starch was dedicated today at the coast guard training center in cape may. the stamp shows the cutter called eagle and a dolphin helicopter which is the standard rescue aircraft of the coast guard. the postal service is releasing it to recognize the coast guard's 225 and anniversary. during an average day the guard sales it helps more than 300 people across the country. >> time now to get another check of accuweather. >> all right, for that we go to meteorologist cecily tynan with a check of the weekend. a lot of folks already at the beach, cecily. >> exactly. speaking of the coast, we are live on sky6 in atlantic city

and you can see a lot of folks enjoying the sunshine on the beach. a lot of people in the water as well. the cold front that swept through last night has really dropped the humidity and temperatures pretty comfortable. about where we should be for this time of the year. philadelphia 87 degrees, 86 is the average high for this time of year the year, wilmington 86, allentown 83, millville 87 and cape may currently pretty comfortable 81 degrees. so, high pressure firmly in control of our weather. once this high pressure -- what this high pressure is doing is bringing us winds out of the northwest. that's a much drier flow of air and that will keep skies clear tonight and drop temperatures to pretty comfortable levels. overnight low philadelphia 68 degrees. seasonable. and allentown 56, trenton 64, millville 63. wilmington 65 and cape may's overnight low down to 70 degrees. so, future tracker showing tomorrow lots of sunshine. by 3 o'clock in the afternoon, temperatures generally in the mid 80's. reading could be a little bit cooler, about 79 degrees and if you're heading to the linc

>> we wanted to update you on one of the breaking stories that we're following this friday. the stock market took a beating today. the dow was down 531 points thanks to concerns over china's economy. the nasdaq and s & p also saw big losses on the day. philadelphia police and fbi are asking for your help to find the man who robbed an olde city bank. they gave us this surveillance video of the suspect who held up the td bank at fourth and market yesterday. police say he walked in just after 1:30 and then passed the teller a note demanding money. he ran off with cash but police did not say how much. they do say they consider this man to be armed and dangerous and they're asking anyone with information to give them a call. >> one man is dead after a shooting in the tacony section

i was at my shop tied up with a customer when i realized the time. i had to get to the bank before it closed, so i made a break for it. when i got out it was almost closing time. traffic was bad. i knew i was cutting it close. but it was ok. i use td bank. it's got the longest hours and stays open an extra ten minutes every day. i'm sid. and i bank human at td bank.

a woman who once danced on the baltimore ravens sidelines collapses in tears as she learns her fate for raping one of her son's young friends. details coming up. >> but we begin with the search for a killer on the streets of camden. 26 years ago markise and maurice harper came to this world together. this morning they left together. police say the twin brothers lives were taken at the same time by a gunman who is still out on the loose right now. for more on the double murder investigation, we turn to "action news" as reporter trish hartman who is live near the scene. trish. >> reporter: well, sharrie, no arrests and no motive so far according to police in this double homicide case that left a set of twin brothers dead and a neighborhood reeling. a memorial hangs on south constitution road where police say the twins' bodies were found. markers were left for friends to write messages for 26-year-old maurice and markise harper. mark and reese as they were

called by friends and neighbors. two women who say they grew up with the harper brothers didn't want to be identified for their safety. >> they grew up like across the street. we used to go over their car dead. >> reporter: police say the broths were pronounced dead at the scene and appeared to have been shot several hours prior. neighbors say the parked car was still run when did you go they saw the brothers' bodies inside. police say it was a 2011 silver jeep cherokee. many neighbors were too shaken to appear on camera but say

raiding the register and the safe. if you have any information on this robbery, call east detectives. >> officials of the city of philadelphia confirmed to "action news" that several city employees may be caught up in the ashley madison hacking scandal. the out of of information technology says at least 14 philadelphia.gov e-mail addresses appeared in the database for the web site which caters to those looking to start an extramarital affair amount spokesperson for mayor michael nutter's officers says they are working to see if any employee actually used city resources to access ashley madison. if association that individual could be subject to disciplinary action. a former baltimore ravens cheerleader there in the dark pant suit coming down the steps right there kept her head down as she brushed much rushed out of a delaware courtroom after being sentenced to probation for raping a teenager. molly shattuck will spend the next two years on probation for sexually assaulting a

"action news" anchor monica malpass is live in the news room to explain what the officer said that has him in trouble. monica. >> hi, shar wreaks that's right. this stems from an investigation of an officer's actions during a traffic stop and we're going give you a few more details. it was all captured on a cell phone camera. now, this video shows the officer pull someone over and threaten to tow their vehicle unless the driver did something for him in exchange. coming up tonight at 5:00 we'll tell you what it says and why it has police commissioner charles ramsey
